TAX TREATMENT OF EXPLORATION AND DEVELOPMENT EXPENSES Exploration Expenditures General Principles. Exploration expenditures are expenses incurred within the United States or the Outer Continental Shelf for the purpose of ascertaining the existence, location, extent or quality of any deposit of ore or other mineral. Section 617 of the Internal Revenue Code permits a taxpayer to elect to deduct these expenditures currently. In default of election, exploration expenditures must be capitalized and included in the basis of the mineral property for purposes of determining cost depletion. Entitlement to Deduction. In order to qualify for current deduction, exploration expenditures must be incurred prior to the commencement of the development stage, i.e., when mineral deposits are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation. Generally, expenditures for geological and geophysical investigations, reconnaissance, surveying, testpitting, trenching, drilling, driving of exploration tunnels and adits and similar types of work constitute exploration expenditures if incurred prior to the commencement of development. However, expenditures to further delineate the extent and location of an existing commercially marketable deposit are not exploration expenditures. Exploration expenditures may be incurred from within a producing mine to ascertain the existence of what appears to be a different ore deposit. Expenditures for property which is subject to an allowance for depreciation are not deductible under §617. However, depreciation properly allowable on assets used in exploration is an exploration expenditure. Election to Deduct Exploration Expenditures. The election to deduct exploration expenditures is made by deducting these expenditures in the return for the first taxable year for which such treatment is desired. The election applies to all properties of the taxpayer. Once the election is made all exploration expenditures, in the year of election and thereafter, must be deducted, unless the election is revoked with the prior consent of the Commissioner. The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) made substantial changes in the treatment of exploration expenditures. For exploration expenses incurred after 1982 and before 1984 by a corporation, the amount currently deductible is limited to 85% of the expenditure. The remaining 15% must be capitalized and recovered over a five-year period. Although exploration costs capitalized under this provision are not part of the basis of the property for cost depletion purposes, investment credit may be claimed with respect to these expenditures. Further changes have been added by the Tax Reform Act of 1984 with respect to expenditures made after 1984. The Act reduces the amount of otherwise currently deductible costs from 85% to 80%. Additionally, it limits the availability of the investment credit for capitalized mineral exploration costs to deposits located in the United States. TEFRA also allows individuals a special method of recovery under which exploration expenditures may, at the election of the taxpayer, be amortized ratably over a 10-year period beginning with the year in which the costs are paid or incurred. If taxpayer does not use this method, the excess of the exploration expenditures actually deducted over the amount that would have been deducted if 10 year amortization had been elected is an item of tax preference subject to the alternative minimum tax.

The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration. DURING the Revolutionary War an iron mining industry was born in the Adirondack region of New York State. New York State ores provided the iron from which were forged the links of the chain that, strung across the Hudson River, successfully kept British vessels from ascending. The industry flourished for a while and then became dormant. For the successful prosecution of World War II, the magnetite mines were revived and given considerable aid in the form of government financial support. The complete story appeared in a special issue Of MINING AND METALLURGY published in November 1943. Now, almost four years later, it is interesting to see that these "war babies" were not really such but are well-established enterprises with a bright future. A ten-day trip through the Adirondack region and to St. Lawrence County dispelled all thoughts that mining in northern New York State is a transitory industry. In addition to substan-

INTRODUCTION Longwall mining made its debut in Indian coal mining scene around 1900. Despite this headstart, the application of the method has been slow and halting. Currently, there are some 16 operating longwall faces only in different Indian coalfields contributing to perhaps less than 3 percent of the total underground coal production. Ambitious plans for expansion of longwall mining notwithstanding, apprehensions on the cavability of Indian coalmeasure roof rocks and some unsavoury experiences with face collapses in caved longwalla have impeded wider adoption of the technique. Between 1960 and 1983, some 41 caved longwall faces were worked in Jharia, Raniganj, Karanpura and Korba Coalfields in India, of which 6 faces reportedly had collapsed(1). The first powered support longwall face was started in August 1978 at Monidih colliery which marked a major step forward in the introduction of advanced technological system in Indian coal industry. This paper attempts to analyse critically the experiences with longwall ground control in caved longwall faces in India. Experiences from powered support faces at Monidih, Dhemomain and Pathakhera are synthesized to provide an appraisal of the present status of caved longwall faces under the Indian coalmeasure roofs, which thus far have been characterised as “massive”. The geotechnical site factors at the powered support faces are evaluated and conclusions drawn on the pre-assessment of caving characteristics and support resistance required at the faces.

