The perusal of Mr. Willard P. Ward's " Notes on the Behavior of Manganese to Carbon," presented at the Washington meeting of the Institute in February, 1882, has suggested further reflections on the same general topic, and has led to the preparation of the present paper. The same observation that Mr. Ward has put on record in his "Notes" was also made by myself at about the same time (in August, 1875), and under almost the same conditions. From a blast-furnace that was very hot, as was the furnace mentioned by Mr. Ward, I obtained a pig-iron containing about fifteen per cent. of manganese, gray in color, and very tough. It could be pulverized, but could not be cut with the chisel. I analyzed this iron and found that it contained, as I had suspected,a large amount of silicon. From this fact I drew the conclusion that the silicon had deprived the manganese of its power of dissolving carbon, since the latter, instead of occurring in the pig in combillation, appeared as graphitic carbon. I thus saw reproduced on a large scale, and demonstrated in a visible way, the property that Colonel Caron, a French scientist, had discovered in silicon,—the property of obstructing the process of hardening in steels by keeping the carbon in the graphitic condition. An attentive study of the conditions under which the phenomenon observed by Mr. Ward takes place led me to go back to operations of synthesis, and to make as I wanted them pig-irons containing varying quantities of silicon, manganese, and carbon. An iron, thus prepared, was intended to serve me as a chemical reagent in the production of steels cast without blow-holes, such as my lamented friend, Mr. A. L. Holley, has introduced and made known to the United States. The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. Cementing deep, high-temperature oil wells where static temperatures range from 350 to 400F has become routine in the part decade. In the United States there were 271 wells drilled deeper than 15,000 ft during 1963. Many of these wells had static temperatures higher than 400F. Bottom-hole static temperatures near 700F are now realities in the geother-mal (steam producing) wells of California's Salton Sea area. The detailed planning initiated prior to drilling the wells is discussed together with the methods, materials and equipment used in solving the cementing problems which are encountered. Data are also presented that lead to development of cementing compositions that provide adequate thickening time, do not retrogress in strength, and maintain low permeability under these extreme temperature conditions. Field data include the cementing programs used on eight relatively trouble-free geothermal steam wells in the Salton Sea area. INTRODUCTION Not too many years ago cementing oil wells with temperatures in the range of 300F caused considerable anxiety. In some areas of the United States it is now fairly common to cement wells having bottom-hole static temperatures in excess of 400F. We are now confronted with the problem of cementing wells with temperatures ranging from 500 to 700F. Temperatures in this order of magnitude are often found in geothermal steam wells. From where does this extreme heat emanate? There are many theories as to the source of this steam flow. The most widely held views are: (1) heat- ing of ground water fairly close to the surface by an intrusive mass of hot rock; (2) steam generation from a reservoir of metamorphic rock, normally found below 25,000 ft and not at the shallower depths of the Salton Sea reservoir; and (3) high-temperature gases (water vapor) escaping and migrating from molten or semi-molten rock (magma) at a considerable depth. Of these. No. 3 seems to be the most generally acceptable explanation. Heat from springs and fumaroles has been used for years as a means of heating and cooking; however, significant progress in harnessing the vast power of underground steam reservoirs has been relatively slow. The first large-scale attempt to use the heat generated by steam from wells was made in Italy around the beginning of the 20th century. In excess of 250,000 kw of electrical power is now being produced from holes around Larde-rello, Italy. Another very active drilling program was initiated in the volcanic area of New Zealand in 1949.' Natural steam for power projects in the United States began in the early 1920's. An early commercial steam field is located at the Geysers, approximately 75 miles north of San Francisco, an area discovered in 1847 and used for many years as a health resort. Steam originates from 15 wells that have been drilled since 1957. The present output from this project is 25,000 kw. Success of the Geysers operation has been responsible for several companies taking a careful look at the feasibility of producing steam for power generation in the Salton Sea area of Southern California's Imperial Valley. Geothermal steam activity in this latter area began in 1961 when O'Neill, Ashmun and Hilliard completed Sportsman No. 1, at that time the hottest wellbore in the world.' Many problems encountered in drilling steam wells had to be overcome to make the ventures successful. Formation temperatures encountered in the Salton Sea seemed to be a straight-line function (a gradient of 13F per 100 ft of depth).' This imposed severe conditions on all aspects of drilling and completion. This varied, to some extent, from gradients in the older geothermal areas. Not to be overlooked is the effect of these temperatures on casing creep or elongation by thermal expansion (Table I), because standard API flanged wellhead equipment makes no provision for this kind of performance. Floating equipment was redesigned, and changes in types of downhole equipment were made in an effort to eliminate anticipated problems. In the later completed wells, standard oil-well cementing equipment has been used. During the early development of geothermal steam wells there were some problems resulting from blowouts. However, these were eliminated in the deeper Salton Sea wells and no problems were encountered with the drilling mud. A sodium surfactant mud was used on the Sportsman No. 1 to drill from 2,690 to total depth. Nevertheless, it was necessary that a cooling system be added and the mud cooled before circulating it back into the well. The difficulty in evaluating the size of the steam area and its potential in terms of pounds of steam and years of productivity still has not been resolved. Economic complexities have also entered into the steam play in the Salton Sea. The wells at the Geysers were drilled at a cost of $15,000 to $20,-000, whereas the Salton Sea wells will cost more than $150,000. Coke is the product of dry distillation of bituminous coal, by which the volatile matter is driven off, producing a hard body of cellular structure. Not all bituminous coals will coke, and there has been much discussion regarding the substance which is present in coking-coals to distinguish them from dry coals. Professor Lewes says that the bituminous matter in coal is largely derived from the spores of fossil mosses. Resins are present in all soft coals, and contribute largely to the cementing of the coke. The resinates and hydrocarbons begin to distil out at moderate temperatures and leave the pitchy residual, which at 500' C. forms a mass already well caked together, if the proportion of humus residual is not too great. This coke is soft, but if the heat be raised to 1,000° C. the pitch decomposes further, leaving carbon, and Professor Lewes is convinced that the coking bond is due to these liquid products which distil off, leaving pitch, which then carbonizes and binds the mass into coke. Professor Parr concludes that the structures of the organic compouilds of the coal Which furnish the cemeding-material for coke, and which are apparently attacked by oxygen, have not been determined and seen] to vary somesvhat in different types of coal. However, they yield, on oxidation, humic acids of varying composition which decompose into powdery residues. Because of the complex nature of these substances and the difficulty experienced in isolating and identifying them, the theory of coking is still an open problem and the explanations advanced are largely hypothetical. In the coking process the volatile matter driven off in the oven consists mainly of tar, ammonia, and gas, familiarly known as by-products. Both the quality and quantity of coke and by-products vary greatly With the composition of the coal.

