Since its introduction several years ago in the United States, the high pressure belt filter press has proven to be a highly cost-effective dewatering device in a number of mining and industrial applications. To evaluate the process and economic factors associated with the dewatering of coal refuse, a comprehensive program of laboratory and on-site pilot studies has been conducted. This paper will summarize findings of this study and discuss advantages of the belt filter press over conventional dewatering methods. The conventional means of dewatering thickened coal refuse involves the use of vacuum disc filters or centrifuges. Due to the high amount of energy used to dewater refuse with these devices it was a logical course of action to apply belt filter press technology to this application, since a belt filter press will require less than 3.7 kW (connected).

Discussion of the paper of FRANK ALFRED FAHRENWALD, presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 103 to 149. F. A. FAHRENWALD, Cleveland, Ohio (communication to the Secretary*).-Since the publication of my paper in the January Bulletin, (which was largely a metallographic treatise), I have been questioned regarding two points referred to therein. One of these is that which deals with the application I have made, p. 119, of the equation for melting pressures which correspond with different working temperatures. The other refers to the statement, p. 137, that "Prolonged heating at relatively low temperatures gave fewer and larger crystals and crystals of different sizes, while a flashing at higher temperatures gave a very fine and uniform crystalline structure, which was much' to be preferred." Especial emphasis was not placed upon either of these two factors, for each seemed perfectly logical and obvious. As they do not seem to be self-explanatory, I will supplement with those portions of my notes which were purposely omitted from the manuscript submitted for publication. A few practical illustrations may serve as evidence in support of the first of these, but it must be understood that in this work the "amorphous theory" is considered as being sound, and that it is assumed that metals allow of distortion, without fracture, by virtue of the formation of slip surfaces, accompanied by the transformation of crystalline material to the, amorphous phase. Effect of Pressure.-In all forging, rolling, and drawing operations, it is known that specimens of small cross-section may be worked at a lower temperature than can be used for the same material in much greater mass and sectional area. In -the larger pieces the maximum pressure is brought to bear upon the material near the surface, so that the interior is not subjected to great pressure, but to, a stress more nearly tensile, or shearing, so only the surface is subjected to the critical melting pressure. In the case of wires which draw hollow, the center is subjected to practically a tensile stress which breaks it, while the surface skin draws perfectly, due to the enormous "flowing" pressure exerted upon it by the surface of the draw-plate.

A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. .In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. . In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small. fee will be required for the use of the facilities furnished. ANNOUNCEMENT. THE BIRMINGHAM MEETING. - The XCIVth Meeting of the Institute for the reading and discussion of professional papers will be held at Birmingham, Ala., beginning about October 1. After the Birmingham sessions and excursions, it is proposed to return by special train via Chattanooga, Ducktown, etc., to Washington, D. C., where additional sessions will be held. E. S. MOORE (author's reply to discussion*).-I have read with much interest Dr. W. F. Smeeth's criticism' of my article on the air blasts in the Kolar Gold Field, India. However, before answering the questions he asked, I should like to suggest that possibly the phrase "difference of opinion" might be substituted for the word "misapprehension" when applied to my statement that the matrix of the conglomerate resembles a hornblende schist. This conglomerate is certainly regarded as a metamorphosed sediment. Dr. Evans, who has had wide experience with metamorphic rocks, has regarded this as a clastic rather than an autoclastic rock and mentions it as a probable glacial deposit2 and similar to the Lower Huronian conglomerate of North America. I was greatly impressed by the similarity between this rock and the bands of Huronian conglomerate in the United States and Canada where metamorphism has rendered the matrix of the rock schistose. It was scarcely intended that the word basal, as used in my text, should be extended to the Kolar field, although possibly it may be equally applicable there. The word is so frequently used on this continent for the Lower Huronian conglomerate, which in many places is the basal formation of the predominantly sedimentary Proterozoic group, overlying the more largely igneous Archeozoic rocks, that it was inadvertently used without special stratigraphic significance for the Kolar area. In reply to Dr. Smeeth's question as to how the conglomerate indicates a syncline, it would seem that if there is present in a closely folded area a band of sediment that is younger than the surrounding rocks, it must be in a syncline in those rocks. As to an apparent contradiction in the statement on page 693 regarding the compressive stress, it does not seem that such contradiction exists; I think every one will take the same meaning as Dr. Smeeth has taken, which is exactly what was intended.