With drilling costs playing a pivotal role in the economics of most mineral exploration programs, there has been a significant effort over the past decade to trim expenditures in this area. One result of these cost-cutting measures has been the substantial shift to use of rotary drills. By the mid-1970's, rotary drilling accounted for six times as much footage as core drilling in exploration work. Among the various rotary drilling techniques, the use of dual-tube drilling for continuous sampling is attracting growing interest. Factors such as drilling speed and cost advantages, coupled with favorable comparisons between chip samples and solid core samples, have helped to spark this interest.

We rejoice that the world-war is ended. We are proud of the part played by the English-speaking peoples-all doing equal honor to the traditions they share in common. One of the compensations for the calamity of the past four years is the fact that the Briton and the American, striving together in the cause of human liberty, have learned to understand and to respect each other. The mother country entered the fight resolutely at the beginning, while yet unready to meet the carefully prepared onslaught of the enemy; then the sons from the overseas dominions rallied to the old battle-cry eagerly and effectively; and last, but not least, the stepsons came from across the Atlantic, speaking the same speech, playing the same game, and fighting in the same clean way. It was a great foregathering of those that use the language of Shakespeare and idealize the principles of liberty for which the friends and associates of Shakespeare stood sponsor three centuries ago. At a time like this it is pleasant to dwell upon the fact that the liberal Englishmen who organized the Virginia company were the pioneers of self-government on the American continent. The Virginia Assembly, convoked in 1619, was the first example of a domestic parliament to regulate internal affairs on this side of the Atlantic.2 The Governor of Virginia, Sir Edwin Sandys, had been a pupil of Richard Hooker at Oxford and from that political teacher he and his friends had imbibed the idea of combining civil liberty with constitutional order. To this group of large-minded Englishmen, the American colonists owed their liberal charters and their successive triumphs over the royal prerogative. Let it be noted that the American colonists had to deal with James II and George III, the two smallest minds in the list of British kings. Another historical note more pleasant to record, is the connection between the two principal groups of American settlers. In 1608 when the Pilgrim fathers, William Brewster and John Robinson, led their Separatist congregation to Holland and there prepared the expedition to America, they were assisted by Sandys and the Virginia Council, who were willing to share their privileges with them. When the Pilgrims set sail in 1620 they had the promise, obtained by Sandys from King James, that they should have freedom of worship,

THE HIGHLY SPECIALIZED heavy air transport services to mining regions, such as exist in the New Guinea gold fields and in northern Canada, have been even more essential in the development of mines in Peru. Few nations have been con- fronted with greater natural obstacles to transport than has Peru, and without the plane it would have been impossible to get the machinery and supplies for the construction of power plants and mills to many of these interior mines, situated as they are over high mountain ranges, with muleback the principal means of transportation. As the mines within a district become important producers and warrant the expenditure, the mule trail is being replaced by automobile roads to connect with the railway stations and with the airports.