This paper describes the nature of engineering and geologic services for the production stage and a review of pit design factors peculiar to the development period. The Mission pit has passed into the mining phase where development is of secondary importance; however: until the pit reaches its final size, development will be a continuing function occurring simultaneously with mining operations. The deposit occurs in an extensive zone of altered sedimentary rocks which have been fractured by three fault systems, flexed or folded, and intruded by monzonite porphyry. The deposit is a low-grade copper sulfide "porphyry" type orebody within a broad zone of pervasive hydrothermal alteration in sedimentary rocks.

The acoustic vibrational spectra of impacted rock slabs were examined at the Denver Research Center, US Bureau of Mines, in an attempt to characterize the behavior of partially detached mine roof rocks. The ultimate goal of this study was to develop a technique or instrument that could provide a quick, accurate, quantifiable measure of mine roof stability. The power spectra of unstable rock slabs were found to contain more energy in the range of 200 to 1000 Hz than solid rock. Comparison of the power contained between 500 and 1000 Hz with that between 3000 and 3500 Hz provided a quantitative measure of rock stability. A lightweight prototype field instrument was designed, constructed, and field tested. This battery-powered instrument computes the power contained in the two frequency bands, compares their magnitude, and displays a number related to the stability of the block tested. Field tests showed the instrument provided reliable measurements of block stability even under conditions of noise that would have seriously degraded the accuracy of the standard methods of roof sounding.