(New York Meeting, October, 1913.) The Equilibrium. Position of A 1.-Some of the most important data on this subject are collected in Table I. Definition of Ae 1-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.-In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are: 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformation begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings.

IN response to many urgent requests for a concrete realization of a series of standard temperatures that would be available to any one anywhere for the standardization of pyrometers and the reproduction of the standard scale of temperature for use in laboratories and industrial works, the Bureau, in 1916, made arrangements with several manufacturers to prepare a series of- pure metals that could best serve this purpose. After the necessary preliminary work of chemical analysis, as a check on the purity, together with exact determinations of melting or freezing points, the Bureau began, in 1917, the issuing of melting -point standards of tin, zinc, aluminum, and copper. At the outset, it was decided to secure metals of the highest purity and of American manufacture, and this was accomplished in a more satisfactory manner than anticipated. In the preparation of these temperature standards, the Bureau has had the hearty cooperation of several American companies, which have succeeded in producing metals highly satisfactory for the purpose and of as high a state of purity as could have been obtained anywhere. Each company that undertook the responsibility of furnishing a metal for this series of standards exercised most painstaking care to produce the best possible product as to purity and uniformity. A representative of the Bureau witnessed the actual preparation of each metal. The 300 and 400-lb. (136 and 181-kg.) samples making up the first series were all used up, with the exception of the aluminum, early in 1919. The Bureau has taken steps to replenish its stocks of metals serving as pyrometric standards and to the list has been added lead. The copper and lead are being ordered this time in 1-ton lots and the zinc and tin in 300-lb. (136 kg.) lots as before. The wide dissemination of these samples will be appreciated when it is noted that the metals are distributed by the Bureau inn quantities of 50 cu. cm. each, at $2 a sample and accompanied by a certificate which gives the melting point as determined by samples from the same lot. The manufacture and detailed description of chemical analyses, physical measurements, and precautions in use of these pyrometric standards, are described in detail in the Bureau Circulcar No., 66.

TheRe is a considerable tonnage of iron ore in the Menominee Range of Michigan that is unsalable only because it has too large a content of sulphur. Beneficiation of such ore is economically desirable, as a relatively large quantity of finished concentrate would be obtained (deleterious sulphur mineral content being generally less than 5 per cent) and because large blocks of such ore have been developed incidentally during search for low-sulphur ore. Research on the flotation beneficiation of these high-sulphur ores consisted of: (1) a study of the flotative properties of the principal mincrals in a nearly pure state, (2) flotation of synthetic mixtures of these pure minerals and (3) application of this experimental information to samples of the ores. Gypsum in iron ores is extremely deleterious; but when sufficiently free from impurities it is a valuable commodity. In 1934, the United States produced 1,500,000 tons of calcined and uncalcined gypsum valued at $13,700,0001. Of this quantity and value, Michigan produced approximately 19 per cent1. Thus this investigation may also prove to be of interest in connection with the gypsum industry if minerals separation, such as flotation, becomes necessary in the future processing of gypsum. Data on the flotative properties of gypsum would also be of interest to the science of flotation because such information has been extremely limited. The technical literature reveals one reference to the flotation of gypsum, in which was discussed the use of the mineral, with several others, to determine the relation between the floatability of minerals and the pH of the flotation solution2. This investigation necessarily was not comprehensive in regard to gypsum, but it did show that the mineral could be floated with oleic acid under varying pH conditions.

