Introduction Automatic control of primary ball mill circuits has received much attention over the past decade, primarily because its advantages ultimately can be translated into economic terms. Apart from such obvious benefits as improved product quality, increased throughput, and more stable operation, less direct benefits such as easier operation, more orderly maintenance scheduling, and timely management reports all can be realized with the application of modern automatic process control equipment and techniques. Software configurable digital computer-based control systems offer ease of change in control strategies. Occasional control strategy changes are necessary whenever control objectives change or circuit modifications occur. The dependency of control strategies on control objectives and circuit equipment to effect optimal circuit operation is an important, but often neglected issue. Because of the potential for even better control, research and development work continues. [See (Ulsoy & Sastry, 1981) and (Hulbert & Braae, 1981).] Some of the possibilities are discussed later in this presentation. A few preliminary remarks may be in order concerning the relationships among control objectives, control strategies, and circuit equipment. Generally accepted control objectives for primary ball mill circuits include: 1. Maintaining a desired percent solids in the mill. 2. Maintaining a desired measure of particle size distribution at the cyclone overflow. 3. Maximizing throughput. Control Objective I is a requirement for proper operation of the ball mill, especially if it is a grate mill. It concerns smooth movement of material through the mill. Control Objective 2 is a product specification - one of the requirements for proper flotation operation. Control Objective 3, an expression of the desire to get the most out of the circuit, is the easiest to evaluate in economic terms. It assumes that the processes downstream

I WAS wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind-that is to say his religion. Our President asked me if I would say something this afternoon and I find in the bulletin that the text of the discourses which we are to have here this afternoon is "International Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather .than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources: some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity-or, to use the .word now more common and of deeper significance-brotherhood.

This paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, pro- duced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is cornrnonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. I). Above the sand rock an overburden of Joachim limestone appears, which thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. Test holes where drilled at various points and the drillers' log indicate that the St. Peter deposit ranges in thickness from 63 to 71 feet. Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. A series of X ray experiments conducted by G. I. Taylor' in 1927 and later substantiated in 1939 by J. A. Collins2 both on axially strained aluminum single crystals, revealed evidence that during single slip crystallite rotation occurs in such a manner that " all parts of the material rotated about the transverse direction in the plane of slip."l The actual method of preparing the specimens for X ray examination is not discussed in detail by Taylor except to say that "this specimen was cut parallel to the plane of slip, as calculated from measurements of marks in the surface of the specimen. It was ground and etched till the effect of the new cuts had disappeared. This was verified by applying the same treatment to an un-distorted specimen. The X ray reflectionsl in this case were perfect ones."' Collins, on the other hand, cut his crystals in a mechanical shaper. These surfaces were polished on No. 1, No. 1/0, No. 2/0 and No. 3/0 papers and on a broadcloth lap using No. 600 alundum as a polishing medium. "Finally, the surface was deeply etched in Tucker's reagent. An unde-formed crystal was prepared in the manner described and X rayed to determine whether or not the machining and polishing operations had produced any strain or distortion in the crystal. The Laue spots all seem to be sharp, free from tails and streaks indicating no detectable strains had been introduced in the crystals." Taylor's X ray technique involved the use of "homogeneous X rays from an iron anti-cathode"; whereas Collins used Ka radiation of copper at 31kv and 20 milliamperes. Glancing angle X ray photograms were taken (1) with the axis of rotation of the spectrometer table in the plane of slip and at right angles to the slip direction, and (2) with the axis of the spectrometer table lying along the slip direction. However, eight minute exposures were used in each case and the angle setting of the spectrometer table was increased by one degree for each exposure. INTRODUCTION Documentary complications arise from the risk apportionment in project financing which generally means that once the project is up and running and has satisfied the lender's completion test, the loan agreement specifically limits the lender's recourse to the project and its assets. It is the purpose of this paper to describe the special considerations which apply to industrial minerals projects and explore the reasons why so few project financings are negotiated in this industry. SIZE Small projects do not warrant the relatively high costs of negotiating and documenting project financing. The extent of the documentation is directly proportionate to either (a) the degree of risk apportionment, or (b) the amount of control given to lawyers to negotiate the documents. Although one would like to believe that project-finance documentation could be off-the-shelf, it is almost always necessary to tailor the documents to the mine development itself and the individual desires of the borrower. Accordingly, the documentation costs and initial expenses are seldom less than $40,000, and for complex projects can reach $400,000. In addition, banks often charge an up-front fee to partly compensate them for their staff time and partly to increase their yield on what is deemed to be a "riskier" loan asset. Another factor is the generally lower debt:equity ratio when bankers are uncertain of the accuracy of the cash flow projections. The ratio of the amount of cash flow left over after debt service to debt service itself is a key tool for project finance (debt service coverage). Bankers will require a higher coverage ratio for industrial minerals projects because of the relatively higher uncertainties in the following categories: Prices Markets Geology/Quality Transportation Environmental This, in turn, means that lower debt:equity ratios are the norm for new industrial minerals projects. INDUSTRY STRUCTURE It is hardly worthwhile to generalise about a field as diverse as industrial minerals, but there are four other structural reasons why project financing has not been widely applied. 1. The most obvious example is the predominance of small-sized operations, largely a function of transportation economics. Geological conditions also contribute to their dispersion. 2. Often, the product is only a small part of a company's business in contrast to many petroleum, metals, or coal companies whose sole business is the production of the raw material. The construction industry is a good example here for cement, gypsum, crushed stone, sand and gravel, and the drilling-mud services business for barite and bentonite. A company is unlikely to jeopardise its main business through the failure of a project financing on one of its key inputs. The corrollary is that the mined input is often regarded as a cost centre and not run on the sort of economic basis suitable for project financing. 3. There may be a reluctance to reveal key aspects of an industrial minerals venture to an outsider for purely competitive reasons. In the United States the state mining laws enacted in the late 1800s were the first laws to recognize that an employer had a responsibility to provide the employee a place to work that met at least some minimum safety standards. The coal mining industry was also the first major industry in the United States to be regulated in 1952 by federal safety laws, although federal inspectors had the right-of-entry as early as 1941. Within recent years, however, the Congress has enacted a number of federal safety regulations for a variety of industries, such as the Aviation Act (1958), National Traffic and Motor Vehicle Act (1966), National Gas Pipeline Act (1968), and Radiation Control for Health and Safety Act (1968). The fatality and injury experiences of the mining industry in the United States, while at a significantly higher rate than for industry as a whole, showed a continuous improvement until the last decade or two-at which time the rate leveled off. Although fatality and injury rates in foreign countries have been generally lower than in the United States, further improvement in those countries also has been difficult to achieve in recent years. It appears, therefore, that some major change in mining laws, combined with a radical improvement in mining technology and a more effective labor-management safety program, will be needed if further reductions are to be achieved in fatality and injury rates. At the same time, there is a growing awareness by society that an employee's place of work, where he spends nearly half of his waking hours, should be made as safe as possible. As increased consideration is given to means for achieving greater safety in all industrial situations, it is becoming apparent that more is required than merely providing physical safeguards on tools and machines. Rigorous, strictly enforced safety standards are useful, but more important is the desire of labor and management to make certain that industrial accidents are prevented. The pressure to achieve increased productivity, and thus receive higher wages, can be a significant deterrent to safe working practices. The temptation can be great to "take a chance" or "cut a corner" in order to speed up production. Public concern over all types of industrial safety in the United States was reflected by the introduction of a number of general occupational health and safety bills in Congress for the first time in 1968. While no legislation resulted, the hearings revealed that, although there were differences in how standards should be set and who should administer them, there was agreement on the need for adequate laws. Since the mining industry has been subject to safety standards longer than other industries, it is not surprising that advanced safety concepts for mining are being explored by the industry and the enforcing agencies. A COMPARISON of statistics relating to coal min-ing in Great Britain and the United States leads one to suspect widely differing conditions and practice. A brief review of some of the conditions may enable American mining men to appreciate more fully the difficulties with which British engineers are faced, and to some extent explain why American, coal can be sold f.o.b. mine at the present time at about 50 to 60 per cent of the cost of British coal at the mine, and why British man-shift outputs fall far below American at present being less than 30 per cent. Bulman gives the average depth of 6-ft. seams. in Britain at 1350 ft., and of 2-ft. seams at 517 ft. George S. Rice states that 90 per cent of American coal 'is taken from less than 600 ft. Much English coal is taken below 2000 ft. and some below 3000 ft. The total influence of depth on cost is not always evident. Room work as known in America becomes less advisable with increasing depth, as pillars crush badly if left -for any length of time. A limited amount of bord and pillar work, taking very small amounts of coal in the first working, takes the place of room work, with rapid working of the pillars as soon as the panels are broken. Ventilation difficulties increase tremendously with depth and thinning coal. In America the chief use of air underground is to dilute gas. In Britain it serves a dual purpose, in many cases the amount of air cir-culated being far in excess of the quantity necessary to dilute gas to reasonable proportions. At great .depths rock temperatures exceed-95 deg. F., and great volumes of air are necessary for rock cooling. At these high temperatures humidity becomes an important factor. At present a great deal of research is under way to find methods of overcoming the troubles experienced with high temperature and humidity in deep mines.