Among the new devices for cheapening the cost of material entering into the manufacture of iron is the mechanical drawing of coke, by which the coke from bee-hive ovens is extracted with a minimum of manual labor. About twenty years ago, an ordinary plate-conveyer was put in use at the plant of bee-hive coke-ovens owned by the firm of Bell Bros. & Co., near Middlesboro, England. This conveyer ran close along the front of the ovens, and carried the coke to the cars. The ovens were drawn by hand, and a very great saving in cost was secured, as one man could draw and clean out twice as many ovens after the conveyer was put in use—he having no forking to do, and the coke being carried away as fast as it was drawn to the mouth of the oven. The next step was further to eliminate hand-labor as far as possible; and Mr. Thomas Smith of the Thorncliffe Iron Works, near Sheffield, patented in 1891 the machine for drawing coke which I here describe. This machine, the outcome of several years of experimenting, has now been in successful use since 1891, and there are between twenty and thirty of them in operation at present, and others building. The machine, as may be seen from Figs. 1 and 2, consists of a wedge-shaped shovel of proper width and thickness, connected with a steel rack of sufficient length to reach the back of the oven. The rack is supported by rolls, and guided by a device operated by a hand-wheel, which directs the shovel in the oven. The rack is driven by a pinion on a vertical shaft carrying a bevel-gear on the upper end. This bevel-gear is driven by another on the engine-shaft. Changes in SO2 emission standards will not only influence the cost of supplying energy demands from coal, but also the competitive position of various production regions and the method of mining (surface vs. underground). A multiperiod interregional competition model was utilized to evaluate the interactions between mining capacity, new mine development, coal reserves, mining, processing and transportation costs and equipment availability and SO2 emission standards. The empirical results indicate that not only will costs increase dramatically, but production in eastern as well as western regions that have low sulfur reserves will also increase as sulfur standards become increasingly more strict. Implications of the adjustments in the location of coal mining activity for the processing, transportation, and capital goods markets are also presented.

Discussion of the paper of L. A. DELANO, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1267 to 1286. L. A. DELANO.-Since this paper was written, our daily mill tonnage has increased, from 2100 tons to 2700 tons a clay. We now use 11,000 lb. of chrome-steel balls of 2 ½ -in. maximum diameter, for an average crushing capacity of 275 tons per 24 hr., this giving a much higher crushing efficiency. I wish to call attention to two typographical errors in my paper as published. On page 1271, Table 1, the screen analysis of ore at the Bonne Terre mill should be stated in inches instead of mesh. - On page 1272, "the rolls average 185 tons per 24 hr., and have shown by test that 250 tons per hour can be maintained" should, of course, read "250 tons per 24 hours." THE CHAIRMAN (0. M. BILHARZ, Miami, Okla.).-Is the increased mill capacity due to improvement in the re-crushing of middlings or to keeping middlings out of circulation and treating them separately? L. A. DELANO.-AS was shown in Mr. Rabling's paper (Bulletin No. 128, p. 1161) the tonnage was raised by about 400 tons by simply changing the arrangement of screen openings in the jig bed and using punched plate instead of woven-wire screen. Then, by adding a ball-mill, we are taking from the jigs a much larger tonnage of middlings than before or as much as the ball-mill will crush. By sending the ball-mill product to tables and flotation, the jig capacity for original ore is increased. CHAIRMAN BILHARZ.-In your opinion, the satisfactory operation of a Hancock jig on a given ore requires adjustment of the length of the different screens and careful selection of screen openings? L. A. DELANO.-I think it does. In order to decide what screen openings to use on the jigs, we did a great deal of experimental work, making screen analyses of the various hutch products, and then hand-sorting the galena, middlings and chat from each size screen to determine the percentage of galena in each. Then adjusting our jig screens, we gradually worked the process up to a very efficient basis. THIS paper will not be a technical paper, because, although I have been in. the business of mining and selling coal for 30 odd years, I am neither a mining engineer nor a practical miner. If I digress from time to time from my thesis, I must be forgiven by the expert engineers and highly technical gentlemen for whose proceedings this article is written. Waste of the wonderful store of power that the Creator placed at our disposal appears to have been the theory and the basis of our methods of extracting this power-waste from the time the coal is mined to the time it is consumed. Let us consider the prime causes of this wastage which has been the heritage of the coal mining industry. In the early days-about 150 years after "Stone Cole" was discovered in Illinois by Joliet and Marquette, and Father Hennepin noted a, "sole" mine on his map-the mode of mining prevalent among farmer land-owners, on whose property coal was discovered near the surface or outcropping on the hillsides, was to enter the seam by a shallow shaft or drift into the hillside and remove the coal by wedging it down until a large room was left. The roof without support would fall and our primitive coal operator would then sink another shaft or drive another drift. In these early operations only the large lumps were taken and all small pieces and screenings were left to be covered by the fall of the roof-in fact this condition prevailed in Illinois up to about 1885. Gradually the method of mining changed from the open chamber, to a single entry with rooms turned to the right and left. Later, as the demand for coal increased and the necessity for larger mines became evident, the "room and pillar" system grew to be regular practice.

