The Institute assembled in the library of the Sheffield Scientific School at 8 o'clock, Tuesday evening, February 23d. Prof. G. J. Brush greeted the members present on behalf of the Government of the Sheffield School in a few words of cordial welcome, to which President Raymond responded. Dr. Raymond then delivered an address on the History of the Relative Values of Gold and Silver. The Council presented, through the President, a list of names of persons duly proposed for members and associates, with recommendation for election. 1,. C. McCABE*-—An increased derliand for coal in the west is to be expected because of the growth in population and industry during the past ten years. The author calls attention to the increased mechanical cleaning of Utah coal between 1938, when no cleaning was being done, and 194.7, when more than 24 pct of the production was cleaned. This is essentially the Period of most rapid growth of the Pacific Coast. area altliough the growth and, no doubt, the general trends in coal production and cleaning continued at a less accelerated rate during 1948. The Pacific southwest increased 37 pct in population between 1940 and 191.7 while the United States showed only a 7 pct increase in the same period. it has been estimated that there will be an additional 15 pct increase in population between 1947 and 1950. The conclusion that more coal and more mechanicak cleaning capacity will be required appears to be well founded. Mr. Westerberg discusses the cco- nomic advantages of coal cleaning reflected in freight savings, in lower cost per million Btu, and lowered ash and sulphur content. In view of the limited occurrence of coking coals in the west it would be interesting to know whether significant beneficiation in coking strength can be expected from mechanical cleaning of Utah coals. This has been demonstrated for some eastern and midwestern coals. One can readily agree to the desirability of recovering the fine coal that has heretofore been lost in washery slurry. A report is made of experimental work performed on the capillary retention of water within porous solid systems, the displacement being accomplished with air and various organic liquids. A portion of the experiments were designed to measure the lowering of vapor pressure of water within a porous solid with subsequent conversion of such vapor pressure data to capillary pressure values. The form of the capillary pressure curve at high capillary pressures has been elucidated from this data. Certain theoretical approaches are presented to indicate the correlation between work done by previous investigators. The present work is correlated also with theory. Surface area values are calculated for the various core systems studied. INTRODUCTION Leverettl in 1941 presented a paper which gave the essential concepts of capillary behavior in porous solids. His presentation included both theoretical and experimental aspects of the problem. He defined the term "capillary pressure" and applied it to an ideal porous system. His work included the definition of a dimensionless quantity which was a function of fluid saturation and which could be correlated with porosity and permeability for clean, unconsolidated sands. His experimental work was performed by the drainage of water from packed columns of unconsolidated sands. Subsequently, other authors have presented experimental techniques which permit the determination of capillary pressure data on small core samples. Data have been presented on porous systems other than unconsolidated sand and with the use of liquids other than water. Notable among these are the works of Hassler, Brunner and Deahl,2 Bruce and Welge,³ Amyx and Yuster, and Purcell. Others have indicated the applicability of such data to field problems without regard to the theoretical aspects of the capillary pressure saturation function. Within the recent published literature there have also been reported studies of the correlations between capillary pressure data and other fundamental properties of porous solids. It was the intent of the present reported work to investigate the behavior noted by water and various other liquids within porous systems in an attempt to amplify existing correlations between capillary properties, surface properties, and other fundamental characteristics of porous systems. The experimental work described here was performed as two different investigations but due to its nature it is reported as separate phases of the same general topic. CAPILLARY PRESSURE AND VAPOR PRESSURE LOWERING It has long been recognized that the vapor pressure above the curved surface of a liquid is a function of the curvature of the liquid surface." The capillary pressure is also a function of the curvature of the liquid surface. Both capillary pressure values and vapor pressure lowering are, therefore, functions of the liquid saturation of a porous solid. A quantitative relationship between the vapor pressure lowering and the capillary pressure can be simply developed by considering a porous solid system containing water in equilibrium with its vapor. The capillary pressure at any height within the system is defined as Pc= Pv -P1.......(1) where PI is the pressure in the vapor phase and PI is the pressure in the liquid phase. Consider that both the water and its vapor are continuous phases within the system and that at any point the two phases are in equilibrium. The gradients in the liquid and vapor columns within the porous system are: PI = plgdh dPv = pvgdh By integrating these gradients from the point where h = 0 to the height h, values of PI and PI at the point h are found. Let the point where h = 0 be that where Pc = 0. At this point also Pv is equal to Pve, the equilibrium vapor pressure of the liquid above a flat surface. From the first of these integrations since p is independent of height: P = p1gh + P, From the second, by substituting pv = PvM/RT, where M is the molecular RT weight: Pv M Pvo- RT gh By combining the two last equations to eliminate h, one obtains: P1 RT Pv Substituting, values for Pv and Pi in equation (1) gives PyRT RT Pv which is approximately Pc=RT/Mp1 In Pvo/Pv .......(2) This equation relates the vapor pressure above a curved surface with the capillary pressure across the curved surface in terms of measurable quantities. Critical Shortage of Engineers M AN POWER commitments for defense, superimposed on normal domestic requirements, exceed the available supply of labor. The armed services, industry, and the professions are sizing themselves up man power-wise and are announcing that serious shortages are imminent or already in existence. The engineering profession is facing serious shortages. The main reason for this is the recall of engineering and scientific personnel to the armed services.

