WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

Results of preliminary research on the use of small diameter water jets at high pressure for cutting rocks has demonstrated the possibility of effective cutting of anthracite. Detailed research has, therefore, been conducted at the Skotchinsky Institute of Mining to study the dynamics and structure of the small water jets and the mechanism by which they cut coal. One of the objects of this research was to obtain data for the design of a machine for cutting rock, based on the same principles as that for cutting coal. The productivity of water jet mining machines depends on the hydro- dynamic parameters of the jet. Therefore, the research on small diameter water jets was directed, initially to a study of the nature of the variation of these parameters, and to obtain a profile of dynamic pressure distribution over the section of the jet. As has been confirmed previously, the required jet pressure (to cut coal) lies in the range of 100 to 500 atmospheres. These pressures were utilized for the research. The diameter of the nozzle was changed as ~follows; 0.97; 1.24; 1.5; 2.17; 2.87; and 3.57 mm. Graphs showing dynamic pressures for each nozzle diameter and varied axial dynamic pressure were obtained over distances ranging from 2 to 70 cm from the nozzle. One of the most important hydrodynamic parameters of a jet, closely related to the dynamics of jet disturbance in air, is the magnitude of the axial dynhmic pressure. A study of the variation in this pressure with increasing distance from the nozzle led to the separation of the jet into three specific parts, which differ from each other not only in the nature of the change in dynamic pressure, but also in structural properties.

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and work- men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. HISTORY The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish- American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

(New York Meeting, February, 1913.) I HAVE frequently stated that while the chemical composition of steel is important, yet even greater importance is connected with the mechanical and heat treatment of the metal. During the past year I encountered such a positive example of that fact that I deem it worth putting upon record. A prominent railway system divided an order for open-hearth steel rails between two steel works, both of which are under the control of the one corporation; giving to one about 18,000 tons, and to the other 7,500 tons of the same section and to be made under the same specifications. The rolling results obtained in the two mills varied so widely that a study of the figures is intensely interesting and serves to illustrate the advantages obtained by careful ingot casting, and, quite as pertinently, the possible benefits of careful subsequent heating and rolling with moderate reductions in the rolling process. The smaller order was rolled complete in four installments during the same months that the larger order was being made in six separate installments; but, to permit of exact comparisons, the totals of the four installments (completing the order with the mill which I will call A) are given with the totals of the first four installments of the larger order, made by the mill designated as B. The extreme difficulty of obtaining a short and, at the same time, exact method for the determination of gold and silver in copper-materials has been well illustrated in "Assays of Copper and Copper-Matte," and its discussion, by Dr. A. R. Ledoux and other leading authorities on this subject.* Two general methods were used by the numerous assayers who took part in the symposium initiated by Dr. Ledoux, and whose results are given in the paper and discussion. One of these is the dry or fire-method, consisting of scorification and cupellation, the former being repeated if the percentage of copper is very high, all slags and cupels being assayed and the results so obtained added to the ordinary assay; and the copper retained by the silver buttons being determined and deducted from the combined weight of the buttons obtained from the assay of the original material, the scorification-slag, and the cupel. The other is the wet or combination-method, which, while not involving so much work, requires a longer time. Briefly, it is as follows : The material to be assayed is dissolved in nitric acid, the solution is diluted, and the fine undissolved gold is collected by means of sulphate of lead, formed by the addition of lend acetate and sulphuric acid to the solution, After standing from 12 to 24 hours, the precipitate is filtered off, and the silver in the filtrate is precipitated as a chloride or bromide, and collected by means of sulphate or bromide of lead. The solution containing this precipitate in suspension is again allowed to stand until the precipitate has settled. It is then filtered; both precipitates, containing the gold and silver, are dried, ignited and scorified, either separately or together, and the result is cupelled in the usual way.

