In response to the growing demand for low-sulfur coking coal for iron-making, the coal industry is continually striving to perfect methods for cleaning coal to acceptable ash and sulfur levels while maintaining maximum product yield. By present standards the industry has adequate processes for cleaning coarse coal, (i.e., +28 mesh) at almost any desired specific gravity. However, in the case of fine coal (i.e., -28 mesh) neither of the two existing processes-froth flotation and hydrocycloning-in its present state of development yields products that are comparable in ash and/or sulfur content to products normally obtained from coarse coal processes. The work outlined in this article is part of a larger study directed toward maximum exploitation of froth flotation for fine coal processing. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of froth flotation with other fine-coal processing methods.

Taking advantage of the lessons in administrative organizations which were taught by the war, Director Van H. Manning has put into effect a new form of organization in the Bureau of Mines. The Bureau is divided into two branches, one the investigations branch and the other the operations branch. F. G. Cottrell, who has been chief metallurgist of the Bureau, has been promoted to the position of assistant director and will be in charge of the investigations branch. F. J. Bailey, who has been chief clerk of the Bureau, has been placed in charge of the operations branch with the title of, assistant to the director. All research and technical control will be exercised through the investigations branch, while the non-technical work, administrative duties, and dissemination of the results of the Bureau's activities will be handled by the operations branch. Under the investigations branch comes the division of mineral technology, in charge of Dr. C. E. Parsons; the division of fuels, under the chief mechanical engineer, 0. P. Hood; the division of mining, under the direction of George S. Rice, the chief mining engineer; the division of petroleum and natural gas, under the direction of J. 0. Lewis, the chief petroleum technologist; and the division of experiment stations, under the direction of D. A. Lyon.

RECENT investigators have noted anomalous behavior in the electrical resistivity of vanadium below room temperature. Rostoker and Yamamoto1 in studying the vanadium-oxygen system hypothesized that the body-centered-tetragonal phase existing from 15 to 34 at. pet O at approximately 800°K was really a low-temperature allotrope of vanadium that was stabilized by oxygen. In measuring the electrical resistance of cold-swaged vanadium rod over a range of temperatures, a small discontinuity was observed at approximately 240°K, supporting their notion of allotropy. However, the magnitude of the observed discontinuity was extremely small. Loomis and Carlson2 in studying the ductile-brittle transition in vanadium also made resistance measurements and reported a discontinuity near 200°K. More recently, White and Woods3 showed that the electrical resistivity from room temperature to approximately 100 °K was not linear and at variance with the Bloch-Griineisen law. Instead of finding a discontinuity, they observed a deviation from linearity below 200°K. In discussing their results they pointed

Schuhmann, Jr. (Purdue University)— Fulton and Chipman's results on rate of silica reduction from slags are analogous in many was to the results of Parlee, Seagle, and Schuhmann10 on rate of alumina reduction from alumina crucibles. Both investigations have given comparably low rates of reduction and slow approaches to equilibrium. Accordingly, we may hypothesize that the rate-determining step is the same in both kinds of experiments; that is, oxygen diffusion across the stagnant boundary layer on the liquid-metal side of the interface between the liquid metal and the oxide phase (slag or solid oxide). I suggest that silica reduction involves the following consecutive steps: I) At the slag-metal interface: SiO2(slag) Si+ 20 II) Transport of oxygen from slag-metal to gas-metal interface: a) diffusion across liquid-metal boundary layer at slag-metal interface. b) convection within the body of liquid metal. c) diffusion across boundary layer at metal-gas interface. 111) At the metal-gas interface: C +O- CO (gas) Iv) At the graphite-metal interface: C (graphite) -C At steelmaking temperatures it is reasonable to assume that equilibrium is attained in all three chemical reactions (I, 111, and IV) right at the respective interfaces. Convection within the stirred liquid metal (step IIb) is also rapid. Transport of Si and C should be orders of magnitude easier than transport of 0, because of the relatively high concentrations of Si and C. Accordingly, we might expect the overall reaction rate to be determined by boundary-layer diffusion of oxygen, either IIa or IIc. Fulton and Chipman's demonstration that bubbling CO through the system had no major effect on reaction rate indicates that IIc is not the slowest step. Therefore, it becomes logical to estimate the maximum rate for step IIa and to compare this theoretical estimate with Fulton and Chipman's experimental data. If oxygen diffusion across the liquid metal boundary layer at the slag metal interface (step IIa) is rate-determining, In this equation, dn sio, /dt is the rate of silica reduction in moles per sec,A is the area of slag-metal interface in sq cm, Do is the diffusivity of oxygen in sq cm per sec, 6, is the boundary layer thickness in cm, c,* is the oxygen concentration right at the slag-metal interface in moles per cubic cm, and co is the oxygen concentration in the body of the liquid metal, also in moles per cubic cm. Equilibrium data" on the silicon deoxidation reaction in liquid iron and steel at 1600°C indicate that the oxygen contents of the liquid metal in Fulton and Chipman's experiments at 1600°C probably fell in the range of 0.5 x10-3 x10-3wt pct. That is, the maximum conceivable value of co*-co for the system under consideration was on the order of 10"5 mole oxygen per cubic cm. On the basis of previously published data,1O,11 it is estimated that Do/0 will fall somewhere in the range from 10-3 to 10-1 cm per sec. The surface area A in Fulton and Chipman's experiments was approximately 20 sq cm, and the weight of metal involved was about 500 grams. Combination of all these figures with the above rate equation leads to an estimate that the rate of silica reduction should fall within the range from 0.002 to 0.2 wt pct Si per hr. This estimate is consistent with the experimental data. For example, Fulton and Chipman's Fig. 2 shows a change of about 0.3 pct Si in 10 hr, corresponding to an average rate of 0.03 pct per hr. According to the proposed hypothesis, increasing the temperature will increase the reaction rate ill two ways: 1) by increasing oxygen diffusivity and 2) by increasing the oxygen concentration (oxygen solubility) in the liquid metal. The combination of these two effects accounts for the high value of the observed activation energy. Summarizing, I propose that the rate of silica reduction, like that of the carbon-oxygen reaction, is diffusion controlled and that low oxygen concentration in the liquid metal is the major factor accounting for the very low observed rates of silica reduction. John Chipman (author's reply)—The authors thank Professor Schuhmann for his interesting contribution. His proposed explanation may well prove to be the correct one. There is clearly a need for much further experimental work on this problem, and further research is in progress.

