At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action, in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RE¬SOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

I DEEPLY appreciate the honor which has been conferred upon me by my election to the presidency of this Institute, as I feel that it is the highest honor a mining engineer can receive, and I also feel that I am especially fortunate in being called to take the presidency in the year following Mr. Hoover, as I may be enabled in that way to carry on the work which he has initiated. The constructive work that Mr. Hoover has inaugurated has been of inestimable benefit in bringing not only this Institute but the entire engineering profession into a place in the public esteem to a degree which it had never before occupied.. This work Mr. Hoover will now carry on in the broader field of the Federated American Engineering Societies, of which he is president. Through that organization the engineers of this country, in all branches of the profession, will be welded into one compact body reaching from the Atlantic to the Pacific, making the united engineering profession a power for maintaining American . . ideals and standards throughout the land.,

Steelmaking operators are familiar with the costs involved when ingot molds must be scrapped prematurely because of the failure of a stripping or turning lug. Some mold sizes can be expected to produce one hundred or more ingots per mold before normal wear causes the mold to become unserviceable. Therefore, the failure of lugs at less than the average life for that mold size represents a sharp increase in terms of mold cost per ingot ton produced. To combat these wasteful and costly occurrences, it was determined that an efficient method of replacing lugs should be developed to extend the life of molds which are otherwise in good condition. The purpose of this paper is to describe a lug welding method which has proved effective and economical. This method is known as the Oxygen and Mapp Process.

Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

Expectations for coal in the early to mid-1970s prompted the government and industry to pursue research and development programs to increase underground and surface mining coal Productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, presented in this paper are: extended depth augering for trench-strip applications; high recovery auger heads for enhanced recovery; and variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

The bad effects of arsenic in commercial copper are well-known to metallurgists. The refining of copper by electrolysis eliminates practically all of the arsenic, provided certain requirements are fulfilled. The first, and most important, of these requirements is, that the voltage of the depositing current shall not be too high. It has been known for some time that the percentage of arsenic in the deposited copper increases with the voltage. To investigate the relation between the electro-motive force (e.m.f.) and the freedom of the precipitated copper from arsenic, the experiments were made, of which a brief summary is here given: I made three copper-arsenic alloys, containing respectively 3.56, 2.24 and 0.96 per cent. of arsenic. The equations of heat conduction are numerically solved for two kinds of artificial freezing- mechanical freezing and liquid nitrogen freezing. A two dimensional finite difference model simulating the freezing field is developed. The procedure introduces a way to simulate the effect of latent heat released when water transforms from liquid to solid. The procedure also produces a way to calculate the harmonic mean of heat conductivity used when dealing with heterogeneous material. The theoretically derived temperature distributions in frozen soil are given and compared with measured data. An analysis made on the thermal design in shaft freezing. The average temperature of frozen soil is calculated by using numerical integration. The regularity of development of frozen soil radius is revealed and given in an appropriate mathematical model.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

Ocean environmental factors are an intriguing new set of parameters to be dealt with in the prospecting and exploration phases of resource development for both the continental margins and the deep ocean. While information and data gathering programs for ocean minerals would parallel onshore procedures, their costs generally run higher. Commercial Prospecting-Identification of Mining Sites Two modes of prospecting can be identified-commercia1 prospecting (in which the ultimate objective is to define potential mining sites), and scientific prospecting, which is conducted with different objectives in mind. For ocean exploration, both types of prospecting are carried out prior to the obtaining of any exclusive rights to explore and exploit a specific deposit. Deepsea's John Flipse adds: "Any commercial prospecting program should by its very nature require the freedom to search wherever minerals might occur with maximum flexibility."

