World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. The surface charge, electrokinetic potential and surface conductance were studied for silica, alumina and rutile as the functions of PH and concentration of 1-1 electrolyte solutions. The adsorption potentials of potential-determining and specifically adsorbed ions were calculated from isoelectric and zero charge points on the basis of Stern equation and thermodynamic description. From surface conductance and charge data the mean ionic mobilities in double layer were estimated. The results give some information about the real structure of oxide-electrolyte interface and gel-layer concept.

Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

ASARCO's copper smelter at Hayden, Arizona has been upgraded to meet the increasing Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) environmental standards. Fortunately, means were found to accomplish these standards and provide for more efficient operations. With the adaptation of oxygen flash smelting and other related operations at Hayden, ASARCO has turned to the use of minicomputers and microprocessors for inter-plant communications and local area process control. The applications of distributive and computer controls to the plant operations at the Hayden smelter are discussed in this paper.

ON the Minnesota Ranges, 600 million tons of material have been moved in the past three years to produce 172 million tons of direct-shipping iron ore. Increasing wage rates and cost of equipment and supplies, coupled with the larger amount of waste material to be moved in comparison with the quantity of ore make it imperative that tile industry adopt all practices and methods which will enable it to move earth at progressively lower costs. Drilling. Prior to and during the war practically all blastholes drilled were 6-in. in diameter and put down by drills using strings of tools weighing from 2000 to 3000 lb. Present trends indicate that heavier drilling equipment making 9-in. holes wit11 3000 to 6000 lb tools will be more economical. Holes up to 12 in. diameter will be made with this equipment. Forging and hardening practices for bits to increase footage is receiving attention. One manufacturer expects to market 9-in. bits having sintered carbide inserts in the reaming and cutting edges. Oxygen and oil to burn holes in the rock are being tested for making blastholes at a considerably greater speed than can be obtained with a blasthole drill on the same size hole. To dale, however, the cost has been prohibitive.
