THE Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present to the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated- in-fact, considerable data have already been accumulated-that next year complete maintenance costs by districts can be presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies through- out the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. Australian research scientists at the University of Melbourne's Institute of Materials Research have discovered two methods of extracting metals from raw ore, using brown coal. The discoveries could lead to extensive new markets for the brown coal producers of Australia (boasting the world's largest brown coal deposits in the Latrobe Valley region of Victoria), the United States and West Germany. Research on the extraction processes began at the University's Department of Metallurgy in mid-1969 under the direction of Geoffrey Cullen, manager of the Materials Research Institute. In June of this year. Cullen announced that both metal extraction processes, using brown coal, had proven successful.

The ores of the district are treated at this mill by the lixiviation process, consisting of drying, crushing, chloridizing-roasting and lixiviation by hyposulphite and Russell solutions. Gas is used as fuel for both drying and roasting, The gas-plant consists of two- Taylor revolving-bottom gas-producers, one 6 feet in diameter for the ore-dryers, the other 7 feet in diameter for the Stetefeldt furnace. Each method is described and the advantages of water obtained by induced infiltration with respect to cost, chemical quality, and temperature are shown by specific water supplies.

The Year Book of the Institute is mailed with this Bulletin. Its membership lists, both alphabetic and geographic, are corrected to Jan. 1, 1918, but its list of officers is revised inn accordance with the elections in February, 1918. The amendment to the Constitution, relating, to qualifications for membership, adopted at the same time, is also inserted in its proper place. We would call attention to the Honor Roll, heading the list of membership. This includes the names of those whom we know (in February, 1918) to be on active military duty, as well as those who are rendering emergency service to the Government in other branches. We are aware that the list is not complete, and shall be grateful for information as to any omissions or corrections. Because of the rapid movement of the military members, their addresses have been omitted from the alphabetic list. Mail addressed to such members, and sent to the office of the Institute, will be forwarded to the best of our information at the time.

INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

With the exception of the Vancouver Island coal, all the western coal-fields owe their present development to the completion, in the autumn of 1886, of the Canadian Pacific railroad. While it could not be expected that a very great deal could be accomplished in three years, enough has been done to pretty thoroughly establish the coal-bearing areas and their correspondence with those which have been developed to the south of the boundary along the lines of the transatlantic railroads in the United States. This summer I visited some of the important developments in the coal areas of Washington Territory, largely with the object of being better able to appreciate the corresponding coal-bearing areas in British Columbia to the north. In Western Canada, coal-bearing rocks have been found in three zones: 1. In the plains to the east of the Rocky Mountains and in the eastern flanking ranges, the coal occurs in the Cretaceous formation (including the Laramie). 2. In the interior plateau of British Columbia, the coal is found in the Tertiary formation. 3. On the coast of British Columbia, Cretaceous and Tertiary rocks are found carrying coal, and on the Island of Vancouver the well known Nanaimo coal has been worked for years in the first named formation. In all of these zones, the coals vary from lignites up to higher grades, the factor determining quality being the amount of pressute to which they have been subjected. The intensity of this pressure is generally shown by the disturbance which the coals exhibit, and, in many cases, is almost directly in proportion to the distance of the deposits from mountain ranges. This seems to be also the opinion expressed by Mr. Bailey Willis in connection with his Census Report on the coals of Washington. It has been elsewhere stated

WHEN Agassiz and his party of geologists commenced their exploration of the interior of Brazil and the Amazon region, one of the first and, to the last, one of the most novel and striking phenomena which met them everywhere was the great depth of decomposed or partially decayed rock in situ, which mantles, and for the most part conceals, the underlying strata. The same facts strike all geological observers from the North who happen to penetrate the middle and southern latitudes of the Atlantic States. The cyanide process in the United States, notwithstanding numerous failures made under the direction of the owners of the patent-rights, and others, has now passed its experimeiital stage, and can, undoubtedly, be made successful when intelligently applied to suitable material. Much, however, remains to be known as to the exact conditions under which this process is applicable to the treatment of gold-bearing ores. If the owners of the patent-rights in this country have ever scientifically investigated the matter, they have never published any valuable informatioil on the subject. Other parties who are now using the process (often independently of the patentees), have nothing to gain by publishing their experience; and, moreover, many of the chemical reactions described in the text-books refer to the use of solutions of potassium cyanide many times stronger than are used in the metallurgical process.

Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. Many of those who attended the meeting at Chicago spent the first part of the following week in Pittsburgh, when the Experiment Station of the Bureau of Mines was dedicated and the fourth annual First Aid and Mine Rescue Contests were, held. The Bureau buildings were open for inspection during the three days, Monday, Tuesday, and Wednesday. The dedicatory ceremonies were held in the Bureau of Mines main building, Monday morning, Sept. 29, Mr. T. J. Gillespie, representing the Pittsburgh Chamber of Commerce, presiding. In his address of welcome, Hon. E. V. Babcock, Mayor of Pittsburgh, said: "The reclamation work already done stands out conspicuously beneficial to industry and populace alike all over the United States. It has demonstrated methods of preservation of life and reclaiming of injured persons which are new and greatly beneficial to modern civiliza-tion. The establishment of this institution in Pittsburgh was greatly desired, and now it is here it is greatly appreciated." The response was given by First-Assistant Secretary of the Interior Vogelsang, who represented Secretary Franklin K. Lane. He said that the Bureau of Mines did more during the war for the triumph of American arms than any other institution.
