IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

W. R. Ingalls made an oral address on the subject of the 27th Engineers, and it was resolved that notice of the needs of the Association of the 27th Engineers be communicated to the members through the Bulletin. Robert W. Hunt was appointed representative of the Institute on the Commission of Award of the Washington Medal of the Western Society of Engineers. The budget for the year 1918 was adopted. The report of the Library Committee for the year 1917 was accepted. An appropriation of $50 to the Treasurer's clerk was made. The appointment of the tellers made at the last meeting of the Board was confirmed.

At the meeting of the Board of Directors, and of the Council of the American Institute of Mining Engineers, February 21, 1911, Dr. R. W. Raymond asked for the appointment of a joint commit¬tee to receive and consider a communication (which was duly sent by him under date of March 16) tendering his resignation as Member and Secretary of each body. On March 31, the Board of Directors and the Council accepted the resignation of Dr. Raymond, and on the recommendation of the Council, the Board authorized and directed his appointment as Secretary Emeritus, upon whom the Council may call for special editorial and other services in connection with the publications of the Institute.

Sorting tests on limestone at the Lohjan Kalkkitehdas Oy Ojamo mine, Finland, are described. The tests, conducted to evaluate a Sortex 811MW optical separator, were successful, and upon completion, the sorting machine was put into production. Optical separation characteristics of the limestone, used for cement manufacturing, are described. Problems of winter operation are discussed. Operating costs are given.

The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." The work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacional da Produggo Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operating practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being -expanded- and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining conditions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern Sao Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I) shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). This year we are extending our educational experiment of last year to new fields. The subject to be discussed at the educa¬tional meeting Saturday morning has nothing to do with melting or metallurgy, but is electricity and how we should use it in the operation of our furnaces. Your Committee feels that all of us could know more about the fuel we use to make our steel. May I emphasize that this session is separate from the rest of the program; there is no registration fee; and I want to urge all of you, especially those in this vicinity, to bring your assistants to this meeting. It will be well worth your while.

An investigation has been made of the multiplying factors for some of the more common alloying and deoxidizing elements for use in calculating hardenability of steel according to Grossmann's method. The factors for manganese, silicon, and aluminum that were reported in an earlier communication2 have been confirmed by microscopic determination of the half-martensite structure rather than on the basis of an empirically determined hardness corresponding to a half-martensite structure. Measurement of ideal critical diameter by microscopic examination was found to be necessary for other alloying elements, and multiplying factors for nickel, chromium, molybdenum, zirconium, vanadium, titanium, and boron have been determined. The nature and order of magnitude of the multiplying factors reflect the effect of the alloying elements on the structural character of the steel. Except for nickel and vanadium, the multiplying factors agree fairly well with previously published results. Good correlation between actual and calculated ideal critical diameters has been found in developing the multiplying factors and in checking the results against fairly simple steels. However, some discrepancies have suggested the need for a more thorough study of low-carbon and complex steels. Testing Procedure The investigation was conducted principally on steels made at the Union Car- bide and Carbon Research Laboratories, Inc., in high-frequency induction furnaces using Armco iron and standard alloying materials. However, a few open-hearth steels were used in establishing the effect of nickel, and the hardenability factor for boron was based primarily on open-hearth steels. All bars were normalized prior to the machining of Jominy hardenability specimens. The Jominy test was carried out under conditions standard for the test.3 Austenitizing temperatures judged to be appropriate for the compositions of the steels were used. Chemical analysis was determined on a sample taken adjacent to the Jominy specimen. Residual amounts of phosphorus, sulphur, nickel, chromium, molybdenum, and copper were determined on only one heat of each group made with the same materials during the same period. "Acid-soluble" aluminum and zirconium rather than total amounts were determined, as it is considered probable that the acid-soluble amount is more representative of the effective alloy. As tin was present to the extent of only 0.002 per cent, its effect was neglected. The method used to determine boron in the steels shown in Table 9* was developed by Galen Porter, Vincent Napoleon, and Thomas R. Cunningham, of the Union Carbide and Carbon Research Laboratories, Inc., and is a modification of J. Naftel's procedure for boron in soils

