Meetings of this committee were held at the Institute headquarters on April 18, May 2 and 15, and June 19. At the meeting of June 19, the Secretary reported that letters of invitation to apply for membership in the Institute had been sent to all the alumni of the School of Mines of Columbia University and also to all State Mine Inspectors and their deputies. He also reported the securing of lists of the alumni of the Harvard Engineering Schools, and of the Mining Schools at Houghton, Mich. ; Butte, Mont. ; State College, Pa.. ; Seattle, Wash.; Fayetteville, Ark. Laramie, Wyo.; Montreal, Canada, and Worcester and Rensselaer Polytechnic Institutes. Arrangements were made to invite all these to join the Institute. It. was suggested that a member of the Institute resident in Australia be appointed to this Committee, also one from Japan. Attention of the members of the Committee was drawn to the fact that letters requesting others to join the Institute will be written in the offices of the Institute if desired. MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulfur on the value of the coal for the particular use for which it is intended.

The Canadian magnesite deposits are situated in Grenville township, about 8 miles from Calumet station, on the Canadian Pacific Railway, but the poor transportation facilities have hindered their development. Magnesite was discovered in the boulders near White Rock Lake by Rev. W. P. Boshart in 1900. Observing that the material of these boulders was more glistening and whiter in color than Grenville limestone, he sent a specimen to the Department of Mines, Ottawa. An analysis showed this to be almost pure carbonate of magnesia and of commercial value if present in sufficient quantities. That summer, Boshart and McAllister found numerous outcrops, both of boulders and of bed rock, that gave promise of being magnesite of a commercial grade, and decided that this mineral deposit, if developed, would rival that at Veitsch, Austria. So they procured options on most of the land on which they knew the magnesite occurred. But the transportation difficulties were too great for the deposits to be mined at the prices offered for the product. In 1907, T. J. Waters organized the Canadian Magnesite Co. and opened a quarry on the north half of lot 18, range IX, and later on lot 15, range IX, of the same township. A lirnestone kiln was erected and the calcined rock was hauled to Calumet. In 1914, the North American Magensite Co, took over the quarries and shipped both crude and calcined magnesite until January, 1923. During 1915, S. Melkman organized the Scottish Canadian Magnesite Co. and opened a quarry on lot 15, ranges X and XI, Grenville township. A light, narrow-gage railway connects this quarry with the C. P. R. at Magnesite station. but shipments are made only during the summer months. In the case of plastic deformation by slip, von Mises&apos; showed that an arbitrary shape change of a crystal generally requires the activation of five independent slip systems. The selection of the five active systems was worked out by Taylor ,&apos; who hypothesized that, among all combinations of equivalent slip systems which are capable of accommodating a given imposed strain, the active combination is that one for which the sum of the absolute values of the glide shears is a minimum. Taylor analyzed the case of {lll}( 110) slip for fcc metals and applied the analysis to crystals undergoing axisymmetric flow, which approximates the shape change of an embedded grain in a polycrystalline aggregate deformed in tension (or compression). For the twelve equivalent (111) (110) slip systems, there are 384 independent combinations of five slip systems that satisfy the imposed strain.&apos; Taylor laboriously calculated the value of M = ZjIyj /E for each combination (although some were missed) and obtained the minimum M, hence the active combination, for a number of axial orientations distributed throughout the stereographic triangle. (yj is shear from slip on the th system and e is the tensile strain). Detailed contours of constant minimum M were recently obtained by Hosford and Backofen using a simplified but equivalent Bishop and ill&apos; analysis. Due to the numerous combinations of slip systems involved in the calculations, however, the full potential of the powerful Taylor analysis has not been exploited. For this reason, we have recently utilized techniques of linear programming to obtain solutions of the Taylor analysis for axisymmetric flow, for slip on {110)(< 111), {112)(111), and {123)(111) systems as well as mixed slip composed of these three systems. These slip modes are of obvious importance in the deformation of bcc crystals. Some of the salient results are summarized below. 1) Stress-Strain Data for Polycrystal. The value of M averaged over all axial orientations is the ratio of the tensile flow strength of a randomly oriented aggregate to the critical resolved shear stress for slip. This value enters importantly in theoretical deductions of the polycrystalline stress-strain curve from single-crystal data.2&apos;3&apos;5 Table I lists the values of Ma,, for the several cases of slip, as obtained by the present computer work. 2) Texture Hardening. Since the value of M depends on the axial orientation, the (tensile) flow strength of a specimen may be increased through texture control.&apos; An example of the computer results is shown in Fig. 1, where contours of minimum M have been computer-plotted for the case of mixed slip on {110}(111), {112)(111),and {123}(11 1) systems. It may be seen that, under axisymmetric flow, wires of (111) and (110) axial orientations are 50 pct stronger than those oriented at (100) .