Data obtained under controlled test conditions using a microbit drilling machine showed that oil emulsified in water muds may either increase or decrease the drilling rate, depending upon drilling conditions. A low-viscosity oil such as diesel fuel can give drilling rates in limestone almost equal to that of water. Data obtained for water emulsified in oil muds showed little decrease in the drilling rate in water-saturated cores as the water percentage of the mud was increased above the 5- to 10-percent range. Changes in drilling rate were found to be dependent upon the oil or water concentration of the mud and upon the type of formation drilled. Changes in static filtration on paper (API filtrate) did not correlate with filtration while the mud was circulated across rock. INTRODUCTION Oil additions to water muds have been reported to increase drilling rates, provide hole stability and improve filtration control. Eckel' showed that water-base emulsion muds used in the West Texas area increased drilling rate with increasing oil concentration up to 15 percent oil by volume, but drilling rate decreased at a concentration of 20 percent by volume. Based on laboratory tests using water muds to drill shale, Cunningham and Goins' reported that drilling rates increased and tendency for the bit to ballup decreased with the addition of oil. Percentage increase in drilling rate varied with the particular formation. They showed oil additions to improve drilling rates ap proximately 75 percent in Vicksburg shale and as much as 150 percent in Miocene shale. Each investigation showed an optimum oil content for the particular formation. Most data that indicated improved filtration control due to oil additions were based on static API Eltrates through paper rather than dynamic filtration through permeable rocks. Some types of dynamic test give a better representation of filtration down-hole while drilling and might be more likely to show some correlation with drilling rate. Static filtration would be important, of course, in relation to hole stability and formation damage. This laboratory's drilling tests, conducted on water-raturated Berea sandstone, indicated that improvements in drilling rate were not evident with increasing oil concentration in water-base muds. Investigation also showed similarity between oil-emulsion (water-in-oil) muds and water-emulsion (oil-in-water) muds while drilling these formations. In Lueders limestone high concentration of water-in-oil muds and high concentration of oil-in-water muds provided the same relative drilling rates. In Berea sandstone there was a large reduction in relative drilling rate with both the oil and water muds that contained low percentages of emulsified fluid. Dynamic filtration rates of water muds on rock did not always decrease with increasing oil percentages even though the static API filtration rates on paper did decrease. Data observed in laboratory drilling of limestone and sandstone indicate that improvements in field drilling operations when water- or oil-emulsion muds are wed may not be the result of increased drilling rates but of improved hole conditions. In some cases, actual drilling rates might be slower but improved hole conditions will result in less total time on the hole. DEFINITIONS Mud pressure—Pressure of drilling fluid as measured after leaving the drilling chamber. This is considered as the approximate mud pressure just past the bit and at the face of the formation. Terrastatic pressure—Pressure representing weight of overburden. Formation pressure—Pressure of formation fluid as measured at outlet of drilling chamber. This is considered as approximate pressure of fluid in the pores of the formation. Differential pressure—Difference between the mud pressure and formation pressure. Relative drilling rate, percent—Drilling rate with experimental fluid divided by drilling rate with water times 100 equals percent. Vertical and horizontal movements beyond the perimeter of the open pit have resulted from the development of deep and extensive open pits; the surface point always moves towards the centre of the open pit. The surface movements are not only great in relation to the stability of the open pit slope and the safety of mining operations but also are of significance to the stability of structures and ser- vices on the surface beyond the perimeter of the open pit. Recently, some studies on factors contributing to the surface movements have been carried out. Particular attention has been paid to prediction of vertical and horizontal movements, differential subsidence and horizontal strain and careful assessment of their influences on existing structures in the adjacent area. In the application of the theory of stochastic medium, it is assumed that ground subsidence process has the property of Markov Process. Based on the superposit ion principle, surface movements due to open pit mining are derived from the Kolmogorov Equation, and calculated in a digital computer. Quantitative calculation of surface movements is made according to the method employed in this paper and compared with the results of measurement in Morwell Open Pit, Victoria, Australia and Baiyin Open Pit, Gansu, China. The method of calculation gives reasonably satisfactory results.

In a recent investigation1 on the properties of chromium, and of Cr-10 wt pct W and Cr-5 wt pct Mo alloys at elevated temperatures, it was found that intercrystalline cavities developed in all of these materials during tensile creep at 950°C, and that the cavities led to intercrystalline fracture. There were some interesting differences, however, between the cavities produced in the pure metal and those in the alloys; these differences, moreover, were associated with a difference in ductility. The relevant conditions of creep testing are specified in the captions to Figs. 1 and 3. Chromium showed the presence of quite large intercrystalline cavities, Fig. 1, and these were more or less randomly distributed around the boundaries. The chromium alloys, on the other hand, showed the presence of both small cavities and cracks at the grain boundaries, Fig. 3; it is apparent that the cracks are formed by the linking together of the small cavities. GROUND raw material as fed to the cement kiln generally is a mixture of two to four components, each of which may have widely varying physical and grindability characteristics. Chemically similar materials found in the same or different deposits may also differ appreciably in physical properties, depending on their crystalline structure. The calcareous or principal cement raw material may vary from a soft chalky limestone or friable cement rock at one plant to a hard limestone or oyster shell at another plant. Argillaceous materials include clays, shales and granulated slag. Siliceous and/or iron-bearing material, including sand, iron ore and cinders, may also be required in addition for certain types of mixes. Frequently differences in grindability characteristics are not given the attention they deserve in comparing grinding results at one plant with those at another or in selecting suitable circuits or equipment. Many types of crushing and grinding units are used, with numerous open and closed circuit arrangements. Both wet and dry processes are used successfully. When rebuilding or installing a new grinding department, the choice of process or circuit in some cases may be dictated by the nature of the materials being ground but in other cases it may be the result of good salesmanship or a compromise. An over-all evaluation of wet process vs. dry process grinding should not be made without considering the effects on all other producing departments in the plant. In general, the more recent grinding installations, both wet and dry, have employed closed circuits, but many older open circuits are still in successful operation. In our experience, closed-circuit raw grinding pays, because of lower power consumption and less operating labor per ton of product. However, some dry open-circuit mills with improved equipment and operating methods compare favorably in performance with dry closed-circuit units. CHARACTER OF GROUND RAW MIX (KILN FEED) Grinding in the cement plant in general requires a considerably finer product than in most ore-grinding operations. A distinction between fineness of kiln feed and of cement may be made in that kiln feed preferably should be ground to a limiting size, whereas finished cement should include a range of size fractions including sufficient fine flours to give a product with satisfactory physical qualities. Grinding raw mix for kiln feed therefore is more comparable to ore grinding, although the limiting size is smaller. Most kiln feeds are ground from 85 to 95 per cent passing 200-mesh, depending on mix composition. Some cement chemists believe that raw materials cannot be too fine, since finer particles theoretically combine more readily and intimately in the kiln. However, there are certain definite practical objections to extremely fine kiln feed, such as loss of kiln dust, unstable material flow through the kiln and greater difficulty in control of chemical composition due to dust loss, and the disproportion of fines from the more easily ground component.
