There was always something mechanically wrong with these designs-too many;" parts to wear out and need replacement, and excessive cost incidental to a complicated mechanism. The idea of a shovel unit comprised of a single, rigid assembly which would roll from a digging to dumping position solved the problem of simplicity and durability. Ingersoll-Rand's utility engine provided a splendid power plant, small enough and powerful enough for the job. This note is presented in order to call attention to a newly developed laboratory apparatus that appears to have interesting possibilities for the study of lost circulation of the pressure-parting type, for a more realistic evaluation of sealing materials for this type of loss, and for investigation of other aspects of hydraulic fracturing. A study of lost circulation, conducted jointly by operating divisions of the Gulf Oil Corp. and the Gulf Research & Development Co., has been in progress for the past few years. Earlier phases of the study dealt with mechanical factors contributing to loss of returns in laminar type sediments.' One aspect of this type of loss which has been widely discussed in the literature and elsewhere concerns the geometry of the fractures into which such losses occur. This subject is not merely a philosophical one, but has an important bearing on procedures for combating lost circulation difficulties and on other well operations. The further course of the collaborative studies previously mentioned has produced some information on this subject which, though limited in amount, is believed to be significant. In several typical cases of lost circulation in laminated shale and sand formations, the wells have been surveyed with instruments2,3 capable of detecting the points of loss with considerable accuracy. These wells were located in the Gulf Coast of Texas and Louisiana, in the Texas Panhandle, and in the Rocky Mountain area. In each of these instances the loss was shown to be occurring at some distance removed from the bottom of the hole and sharply confined to a very narrow interval, less than 1 ft in thickness. It is rather difficult to imagine that fractures of a vertical nature' would be of the limited extent indicated by the surveys in these wells. Furthermore, the high rates of loss at relatively low pressure differentials observed in some of these instances together with the narrow intervals involved would appear to require the radial flow pattern which would be associated with a more or less horizontal fracture plane. In view of the foregoing observations and records of successful squeeze cementing operations, in attempting to construct a laboratory apparatus For simulating pressure induced lost circulation, it was decided that the design should be based on a horizontal type of fracture. It was realized that5,6 Vhe production of horizontal fractures in a formation with non-penetrating fluid requires some mechanism for transmitting vertical components of the hydraulic forces to the plane of parting. This was accomplished, as will be evident in the description of the apparatus that follows, by providing recesses in the wall of the borehole which are believed to be representative of wellbore configuration found in Gulf Coast wells. The possible influence of such borehole irregularities on both pressure fracturing and the treatment of lost circulation appears to have been neglected in many studies of these subjects. It is believed that the present apparatus, incorporating features that take into account some of the factors mentioned, will provide means of gaining a further understanding of pressure induced fracturing and possibly for more realistically evaluating the numerous sealing agents, particularly the non-time-setting materials employed in treating the pressure-parting type of loss. DESCRIPTION OF APPARATUS The test cell used in the laboratory investigations is shown in Fig. 1. A schematic diagram of the entire system is shown in Fig. 2.

World production of electrolytic zinc has shown an increase for each year since 1932. Production up to 1936 was summarized in my earlier paper [Trans. A.I.M.E. (1936) 121, 453-4641, and this present paper carries the subject through 1943. During this time of increase, it is safe to say that the average purity has been raised more or less continuously, and the amount of four-nines metal has been in- creased. While the period reflects preparations for and the carrying on of the present war, electrolytic zinc proved its value in many industries as a peacetime metal in the years from 1919 to 1940. World production (Table I) increased from about 594,000 tons in 1936 to around 858,000 tons in 1943; United States production increased from 127,171 tons to 329,903 tons for the same years. Total production of primary zinc in the United States is given in the first column of Table I; retort production of primary zinc, obtained by difference, in the last column. The curves drawn from these figures are shown in Fig. I. They represent continuations of the curves in the earlier paper that cover commercial production of electrolytic zinc from its inception in 1915 to 1935. The year 1932 has been one of exceptional significance for the Gulf Coast. Because of many new oil fields found, the most outstanding of which, Conroe, has assumed national importance, and because of new prospective areas extending through Montgomery, Polk, Tyler and Newton counties into Louisiana, there has been a stampede of operators to the Coast. During the year, development and discoveries have shown a marked trend away from the shallow or intermediate depth type of salt dome fields, with their treacherous flanking sands, to the deep-seated type of domes with their more continuous blanketing sands. The potency of some of the deep-seated domes such as Thompsons and Conroe, in Texas, and Iowa in Louisiana, has for the time at least, dispelled the disappointment of such deep-seated domes as Mykawa or Sheppard's Mott. Whether the newer deep-seated prospects, as yet little developed, will prove Conroes or Mykawas remains to be seen. In any event there is much for us yet to learn of the Coast. During 1932 a total of nine new oil fields and four new gas areas were discovered, which compares with seven new fields in 1931 and three fields in 1930. Of the nine new oil fields two were in Coastal Louisiana. This is the largest number of new oil fields found on the Coast in a single year since 1929, when 11 new fields were discovered. Not only because of the number of new fields has 1932 been notable but also because these new fields represent new productive areas that total 16,000 acres or more, or over 70 per cent of the total productive area known on the entire Coast at the beginning of 1932. In addition to the fields discovered in 1932, four new areas, or extensions around domes or fields already producing, and at least 11 new oil sands and three new gas sands have come to light. We may well say that 1932 has been the banner year for the Gulf Coast, in spite of depressed economic conditions and continued and more emphatic restriction of production. With the exception of 1901, when oil was discovered on the Coast and 1924, the year in which geophysical prospecting was in:lugurated, 1932 has been its most outstanding year.

