Edward Leonce Dufourcq, mining engineer, President of Dufourcq & Co., Inc., New York, and Assistant General Manager of the Teziutlan Copper Co., New York, was attacked by bandits and mortally wounded on Wednesday, Apr. 16, while trying out a' gasoline motor car on a line of railroad between Teziutlan and the company's mine, twelve miles away. Word of his death was received Friday by Mrs. Effie Mason Dufourcq of 227 Riverside Drive and by D. C. Brown, Vice-president of the Teziutlan Copper Co.

The flotation and, more importantly, the depression of calcite has been extensively studied, especially in terms of collector, pH, and metal ions. A basic laboratory study was undertaken to determine the effect of metal cation, pH, and hydrosol concentration on the flotation of calcite. Results indicate that at constant pH and soluble-silicate and metal-ion concentration, flotation of calcite decreases in the order: [ ] In the case of metal-silicate hydrosols, a higher pH of formation results in higher calcite flotation recovery. Data are insufficient to permit any conclusions regarding the behavior of mono- and trivalent ions. Possible theories to explain the foregoing observations are developed in the paper.

The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. The second plan was one originating within the industry in the period between the war and the inflation of the late twenties and called the inventory

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

The Aspen Mining District is situated at the eastern edge of the system of stratified rocks of western Colorado, where this edge meets the ridge of metamorphic granite which divides the State into two unequal parts. In following the valley of the Roaring Fork westward from the continental divide towards Aspen, one passes through a country of granite and gneiss, with no sedimentary rocks until the town is nearly reached. At this point the Cambrian quartzites first make their appearance, lying on the granites, with a dip of from 30' to 45 to the northwest. Beyond these quartzites and conformably upon them lie dolomites, limestones, shales, porphyries and sandstones, gradually flattening in general dip as one proceeds westward, but much disturbed by local foldings and faultings.

Mine power systems are quite different in many respects from those usually found in industrial plants. Wide areas are served, usually by a circuit which is connected continuously throughout the mine. In some mines one circuit may run for several miles. There are usually a small number of branch circuits involved considering the areas covered. In all mines circuits are sectional-ized at approximately 2500 ft by means of switches. All, or at least most branch .circuits, are sectionalized by manual switches. In some mines automatic sectionalizing gear is used to give automatic overload protection at various strategic points in the system. However at the present time this practice is by no means general. Circuit hazards in mine electric systems are much greater than those encountered in industrial installation. Falls of roof or coal form a prominent hazard which may break the wire and may cause ground faults or partial ground faults. Ordinarily electric cables in mines cannot be insulated, therefore a fall can easily cause a short circuit. The humidity in most mines is greater than 95 pct and at many points the floor is wet and water may be dripping from the roof over insulators, increasing the difficulties at that point. All electrical circuits must be contained in the mine entries and space must also be provided for moving equipment and men. Consequently, because of the proximity of the power circuit to the locomotives and other moving equipment a considerable hazard is introduced. Mine haulage track is not always good so that wrecks are not unusual. A wreck frequently does considerable damage to the power circuit. A ground fault frequently results in heavy arcing which may be sustained. If the damage to the circuit is mechanical it may mean that a trip of coal has wrecked and a great deal of coal dust could be thrown into the air as a result of the wreck. The arc resulting from the ground fault could ignite the coal dust and a mine explosion would result. A continued ground fault, even if high in resistance, also may ignite the coal which may be on the bottom of the entry and a mine fire may result. The fire hazard is one of the most serious hazards in any coal mine. Since the mine circuit is completely interconnected, any power interruption resulting. from a fault seriously affects the whole operation. Unless the mine is completely sectionalized the whole mine will be shut down until the fault is located and the proper switches are opened to isolate the fault; even then large areas may still be without power if they are supplied by a single power circuit which may be opened in isolating the fault. Further, mine power is usually supplied from a relatively small number of substations and the fault may be on a stub feed circuit, in which case power cannot be restored until the fault has been cleared. Practice varies widely with respect to placement of substations. Usually they will be spaced from I to 2 miles in 500V opera-tions, and at I mile intervals or less, in 250V operation. Actual mining operations govern substation placements and no general rules can be followed.