A few years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as a The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous thronghout the world. You ladies and gentlemen who have come from what wc here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of " The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since '' The days of old, The days of gold, The days of '49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $3,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. A survey of the resources of mineral fuels, coal, petroleum and natural gas presupposes a clear distinction between the known amount underground and the "proven reserves"; the'portion that can be economically brought to the surface and made available for utilization. Only a fraction of the coal and petroleum in producing fields is or can be economically brought to the surface and not all of this is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the wells is wantonly blown into the air and wasted. It is thus estimated that of the total amount of coal underground about 40 per cent remains unrecovered, or is otherwise wasted, before it reaches the consumer; that only some 25 per cent of the petroleum in proven fields is actually brought to the surface; and that even if practically the entire volume of natural gas can be economically utilized, in actual practice close to 25 per cent of the total produced is now absolutely wasted. And the dissipation of this gas, unwarranted as it is, not only diminishes the gas supply but diminishes also the proven reserves of petroleum from such fields as the Panhandle of Texas, where petroleum and natural gas are produced simultaneously. Many factors affect the estimates of the proven reserves of mineral fuels, such as the capacity and nature of the reservoir, its depth, the quality of the product, the efficiency of recovery, the price of the fuel and its byproducts, etc., etc., but superseding at times all of these in connection with petroleum and natural gas deposits is the effect of "subsoil ownership" on the rate and methods of exploitation of the deposits. As a result it should be a comparatively simple matter to eliminate waste and overproduction, and thereby increase the proven reserves of petroleum and natural gas, in Russia, Iran and Iraq, where the subsoil rights are nationalized, or in any country in which there is or can be quickly established an effective legal control of the underground deposits and the manner of their exploitation. It has been and it is now, on the other hand, almost an impossible undertaking to intelligently regulate the petroleum and natural gas production in the United

The substitution of cobalt for part of the nickel in Invar was found by P. H. Brace1 to lower the coefficient 01 expansion. Scott1 extended the use of cobalt to alloys of higher inflection temperatures. Such alloys have a larger temperature range of low expansion than those without cobalt, and their use up to 400' or 500°C. offers decided advantages in certain applications. However, it has been found that the iron-nickel-cobalt alloys are not stable in this temperature range. Experimental Methods Two methods were used in studying the stability of the low-expansion iron -nickel-cobalt alloys. Dilatometer specimens were held at 480°C. for 9 months and the change in expansion characteristics was dctcr- mined. Filings were held for about 2 months at various temperatures and the change in structure was determined by X-ray diffraction. As shown by Table I, the alloys studied covered a wide range in nickel plus cobalt content (which determines the inflection temperature) as well as some variation in the ratio of nickel to iron (which controls the temperature of the gamma to alpha transformation). Included also are alloys containing carbon and vanadium, carbon and titanium and three with various amounts of copper. The alloys were melted in a high-frequency induction furnace with a magnesia crucible, using ingot iron, electrolytic nickel and commercial cobalt. The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information' will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The annual report of the Secretary of the Southern California Local Section for the year ending May, 1919, says that the Section was called upon to give all the assistance possible for the different Liberty Loan drives, for the Red Cross drives and not only in the canvass of our membership, but the canvass of all of the mining companies represented in this city. The committee on the Red Cross drive on which we were represented raised a larger proportion of the total amount than any other in the city. The subscriptions for Liberty Bonds from the members of our' Section that were credited to the Committee of the Joint Technical Societies exceeded in amount the subscription from the members of all the other technical societies combined. Members of our Section slid splendid and efficient work throughout the first half of the year at the Red Cross headquarters in this city, and under the leadership of A. B. W. Hodges and F. B. Close, systematized the work of handling the enormous quantity of material that passed through that organization. Mr. E. A. Montgomery directed the canvass of the mining companies of this city in the bond drives, and the Executive Committee did its part in solicitation among the mining engineers. The Section, together with the local sections of the American Chemical Society, American Institute of Architect, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and the local Engineers and Architects Association, forms what is called the Joint Committee of the Technical Societies. of Los Angeles. The honor of having the first president of this combined organization of engineers was given to us with, the election of Mr. Seeley W. Mudd. Upon Mr. Mudd's entering the service, Mr. George A. Daman of the Electrical Engineers was elected to the position and served splendidly during the latter part of the year. It devolves upon this Section to be represented upon this Joint Committee by three members, and it is our duty to supply a speaker once in six weeks to address the engineers in attendance at the weekly luncheon. During the year not a few of the most prominent men of the engineering professions have spoken upon subjects of the greatest interest to us all. Had it not been for the organized team work in the engineering profession available through this Joint Committee, there would have undoubtedly been passed in the recent session of the legislature of this state a bill for licensing and registering all professional engineers in this state, which, in the opinion of your Executive Committee and a large proportion of the membership of this Section, would have fallen far short of either protecting the engineer or protecting the public from impostors. That the public is awakening to the importance of what our National Society represents in the profession of mining engineering can be well inferred from the increasing number of inquiries your Secretary receives regarding the reputation of mining engineers. The necessary qualifications which a membership in the Institute requires and the membership of an engineer in this National Organization is more and more a criterion as to the ability of an engineer who represents himself as such, to the general public.

