IN pre-war days, the mining industry of Russia occupied in the industrial life of the Empire a place of ever increasing importance. The peak of produc-tion was reached in 1913 and 1914, the years of greatest prosperity, and a rapid growth of the mineral industry seemed assured, especially as regards base-metal mining. Exceptions were the gold production, for which a gradual decline was anticipated, and the platinum out-put which was expected to remain steady. A greater productivity of labor, corresponding to better working facilities was noticeable, and the economic status of the working classes was constantly improving. The tremendous strain on Russia's economic life caused by the World War did not materially alter the prospects of the mineral industry and the fundamental changes began only with the revolution in the spring of 1917. Their scope and character are illustrated by the figures in Table 1 which compare, for the parts of the Russian Empire under Soviet (R. S. F. S. R.) control, the average mineral production of 1913 and 1914 with that of 1920, 1921 and 1922, as supplied by bolshevik sources.1The latter three years in Russia's history were characterized by the firm establishment in power of the Communist party as a new ruling caste. Silver, lead, zinc, tin, nickel, tungsten, barite, etc., were either produced in negligible quantities, or not at all. However, before the revolution the development of several argentiferous lead-zinc deposits in western Siberia had reached a stage which seemed to assure an appreciable output of the white metals for the near future.

Cobalt clearly increased the activity of carbon in austenite and in ferrite. This effect of cobalt on carbon activity Plausibly accounted for the effect of cobalt on accelerating the austenite to pearlite transformation. Cobalt was found to have only a slight effect on carbon diffisivity in various Fe-Co and Fe-Co-W-Mo austenites, but was found to decrease carbon diffusivity in Fe-Co ferrite. THE effect of cobalt in steel is unique in that it is the only element that reduces hardenability by accelerating the austenite to pearlite reaction. The results of several excellent investigations aimed at explaining the role of cobalt have been published,1"7 but a complete understanding is still lacking. In addition, cobalt significantly enhances the resistance to softening or tempering of highly alloyed highspeed and hot-work tool steels. The resistance to tempering is related to the secondary hardening reactions associated with the fourth stage of tempering during which carbides of molybdenum, tungsten, and/or vanadium form in a martensite matrix. The effect of cobalt on secondary hardening reactions in high-alloy tool steel has received considerable attention, but a full explanation of the reactions involved has not been developed. Inasmuch as austenite to pearlite transformation and secondary hardening involve carbide formation, the present authors believed that the role of cobalt in effecting carbon activity and diffusivity in austenite and in ferrite was important to a fuller understanding of the phenomena involved. I ASK your permission to speak about a matter which is not of a specifically scientific nature, but more of a general-I might even say of an international-nature, and the international character which this city now presents must be my justification for introducing it. The Germans, very often, are thought to be an exceedingly warlike people, but I come to-day in the capacity of a peacemaker. Our German language is an original language; it is, therefore, a language in which it is impossible to change the meaning of a word at will. It may be, perhaps, easier in a combined language, as the English, to associate and to exchange meanings. Now, a word which we hear a great deal at the present day, is "Stahl," in English, "steel." This word means, in the German language, a substance which can be hardened. As the German literature, in relation to metallurgy, is the oldest of the modern world, this circumstance may give the German a right to ask for consideration. But I think, now, when the four languages, German, Swedish, French, and English, compete in rich metallurgical literature, it is very necessary to have uniformity in the nomenclature of iron, which would prove not only useful for science, but equally so for trade. For that purpose I propose to make the divisions of iron so that the word steel shall comprise a subdivision and not a primary division as formerly. Nature furnishes us iron mostly in the state of oxides, and if in any other condition, we must convert the ore into oxide before we can make iron. The oxides are always mixed with certain earthy substances called rock or gangue. The extraction of iron involves, therefore, the twofold process of the reduction of the iron, and im¬parting to it the amount of carbon necessary for technical purposes, and the separation of the reduced and carburized iron from the gangue. The reduction is always effected by carbon or carbonaceous substances (coke, anthracite, carbonic oxide, etc.), and the result is, according to the degree of heat employed, either malleable iron or a non-malleable iron. The process of making malleable iron in this way is called, generally, the direct process-in German, Rennarbeil. It produces the iron in a solid state with a fluid cinder. By this process our ancestors made all their iron, and it has been revived in various ways in modern times up to the process of Mr. Blair, so far as I know, always without commercial success. The