SIZE of grinding media is one of the principal factors affecting efficiency and capacity of tumbling-type grinding mills. It is best determined for any particular installation by lengthy plant tests with carefully kept records. However, a method of calculating the proper sizes, based on correct theoretical principles and tested by experience, can be very helpful, both for new installations and for guiding existing operations. As a general principle, the proper size of the make-up grinding balls added to an operating mill is the size that will just break the largest feed particles. If the balls are too large the number of breaking contacts will be reduced and grinding capacity will suffer. Moreover, the amount of extreme fines produced by each contact will be increased, and size distribution of the ground product may be adversely affected.

The remarkable strides which have been made in recent years in the art of petroleum refining are not fully apparent until we attempt to compare the scientific status of the industry today with the basic conditions existing a decade or so ago. The spotlight has played so strongly on the development of cracking that many of the wonderful steps brought about in other departments have crept upon us unawares. A number of causes have contributed to this highly accelerated rate of progress. Constant effort by both companies and individuals to obtain the honors and prizes rewarding new discoveries has played its usual important part in our industry as in others. Competition has applied its continuous pressure on the refiner to reduce costs and losses and increase the proportionate yields of the higher-valued fractions. Advances in the engineering professions and growth in chemistry and allied sciences have contributed much. But there are other factors which deserve particular mention. The rapid development of the internal combustion engine, with the rigorous quality requirements and large quantity consumption of both fuel and lubricants has been a tremendous influence in adding impetus to natural progress. The teaching of petroleum principles and practices in many of our best universities and technical schools, and the calling into the industry of ever greater numbers of scientifically trained men to supplement the efforts of the practically trained operators, as well as to apply at close hand the fundamentals of science as a life work, has had and is having an incalculable influence. Important Improvements Let us consider briefly some of the most important improvements: First, distillation, which constitutes the greatest single phase of refinery operations, even with cracking excluded; that phase of distillation being handled as an individual subject in this symposium. Today we are distilling crude oil and redistilling by-products at a rate very much faster than was possible with the lesser knowledge of the art which we possessed

Law is as old as civilization. In its early stages the so-called law of the jungle, "the survival of the fittest," was entirely operative. Man was quite largely a law unto himself and was likewise his own lawyer. As civilization developed and individuals segregated themselves into bands or communities, man-made laws became a reality, the individual sacrificing certain privileges for the benefit of the band or community in which he was privileged to live. Our present system of law is a continued development of that process. Very early in this development the exigencies of the occasion called into being classes of individuals who were given to study the laws then existing, and this group became known as lawyers. They advised what could or could not be done under existing laws. They were the aggressors in formulating new laws and principles under which the communities must live. Concurrently with the development of the law and the lawyer, the engineering profession was born. In our early civilization, each man was his own engineer; he built his own home, constructed his own bridge, and provided his own means of conveyance. As civilization became more complex, technical study was required to consummate projects and thus meet the requirements of an expanding community. The engineering profession assumed this burden. Both groups were human and thus susceptible to human mistakes and errors. It was Macaulay who said: "The world generally gives its admiration not to the man who does what nobody else ever attempts to do, but to the man who does best what multitudes do well." BiRth of Petroleum Industry In 1859, by the completion of the Drake well in Pennsylvania, the petroleum industry as we know it was born. Its rapid progress since that time has been both extraordinary and remarkable. The zeal of the individual operator to secure all possible oil in the shortest time, even to the extent of bringing into possession a part of the oil underlying a neighbor's property, developed unnecessary drilling, wasteful methods of recovery, great loss of gas, the early abandonment of property with much unrecovered oil thereunder. During 1935 there were drilled in North Central Texas 1071 wells, of which 565 were dry holes, 469 were oil wells with an initial production of 43,766 bbl. and 37 were gas wells with an initial production of 129,332,000 cu. ft. Production has been 14,180,042 bbl., or a daily average of 38,849 bbl. In Table 1 are listed the various pools of the district. Most of the smaller pools are of minor importance and are merely productive spots. Numerous other similar spots might have been listed as pools but their production is included in other fields. There are a few flowing wells but practically all of the wells are being pumped. The estimated potential is about 50,000 bbl. and the allowable production is based on the Texas Marginal Well Law. In Table 2, wildcat wells that have resulted in the discovery of pools or important extensions to old pools or that have contributed to the geological information of the area are listed.