The iron-ore deposits of Iron county, Utah, which rival those of Lake Superior in extent, are situated 275 miles south of Salt Lake City, and 25 miles south of Lund, a station on the San Pedro, Los Angeles & Salt Lake railroad. The range of hills containing the deposits has a general NE-SW. strike, and rise from a few hundred to 2,000 ft. above the Escalante desert, the ore being included in an area of 5 by 20 miles. The basal rock of these hills is diorite-porphyry. The flanks of the range are covered with limestone supposed to be of Carboniferous age, underlain in some localities by quartzite. Both formations are conformable to the porphyry, and are the remnants of beds that formerly covered the highest peaks, but have been removed subsequently by erosion. In the central and southern parts of the range, beds of Cretaceous sandstone rest unconformably on the eruptives. Rhyolite-flows occur to the south and southeast of the iron-ore deposits; and dikes and sheets of post-Tertiary lava are common. With the exception of a few springs, the range is destitute of water. Sage-brush, stunted cedars and the common desert-bushes constitute the only vegetation. Large beds of coal of poor quality occur in Cretaceous sandstones 15 miles east of the ore-deposits.

The Oil Shale Corp. (TOSCO) is investigating the application of its oil shale retorting technology to coal processing in its 25-tpd retorting pilot plant. Low temperature char, with a high heating value, plus tar and gas have been produced from high moisture content, low heating value, subbituminous coal. The process, which has been named the TOSCOAL process, uses heated ceramic balls to provide the heat for retorting the coal. One ton of as-mined, subbituminous coal produces approximately 1/2 ton of char, 1/2 barrel of tar, and 1600 standard cubic feet (scf) of gas when the retorting is conducted at 970°F. Properties and yields of the products are presented and compared with Fischer assay yields.

This study was undertaken to redetermine the phase diagram of the lead molybdate-bismuth molyb-date salt system. A portion of this diagram was originally determined by Zambonini in 1920, and more recently by Beale. Thermal analysis and X-ray methods were used to define this system. The diagram was found to be a simple eutectic type with an eutectic at 11 mol pet lead molybdate and 634OC. A maximum solid solubility of 6 mol pet was found at the lead molybdate end of the diagram. Solid solubility at the bismuth molybdate end of' the diagram appeared to be quite limited and possibly nonexistent. These results generally agree with those of Beale, but differ significantly from those of Zambonini. MOLTEN salt systems have been vigorously investigated since World War 11. Much of this work has been performed as pure research; however, consideration has recently been given to their possible use as coolants in nuclear reactors. Because of this application and other potential applications, it was decided to reinvestigate the lead molybdate-bismuth molybdate phase diagram. This diagram was originally determined by Professor F. Zambonini of the University of Turin in 1920.' In 1961, a portion of this diagram was redetermined by Beale.2 With the quality equipment and high-purity materials available today, it was expected that discrepancies between the results of this present investigation and Zambonini's work would be obtained. This investigation was conducted in two parts. First, the general shape of the phase diagram was determined by cooling-curve analysis. Next, the primary solid-solution phase at the lead molybdate end of the diagram was investigated by means of X-ray diffraction techniques. EXPERIMENTAL PROCEDURE High-purity lead molybdate, assaying 99.993 pet, and high-purity bismuth molybdate, assaying 99.989 pet, were employed during this investigation.* The results of a spectrographic analysis of the two salts are presented in Table I. Twenty-two experimental compositions were prepared for cooling-curve analysis. Compositions selected are presented in Table 11. DURING the course of experiments involving oxygen equilibrations with a high-purity Pd-5 at. pct Rh alloy, the appearance of a subscale was noted. Most of the heat treatments in a pure oxygen atmosphere were performed at 900°C. The presence of the subscale was noted when the oxygen partial pressure was in excess of approximately 95 mm, up to 1 atm, the highest pressure used. According to available thermodynamic information' on the free energy of formation of Rh2O3 (the only reliably reported solid oxide of rhodium), this oxide should not be stable under these conditions, nor, of course, any oxide of palladium. Extraction of the subscale from the matrix was affected by treatment with aqua regia, and the resulting X-ray diffraction powder pattern is shown in Table I. This pattern is not that of Rh2O3, nor that of any known rhodium or palladium oxide. It can be indexed on a hexagonal lattice with a. = 5.22Å and co = 6.0Å. In addition to this unknown material, there was a weak Rh2O3 pattern. An X-ray fluorescence analysis of the powder gave 3214 palladium counts per sec and 5381 rhodium counts per sec, thus indicating the likelihood of a double oxide of palladium and rhodium. In view of the fact that the above result was obtained on a single sample, it is perhaps best not to insist upon the above ratio of about 0.6, but possibly to tentatively assume 0.5 or 1/1. The small amount of Rh2O3 in the X-ray pattern might have occurred on cooling, and it seems possible that the double oxide, below some temperature level, is not as stable as Rh2O3. To examine this point, some of the extracted double oxide was heated on a sheet of pure palladium in air at 900°C, and allowed to furnace-cool over a period of several hours. The X-ray diffraction pattern of the powder showed approximately the same intensity of Rh2O3 and the "hexagonal" oxide as before, but, in addition, a rather faint pattern of another crystalline species made its appearance. This finding again suggests partial transformation of the major (double) oxide to other oxides on cooling from 900°C. Application of the phase rule shows that only one equilibrium oxide (subscale) could have been present at temperature. Vacuum-fusion, oxygen analysis of the extracted subscale showed 7.7 ± 0.7 pct O. Combining this information with that of the X-ray fluorescence analysis suggests the formula PdRhO. This compound should have an oxygen content of 7.07 pct, which is within the range of error of the oxygen analysis. However, until a more careful stoichiometric study is made, it is suggested that the formula be written