IN the Journal of the Franklin Institute for May, 1870, there is published a description of a Colorimeter, together with a modification of the method proposed by Professor Eggertz, for determining combined carbon in iron and steel. An instrument of the kind there described, but of a little higher range, though in other respects not differing materially from the one originally made and used in the Iron-Masters' Laboratory, I now submit to your inspection ; and I propose, also, to make some determinations with it for the purpose of showing how quickly they may be made, and enabling you to form some judgment of what reliance can be placed in the results. Professor Eggertz proposed only a single standard, and the solution to be tested should be diluted to exactly correspond in color with that of the standard, and the per cent. of carbon calculated after carefully noting and making allowance for the measures of water used in diluting. In practice, difficulty was found in bringing the color of the normal solution down to the exact shade of the standard ; also other difficulties were met with in conducting the process, causing delay and interfering with the accuracy of the results. To materially overcome these, and after numerous attempts, an instrument such as is now before you suggested itself to me; and also I concluded to use a larger quantity of metal than directed by Eggertz, and, in addition, to filter the solution from its insoluble matter before making the comparison ; and, more recently, to use an acid of just such strength as would completely dissolve the metal without the application of heat. Experimenting with these changes from the original method I obtained reasonably good results. The instrument, you will observe, consists of a series of tubes, sixteen in number, two and a half inches long, and about half an inch in diameter, standing upright, and securely fastened in a light, portable, walnut-wood frame, but separated one from the other so as to allow just sufficient space between to place for comparison the tube containing the solution to be tested. I HAVE lately had occasion to examine sulphuretted ores of bismuth' both from Tudor, Ontario, and Latete, New Brunswick. The former consisted chiefly of bismuth-glance, carbonated at the outcrop, and within associated with some metallic bismuth, iron-pyrites and graphite, in a quartz gangue. In the second locality, where it appears to be present in considerable quantity, the veinstone is also quartz, but the associates of the bismuth-glance are chalcopyrite and galena. The treatment of such mixed ores in the furnace for the extraction of the bismuth could yield only a very impure product, and in view of the high price of the metal I tried with success a wet method for the treatment of the ore, which is based on well-known chemical reactions, and may, in some cases, be advantageously used. The pulverized ore is dissolved by heat in commercial nitric acid, and the remaining gangue washed by displacement, first with a little strong acid (which is used to attack a fresh portion of ore) and then with a moderate quantity of water, which is added to the first solution. E., the National Coal Association, and the American So-ciety of Mechanical Engineers in the auditorium of the Alabama Power Co. building at Birmingham, Ala., on Jan. 21. S. W. Farnham, mining engineer of the Goodman Manufacturing Co., Chicago, in his paper on mechanical loading of coal discussed the feasibility of scraper and machine loading. A. R. Anderson of the Jeffrey Manufacturing Co., in a paper on loading coal with conveyors covered their adaptation for long-wall mining and for loading into cars. Discussion of these papers was hampered because the cheap labor costs prevailing in the district have handicapped gen-eral mechanization of the mines. The Bureau of Mines film, "The Story of a Rock-dusted Mine," showing the New Orient mine, West Frankfort, Ill., was also shown at the meeting. F. H. Crockard, president of the Wood-ward Iron Co., represented the A. I. M. E., S. L. Yerkes, vice-president of the Grider Coal Sales Agency, and J. L. Davidson, secretary of the Alabama Mining Institute, represented the National Coal Association, and Paul Wright represented the American Society of Mechan-ical Engineers.

The electrical methods for surface-prospecting have been well developed in the last 20 years. The method involves, in the classic form, the sending of an electrical current into the soil, by means of two electrodes A and B, and studying the potential distribution at the surface, by measuring the difference of potential between pairs of points such as M and N. The points M and N are usually placed on a line between, and equidistant from, A and B. By increasing the distance AB, the current sent into the Earth, and likewise the distribution of surface-potentials, become influenced by regions of greater and greater depth below the surface. By varying the form and dimensions of the electrode-arrangements AMNB, called a "quadripole," one may make valuable deductions concerning the nature or thickness of beds, if one knows the electrical properties of these beds. On the other hand, if the form and dimensions of the electrodes AMNB remain fixed, the depth of penetration of currents in the Earth remains, so to speak, almost constant, although it tends to increase where the subsoil is more conductive, and conversely. Therefore, if one moves the constant-dimension quadripole over all the terrain to be Investigated, one achieves approximately a horizontal exploration. This permits a study of tilted beds or faulted horizon-tal beds. When the particular problem becomes deep, of the order of 2000 meters, or more, it is ne-cessary to Increase the distance between the current-sources AB to a length such that the work 'comes very troublesome, especially if the region is wooded. At the same time, the separation the points M and N must be likewise great (for example, one km) in order to obtain differences potential which are not too small; the measurement of potential differences across MN is then difficult because of the presence of parasitic potentials, due to a flow of telluric currents in fourth, and the order of greatness of these currents may exceed the quantities to be measured.