Maryland was the third state to produce coal, and from the available information a small amount was mined each year after 1888, some of it being used locally but probably the larger portion being floated down the Potomac River. In 1798 some coal was used in the arms plant at Harper's Ferry, and while many of the records of this plant have disappeared, we know the tonnages delivered here from 1818 to 1837, the latter date being five years before the date usually given as the start of shipments. These data are shown in Table 54. In addition, some coal was used in an iron plant above Harper's Ferry, but the amount is not known. All of the coal to these plants came down the river, and for 1826-1830, both inclusive, some old canal records show coal passing through the canal at Great Falls, but practically all of the Cumberland coal used around Washington prior to 1842 was floated down the Potomac River during high water, and even at those times it was a precarious and dangerous business. After 1842, when the Baltimore & Ohio Railroad reached Cumberland, the records of shipments are unusually complete. The canal was completed to Cumberland in 1850, but its useful life terminated with the Civil War. The production records of this field are the most complete of any of the early coal mining states.

After the lapse of this period, the Committee will recommend action by the Council, which has the power of final election.

THE Employment Bureau of the F. A: E. S., conducted under- the direct supervision of the secretaries of the four Founder Societies, has wanted to extend its activities and usefulness but it is operating right up to the limit of its budget; consequently, anything which requires the expenditure of more funds cannot be -undertaken, for the present. A great deal of time has been spent in recording, classifying, and interviewing the men listed, but owing to the business depression, only a comparatively small number of men have been placed' luring the last few months. There are men in New York from all over the country. What the Bureau needs is more positions available. With this in view, a number of high-grade engineers, themselves in need of employment, volunteered their services for a publicity campaign in the City of New York. A definite mode of procedure was evolved, and the success of the movement has been considerable, so much so that it has been thought well to call it to the attention, of members elsewhere, so that similar committees ' and campaigns might be organized in other cities. Following is a chronological arrangement of the methods used.

In this research the possibility of pelletizing high grade fluorsoar fines or flotation concentrates with the use of calcined colemanite as binder is investigated, and the room temperature and elevated temperature strengths of these pellets are compared with those of pellets which are obtained by using bentonite as binder. Pellets of 10-12 mm. size and having 10% calcined colemanite showed a much higher room temperature strength than those containing 5% benonite, both being endurated at 1000°C for 15 minutes. However, when the same batch of pellets were tested at elevated temperatures of 250º to 500°C, bentonite gave better results. X-ray tests showed that in the pellets endurated at 1000°C for 15 minutes the original crystal structure of fluorite mineral is preserved.

With statistics still incomplete, it appears that the safety record of the mineral industry for 1955 will do well to hold its own in comparison with 1954. On the one hand, metal mining shows an improvement in its record, due in part to intensive campaigns for preventing ground fall accidents. Coal mining, on the other hand, is showing a poorer record in 1955 than for the preceding year. While no major disasters occurred during the year, increased fatalities resulted from ground fall, haulage, and machinery accidents. It seems probable that increased job training may serve to improve the situation. Health: Utilization of diesel equipment continues to increase in noncoal mines, in spite of existing prejudice. In 1955 two types of diesel-driven tractors and one shuttle car were approved by the USBM. Where diesel engines are used controlled ventilation is mandatory in order to keep the CO content under 20 ppm, but such ventilation is not difficult to achieve with normal equipment.