Systematic exploitation in the Pittsburg coal-seam on a large scale is simple where the boundaries of the property do not interfere by forcing drainage-, ventilation-, and transport-lines of entries to be run to particular confined fronts. A prime condition governing development is the natural direction of the seam's perpendicular cleavage-planes, giving long lines of smooth faces near together and parallel, bearing about 65' to the left of the meridian and therefore crossing the basins. The gradients of dip into the basins change from 10 per cent. at the east rim to practical flatness northwestward across the great coal-fields, a hundred miles wide; the dip being halved in rate at each successive crossing-over of an anticlinal crest. Elevations above sea-level on this transverse section, in scope of present development, differ by 1,000 ft. between low trough and high outcrop. Local irregularities of dip are found, but the main feature to be recognized is the pitch of the basins—the general rise northeastward at 20 ft. per mile, from 100 ft. below sea-level at the low point near the SW. corner of Pennsylvania to 1,500 ft. and more above tide, and the appearance then, at the surface, of the lower coal-seams carried in the next deeper-lying thousand feet of rock-measures; below which series come the oil- and gas-sands of Oliphant's charted column of strata, reaching down altogether 3,000 ft. below the Pittsburg coal-seam. Because of the general regularity of occurrence of the coal-seam, the mine-map depicting the courses of economic operation to be undertaken and the steps in controlled exhaustion, need be but a projection of two dimensions on the horizontal plane of space, and this for the most part composed of natural, almost unbroken lines, on the face and on the end of the coal, co-ordinating rectangularly.

THE year 1924 showed even less drilling in Kentucky and Tennessee than the preceding year. The operators in this section, however, are anxious to resume development work and are only waiting for a higher market for crude oil before starting such a program. In Kentucky, during 1924, 1605 wells were completed, the combined initial daily production of these wells being 25,599 bbl. Of the total number of wells drilled 1176 were oil wells, 61 gas wells, and 368 were dry holes. The average initial production of the oil wells was 21.8 bbl. per well. In Tennessee, 28 wells having an initial daily production of 1199 bbl. were completed during 1924. Of these, 3 were oil wells, 6 were gas wells, and 19 were dry holes. The initial production of the three oil wells was 400 bbl. Of the total number of wells drilled in Kentucky in 1924, 73 per cent. came in as producing wells; and of those drilled in Tennessee, 10 ½ per cent. came in as producing wells and 20 per cent. as gas wells. In Tennessee, during 1924, wildcatting dropped off considerably and only about one-half as many wells were drilled as in the preceding year; in Kentucky, on the other hand, there was only a slight curtailment in drilling, there being 1943 wells drilled in 1923 as against 1605 in 1924.

The National Board of Boiler and Pressure Vessel Inspectors again sends out this recommendation: If you have an air compressor that is mounted directly on the air tank, get it off. Characteristically, small- to intermediate-sized air receivers are thin-walled vessels, and as such are prone to failure when subjected to external loading. Many of these vessels, if not a great majority, are bought by a distributor of air compressor systems, who provides the compressor, motor, switchgear and other accoutrements-all of which are very frequently mounted on a base which is then welded to the shell of the receiver. These welds at the points of attachment transmit external loading to the tank in the form of weight and vibration, frequently resulting in stress-induced cracks.