JESSE SCOBEY The Foreign War Relief Committee closed its dispensary fund during the past month with a contribution to the American Fund for French Wounded of $1720.51, balance on hand, principal and interest, as a gift from the New York Section of the Woman's Auxiliary for pressing emergency dispensary work in France. The American Fund for French Wounded was authorized to cable this sun at once, in consideration of the fact that their existing dispensaries, including the one established by the New York Section at Briey, were in excellent condition, while their mobile dispensary fund was confronted by the most urgent need for work among the refugees now returning in pitiable condition and in great numbers to certain distressing centers. The committee sewing at Fund headquarters every week has had seven working days, with an enrollment of twenty: The average attendance was ten; largest attendance for any one day, thirteen; smallest attendance, eight. Interest in this activity is growing steadily and it is the intention of the committee to push the work vigorously for the next few weeks.

THE waters of many oil fields have been regarded as buried sea water which has been retained in the sediments since the time of their deposition. The preservation of connate water through geological time has seemed improbable to only a few geologists, but there is room for doubt that buried sea water could remain in the strata during their periods of deformation and during the many subsequent epochs of. the circulation of meteoric ground-water. Some have even suggested that the calcium chloride water in the deep mines of the Lake Superior region is ancient sea water buried in the Algonkian lavas, but it is hard to understand how such water could be derived from the highly sodic and sulphatic water of the sea. It would seem more plausible to connect the calcium chloride with the highly calcic magmas of the greenstones in which it is found. Chemical analyses of waters associated with oil differ widely from the composition of sea water, requiring extensive alteration of the latter, if the former is truly its derivative. The first notable difference is the general absence of sulphates from oil-field waters, but this has been explained satisfactorily through reduction by hydrocarbons and organic matter. Oil reduces sulphates with the production of hydrogen sulphide (or sulphur), water, and carbonates (or carbon dioxide). The second striking difference is in the high ratio of chlorine to sodium. An examination of the analyses of chloride waters from oil fields shows that they contain a large relative excess of chlorine over that in sea water. Moreover, there is difficulty in finding chemical reactions that are probable in nature, by which sea water could be converted into anything like the chloride waters of oil fields. In the latter a large part of the chlorine occurs as calcium acid magnesium chloride. This condition might be produced by the removal of sodium carbonate, which; however, cannot be precipitated in the presence of much calcium or, magnesium.

THE Whale Lode occurs in the main range of the Rocky Mountains, Park County, Colorado Territory, at Hall Valley. It has been opened up and worked to some extent by the Whale Mine, situated some 11,300 feet above the level of the sea. The mine, with 700 feet of the lode on either side of the discovery shaft, is the property of the Hall Valley Silver-Lead Mining and Smelting Company. The adjacent country rock is a compact, fine-grained gneiss ; its general strike is about north and south, dipping steeply to the west. In the immediate vicinity of the mine, the strata are very nearly vertical. The gneiss incloses numberless veins of a reddish granite, in which the feldspar largely predominates over the quartz and mica, the latter oftentimes being scarcely perceptible. As a general rule these granitic veins seem to more frequently follow the lines of stratification of the gneiss than otherwise. They are of varying width, some large, some small; the larger are from 5 to 6 feet wide. Gash veins of feldspar and quartz are also of very fre¬quent occurrence. The general trend of the lode is about northeast and southwest, intersecting the country rock at about an angle of 45° to its stratification. It dips to the northwest at an angle of 65°. I am unable to state accurately how far this lode has been traced upon the surface, but it is at least well known to extend entirely through the mountain upon which the mine is situated, and is traceable over the ridge by a hollow extending for some distance along the surface, in which the lode crops out. This hollow in the surface rock has probably been formed through decomposition of the vein matter by atmospherical influences. The width of the crevice is variable, generally between 5 and 10 feet; the pay vein varies from an inch, or less, to 36 inches. The vein is generally accompanied both on foot and hanging walls by a whitish, semi-decomposed rock, composed of quartz and decomposed feldspar, and in some places-where the process of decomposition has not reached as advanced a stage-a light-greenish or black mica. This rock, therefore, is in places composed of all the constituents of gneiss, and is undoubtedly nothing more or less than the same in a decomposed condition. COPPER has frequently been recommended as an alloying element for steel and the precipitation-hardening of steels containing from 1 to 2 per cent copper has been studied by a number of investigators. The straight copper steels, however, have not been used extensively and little advantage has been taken of the precipitation-hardening of complex steels containing appreciable amounts of copper. It is diffi-cult to produce a satisfactory surface on the straight copper steels and undoubtedly this has discouraged their use. During recent years a number of steels containing enough copper to make them susceptible to precipitation-hardening have been put on the market. These steels belong to the group usually referred to as "low-alloy high-tensile" steels. They were designed for use in the "hot-rolled" condition; transportation equipment and large structures that cannot be readily heat-treated have been their chief application. Little emphasis has been placed on the possibility of strengthening those containing substantial amounts of copper by precipitation-hardening. The present investigation was undertaken to determine the precipitation-hardening characteristic of one of the "low-alloy steels."