To be born in the East, reared and educated in the West, to do graduate work in Germany, leading to the doctorate in metallurgy, and to wind up-for the time being at least-in the Middle West as head of one of the outstanding mining and engineering schools of the country, is a unique career. Curtis Laws Wilson, dean (and in most respects, president) of Missouri School of Mines and Metallurgy at Rolla, is a native of Baltimore. He came to Anaconda in 1918 and in due course was graduated from Montana School of Mines, with an exceptional record. In 1921, after experience in metallurgical research at Anaconda, he became instructor in metallurgy at his alma mater. Because of his ability as a teacher, he rose rapidly to head of the department after special work at Columbia in 1923-24. In 1927, Wilson was granted leave of absence to study physical metallurgy under the great Tammen at Goettingen, and returned with his doctorate to his work at Montana School of Mines. HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA's role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970's the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA's began to introduce ancillary forms of cover designed to reduce exporters' risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter's country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970's, many of the national export credit programmes took a major step away from their original raison d'etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.

FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

Much has been written upon the precipitation of metals from cya-nide solution by zinc. We often read of the many factors that influence precipitation, such as zinc surface, purity of zinc, percentage of lead, temperature of solutions, strength of solutions in cyanide or alkali, etc. Little do we hear, however, of the part that oxygen plays in precipitation. Caldecott1 says: "As the dissolving of gold is essentially an oxidation process, so its precipitation is one of reduction." All who have studied or worked with cyanide solutions will agree that Caldecott's statement is true. In the cyanide work in the mills of the Portland Gold Mining. Co., we have always found oxygen to be the greatest enemy to precipitation. OXYGEN ANTAGONISTIC TO GOOD PRECIPITATION A few years ago, while making some experiments on the effect of pressure upon the dissolving rate of gold front our ores, to prove a point, I made some bottle tests under vacuum. The results were surprising, and showed that under vacuum practically no gold dissolved, which confirmed my belief that Elsner's equation was true and also led me to investigate the amount of dissolved air carried by solutions at atmos-pheric pressure. The experiment consisted in partly filling an acid-bottle with mill-solution and connecting it by a rubber hose to a vacuum pump. When the vacuum was suddenly applied, a cloud composed of. thousands of small air bubbles rose out of the solution, showing qualitatveily the . amount of dissolved air that was contained in the solution, and also proving that the relief of atmospheric pressure on the solution permitted this dissolved air to escape.

INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

AT PRESENT, I am connected with an investigation of the so-called fatigue of metals under stress. So far we have studied the more fundamental and simple case of the repeated stress, without the additional complexity of impact, which might bring in other factors. We feel that this investigation, which has been in active progress for a little over a year, has shown more conclusively than has been shown before that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that,, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. I might be asked, first, what is fatigue. The old view is summed up "in the word "crystallization." The idea was that under repeated stress the material changed its crystalline structure. I do not know of any evidence in favor of the theory that metals materially change their crystalline structure under repeated stress. The crystals are broken under repeated stress. The second theory, advanced by Bauschinger, the German scientist, is that under repeated stress some inherent property of the material changes its elastic limit; it is an inherent property of the material, possibly some property of the amorphous cement between the crystal. The third view is that all fatigue of metals is the result of the spread of damage from little localized overstresses.