AT a luncheon attended by engineering leaders representing every section of the country, Col. Arthur S. Dwight, president of the American Institute of Mining and Metallurgical Engineers, and Charles F. Rand, chairman of the Engineering Foundation, past president of the Insti-tute and its present treasurer, on Thursday, July 20, were decorated with the Croix de Chevalier de la Legion d'Honneur by the French Government for distinguished service in engineering tending to closer and more felici-tous relations between the two countries. The decorations were conferred by Consul General Gaston Liebert. In a speech extolling the war work of the American engineer, M. Liebert declared that Germany had been definitely foiled in her attempt to cripple France industrially for a generation by wrecking the coal mines of northern France. Three-fourths of these mines, M. Liebert said, were in full working order and the remainder will be in complete operation within two years. The Germans thought that it would take from 15 to 20 years to accomplish this. M. Liebert said that reconstruction is going on rapidly in northern France, two-thirds of whose indus-tries are now working. The French Government, he said, is planning water-power improvement on a vast scale, which will soon make unnecessary for France to import a single ton of coal. He urged that French students be sent to America to study engineering. In presenting the decorations, Consul General Liebert eulogized Colonel Dwight and Mr. Rand as personify-ing the spirit and service of the American engineer, which, he said, was a powerful factor in the victory over Germany. He spoke of the growing friendliness between the United States and France and described this ceremony as an epoch in international relations. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, who presided, repeated that international unity among engineers was the dream of Andrew Carnegie, who saw in the efforts of the engineer and the scientist the hope of civilization. Mr. Rice said in part: In the Declaration of Independence occurs the statement that all men are created free and equal. Jefferson was familiar with the writings of Rousseau. In fact, he was a remarkable linguist notwithstanding that he wrote the Declaration of Independence when only 32 years of age. He was one of the very few ambassa-dors in the history of the United States who could speak the language of the country to which they were sent. The interpretation of the passage in the Declaration of Independence is that all men have equal opportunity, not that they are born with equal ability.

The continental margins and ocean basins represent by far the largest unexplored frontier for discovery and development of mineral values. In April 1971, Deepsea Ventures, Inc., at a press conference in its Gloucester Point, Va. headquarters, announced what may become the first commercial deepsea venture--15,000 ft below the ocean surface. During the presentation, Deepsea's president, John E. Flipse, announced that studies made by company personnel had proven the feasibility of mining, transporting, and milling L million tpy of manganese nodules taken from the ocean floor, and that, based on current conditions and prevailing construction costs, a venture of this magnitude would cost about $200 million split evenly between mining and processing facilities. A subsidiary of Tenneco, Deepsea has tentatively reserved 1976 as the year in which it plans to mine, process and market the nodules.

Since the entry of the United States into global war, virtually all data and information necessary for compiling figures on world petroleum consumption have become unavailable. This situation undoubtedly will continue until the world petroleum industry can return to a peacetime basis. During the past 10 years, the authors, by publishing annual estimates of .world consumption, have attempted to emphasize the importance of a yearly world-wide survey of petroleum supply and demand. It is beconling more and more evident that statistics for the United States alone can no longer give a comprehensive idea of the state of the petroleum industry, even within the United States itself. Therefore, when conditions in the industry again become normal, it is the hope of the authors that those bureaus equipped to do so will carry forward the study of petroleum supply and demand on a world-wide basis. Enough data and information are available, however, to attempt a rough estimate of world output of crude petroleum and petroleum substitutes for 1942, which to some extent may reflect the trend of world consumption. This estimate by countries, as compared with the output in 1941, is shown in Table I. The world production of crude petroleum and petroleum substitutes for 1942 is estimated at 2,208,000,000 bbl., or a decrease of 171,000,000 bbl. under 1941. Crude production is believed to have decreased by about 200,000,000 bbl., (about 9 per cent); while petroleum substitutes increased by 28,500,000 bbl., (nearly 20 per cent). The decline of crude output in the United States is estimated at 19,000,000 bb1.—less than 2 per cent; while that in foreign countries is estimated at 180,000,000 bbl., or more than 20 per cent. The marked decline abroad is due largely to losses in Venezuela and Colombia, where the lack of ocean transportation became the controlling factor, and in the East Indies and Burma, where military invasion brought about the destruction of the fields. The production of petroleum substitutes in 1942 apparently reached a new high figure of 7.5 per cent of the total world petroleum output. The important features of petroleum production outside of the United States are the changes that have taken place during the year in the supply of the Axis countries. In Japan the output for 1941 was estimated at 8,800,000 bbl., 5,500,000 of which were petroleum substitutes. It is believed that the output of synthetic oils during 1942 substantially increased, raising the total interior production of Japan to nearly 10,-ooo,ooo bbl. Also, during 1942 Japanese armed forces gained possession of oil fields having a normal peacetime output of about 78,000,000 bbl. per year. The production of these areas for 1942 is estimated at some 23,000,000 bbl., which indicates that Japan is now getting at least 33,000,000 bbl. a year, which exceeds by 8,000,000 bbl. Its