The use of a unique class of sulfhydryl collectors, the monoalkyldithiocarbamate salts (RNHCS2M) as direct collectors for malchite and azurite is presented. Microflotation and laboratory scale flotation tests were performed to define the collector properties of these reagents under a variety of flotation conditions. On the basis of the results, it is proposed that some property of the amine-hydrogen atom in the reagent has a signification influence on the unusual activity of these collectors for oxide copper minerals.

I'm sure many of you have wondered what the term "Cross Flow Filtration" means. I shall explain it so that you more clearly understand it, and I hope you will be able to make it a useful tool for you in the future. In the simplest form of cross flow filtration contaminated fluid. or feed stream, is fed at a high velocity down the center of a porous tube, clear fluid weeps through the porous wall of the tube while the suspended solids concentrate in and are swept away by the feed stream. (See figure A). The high velocity flow of the feed stream tends to keep the inside of the tube free from a build up of contamination. By utilizing this cross flow approach to filtration, we have been able to concentrate such things as paint pigments, titanium dioxide, iron oxide, precipitated metals such as uranium yellowcake or silver, cadmium, some metal hydroxides, as well as gelatinous particles such as yeast cells. You will recognize that cross flow filtration lends itself to a recirculation loop system due to the necessity of maintaining a high velocity on the inside of the tube. This means that we generally have a storage tank from which we are recirculating, and the solids will concentrate in the storage tank. (See figure B). The storage tank design becomes an integral part of the total system and is very important to the total function of the system. The cross flow filter system requires only low pressure, and will work with centrifugal pumps, diaphram pumps or in some cases no pump at all. As an example, if we wanted to filter a 10 GPM (37.8 liters/min.) stream that contained 1% of submicronic particulate, we would flow the 10 GPM (37.8 liters/min.) into the storage tank and recirculate through the filter at a flow of anywhere from 30 GPM to 100 GPM (113.6 to 378.5 liters/min.) depending upon the filterability of the particles from the liquid. As the contaminated fluid recirculates, the solids will build up in the storage tank and loop until they reach a level, which is dependent upon the design of the tank. Then the settling rate in the tank becomes equal to the amount of the solids being fed to the tank, and as a result you reach an equilibrium in the amount of solids being presented to the inside of the porous tubing. We have in effect created a dynamic settling tank or thickener. A flow of 10 GPM (37.8 liters/min.) of clear filtrate comes off for either recycle or disposal with periodic removal of thick mud from the bottom of the tank. The thick mud can be either processed through a centrifuge, a rotary drum filter. a flat bed pressure type filter, or other means. Often the small volume of filtrate from the mud de-watering stream can be recycled back into the recirculation tank so that any fines in the feedback are again concentrated, thus closing the loop on the continuous process 100% removal system. Cross flow filtration will not do efficient molecular separation. We work primarily with discrete solids but we do separate them totally from the liquid carrier fluid. I know some of you will raise your eyebrows when I say that we remove 100% of the particulate, but in measurement tests, we have measured the filtrate cleanliness with instruments that record as low as .05 ppm and the instruments read zero, so that it is less than .05 ppm.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the inter-relationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large. Coming to the specific points to which Mr. Borden has drawn our attention, I will touch on the corresponding provisions in Canadian federal tax law, by way of comparison and contrast.