ChillaQoe is situated in latitude 17" S., about 138 miles from the port of Cairns, with which it is now connected by rail. A township has been established on the banks of Chillagoe creek, a perennial stream of irregular volume crossing the field almost at rightrangles, nearly midway between the mining-camps of Calcifer and Mungana, which have been formed at the southeastern and western extremes of the field respectively. This situation was selected because of the water-supply and its proximity to the site most suitable for the erection of reductionworks. By its central position it commands the whole of the mines. The altitude above sea-level is about 1200 ft., whereas that of Calcifer and Mungana is 1400 ft.—a difference sufficient to account for a materially higher temperature at Chillagoe. The surrounding limestone bluffis add by radiation to the heat, and, at the same time, prevent the cool breezes from passing freely through the town; consequently, the temper* ture, which is high throughout the year, and especially so during the summer months, is here ge~ierally very oppressive also. The general trend of the field is southeast and northwest, and its length about 18 miles, with an average width of 5 miles; the approximate area is thus 90 sq. miles. The surrounding mineral-district is, however, much more extensive, and numerous other mines, sprcad over wide areas and producing a variety of minerals, exist in the same or parallel belts of mineralized country, of which Chillagoe proper covers but a very small portion. Immense bluffs of limestone, wollastonite and conglomerate, rising in places to nearly 300 ft., and so~netimes nearly a quarter-mile across, give the field a very picturesque and interesting appearance. As in the case of steel and the non-ferrous alloys in general, the use of the microscope in connection with the manufacture of malleable cast iron has proved of inestimable value to the industry. Had its use not been invoked, many facts either would not be known at all or, if suspected, would be confined to the realms of conjecture. No fairer statement could be made than that the start of real progress in the industry was coincident with the application of metallography to the product, though the full significance of this statement can hardly be appreciated except by those who not only are conversant with conditions as they existed at the time referred to, but are familiar with the character of works' practice at the present time.. A few years ago, about the only test made to ascertain the physical properties of the product, except in the case of certain plants, was the bending of a casting to destruction, not only with the object of discovering whether or not the metal was ductile, but for the purpose of inspecting the fracture. The characteristics of the fracture, if correctly interpreted, were known to be of value in locating the trouble in castings that were inferior. In general, it was found that if a casting of medium or heavy section would bend through a wide angle before failure took place, the fracture in the majority of cases would have a black velvety appearance; while if it was held at different angles to the direction of the rays of light, it would show a change of color and an iridescent sheen. But an inferior air-furnace heat or anneal might yield castings which, if thin and consequently largely decarburized, could be bent double on themselves and still not possess the fracture described. If, on the other hand, a casting broke short, its fracture might have one of a great many different color and structural peculiarities. Depending on the cause of the trouble, such castings might have any of the fracture characteristics, of which the following is but a partial list.

LARGE quantities of fine anthracite with associated impurities are discharged with the waste water from the coal-cleaning plants in the Pennsylvania anthracite region. Furthermore, for many years this fine material has accumulated and formed silt banks. The difficulty of removing the impurities from the fine material and the lack of adequate markets are responsible for the waste of this material. In view of a larger demand for fine coal, mainly for pulverized fuel, the Lehigh Navigation Coal Co. Inc. decided to investigate the froth flotation process for recovery of fine coal from these waste solids. A test plant was constructed and operated for six months during 1942 in order to determine the practicability of recovering coal from the waste water of a cleaning plant (breaker) by froth flotation, and to obtain operating data for designing a commercial plant if the results were favorable. PRELIMINARY INVESTIGATION Before the pilot plant was constructed information was obtained by field and small-scale laboratory tests to serve as a guide in the design and operation of the pilot plant. Size and ash analyses of a representative sample of the material discharged in the wash water from a cleaning plant are given in Table I. [ ] The refuse content increases progressively as the size of the particles decreases. The larger particles (+35 m.) are low in ash content and could be marketed without cleaning. Since these solids are discharged from the breakers with 90 to 95 per cent water by weight, the first step in the recovery of the coal was that of reducing the quantity of water so that water in excess will not have to be handled. Furthermore, it was found that the removal of most of the minus 200 mesh high-ash material was desirable to permit the most efficient flotation of the coal. Classification tests were run and showed that a hydroseparator overflow rate of 12 ft. per hour was sufficient to eliminate much of the minus 200-mesh material while allowing the coarser material to settle and be thickened.