THE law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high, prices or deficiency in supply, the demand may be greater than consumption. The effect of suspended solids on the resistivity of slurries is discussed and the relationship between drilling mud resistivity and mud filtrate investigated. It is concluded that it is erroneous to substitute mud resistivity for mud filtrate resistivity in electric log calculations. A recommendation is made that both the bud resistivity and the mud filtrate resistivity be determined when electric logs are run. INTRODUCTION The electric log is influenced not only by the resistvity of the drilling mud in the borehole at the time of logging but also by the resistivity of the drilling mud filtrate. Sherborne and Newtoni investigated the relationship of mud resistivity to mud filtrate resistivity and concluded that, "The resistivity of the mud in most cases closely approximates that of its filtrate," and "In fact, with the exception of Aquagel and its filtrate, the figures for any particular mud and filtrate are almost identical." Present practice is to determine only the drilling mud resistivity and apply this same value to calculations involving the mud filtrate. The purpose of this study is to reexamine the factors governing the relationship between mud resistivity and mud filtrate resistivity. EFFECT OF BOREHO1.E FLUID ON THE ELECTRIC LOG Resistivity Log The resistivity log may be modified by the resistivity of the borehole fluid in two different ways: (1) The apparent resistivity of a for-formation may be different from the true resistivity of the formation because of the flow of some current through the drilling mud in the borehole. Therefore the resistivity of the mud is an important factor. (2) The apparent resistivity may differ from the true resistivity, if a formation is invaded by mud filtrate, because of displacement by the mud filtrate of some of the interstitial fluid in the formation. In this case the resistivity of the mud filtrate rather than the resistivity of the mud is the important factor. Self Potential Log The self potential arises, in part, from electrochemical effects resulting from the interaction of connate waters in porous formations and the fluid in the borehole. Expressed in simple form, E = Klog-p where E is the electrochemical self potential, K is a derived constant, pl is the resistivity of the borehole fluid, and p2 the resistivity of the water in the formation. A theory of the electrochemical component of the self potential in boreholes has been recently set forth by Wyllie.3 In the above equation resistivities have been substituted for activities of the ions in the fluids.' It is therefore apparent that the resistivity of the mud filtrate is more nearly representative of the activities of the ions than is the resistivity of the mud. However, it is possible that in some instances the ionic activities of cations from certain clays may contribute to the total cationic activity of the drilling fluid to such an extent that the mud resistivity is more nearly representative of the activities than the filtrate resistivity. This is particularly the case when the resistivity of the mud is less than the resistivity of the mud filtrate. In addition the apparent self potential may be influenced by the resistivity of the drilling mud because of current flow through the borehole. RESISTIVITY OF SLURRIES Aqueous drilling muds are slurries containing fine-grained solid particles. The solid constituents consist mainly of added clays and weighting materials in addition to solids contributed by the drilled formations. The filtrate is primarily water in which quantities of salts or other chemicals are dissolved. The resistivity of the fiiltrate is a function of the type and quantity of dissolved material whereas the resistivity of the mud is a function of the combined resistivities of the filtrate and the resistivities of the suspended solids. Experiments have been carried out to determine the relationship between the resistivity of solutions and the quantity and type of solid matter insus-pension. Solid materials of high resistivity, as well as solid materials of relatively low resistivity, have been used. The data obtained make possible the evaluation of the probable effect of suspended solids on the resistivity of drilling mud. Procedure Resistivities were determined by means of a conventional conductivity cell with platinized-platinum electrodes. Total resistance between the electrodes was measured by Kohlrausch's alternating current bridge method using a General Radio Company Type 650-A impedance bridge with telephone. The cell was standardized with potassium chloride solutions of known normalities in order to calibrate the cell so that measured resistances of slurries could be converted to resistivities. Resistivities were determined for mixtures of potassium chloride solution and solid materials by placing a measured quantity of solution in the cell and adding weighed quantities of solid materials in small increments to the solution. The net change in resistance on addition of solid materials was measured. Even distribution of the solid particles was maintained within the cell by a motor-driven glass propeller before measurements were made. Slurries Containing High-Resistivity Solids Powdered silica sand having a maximum diameter of about 60 microns and precipitated chalk of commercial grade were used to make the slurries whose resistivities were measured. Both of these substances have high resistivities, are virtually insoluble, and effectively do not carry current in a slurry. The resistivities of slurries composed of potassium chloride solution and these two solid materials are given in Table 1. The ratio of the resistivity of the solution to the resistivity of the slurries was computed and was found to follow the relationship established by Archie