SUBJECT to formal Board approval in September, AIME dues will continue indefinitely at the present scale of $20 for Members and Associate Members; and $12 for Junior Members for the first six years of such membership, thereafter $17. That is the wish of the Board of Directors and the will of the membership, as expressed in the recent referendum. Though the official returns, as reported by the tellers, are not available as this is written, the data are sufficiently complete to give the results to the nearest percent. The total vote was approximately 93 pct for continuance of the present scale. Metals Branch members voted about 94 pet for continuance; Mining Branch members slightly less than that; and Petroleum Branch members about 91 pct. As in the referendum of 1949, there was no particular difference of opinion on the question of dues as between the three Branches. The percentage of ballots returned was about 61 pct, only slightly more than in the 1949 referendum. But the affirmative vote was much greater, 93 pct against 78 pet in the earlier referendum. Looked at another way, a majority of those to whom ballots were sent, 56 pct, voted to continue the present scale of dues, whereas only 46 1/2 pct of those canvassed voted to raise the dues in the previous referendum. But approximately 600 , members expressed their opinion that the dues should go back to $15 for Members and Associate Members and to $10 and $15 for Junior Members. This is a substantial group of members who either do not think they are getting their money's worth from AIME membership, or believe that a more businesslike conduct of Institute affairs should provide current services at less cost, or believe that more service is being provided for their dues than they need. As to the first point, it is probable that some members are not getting their money's worth. They perhaps have only a fringe interest in. AIME activities, or they do not or cannot participate in such activities at the Local Section, divisional, or national level, so that all they get out of the Institute is the monthly journal, which they do not have time to read. If they did read it intelligently, and acted upon the professional information thus gained, it is difficult to understand how one or more ideas cannot be gained that would be worth $20 to them professionally. But the 600 members who want lower dues offer a challenge to the Directors and to the staff to do a better job; to make Institute membership so rewarding that every. member will be thoroughly satisfied. Twenty 1935 to 1939 dollars are worth only $11.60 now, according to the latest government data, but that makes it all the more necessary for us all to appraise the value of what we buy. To the 93 pct of Institute members who expressed a vote of confidence, so to speak, the staff, and we feel sure the Directors as well, are most appreciative and thankful.

INTRODUCTION As the title of this paper suggests, the author does not believe that risk can be managed. Rather, the objective is to identify the risk which will be present in a given venture and assess the level of that risk which is acceptable. More often than not, the risk which is present is subject to little or no modification. After identifying and measuring the risk a corporation will decide to accept it and proceed in such a way that it will be less exposed, or it will decide not to proceed at all. The exercise for a corporation is different only in degree from everyday judgements made by average people in average situations. However, that word "degree" means that it is considerably more complex on the corporate level. There is good reason for the additional complexity of corporate risk evaluation. The variables influencing a company's decision can be more numerous and the penalties for miscalculation much greater than those normally encountered by an individual. It should be understood that no analysis of risk, certainly not one as brief as the following, can do more than touch on some of the high points. Before examining the sorts of risk which affect the development and operation of specific mines, let us consider the broader aspect of the term with which mining companies, and all other business corporations, must deal. Companies must determine their long-term objectives and strategies within the context of a constantly changing world. To plot their direction they must attempt to read the future by seeking answers to questions such as: How will society evolve? Which businesses will thrive? In which of these should we place our emphasis? If a company hopes to be around five or ten years from now it must make the attempt to answer such questions in order to judge the impact of changing patterns in the evolving business environment. Information is available to allow the lessons of the past to be projected on the future. We have data on birth rates, economic booms and busts, patterns of conflict within and between nations, drought and other forces of nature as well as individual events which cannot be predicted, but which over time, do seem to occur in regular cycles. Ultimately the question "where will we be and what will we be doing a decade from now?" must be answered by one or more senior people with responsibility for the company's future. The compilation and interpretation of hard data by competent support staff, can only be used up to a certain point in determining future corporate strategy since there will be alternative possible futures and a high degree of risk will always remain. At this point those elusive qualities of experience, instinct, and - "gut feeling" - become important factors in choosing a long-term corporate direction. The goals of a company have a significant bearing on its attitude towards risk. This in turn dictates the "hurdle rate of return on investment" which a project decision-maker will require. The hurdle rate is the minimum-discount-percentage-rate applied to forecast cash flows to give a present value of zero to the All-Equity-Funded Investor. The feasibility study for a project is a fundamental tool in the management of risk. An experienced team has an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of conservation is built in at all levels of study data and, if the project is technically feasible, the hurdle rate becomes a catch-all measure of risk in a base-case project cash flow.