This estimate by countries, as compared with the output in 1941, is shown in Table I. The world production of crude petroleum and petroleum substitutes for 1942 is estimated at 2,208,000,000 bbl., or a decrease of 171,000,000 bbl. under 1941. Crude production is believed to have decreased by about 200,000,000 bbl., (about 9 per cent); while petroleum substitutes increased by 28,500,000 bbl., (nearly 20 per cent). The decline of crude output in the United States is estimated at 19,000,000 bb1.—less than 2 per cent; while that in foreign countries is estimated at 180,000,000 bbl., or more than 20 per cent. The marked decline abroad is due largely to losses in Venezuela and Colombia, where the lack of ocean transportation became the controlling factor, and in the East Indies and Burma, where military invasion brought about the destruction of the fields. The production of petroleum substitutes in 1942 apparently reached a new high figure of 7.5 per cent of the total world petroleum output. The important features of petroleum production outside of the United States are the changes that have taken place during the year in the supply of the Axis countries. In Japan the output for 1941 was estimated at 8,800,000 bbl., 5,500,000 of which were petroleum substitutes. It is believed that the output of synthetic oils during 1942 substantially increased, raising the total interior production of Japan to nearly 10,-ooo,ooo bbl. Also, during 1942 Japanese armed forces gained possession of oil fields having a normal peacetime output of about 78,000,000 bbl. per year. The production of these areas for 1942 is estimated at some 23,000,000 bbl., which indicates that Japan is now getting at least 33,000,000 bbl. a year, which exceeds by 8,000,000 bbl. Its

In a recent paper, Floreen and Hayden report that additions of the noble metals iridium, rhodium, ruthenium, and platinum to Fe-C alloys containing 0.03 to 0.08 wt pct C act to significantly reduce the ductile-to-brittle transition temperature in a notched-bar impact test. They compare these results with the similar, well-known effects of nickel and manganese additions, and they note that this supports the hypothesis that addition of austenite stabilizers enhances notch toughness. Although not attempting to offer an explanation for this, they suggest that it might be found in an alteration of the bonding characteristics of the bcc lattice of iron by additions of elements which tend to stabilize the fcc lattice. While this suggestion appears to have some merit, it should perhaps be held in abeyance until two more likely possibilities have been explored. It is now fairly clear that the beneficial effect of manganese derives from its ability to promote a globular carbide morphology instead of the platelike form found in grain boundaries and pearlite patches in Fe-C al10~s.' Previous work14 has also shown that cleavage fracture in Fe-C alloys of the type tested by Floreen and Hayden originates almost exclusively in the cracking of cementite platelets, and that the ductile-brittle transition temperature is very sensitive to the volume density and size of these carbides. Treatments which lead to development of nonlamellar carbides or fine dispersions of carbides, such as quenching and tempering or appropriate alloy additions, promote toughness by removing the primary mode of cleavage initiation. The effectiveness of manganese in this regard has long been known. Nickel appears to behave in a similar manner, though the effect is perhaps not as dramatic as with manganese.15 However, nickel additions do lead to a definite refinement of ferrite grain size following a given transformation heat treatment, and this in itself acts to greatly enhance notch toughness.'' (The grain sizes of the various heats tested by Floreen and Hayden were not reported, so it is not known how much influence this factor exerted in their results.) In conclusion, it is suggested that one should consider the well-established effects of alloying elements on carbide morphology and ferrite grain size before resorting to more complex possibilities, such as modification of interatomic bonding.