An exploratory study of the 60 wt pct Mg and 80 wt pct Mg sections of the solid constitution in the magnesium-rich region of the Mg-Al-Ca-Zn system was undertaken. The objective of the investigation was to determine the general configuration of the phase fields with respect to the magnesium solid solution in this complex system. The 335°C (635°F) tetrahedron was selected for study because the solid constitutions of the bounding ternary systems—Mg-Al-Zn,1 Mg-A1-Ca,2 Mg-Ca-zn3—were well known and, at least in these ternary systems, diffusion was rapid enough at 335°C for equilibrium to be reached fairly rapidly. Metallography and powder X-ray diffraction were selected as the best corroboratory methods for determining the solid phase equilibria. A total of forty-six quaternary alloys on the 60 wt Mg and 80 wt Mg sections were prepared, annealed to equilibrium at 335°C, and the phases present identified. Singly sublimed (99.99 pct) magnesium, electrolytic (99.99 pct) zinc, high-purity (99.99 pct) aluminum, and USP calcium were alloyed in graphite crucibles under a chloride flux and chill cast into a split graphite mold. Alloy samples were sealed under argon in Pyrex vials and annealed at 335°C ± 1/2° for a minimum of 500 hr. At the conclusion of the anneal, the alloy samples were quenched rapidly in ice water. Standard metallographic procedures for magnesium alloys were used. Powder X-ray diffraction patterns were taken on a G. E. Camera with a diameter of 14.32 cm using nickel filtered copper radiation. The phase equilibria in the 60 wt pct Mg section of the 335°C (635°F) tetrahedron is shown in Fig. 1. The complex equilibria in the zinc-rich region were not accurately determined and are shown only tentatively with dotted lines. The equilibria of the three bounding ternary 335°C sections from pure magnesium to 60 wt pct Mg are also shown as though folded away from the tetrahedron. The 80 wt pct Mg section has the same configuration of phase fields as that shown in Fig. 1. Thus it is reasonable to conclude that in higher magnesium sections, the same relative configuration of phase fields is maintained though the relative proportions of the individual phase fields may change slightly as the magnesium solid solution is approached. Note that all the ternary phases present in these ternary diagrams enter into the quaternary equilibria with the exception of the phase of the Mg-Al-Zn system which becomes unstable with the addition of as little as 1/2 pct Ca. No quaternary intermetallic phases were found. No liquid phase was detected in any of the quaternary alloys annealed at 335°C suggesting that if a quaternary eu-tectic exists, it must lie between 335°C and 339°C, the temperature of the ternary eutectic in the Mg-Al-Zn system.