The in situ high frequency electrical conductivity and permittivity of Colorado oil shale were recently measured. The measurements were made at 45 MHz (45 million cps) by transmitting from one borehole to two receiving boreholes, all boreholes in line. A differential measurement using the received signals was used to calculate the conductivity and permittivity.

Klaus Detert and Ludwig Thomas (Westinghouse Electric Gorp.)— The results of C. Panseri and co-workers are quite important. The authors came to the same conclusions about the occurrence of zone formation in A1-Mg alloys as was outlined in previous papers.31'32 Because of the sensitivity of their measurements, it was shown that zone formation could also occur at a much lower range of mag- nesium content than previously observed.31, 33 The idea of strong interaction between magnesium atoms and vacancies, as stressed by the authors, so that all of the quenched-in vacancies are kept in solution at lower temperatures but anneal out completely at 150°C, is in disagreement with our results which clearly indicate that zone formation and annealing out of vacancies occur simultane-

G. R. DELAMATER,* Steelton, Pa. (written discussion t)..-Under the heading, "Preparation of Coal," Mr. Campbell discusses the ad-visability of sizing the coal for the jigs. While I fully realize that conditions alter cases, my method at all times is to do everything possible to avoid sizing. It would be unwise for anyone to say that greater ash and sulfur reduction is impossible by sizing. The thing that can be questioned is, will the greater reduction be sufficient to counterbalance the greater cost? The same thing is true of the proper size of crushing for each individual proposition. In past years many washeries have been built and equipped for wash-ing two or more sizes, but I know of few instances where these plants were operated more than a year before sizing was abandoned. Perhaps in some of these cases this was clue to lack of sufficient development of such scheme of operation; yet I have found that most men engaged in this work, including myself, started into the work with a pretty well-fixed idea that sizing would be beneficial. But trials and tests showed that the mixed size washing is necessary for coals requiring crushing to 1 in. or less. Coal is of low value, compared with other minerals segregated by washing or concentration, for which reason simplicity must be the watchword: simplicity in the machine used to attain the separations of impurities from the coal, in the accessory plant equipment, and in its arrangement.

Delay in classifying the war minerals claims geographically and by minerals' has resulted because a part of the claims is in the hands of the commission which is holding hearings at points easy of access from the mining districts. It was necessary for the commission to take many claims for use at these hearings. Twenty days will be allowed claimants to file typewritten or printed briefs based on the record made by the commission's findings. At the end of twenty days, the case will be finally submitted to the Secretary of the Interior. No new facts will be considered, those which have been submitted to the commission only being given consideration. The Attorney General has issued a decision whereby only such claimants as were directly requested by the government to start operations will receive consideration under the War Minerals Act.

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. In 1899, Mr. Wada visited America and several countries of Europe by government order; in 1902, he traveled through north and middle China doing exploration work and studying the geology of the country, accompanied by mining engineers and geologists. Minerals - A Key to Soviet Power, by Demitri B. Shimkin. Harvard University Press. $8.00, 452 pp., 1953. -The book is an economic evaluation of the position of the Soviet Union in respect to mineral wealth and development. Various sources are drawn upon, including the reports issued after completion of the various five year plans. The book is of considerable reference value despite the confusion which beclouds information concerning Soviet mineral progress. The theoretical study is the joint product of some of the staff of the Harvard University Russian Research Center. The author's approach to metals and nonmetals in the Soviet Union is systematic and he presents a great deal of data covering the period 1926 to 1950. Indicated weaknesses in the mineral economy are highlighted. Some considerable space is given to Soviet mineral future.