JAMES E. HOWARD,* Washington, D. C. (written discussion?). -Mr. Comstock, in his classification of the possible causes of transverse fissures, has not quite caught the point of view of the writer. It appears, following the trend of thought in Mr. Comstock's paper, that three groups instead of two might bee enumerated, namely: Fatigue of the steel, quality or, preferably, grade of steel, and mill practice. All steels are liable to failure by fatigue. Stresses that are capable of causing fatigue fractures are modified in their magnitude by the grade of steel acted upon. Mill practice is a term having a very wide meaning and in its relations to the development of transverse fissures has been used with such vagueness as to include many known factors and some that are unknown in the arts. According to the grade of steel employed, fatigue fractures may be accomplished by loads of greater or less magnitude, hence there is a relation between quality, or grade, of steel and the display of fatigue fractures. Mill practice of such an order as to affect the formation of transverse fissures must be shown to exert an influence on the ability of the steel to endure repeated stresses. Different grades of steel are selected for different purposes. Steel employed for fire-box purposes is of different grade from that used for cutting tools; although each grade is suitable for its purpose, and therefore of good quality. It is conceivable that a demand might be made for steel of physical properties in excess of those of any known grade. Under such a demand, impossible of' fulfillment, it would not be proper to refer to the steels as being deficient in quality; to do so would be a failure to recognize that all steels have their limitations in strength. Service conditions peculiar to rails admit of successive advance until the conditions can no longer-be met. The failure of a large number of rails from one type of failure, when all known means of averting the failure have been employed without success, is sufficient evidence that the end is close at hand. Iron rails, for a time, successfully met the requirements of railway service but weight of equipment, motive power, and rolling stock were increased, necessitating the use of steel. The early steel rails enjoyed the reputation of being of excellent quality, although: neither chemically nor structurally would they be so regarded ,lit the present time. BUNKER Hill & Sullivan Mining & Concentrating Co. has three major sources of ore at present: high grade square-set ore, low grade caving ore, and low grade reclaimed washed jig tailing. These three ores constitute the feed to the 3000-tpd concentrator that produces lead-silver, zinc, and pyrite concentrates. Each ore has different characteristics of grindability, mineral particle size, composition, and content, but all are amenable to the same mill circuit and reagents. The gangue is primarily quartzite. The Bunker Hill concentrator is now using a coarse primary grind followed by a regrind of sand fractions of lead rougher tailing, lead middling, and lead cleaner tailing, and further regrind of sand fractions of zinc middling and zinc cleaner tailing. This is done in order to recover all valuable minerals at the largest size possible. The tendency to overgrind the ore particles, which are more easily ground than the gangue particles, is thereby reduced-lessening their loss in the flotation tailings. The coarse primary grind and regrind method has the advantages of: providing more selective grinding, minimizing sliming, giving a cleaner lead-zinc separation, and reducing mill requirements for reagents and water. Improved lead-zinc separation raises overall recovery and also increases lead and zinc recovery in the respective concentrates by keeping middling particles out of concentrate and tailing.

Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6

Last time there was a Take Five in these pages, it dealt largely with the matters considered by your Board of Directors at the meeting on October 20, 1970, in St. Louis, Mo. It was impossible to cover all the points worthy of discussion in the space available. So, at the end of the Take Five in the December issue of [i=], I promised to continue in the next installment. Unfortunately, I was unable to keep that promise. On December 2 your humble servant joined the ranks of those who have suffered a coronary occlusion. While I was away from the office, the very excellent SME staff team that we have built up over the years kept things going without bothering the "old man" unnecessarily. Assistant Executive Secretary, John V. Beall, Mrs. Lillian E. Donaldson, Assistant to the Executive Secretary, Mrs. Ruth Orologio, Administrative Assistant, and Mrs. Alice Ruiz exceeded even their usual dedicated efforts. As a result, the SME came up to the Centennial-Annual Meeting in great shape.