IN a previous study of the effect of atmosphere on creep-rupture properties,&apos; it was shown that the relative strength of nickel in air and in vacuum may be reversed by a change in either stress or temperature, Fig. 1. At low stresses and high temperatures the metal is stronger in air but stronger in vacuum at high stresses and low temperatures. A mechanism to explain this reversal was proposed involving two competing processes; oxidation strengthens the metal while adsorption of gas lowers the surface energy, relative to that in vacuum, and reduces the work required to propagate a crack. The process which controls is determined by stress and temperature. INTRODUCTION The basic factors that influence the selection of a mining method are the geometry of the ore deposit and the strength of the ore and surrounding rock. These factors usually determine the ore recovery and dilution of the deposit under analysis. For the purpose of this paper we will consider a generalized case of a block caving system and the sequence of the analysis needed to optimize ore recovery. The analysis presented is intended for the preliminary planning stage. The critical factors involved in the caving process are identified and the methods for evaluating the suitability of a particular deposit to the caving method of mining are outlined. The mine design is approached by identifying the two most important, dimensions: the size and spacing of the draw points. These dimensions are estimated from a simulation model which takes into account the ore recovery, the incremental value of the ore recovered, and the safety conditions of the operations. The model estimates the number of draw points required to extract efficiently and safely the broken ore from the caving area. This number is found in the range where the net incremental value of the ore is maximized and the probability of pillar failure does not exceed the limit which is acceptable for a safe mining operation. A mining method and its design are in a continuous process of optimization. This process is unique for each deposit because of the many parameters involved; therefore, a back analysis of the operations should be performed when possible. These analyses will indicate if the ore body responds in a predictable manner to the parameters contained in the geological, fragmentation, and draw point models. SELECTION OF ALTERNATIVE MINING METHODS The selection of a mining method best suited to define the minable ore reserves of a given deposit involves consideration of the geometry of the ore deposit and the strength of the ore and surrounding rock. These two factors are usually sufficient to determine the ore recovery and dilution of the deposit. After analyzing the geological reserves and defining the limits of the deposit, either an open pit or an underground mining method can be selected to define the minable ore reserves. The sequence of steps to follow in the selection of a mining method is presented in Figure I. From an economic point of view, the strip- ping ratio is the determining factor for the selection between an underground or open pit method. In turn, the stripping ratio is a function of the grade distribution and con- figuration of the ore body. In order to obtain a preliminary estimation of the stripping ratio, a parametric analysis could be applied, such as the approach used by Professor E. P. Pfleider (1972) and summarized in Table 1.

At its meeting in the fall of 1937, the Executive Committee of the Coal Division considered the growing scarcity of young engineers entering coal mining with serious intentions. This scarcity was the cause of considerable alarm and a committee consisting of C. T. Hayden, E. A. Holbrook, C. E. Lawall and L. E. Young, with the writer as chairman, was appointed to gather factual data on the current trend. A questionnaire1 was designed and mailed to the heads of the 60 mineral technology schools listed by Prof. W. B. Plank in his article in September 1937.2 Replies were received from 46 institutions, not all from heads of coal-mining courses but all from men that at one time or another have had experience with some kind of coal-mining curricula and know current student impressions. Our committee is indebted to all of these gentlemen for their cooperation. Our committee hoped by this means to quickly reach the root of the trouble and make a set of comprehensive recommendations to the Coal Division for relieving the industry immediately from the growing dearth of youth who yearn for coal-mining careers, but the condition is more serious than at first diagnosed. We must now refer the question back to the Coal Division, with the recommendation that the Division get the industry&apos;s permission for still another major operation on its frame of mind. In addition to 10-year statistics on the first pay received by graduates in coal mining and other technical work, we requested enrollment data for 20 years from all schools with either mining engineering or mineral technology curricula. Nine leading questions were also plied, as shown in the Appendix. Every one of the answers was significant and interesting. Fortunately, we encountered positive frankness that was extremely helpful.