In their recent complete review of the subject of age-hardening,' R. F. Mehl and L. K. Jetter classify the main types of precipitation-hardening alloys under two headings, depending upon the nature of the precipitate and the character of the precipitation. In the alloys falling under the first heading, which display "continuous precipitation" and are typified by the aluminum-copper alloys, "precipitation seems to occur without much regard to grain boundaries and apparently at much the same rate at every point," although an acceleration in regions plastically deformed has definitely been established.2 In the second type of alloys the precipitation is "discontinuous," as in the copper-silver system for example, and "seems to start in restricted regions, primarily those contiguous with the grain boundaries, and to spread inward in an advancing wave." The reasons for the occurrence of these two greatly different types of precipitation are unknown, as are those for many other reactions that take place in the solid state. In the present paper only the first or "continuous" type of precipitation will be dealt with, for which a complete crystallographic mechanism has been worked out for the process of precipitation from a supersaturated solid solution of copper in aluminum. Based upon this mechanism, an explanation of the various property changes found experimentally will be developed in the second paper of this series. In later papers ('discontinuous precipitation" in copper-silver alloys will be explained, and an effort will be made to rationalize the two processes and types of precipitation. A system of differential equations describing the temperature behavior of fluid injected at constant surface temperature in a well is derived and .solved analytically. A formula for the fluid temperature at any time and depth is given, as well us a special formula valid for very large times. These formulas are used to calculate temperatures for several typical cases. The results indicate that, initially, the temperature of the water entering the formation is considerably lower than the injection temperature. This condition lasts for only a short period— less than three days for most cases of practical interest. Following this highly transient period, during which the temperature of the fluid entering the formation builds up to about 50 to 75 per cent of the injection temperature. the system enters a quasi-steady state in which the temperature changes are very slow. After severl years, the bottom-hole temperature will still be 50" to 100°F lower than the injection temperature, hilt the heat losses may he tolerable. INTRODUCTION Predicting the behavior of a hot-water flood requires that the temperature of the water entering the injection interval be estimated. This report describes the development and solution of a system of equations which describes the temperature behavior of the injected water in the wellbore with certain simplifying assumptions. The only previous means known to the authors for describing such a process is that of Moss and White.' Their results appear to be close to those obtained by our method in the practical cases which were compared; this agreement is largely due to the fact that in our method temperature soon approaches a quasi-steady state, as was assumed in their method throughout. However, our model covers all times, is continuous (whereas the Moss-White model depends on breaking the depth into discrete intervals) and. we feel. more closely describes the physical problem. FORMULATION OF THE PROBLEM PHYSICAL SYSTEM AND ASSUMPTIONS The injection procedure consists of pumping water at a fixed surface temperature T., down an infinitely long cylindrical well or tubing of inner radius Any material exterior to the water column such as mud, casing, or cement is regarded as part of the formation. The general behavior of the system may be described qualitatively as follows. When the hot water is first introduced into the system, the temperature difference between the formation and the water is large, resulting in a high rate of heat transfer. As a result, the temperature adjacent to the wellbore rises very quickly. Because the segment of the formation adjacent to the wellbore largely controls the heat transfer rate, the heat transfer rate will become relatively constant when this portion has reached a temperature close to that of the water opposite it. The temperature of the water and formation then increase very slowly with time. The length of the initial highly transient period and the temperature of the water at its conclusion will be functions of depth, injection rate, injection-string radius, surface injection temperature and the physical properties associated with the water-formation system. The following additional assumptions were made. 1. There is no heat transfer by radiation in the system. 2. There is no heat transfer by conduction in the vertical direction in either the injection stream or the formation. 3. The linear volumetric and mass flow rate of the water is constant throughout the injection stream. 4. No horizontal temperature gradient exists in the injection stream. 5. The product of density and heat capacity is constant for both the water and the formation, and the formation thermal conductivity is constant. 6. Initially, both the water in the wellbore and the reservoir are at a temperature given by the (constant) ambient surface temperature plus the product of depth and geothermal gradient (assumed constant). At large distances for the wellbore (r m), the formation will remain at this temperature. 7. The water temperature and the formation temperature at r — r,, are equal for all depths D. DURING the past few years geochemical testing for traces of heavy metals in water, soil, rock, and vegetation has aroused increasing interest. Various techniques for field and laboratory determinations have been described in the literature, as have some of the results of application. However, little information has been published regarding application to glacial terrain. Over 90 pct of the Canadian Shield is overburdened, resulting in high costs for mineral exploration once the outcropping ore deposits have been found. This has been largely responsible for the widespread application of mining geophysics in Canada, permitting concentration of effort on area or zones considered most favorable. However, geophysical interpretation has its limitations, since at least 90 pct of the structures indicated thereby contain no valuable minerals. A more direct approach is therefore highly desirable. If underlying base metal mineralization can be detected by sampling soil or vegetation at moderate cost this should prove of great help in locating new discoveries or extending known ones. A large proportion of Canadian ore deposits contain appreciable copper or zinc, even where these are not the principal economic metals. Consequently the field of application is a broad one.