EFFORTS made in the year 1930 and in previous years restricted pro-duction in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered.

The President announced the appointment of Dr. George F. Kunz as a member of the Reception Committee of the International Engineering Congress, 1915. It was voted that the Institute accept the invitation of the Mining and Scientific Press to occupy space at the Panama-Pacific Exposition next to them and avail itself of the service of their representative to receive and register members of the Institute who visit this space during the exposition.

In the Kaernthner Zeitschrift, No. 2, 1881, p. 53, et seq., Prof. Ledebur details some experiments on the power of various silicates of lime and alumina, magnesia and alumina, and lime, magnesia and alumina, to remove sulphur from pig-iron, from which it appears (as has long been recognized in practice) that the more basic the silicate the greater the quantity of sulphur it will take up; but also that for the same grade of silicate, this quantity is greatest for the lime-alumina silicate and least for the magnesia-alumina silicate, the lime-magnesia-alumina silicate occupying an intermediate position, and he concluded therefrom (p. 59) that, for the production of pig-iron low in sulphur, pure limestones are to be preferred to those containing magnesia. A TEST of any fan requires the determination of such data as fan pressure, air volume handled by the fan, and power input to the fan shaft. When testing operating mine fans of the centrifugal type, test methods have been employed, for the sake of convenience, that permit great latitude in detail of procedure resulting in wide variance in results by different investigators. Some controversial aspects of field fan testing are the result of past failure to define dearly the various forms of fan pressure and to a lack of understanding of the accurate procedure for the measurement thereof. Also, the anemometer for air-volume measurement, although convenient, if carelessly used and maintained is subject to a wide error range with variation in method of application and in instrument accuracy. The appearance of the axial-flow type of mine fan offers the possibility of refinements in field testing that were impractical with the centrifugal fan. First of all, the fan inlet and outlet are more sharply defined, giving loser agreement as to just where the fan begins and ends; thus there is less disagreement as to the proper location for measurements of fan pressure. The area of passage into the inlet of an axial-flow mine fan usually constricts, causing high air velocities with accompanying steadiness of flow. Thus the fan inlet offers an ideal location for accurate air-volume measurements with the Pitot tube, the proper use of which is well established by code. Thereby the controversial aspects of such measurements are eliminated. Use of the Pitot tube also facilitates a more accurate measure of fan pressure, since the individual pressures measured can be properly weighted, as will be explained later. Determination of power input to the axial-flow mine fan operating in the field is subject to the same inaccuracies as with the centrifugal fan if the axial-flow fan is also belt driven. However, because of the higher rates of rotation usual with axial-flow fans, direct-driven units are more numerous and it is unnecessary to assume a drive efficiency, thus eliminating one possible source of error. It is the purpose of this paper to define and explain the various types of pressure measurements involved in a field test of an axial-flow mine fan, and to further explain the proper use of the Pitot tube when measuring pressures and volumes. DEFINITION OF FAN PRESSURES The two fan pressures most commonly discussed are fan total and fan static pressure, each of which has the same meaning regardless of whether the fan is blowing, exhausting, or blowing and exhausting, as in the case of a fan with ducts connected to both outlet and inlet. Fan total pressure is the amount by which the total pressure of the air delivered by the fan exceeds the total pressure of the air received by the fan. This pressure is a measure of the maximum amount of the work done on the air by the fan that is available for external use.

In the maintenance of rubber-tired mining equipment, tires may well represent the single greatest problem. Using a 50-ton truck as an example, engine upkeep averages about 8% of the machine's total yearly operating cost, while tires average a whopping 20%. In fact, depending upon such factors as job layout, conditions, and whether it is maintenance or production people who run the job, tire costs can climb to as high as 50% of the truck's total operating expense. Similar costs apply to other earthmoving equipment such as tractor-scrapers and front end loaders. While operators must resign themselves to "normal" tire life and wear, there are many corrective steps that can be taken to fight the "abnormal."

