Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. By hydrometamorphism is meant the alteration of rocks, ores and minerals by atmospheric waters. In its broadest sense, it includes the varied processes of weathering, oxidation, hydration, the leaching of rocks and ores, and the solution, migration and enrichment of metals. Rain water, as it strikes the earth, is practically pure water, except for small quantities of dissolved atmospheric gases; upon coming in contact with ore minerals, especially sulphides, however, it is transformed into solutions of great chemical activity, which attack, transform and rearrange the minerals of ore- bodies, and so effect enrichments of the greatest economic importance. Primary deposits so low in grade as to be without commercial value are frequently thus transformed into deposits of commercial importance. It is necessary in the examination of any orebody, therefore, to determine whether the valuable ore is of primary or of secondary origin; if primary, its value may be expected to continue indefinitely in depth to the zone of primary impoverishment; if secondary, the ore deposition is known to be controlled by surface agencies, and the valuable ore may be expected to continue to such depths only as have been reached by surface waters. The decomposition and weathering of rocks, unlike the changes undergone by orebodies, are accomplished by water carrying as dissolved constituents chiefly atmospheric oxygen and carbon dioxide, together with vegetable acids. The chemical changes wrought are principally hydration, oxidation and the formation of carbonates. The tendency is toward the solution of the more easily dissolved minerals, which is attended by the formation and a surface concentration of the more resistant minerals,

FOLLOWING recent precedent, the Mineral Industry Education Division opened its first session on Sunday afternoon at the Columbia University Men's Faculty Club with an unexpectedly large attendance. The first session was presided over by the Division Chairman, A. F. Greaves-Walker. The first paper, a preliminary report on college enrollments in mineral technology curricula, by W. B. Plank, though incomplete, pointed to a general over-all reduction of 38 per cent in enrollment in mineral industry curricula. Following that, A. C. Callen's paper elicited many comments. It presented the results of a survey (no direct questions asked) addressed to officials in the mining industry. J. L. Bray spoke on war production drive methods and results and his slides gave visible evidence (and much laughter) of the success of the drive. C. L. Wilson's able presentation covered not so much present status but the future status of accelerated mineral technology programs after the war. The last paper of the first session by Edward Steidle, was handed out in mimeographed form.

WITH J. T. Ryan, of Pittsburgh, in the chair, 40 men on Monday afternoon were attracted to the first meeting of the new Health and Safety in Mines Committee. The speakers were well received and the discussion was good and virile. The field and scope of the new Health and Safety in Mines Committee was reviewed briefly, yet concisely, by Scott Turner. This committee is to cover the whole mining industry, in which much progress in reducing accidents has been made in recent years. Members of the A.I.M.E. can considerably assist in this important problem.

A COMMITTEE, representing a number of the larger oil companies in California, met in San Francisco on Nov. 12, 1919, for the purpose of discussing the depletion deductions to be allowed in computing the Federal income taxes under the Internal Revenue Act of 1918. It was the general sense of the committee that a system based on sound engineering principles should be formulated for estimating the value of oil properties, so that better and more uniform results might be obtained by the various companies in filing their returns with the' Bureau of Internal Revenue. A subcommittee, consisting of five petroleum engineers, was thereupon appointed to collect information and draft a report. The committee consisted of G. C. Gester, Carl H. Beal, J. H. G. Wolf, E. G. Gaylord, and E. D. Nolan; this report is the work of that subcommittee.

The use of Na-montmorillonite clay binders (Western Bentonite) in the pelletizing of iron ore concentrates is well established as is the idea that alternative binders must be found. 1-6 This note summarizes work done7 in evaluating a Wisconsin montmorillonite clay binder. The clay occurs in irregualr beds overlying the Prairie du Chien Dolomite and the St. Peters Sandstone near Hersey, St. Croix County.

At the close of the current academic year, there will be eight vacancies to be filled in research graduate assistantships which are maintained by the Engineering Experiment Station of the University of Illinois. In addition to these assistantships, there are available two research graduate assistantships in gas engineering, which are supported by the Illinois Gas Association. These assistantships, for each, of which there is an annual stipend of $500 and freedom from all fees except the matriculation and diploma fees, are open to graduates of approved American and foreign universities and technical schools who are prepared to undertake graduate study in engineering, physics, or applied chemistry. An appointment to the position of Research Graduate Assistant is made and must be accepted for two consecutive collegiate years, at the expiration of which period, if all requirements have been met, the degree of Master of Science will be conferred. Not more than. half of the time of a Research Graduate Assistant is required in connection with the work of the department to which he is assigned, the remainder being available for graduate study.

Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.