Introduction Precious metals recovery from ore can generally be accomplished using gravity concentration, flotation, and/or hydrometallurgical (leaching) techniques. The objective of this paper is to show why gravity concentration can be an important part of recovery systems that employ leaching as the primary unit operation. A brief discussion of modem gravity concentration equipment is also presented. Discussion Gravity concentration of ores has generated increasing interest in recent years. Reasons for this interest include: • Gravity concentration is environmentally attractive. There is little or no use of reagents. Hence, it is relatively nonpolluting. • The cost of cyanide has continued to increase. Therefore, cost savings may be realized whenever leaching feed tonnage can be reduced by preconcentration. • Compared to flotation and leaching, gravity equipment costs are low per processed ton. Field installation costs for gravity circuits usually are less because many' units are supplied as self-contained modules. Also, the cost required to supply services, particularly power, to a gravity plant site are also less. In situations where preconcentration at coarse particle size is applicable, significant grinding equipment savings may be possible. • Gravity circuit operating costs are also relatively low compared to typical flotation and leaching circuits. Reagents, power, maintenance, and manpower savings in a well-engineered gravity plant may be realized. Again, if grinding is reduced, significant power and steel (media and liners) savings are possible. •In recent years, more efficient gravity concentrating devices have been developed. Benefits to Precious Metal Leaching Gravity beneficiation can complement precious metal leaching in two ways. First, the recovery of coarse liberated values before leaching may reduce leach time requirements and may reduce reagent consumption. Second, gravity preconcentration can reduce the size of a leach plant by decreasing the quantity of material to be leached. Coarse gold and silver have been shown to leach rather slowly. Kameda (1949) and Habashi (1967) have investigated the kinetics of cyanide leaching systems. They concur that in a heterogeneous reaction, the rate of gold and silver dissolution is directly proportional to the surface area. Thus, the instantaneous rate of dissolution for spherical 0.37 mm (400 mesh) gold is theoretically -25 times faster than for the same amount of gold at .841 mm (20 mesh), based on data from Fuerstenau, Chander, and Abouzeid (1979). Conversely, coarse liberated, +.841 mm (20 mesh), gold is more readily recovered by gravity concentration than is fine, -.037 mm (400 mesh) gold. Therefore, it is apparent that the two recovery systems complement one another. Figure 1 data demonstrates the potential synergism. A sample of - 3.327 mm (6 mesh) Nevada gold-bearing ore was cyanide leached using conventional bottle-roll test procedures. Gold extraction was determined as a function of leaching time. A second sample split from the same leach feed material was hand jigged to remove a coarse heavy mineral fraction, including virtually all of the +.210 mm (65 mesh) liberated free gold. This second sample, with the coarse gold and heavy minerals removed, was subjected to an identical cyanide leach procedure. Figure 1 presents the resulting comparative extraction data. Note that the percent gold extraction for the sample containing no +.210 mm (65 mesh) free gold includes the coarse gold recovered by gravity. The data show that the sample containing coarse gold required about 72 hours of leaching time to achieve 80% extraction. This compared to about 22 hours of leaching time for 80% gold recovery from the sample that contained only -.210 mm (65 mesh) free gold. Thus, there was a 69% reduction in leaching time. The improved extraction data is not wholly attributable to coarse gold removal, but rather it was the combination of gold removal and rejection of other heavy mineral cyanide consumers or leach retardants. Further investigation was not warranted at this time. Preconcentration is the second manner in which leaching systems can benefit from gravity concentration. The premise is that preconcentration can reduce the quantity of leach feed, which, in turn, may reduce leaching costs. Figure 2 presents preliminary data developed by CSMRI for US Minerals Exploration (USMX). Centennial Exploration Inc., in agreement with USMX, is proceeding with evaluations to determine the suitability of various processing schemes for recovery of gold values from the Montana Tunnels property. The data shows how the ore can be preconcentrated by gravity techniques to result in a reduced feed tonnage to secondary extraction techniques, presumably flotation or cyanide leaching. Testing has shown that Reichert cones, followed by treating the cone concentrate on spirals, can deliver about 88% gold recovery in about 13% weight, that is, 87% weight rejection. Consequently, fine grinding and reagent costs are attributable to only 13% of the plant feed rate. Cost data is not yet available, but the potential exists for significant cost savings.