INTRODUCTION The real problem is finding the "appropriate" financing sources by matching the risk and reward expectations of the various classes of investors and lenders. Generally, lenders who advance funds temporarily are interested in assuming only limited risk and conversely expect to earn only a limited reward. The equity owners on the other hand, are expected to take most of the risk of the enterprise, but should receive a reward commensurate with that risk. In particular they will receive the benefit of the company's increase in net worth over time. MINE DEVELOPMENT CYCLE Consider the development cycle of a mining project beginning with rank wildcat exploration (Figure 1) [ ] Just as different professionals must be utilized at different stages, so must different funding sources be used at different points in the pipeline. One of the major challenges to management in the mining industry today is the establishment and maintenance of positive and dynamic programs for cost control and cost reduction. To meet the challenge, management must have a good cost system. There are various types of cost accounting systems in use today: some companies check their, performance by comparing the costs incurred during one period with the costs incurred during previous periods, while others compare the current costs with estimated costs which the company considers desirable. A third type of system is a standard cost system which provides predetermined allowances for the various cost elements and operating activities. Such a system, based on sound standards, can be established to fix responsibility for cost performance in each segment of the operation; recognize the impact of volume or rate of activity by establishing a standard volume and evaluating departures: take into consideration fixed and variable costs and their dissimilar behaviour at varying levels of operations: and provide consistent and equitable yardsticks for measuring performance.

A METHOD for the chemical differentiation of oxidized cobalt from sulphide cobalt in complex mine and concentrator products is of considerable interest to a number of mining companies throughout the world. At Rhokana Corporation, in Northern Rhodesia, for instance, cobalt is found chiefly in the sulphide form, as carrollite, but a cobalt oxide mineral also occurs irregularly underground, and relatively small quantities in the mill feed from time to time are difficult to detect it visually at the concentrator. The oxide cobalt is not amenable to the sulphide flotation process used at Rhokana and nearly all of it passes into the tailing. The occasional. period when high tailing losses occur with no appreciable change in the cobalt content of the mill feed has naturally been disturbing to the concentrator staff, who had no means of determining whether an influx of cobalt oxide ore or laxity on the part of the mill flotation operators were responsible for these results. A procedure for determining oxidized copper minerals, based on their solubility in dilute sulphuric acid saturated with SO2, has been used for many years in the copper industry. In the presence of cuprite the procedure fails, but otherwise it gives results quite satisfactory for control purposes. Empirical methods for determining oxidized forms of zinc and lead have been proposed, but they are generally unsatisfactory except in isolated cases of a very simple ore. No published procedure for determining oxidized forms of cobalt or similar elements has come to the authors' notice. EXPERIMENTAL PROCEDURE There are obviously two alternatives in attacking a problem of this nature. One is to employ a solvent for oxide cobalt that will not dissolve cobalt sulphide. The other is, to find a substance capable of oxidizing the cobalt sulphide to sulphate, which of course is water-soluble and can then be leached from the water-insoluble oxide cobalt. A representative sample of Rhokana cobalt oxide ore was secured, ground to minus 200-mesh, and carefully rolled to furnish a standard sample for this work. The analysis of this material gave the following percentages: Co, 0.55; Cu, 1.64; Fe, 2.98; S, 0.08; SiO2, 41.42; A1203, 11.20; CaO, 13.82; MgO, 3.80. As a source of cobalt sulphide a similar large sample of carrollite was prepared, analyzing Co, 23.36 per cent; Cu, 27.32; and S, 31.13. This sample of course was not pure carrollite, but was the best obtainable in quantities sufficient for a standard intended for considerable work. It was a pure sulphide sample, microscopic examination showing only carrollite, a little bornite, and gangue, with no visible sign of oxidized ore present. A study was made of the effect of surface-active agents an copper, gold, and zinc single crystals as well as polycrystalline aluminum. The study on coppw showed that the maximum effect of the surface -active agent occurred at the same concentration of the solution as that at which the rate of solution of the copper soap was the greatest. Surface -active agents did not affect the creep behavior of gold or freshly polished zinc specimens. The creel-, rate of zinc specimens in a solution containing a surface-active agent zoas always lower than that of freshly polished specimens. In previous papers1'2 it was reported that the surface played an important role in the plastic deformation of metals. By removing the surface layers of a crystal of aluminum by electrolytic polishing dur- ing tensile deformation, it was found that the slopes of Stages I, 11, and In were decreased and the extent of Stages I and I1 were increased when the rate of metal removal was increased. The results of the investigation of surface-active agents showed that changes in the slopes and extents of Stages I and II occurred when single crystals of aluminum were deformed in tension in a bath containing solutions of paraffin oil and stearic acid. The amount of change was a function of the concentration of stearic acid and the maximum effect occurred at a concentration of 0.002 mole per liter. These results were interpreted2 in terms of the rate of solution of metal soaps which form as a result of the chemical reaction between the surface-active agent and the metal. According to this interpretation, the "weakening" effect is controlled by the rate of solution of the soaps which depends upon the concentration of surface-active agents. At low concentrations, the number of metal soap molecules formed is low; at high concentrations, the rate of solubility is low, because of the high degree of saturation.