The term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. The lattice parameter of the inlerrnetallic compound Nb3Sn has been measured as a function of temperature from 80° to 1290°K. The results are compared with published data on the thermal ex- ThE recent interest in the intermetallic compound, Nb3Sn, as an engineering material for the production of superconducting devices has necessitated that certain engineering data be obtained. Because of the difficulty encountered in producing bulk pansion of niobium and indicate that the compound when made by diffusion of tin into niobium at 1000°C, would be subjected to a tensile strain of about 0.1 pct when cooled to room temperature. material which is single phase, the coefficient of thermal expansion has not been measured by dilata-tional methods. Therefore the lattice parameters of fine-grained samples of Nb3Sn produced on the surface of a niobium sheet by heating in molten tin at 950°C have been obtained as a function of temperature. The results are compared with published data on niobium2 and Nb3Sn3 and with lattice-parameter measurements made on small single crystals of Nb3Sn.

As the Appalachian mountains reach their maximum development in western North Carolina, we find also in that region indications of extensive dynamic disturbances and alterations undergone by the rocks in&apos; connection with these mountain uplifts. Among the minor results of these changes have been the formation of numerous dikes or a veins " of exceedingly coarse granitic materials, which in some places are mined for the mica which they contain, and in other places are quarried for kaolin. These dikes are filled with quartz, feldspar, and mica, in varying proportions, very coarsely crystallized. Sometimes the mica (generally muscovite), sometimes the feldspar (generally albite or orthoclase) predominates. When the mica is present in considerable quantity, and in large crystals, the dike is usually spoken of as a mica-vein, and is often worked for mica. Sometimes these crystals of mica occur on one side or the other; sometimes on both sides; and sometimes they are largely concentrated toward the middle of the vein, or, it may be, distributed throughout the dike with a considerable degree of uniformity. In many cases the crystals of mica are too small and few to permit the working of the vein as a micamine ; in other cases, very little mica is present, and the feldspar constitutes the larger part of the material. This feldspar of the dikes undergoes, through the weathering action of the atmosphere, certain chemical changes, resulting in its alteration from feldspar into kaolinite—the kaolin of commerce. These dikes vary considerably in size, ranging from a few inches to several hundred feet in thickness, and up to many hundred yards in length. They are generally parallel to the schistosity of the crystalline rocks, which, however, in some cases, they cross at varying angles. The kaolin in those dikes which occur in the Unaka or

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company&apos;s responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company&apos;s expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920&apos;s, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

For the past 30 years the construction industry has used steel supports in rock and soft ground to expedite driving tunnels under many difficult conditions. The industry has had a definite advantage in that it bids its work in accordance with the type of job to be encountered. The mining industry has had to keep its progress in line with the economics imposed by the price of the commodity it mines. Even so the mining industry, particularly metal mining, has been using steel support. Timber was universally used because of availability and cheapness, but as timber became scarce and labor more expensive-it takes more time to erect timber support-steel gradually replaced timber.

Louis S. Cates was born in Boston, Massachusetts, on December 20, 1881. When Cates was in his teens, the family lived at Chestnut Hill, Mass., and he went to the public high school. Then he entered M.I.T., at first in the Department of Electrical Engineering. Next door to the Cates family lived a Mr. & Mrs. Armstrong, who were especially fond of Louis Cates. The latter always called Mr. Armstrong "Uncle." Mr. Armstrong was connected with Kidder Peabody investment firm in Boston. That firm had an office in London and Mr. Armstrong persuaded Cates, before he graduated from M.I.T., to go to work in the London office.

An ore containing chalcopyrite was microbiologically leached in 6 ft columns at particle sizes ranging from -2 +1 ½ inches, to -3/8 + 3/16 inches. The rate of leaching increased exponentially as the particle size decreased. The controlling factor was the active leaching volume made up of the particle surface area and the depth of penetration of the bacteria and leach liquor into the particle. This volume became an increasingly larger part of the total volume as the particle size decreased. The sample under test leached poorly at larger particle sizes and it was calculated that under commercial conditions, it would produce at best a pregnant solution containing 100 mg/l (0.2 lb/ ton) of copper per 100 ft of dump height.