R. V. Norris, Wilkes-Barre, Pa. (communication to the Secretary*):—Mr. Stow's paper presents a series of arguments, numbered from 1 to 18, concerning the relative merits of four systems of colliery-ventilation, designated by the author as " plain pressure-ventilation," " plain exhaust-ventilation," " obstructed pressure-ventilation," and " obstructed exhaust-ventilation." These arguments are subsequently compared by means of tables, in which an arbitrary numerical value is assigned to each, and which consequently serve no other purpose than that of showing his opinions and predilections, as indicated by his assignment of the said numerical values. In addition to this general summary, Mr. Stow intimates his preference for a fifth method of colliery-ventilation—namely, what he calls " alternating pressure-ventilation," which consists in the running of the fan at "pressure " during working-hours, and as an " exhaust" between shifts—a system which he proposes as, perhaps, new, yet which he thinks deserves recognition " as a standard form." This proposed " standard form " is not to be found in practice ; and I think it would be impracticable in gaseous mines of large extent, for the following reasons: 1. It takes considerable time to reverse the air-current in a large mine; and the reversal would involve a period of complete stoppage of ventilation, long enough to permit serious accumulations of gas. 2. In shaft- and slope-mines, at least, it is hardly practicable to have " every man out of the mine" during the night, and certainly impracticable to avoid keeping mules and horses inside. 3. Strong's equation for calculating bottom-hole pressure reduction due to gas cutting of drilling mud is corrected, resulting in a simpler equation which is easier to use. Use of the equation is illustrated by examples. It is shown that reduction of weight of a 10 lb/gal mud by 50 per cent at the surface due to gas cutting produces only n 3 per cent decrease in hydrostatic head at the bottom of a 5,000-ft well. It is also shown that at the surface 5 volumes of air per volume of mud are required to reduce the apparent mud weight from 8.5 to 6.5 lh/gal in a 3,000-ft well. Illustrative graphs are included to show the effect of various degrees of gas cutting on apparent mud weight at depths of 2,000, .5,000 and 10,000 ft and to show variation of apparent mud weight, with depth for a 100 lb/cu ft (13.37 lb/gal) mud gas cut to 90 lb/cu ft (12.03 lb/gal) at the surface. INTRODUCTION In 1938, Strong' published the following equation for calculating reduction in bottom-hole pressure due to gas cutting of drilling mud h = 1/D [p + pn/100 In p + p(1-n/100)/p(1- n-100)] where: h = depth in feet P = pressure in atmospheres at depth h due to mud column only D = hydrostatic pressure in atmospheres of a col-umn of uncut mud 1 ft high p = back pressure at well-head (in atmospheres) n/100 = fraction by volume of gas in mud at well-head at back pres-sure p This equation was recently found to contain an error due to an incor-rect expression for variation of vol-ume fraction of gas with pressure. Values calculated by the original equation are close to the correct values for small percentages of gas for which it was derived but become increasingly erroneous as the gas content increases and are completely unusable at the very high gas con-tents employed in aerated mud. DERIVATION The nomenclature used is the same as in Strong's paper. The pres-sure dP exerted by a lamina of thickness dh at a depth h ft is ex-pressed by Eq. 1 where x = volume fraction of gas at depth h dP = D (l - x)dh . . . (1) When we express x in terms of the wellhead per cent gas n, the well-head pressure p and the pressure P at depth h, the result is Eq. 2. x = (np/p+p)/(100-n) + (np/P + p) When this is substituted in Eq. 1 and rearranged to separate the var-iables the result is dh = 1/D [dp + np/100-n dp/(P + p]. Integration between appropriate lim-its results in or if the wellhead is open so that p = 1 atm and we rearrange Eq. 4, the result is loss in head = hD — P = n/100-n In (P + 1) ...(5) Eq. 5 can be solved easily by successive approximation using hD as a first approximation for P on the right-hand side and calculating a first value for loss in head. This can then be used to get a new value of P using the left-hand side of the equation. Values converge very rap-idly even for quite large values of per cent by volume gas n. The press, trade publications, and special circulars, some elaborately illustrated, have been liberally employed within recent years in this country, to set forth the advantages of various locations as industrial centers, having as a basis the possibility of profitably producing pig-iron at these proposed centers: and special stress has been placed upon opportunities believed to exist at certain points for making iron of a quality suitable for the manufacture of Bessemer steel. The remarkable statements and prophecies made in some of these publications, have suggested the present paper, treating of the influence which location exerts upon the special industries named.