BECAUSE of the many conflicting opinions regarding the functioning of the ball load and the characteristics of ball wear in ball-mill grinding, the following resume of reports covering recent tests conducted at the Hayden plant of the Kennecott Copper Corporation is submitted with the view of pointing out certain salient features that should throw additional light on the subject. MILLS USED Cylindrical drum mills with trunnion feed and discharge were used. The discharge trunnion was I3 1/2 in. in diameter. Dimensions inside the lining were 6 ft. 6 in. in diameter and 9 ft. 6 in. long. The mills were Britannia-lined and nine lifter bars projected 2 in. from the lining. The mill speed was 16 2/3 r.p.m. Feed to the mill was 9 per cent on 10-mesh, 85 per cent on 100-mesh, 77 per cent solids. New balls measured 2 in. in diameter and the approximate weight of the ball load was 40,000 pounds. INITIAL TEST During a test that was being conducted to determine the relative economic value of standard cast balls vs. forged steel balls in the local grinding operation, certain observations were made in regard to the functioning of the various ball sizes and the characteristics of ball wear, which warranted a supplementary test for the purpose of confirming such observations. For the initial test, the necessity for developing a graduated load of the new forged balls before the test could be started was realized, but the time required to obtain a graduated load and the functioning of the various ball sizes was not clear. No advantage could be seen for starting out with a full load of forged balls, as this initial load, at the least, would have to be completely ground out and replaced by daily additions of balls before the graduation could be complete and a normal static condition of ball sizes reached. For a considerable period prior to exhaustion of this initial charge there would be an unusual quantity of worn balls of a certain size, which would not be typical of a normal charge and could influence the characteristics and functioning of the entire load. Therefore, it was decided to start by daily addition of the forged balls to a mill that contained a normal operating load of cast balls. After 88 days of operation the mill was shut down for inspection. By that time the load consisted of a mass of forged balls functioning around a large core of the residual material of the former cast-ball load. This core of cast slugs, locally referred to as "the kidney," was well defined from the forged-ball load.