Discussion of the paper of S. E. Bretherton, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1481 to 1487. S. E., BRETHERTON, San Francisco, Cal.:-Since preparing my paper, our chemist, F. L. Wilson, has been experimenting with Leadville, Colo., oxidized zinc ore and Leadville zinc sulphides containing lead, operating upon 40-1b. lots at a time. His results on Leadville sulphides are as follows: The raw ore contained a trace of gold, 5.04 oz. of silver, 19.1 per cent of zinc, and 7.24 per cent of lead. After roasting the ore contained a trace of gold, 5.72 oz. of silver, 0.75 per cent of copper, 21.7 per cent of zinc, and 8.29 per cent of lead. The loss in weight by leaching was 38.8 per cent. The extraction was 42.8 per cent of the copper, 80.6 per cent of the zinc, 7.1 per cent of the lead, 0.64 per cent of the silver, and no gold. The little .silver that is extracted would be thrown down with the copper when precipitating it from the zinc and both thrown hack into the residue to be smelted. There would be no trouble in smelting the residue with nearly all the sulphur eliminated and containing less than 7 per cent. of zinc. On zinc carbonates containing silicates the results are not satisfactory. H. O. HOFMAN, Boston, Mass. (communication to the Secretary*) :¬The paper by Mr. Bretherton upon the application of ammonia and carbonic acid to the recovery of zinc as oxide from roasted sulphide ore is of interest to me, as the first installation of the Schnabel process for the extraction of zinc from a mixture of zinc oxide, lead oxide (with some cupric oxide), and pellets of enriched lead, produced in steaming liquated zinc-silver-lead crust of the Parkes process, was made at Lautenthal, Harz mountains, where I was chemist. In that capacity I carried out numerous experiments on the Schnabel process, was active in the erecting of the plant, and later had charge of it. After the Lautenthal plant had been in operation for some time a similar one was built at Hoboken-les-Anvers, but both have been abandoned, as the wet process could not compete with the distillation of the liquated zinc-silver-lead crust, now used universally in the Parkes process.

I., baa long been known, chiefly as a geological fact; that these materials, so near to each other and to tidewater, are of such a good quality and are present in such large quantity, as to have seriously raised the question of establishing blast furnaces there, was a surprising fact to me; and I have thought that the few notes I have lately gathered on the subject would be of interest at this partly New England meeting. The coal field referred to has an area of above 400 square miles, and is found throughout the belt of transition rocks extending from Newport Neck to Mansfield, Massachusetts. It underlies the cities of Providence and Newport, and the towns of Middletown, Portsmouth, Jamestown, Warwick, Barrington, Cranston, North Provi-

The evolution of planning processes in the United States from the early 1900's is briefly examined. From one year operating budgets, planning processes have evolved into sophisticated analyses of alternative long-term future strategies and the management issues and practices which relate to their implementation. Increasing complexity within the business environment has led to numerous planning methodologies and extensive use of computers to analyze operating and financial information. All of these developments, however, have not supplanted the real need for decision-makers to continue to give important weight to the intuitive or soft data inputs into the planning process.

STEAM is, and doubtless always will be, the basic power in the anthracite industry, either directly applied through engines and pumps or electrically. The rapidity with which electric power is being applied to the mining and preparation of anthracite leaves little doubt as to its utility and economy. There is practically no operation, except possibly the drilling of hard rock, that has not been successfully electrified and the matter of drilling is handled economically with electrically driven compressors and the standard compressed-air drills. Conservation and the seemingly ever-increasing cost of production, justify careful consideration of the possible results of the more extensive use of electric power in the industry. It is not planned to discuss, herein, the relative economies of individual applications but to consider the relative economy and flexibility of steam and electric power. The reports available for the year 1920 indicate a production of slightly over 80,000,000 tons of anthracite, of which 8,843,500 tons were used for power and heating purposes; in other words, over 11 per cent. of the production was used at the mines. Some of this was used to generate electric power at the mines, about 160,000,000 kw-hr., while 150,000,000 kw.-hr. was purchased from the public utility companies. One large producer, who is buying some electric power and generating some, used over 13 per cent. of the production for power and heating at the mines. Another producer, where considerable electric power is generated on the properties, is using less than 9 per cent. of the output for power and heating. One of the largest producers has a fuel consumption of over 15 per cent. of the output, besides which considerable power is purchased. A careful study of the field indicates that steam-operated plants use upwards of 13 per cent. of the production for power and heating, while electrically operated plants use about 1 per cent. for heating; so that, for steam-power purposes at least 12 per cent., or 268.8 lb., are used for power out of each ton produced.

We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.