We are all familiar with the many varieties of scrap metals and the astonishing number of secondary metals of various specifications produced from the treatment of those scraps. The impact. of the war on this industry has required a great many changes in the types of secondary metals produced from scrap, and in their utilization. In the short period available we cannot cover very much of this field, but we do hope to give you through the various papers a brief introduction to some of the principal problems. Mr. James S. IN describing the mining and treatment of ore at the Broken Hill Proprietary mine E. J. Horwood, superintendent of mines, gave the following account of the development of flotation there. It was in 1902 that the recovery of zinc from the ore by flotation was hit upon. The former general man-ager, Mr. Delprat, directed our then research officer, Mr. Carmichael, to try boiling the tailing with salt cake of which there was a considerable tonnage left over from the leaching process. The idea was the possibility of dissolving the zinc. Carmichael made the. Experi-ment, but, rather discouraged, took the glass beaker down to the general manager's office, remarking that he could not get the stuff to settle. On showing the beaker to Mr. Delprat, the latter recognized the marked distinction between the black scum on the surface and the rest of the tailings, and exclaimed: "Why, this is the very thing we are after; the zinc is floating!" Patents were applied for at once, but later on it was found that another investigator, Potter, had already hit upon the idea of flotation. His patents, however, were so involved with other operations that his process was impracticable. Litigation followed, but in the end the B. H. P. paid the Potter Company a substantial sum as settlement. In the case of Carmichael's beaker, the acid in the salt cake acted on the small amount of carbonate present in the ore, producing CO. bubbles. Owing to the aversion of sulfide crystals to being wetted, the gas as generated attached itself to the zinc in in-creasing quantities until there was sufficient to buoy the zinc particle to the surface. This action went The next problem was to apply the principle on a commercial scale, and this involved much experiment and developmental work. Various kinds of sloping copper pans with gas jets below to maintain the tem-perature were first tried, but were found too slow and too costly in operation.

INTRODUCTION Sensitivity analysis is a means of gauging the impact of individual risks on a financing. Key risks can occur in three time periods: - Feasibility, engineering and construction phase; - Start up phase (usually through completion); - Operating phase (post completion). If a company has agreed to cover these risks prior to completion, then less attention will be paid to the sensitivity of the project in the first two time periods. Since the operating phase of the project generates cash for both operations and debt service and generally does not begin until two to six years after the loan is signed, it is wise to look at scenarios other than the projected "base-case" scenario in order to determine the project's capability to operate successfully under a broad range of probable future events. Lenders are compensated at a fixed spread over their borrowing base and generally are not compensated if the project is successful beyond expectation. They are also subject to the loss of principal plus funding costs if the project performs below expectation. Because of this, lenders establish sensitivities around the parameters of conservative projections developed in the project feasibility studies and the cash flows resulting from these projections. The initial cash flow projections should demonstrate the project's ability to meet cash costs, debt service requirements (principal and interest), and still have sufficient cushion to cover contingencies such as strikes, price fluctuations, force majeur situations, etc. (See Schreiber, Chapter 10). The selection of the level of sensitivity analysis to be performed is the result of both objective criteria, including probabilistic analysis applied to the technical parameters, and, of equal importance, subjective criteria applied by the analysts, especially with regard to the economic and financial parameters impacting the project cash flows. RISK SENSITIVITY Assumptions used in the cash flow projections should be realistic. Risks identified by the lenders should be identified and cash flows prepared to assess whether these project risks are acceptable. Typical project risks include the following (see also Chapter 9): - Sufficient reserves - quantity and quality - Product price - Production level - Operating costs - Availability of energy and supplies - Transportation and infrastructure requirements and costs - Interest rate - Completion risks - Tax level - Political risks - Cost over-run risks - Operator experience - Management - Technological risks - Environmental permits and risks - Foreign exchange risks - Insurance coverage - Equity of sponsors - Inflation rate - Capital expenditure during project life In order to see the effect on the cash flow projections, each risk should be analyzed for its impact on the cash flow generating capacity of the project. Sensitivities can be examined to see if the resultant cash flow projection will meet the lenders minimum credit standards. 1.Reserve Sensitivity In general, lenders will not assume the reserve risk. However, it should also be noted that lenders receive loan proposals in which reserves range anywhere from proven to possible. Sensitivities are not generally run for various reserve levels and reserve estimates are either considered acceptable or not acceptable by the lenders.

THE purpose of this note is to draw attention to a set of tables, recently compiled in Rocketdyne Research Report No. 64-19, under the title "Crystal-lographic Data for Indexing Cubic Twin Reflections and Cementite (Fe3C) Reflections in Electron Diffraction Patterns."' These tables were an outgrowth of electron-diffraction work conducted over the past several years on steels, precipitation-hardening aluminum- and nickel-base alloys, molybdenum, tantalum, and tantalum-base alloys.