Ways are discussed of appraising chances in conformance with probability principles, and graphs are suggested to show tonnages, grades and the corresponding judged expectancies. Introduction When exploratory development of a mineral deposit is contemplated, three interrelated questions normally must be answered before a sound decision can be reached. How much will the program cost? How much will the anticipated ore add to the immediate value of the mine? And what is the chance of developing this ore? To justify development, the deposit should present a favorable disparity between the three factors, cost, chance and return. If, for example, there is a 50-50 chance of success, the ore that is sought should have an immediate worth (after deducting all subsequent charges that it must bear) of more than twice the cost of the development. Likewise, if the chance of finding the ore is but one in five, that ore should enhance the immediate value of the mine by more than five times the cost of developing it- With sound economic and operating assumptions, the cost of exploratory development and a present value of anticipated ore may be estimated within reasonable limits. Less general attention has been given to appraising ore chances in comparable terms. The exploratory experience of the mining industry is broad enough that knowledge, vision and judgment may be combined to yield more tangible evaluations of Ore expectancy than are now customary' A way of making such appraisals is suggested herein. The mathematics of probabilities cannot be applied directly to the search for ore. By coupling applicable principles of probability, however, with pertinent experience gained in mineral exploration, an estimate often can be made of the chance of finding a certain tonnage and grade of Ore in a specific location. Such estimated, or judged, expectancies for the several blocks of ground in a deposit may be combined in a simple chart to show the relationship of the various exploratory possibilities and the potential magnitude of the deposit' An engineer or geologist may find that the quantitative thinking required for an appraisal of this type is an aid in clarifying and coordinating his views and recommendations. On weekends things get pretty interesting out our way because the fleet is usually in. Our No. 2 son is now based at New London, which Isn't far from here, and he brings his friends home. No. 1 son is a re- cent Navy veteran, and he lives at home. It is just as well that the Pentagon can't hear what is said. This is all aside from the point except that last Friday evening, Dave Meinhard, a redheaded nukie (nuclear sub crewman) from Indiana, commented on our late arrival home In obvious need of a pick-me-up. "Just like my dad; but he has it rougher than you. We live in La Porte, Ind., and every day he drives 35 minutes to work at Bridgeman, Mich., and loses an hour on the time zone. It's really exhausting. You should see him." We feel very sympathetic. He should receive extra pay. However, extra pay benefits are hard to come by although the reverse comes relatively easy. Operation of the phosphate flotation plant at the Peace valley mine of the International Minerals and Chemical Corporation, Florida, began in the summer of 1942. Since that time several changes have been made in the flowsheet, with resultant increases in metallurgical results. Three flowsheets, together with the comparative plant results, are given in this paper, together with a discussion of the desliming circuit used for preliminary washing of the flotation feed. Fig. I lists the essential units in the original flowsheet at the Peace Valley plant. The figures for tonnage and grade are average for a period of two months. Mineral Separation Airflow cells are used for both the fatty acid and the amine float. Three immediate difficulties presented themselves in the use of this flow sheet: I. Floating a maximum amount of phosphate in the rougher section to give good recovery sent a low-grade concentrate to the silica float, resulting in high costs for amine reagent in that section.

Mineral Separation Airflow cells are used for both the fatty acid and the amine float. Three immediate difficulties presented themselves in the use of this flow sheet: I. Floating a maximum amount of phosphate in the rougher section to give good recovery sent a low-grade concentrate to the silica float, resulting in high costs for amine reagent in that section.

Anders Richard Akerman entered the eternal rest on Feb. 23, 1922, after a long and distinguished career. All mining men in Sweden arc mourning him, because he was one of their greatest and a leader in the scientific metallurgy of the iron. He was born April 18, 1837, in Stockholm, where his father, Joachim Akerman, was a professor at the Technical University, but the greater part of his childhood was spent in Falun, where the family moved after his father was made principal of the mining academy. He was at first taught by a tutor, but in 1851 entered the high school in Vesteras and the University of Uppsala in 1855, from which he graduated as a mining engineer on Dec. 11, 1860. A week later, he entered the service of the Department of Commerce and entered the mining academy at Falun, from which he graduated Dec. 15, 1862. The following May, he was accepted as a student in the metallurgical section of "Jernkontoret" (the "Iron Institute") and on Oct. 22, 1864, he was made an assistant in the same section. Thus begun the cooperation with the Iron Institute which was to continue for so many years and to bear such rich fruit. He had, however, previously received two requests from the Iron Institute: One to assist Prof. V. Eggertz in the preliminary work of preparing a handbook on blast-furnace practice, the other to make a complete index of the proceedings of the Iron Institute ("Jernkontorets Annaler") volumes 1817-1864, which index was published in 1866. On Oct. 19, 1865, Akerman was requested by "Jernkontoret" to give during 1866, lectures in the metallurgy of iron at the mining academy of Falun, as Prof. V. Eggertz wished to devote his entire time to the study of assaying. This request was renewed Oct. 15, 1867, for the year 1868, and on April 17, 1869, he was made instructor in metallurgy and mining at the Technical University, to which institution the higher education in mining engineering was transferred at that time. Akerman thus entered his career as a teacher, which lasted until the end of 1891. On May 11, 1877, he was appointed assistant professor in metallurgy and mining; on Sept. 7, 1883, he was appointed acting professor in the same department; and two weeks later was appointed dean of the mining college. On May 21, 1874, he was instructed by the Crown to inspect the mining schools in Filipstad and Falun. As a teacher, Akerman was very popular and his lectures were excellent, in form as well
