Seven solid wastes from coal conversion processes were characterized chemically and mineralogically. The wastes included three Lurgi gasification ashes, two liquefaction residues (SRC and H-coal), a fly ash, and a water-quenched slag. Leachates generated from the solid wastes at various pH levels over the range 2.5 to 11.0 were analyzed for over 40 constituents. Results of the leachate analyses demonstrate the wide variation in constituent solubility for the solid wastes. To help assess the environmental impact of the disposal of these wastes, the leachates were also employed in soil attenuation studies and acute 96-hr static bioassays using young fathead minnows.

An old philosopher once said, "God grant me the serenity to accept those things I cannot change, the courage to change those which I can, and the wisdom to know the difference." It is time to take stock of how the human race has progressed-whether the trend now points toward greater evils or finer things. It is time that we stop fooling ourselves and put into effect a program of "real" conservation. By this it is not meant that we limit our concept to planting new forests, preserving wild life or preventing soil erosion, but rather taking stock of the expectancy of our resources, expanding human resourcefulness and effecting careful utilization and replacing of, or producing substitutes for, material resources. Man is still dependent upon energy and matter in certain usable forms, despite the fact that energy is inherent in all matter. Until such progress is made that the energy contained in all matter can be controlled, man must continue to utilize the common fuels. Advancement of research in atomic energy has cast a gleam of hope for future use of the tremendous energy contained in the atom. Use of atomic power for industrial pursuits would open up limitless resources of power. Drilling for oil in the eastern producing states was fairly active during the first part of 1931, although less so than in 1930. With low prices development declined during the year, until the low prices of the summer resulted in an almost complete shut-down of drilling. This coincided with the action of the Conservation Board of the Pennsylvania Crude Oil Producers Assn, in limiting pipe line runs to 50 per cent of the 1930 normal for the Bradford district and upper country, and to 70 per cent for the balance of the region. Not only was new drilling halted but in many cases oil-producing properties were shut in. In November crude prices were partly restored, and all oil offered was being taken except in the Bradford district which was restricted to 80 per cent of the 1930 normal. During the latter part of the year drilling was being resumed on a moderate scale, and new production indicated a resumption of the proration order. The interest in gas development which has been under way for several years, maintained its supremacy over the search for oil in 1931. New reserves of importance were developed during the year in the Western Kentucky Coal Basin, in the Eastern Kentucky shale gas territory, in Stark County, Ohio, as well as the Oriskany sand development in northern Pennsylvania and central New York. A gas line was completed to the Eastern Seaboard serving Washington and Baltimore, and other lines were under construction designed to serve portions of the territory not hitherto supplied with natural gas. The low price of fuel oil at seaboard is understood to be the deterrent factor against further extension of natural gas lines to these markets at present. The development of these new reserves, as well as those developed by intensive drilling in old areas, resulted in the building up of large potential gas production and a lowering of rates paid to the producer. This, coupled with the country-wide tendency to lower the consumer rates of all public utilities, resulted in a general threat to reopen rate cases before various state commissions. The Panhandle area of northwest Texas embraces the northern portion of the Permian Basin of Texas as well as a considerable portion of the western part of the Anadarko Basin of Oklahoma. For the purpose of this report it will include in addition to the 20 counties of the Panhandle proper the two tiers of counties lying to the south, a total area of about 32,000 square miles. Crossing the Texas Panhandle diagonally from northwest to southeast is the Amarillo Arch, related to which is all of the production discovered to date. Oil Production Up to Jan. 1, 1930, the Panhandle has produced about 125,000,000 bbl. of oil. The peak yearly production occurred in 1927, during which period 49,000,000 bbl. were produced. In 1928 the production fell to 25,000,000 bbl., but in 1929, on account of important discoveries in Gray County, the total increased to 31,000,000 bbl. To date Hutchinson County has produced 64 per cent. of the total. Table 1 shows the total yearly production by counties. The present production of the Panhandle is 100,500 bbl. from 1745 wells or an average of 57.6 bbl. per well compared to a production on Jan. 1, 1929, of 59,748 bbl. from 1468 wells or an average of 40.7 bbl. per well. Through a unique Department of Commerce program a group of US mining equipment manufacturers spent 18 fruitful days in the, Far East, meeting with government and industry leaders in Thailand, Indonesia, and the Philip¬pines. The US Mining and Exploration Equipment Semi¬nar Mission, held April 3-20, 1979, was sponsored by the Special Activities Group of the Commerce Department's Office of International Marketing. The program included a series of technical overview papers presented by the manufacturers, aimed at promoting the sale of US products and services throughout the world.

(communication to the Secretary*) :—In answer to one of the inquiries made of Mr. Conner, and as a matter of historical record, I beg to say that the idea of supporting the strata over worked-out areas in coalmines by flushing the openings full of culm originated and was put into actual practice by the late R. C. Luther, a former member of the Institute, at that time Chief Mining Engineer, and later General Manager, of the Philadelphia & Reading Coal & Iron Co. In the early 80's the Philadelphia & Reading Coal & Iron Co. purchased from Messrs. Hecksher & Co. the Eohinoor colliery, situated in the western part of the borough of Shenan-doah, Pa. On taking possession of the colliery the Philadelphia & Reading Coal & Iron Co. made a conlplete resurvey of the mine-workings, giving an absolutely correct map which showed not only the plan of the mine-workings, but also every improvement on the surface over the workings, and the marked features of the surface of the ground. Tidal elevations were shown at every eurvey-station in the mine and on the surface, so that, as is the case with all the maps of the company, contour-maps of either the surface or the bottom of any coal-seam, or geological cross-sections, could be constructed directly from the information on the mine-maps. In a cornparatively short time after the company took possession of the colliery, the workings which extended under the western portion of the borough of Shenandoah began to cause trouble and damage dwellings and other buildings in that section of the town. The lots in this section had been sold, in many cases, to individuals by the Gilbert & Shaefer Estate, owners of the coal-lands on which the colliery was located. In

THERMAL conductivities of several samples of uranium and uranium alloys were determined using an apparatus previously described.' The value previously reported for uranium,' 0.035 cal per sec per cm per "C at 70°C, is in error due to the failure of a thermocouple during the determination on uranium. The defective thermocouple was detected after a reanalysis of the data obtained during the run and since has been replaced. Subsequently, runs on several samples of uranium show the thermal conductivity of uranium to be 0.069 cal per sec per cm per 'C at 70°C. The accuracy of the determinations was checked by measuring a sample of synthetic sapphire whose thermal conductivity was previously reported and found to be in agreement with other values."-" The values given in Table I are believed correct to % 3 pct or 0.003 cal per sec per cm per "C, whichever is larger. Garth Crosby has written an excellent geologic description of the deposits surrounding the Gem stocks in the Coeur d'Alene district. The ore deposits in the area of the Gem stocks may hold the key to the age and mineralization history of the entire Coeur d'Alene district. A recent isotopic study of the Coeur d'Alene district in this laboratory illustrates that a classical geologic interpretation of these deposits, with its implications for the whole district, may lead to erroneous conclusions. For this reason it seems pertinent to submit a summary of these results and an interpretation of the mineralizing history of the Coeur d'Alene districts.

(Cleveland Meeting, October, 1912) THE following notes are submitted in the belief that they may interest some of the many owners of small water-power plants, so generally used in mining-work throughout the West. A small and somewhat primitive quartz-mill was taken over by a leasing company, and a 10-stamp battery was installed. Originally, power had been furnished by a Pelton wheel ; but, since the supply of water depended on the rate at which snow was melting on the mountains, a steam-plant had been added to help out during cold spells. This auxiliary plant was antiquated and expensive to operate, and, soon after starting up the remodeled mill, it broke down completely; so that it became necessary to get all the power possible out of the Pelton wheel,. with its ever-varying water-supply. The pipe-line, about a quarter of a mile long, was made up. of assorted sizes, from 7 to 11 in. in diameter; and, since it was buried deep under snow, there were no data from which to calculate the theoretical size of the nozzle. The stream being at this time at a low stage, it was important to make the most efficient use of the available water. This was done by using a nozzle large enough to pass the whole supply-taking care, however, to limit the size so as not to lower the water-level in the tank at the head of the pipe-line. As the weather became warmer, the nozzles were gradually enlarged to meet the increasing volume of water; but a point was finally reached where further enlargement only gave decreased power. Evidently the loss from friction had more than balanced the gain from the increased flow through the pipe. However, the area of nozzle that developed the, maximum power from the pipe-line had been found. This was used; and the surplus water was allowed to run to waste at the head of the line.

This paper presents an analysis of measurements of inter-burden deformations above six longwall faces. An attempt is made to demonstrate some correlation between the movements at the various sites, and to examine their importance with respect to predicting caving height, disruption of overlying seams, and disruption of aquifers. This analysis demonstrates some significant differences between predicted surface subsidence, and inter-burden deformation. In addition it is shown that the caving height above a longwall face is equal to 8 to 12 times the extraction height, with a zone of fractured rock extending to approximately 50 times the extraction height above the seam.

The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. THE year 1937 started off most hopefully for the metal industry but the prices for nonferrous metals declined after reaching a peak in the first quarter. E. & M. J. average prices for March were: -electrolytic copper f.o.b. refinery for domestic delivery 15.775c., lead 7.19c., and zinc 7.38c. There was the usual talk of shortages and the accompanying peak in the market prices of securities of producing companies. In retrospect it now appears that this was the peak of general security prices as well and of most commodity prices. On Dec. 1 copper was back to 11c., lead to 5c., and zinc to 5.5c. At the same time metal security prices had fallen to less than 40 per cent of their March highs. This has not been a purely domestic phenomenon. Metal prices have followed a similar course in London, in spite of the fact that in all three metals a tariff wall separates the domestic market from the foreign. There is nothing in the record to suggest that planning has so far had any stabilizing effect on prices. It is doubtful whether anybody will he found to claim credit for the planning. Strong evidence supports the conclusion that domestic demand for these and the other metals has been dammed back by the uncertainties confronting those who are considering long term construction commitments. This is particularly true with the public utilities, who are the largest consumers of copper and lead. If the plans were designed to maintain employment rather than to maintain political control of the Government, it would appear that they should be discarded. The course of the steel industry has been followed so closely in the press that no comment is necessary to indicate its similarity.

IT has been recognized that oxygen in minute quantities is extremely detrimental to the room-temperature ductility of molybdenum. Early fracto-graphic studies' of the cast metal indicated that oxides are formed preferentially at the grain boundaries. Additional verification of this preferential segregation has been obtained from internal friction studies on poly crystalline molybdenum (average grain diameter varied from 0.039 to 0.065 mm) and from observations of the effect of oxygen on specimens of extremely large grain size. Specimens A, B, and C, of 0.040 in. diameter commercial molybdenum wire (Lot FW 13-40) were heat treated in the vacuum furnace described by Few and Manning according to the specifications given in Table I. Internal friction studies of these specimens were carried out using a low frequency (approximately 1 cycle per second) torsional pendulum completely enclosed in a vacuum tank. As the pressure of oxygen in the heat treating atmosphere changed, the portion of the internal friction vs temperature curves ascribed to grain boundary relaxation changed correspondingly, Fig. 1.