As a basis for interpretation of grinding behavior, the discretized batch grinding model is briefly presented and described, with solutions of the resultant equations for linear systems. Techniques for obtaining relevant experimental data are discussed for first order grinding systems, with methods for estimating other systems1 parameters from these data. Computer methods are described for conducting a sensitivity analysis which can be used to obtain an improved estimate of the system parameters. Examples of the use of the computer in conjunction with the grinding model for the simulation of batch grinding, locked-cycle grinding, and closed-circuit grinding are presented.

In reviewing the current issues in rock mechanics, the author puts an' emphasis on problems related with the needs of extrapolation in scale and time, and of establishing proper conceptual models, especially in connection with the most recent large-scale and long-term projects such as underground disposal of nuclear waste. In such projects, where valid case histories will not be available for many years to come, the observational method can only be successful if combined with a proper framework approach, such as general rock mass classification systems and behavioral models.

SINCE the operative word in the subject on which I have been asked to speak is "international," I need hardly emphasize before such an audience as this that it is one which calls for some discretion on my part at the present juncture of world affairs, since, in some respects, it may not be devoid of a controversial aspect. For though the war is over, it has left behind it a sorry state of health in the political and economic complex of the world we live in; and however different may be the impact of these factors on each of us, yet none of us can any longer hope to devise a system or policy to escape from much of its controversial heat, or evade the obligation of doing what we can to diminish it. I would like, therefore, to consider with you how one great form of world enterprise whose range is coextensive with material civilization itself-that is, the Petroleum Industry-can make and is competent to make, a contribution to international health; for it is now an agreed commonplace that oil is arterial in the world's system and we need no telling that a healthy body needs healthy blood. Before embarking on my subject, let me assure you that I have no need to be told that this country before all others-and for obvious reasons is the major sounding board of opinion in matters affecting most aspects of the petroleum industry-technical, economic, national and international (but, may I please add parenthetically, not to the exclusion of quite a

Peter Joralemon's contention that Nevada contains one of the world's major gold belts is the result of 30 years' active involvement with the state's regional geology. He first suggested the possibility of an arsenical gold belt-tenuously based on two replacement deposits 480 km (300 miles) apart-in his 1949 doctoral thesis of the Getchell mine. In the years that followed, some 18 or 20 arsenical gold ore bodies have been discovered along the lineament Joralemon postulated. In this article, he uses the evidence that he's collected over the last three decades to refine his 1949 thesis. Joralemon's conclusion: A mineral belt containing a billion dollars worth of gold extends the length of Nevada, and a number of ore bodies are yet to be discovered.

One of the major problems facing today's mining industry is how to manage people and control costs in the underground mine. It is a problem with a solution. Because of the concerted effort to find and mine minerals near the surface, open-pit mine opportunities for certain minerals are becoming more limited; the mining industry will eventually be forced to produce more and more from underground mines in order to obtain those resources necessary to sustain our civilization. Although much technical progress has been made towards solving problems associated with the underground mine, such as - mine design, ventilation, rock support, equipment, and blasting techniques, little has been written on managing mining personnel. Much of what is being taught and practiced today about human relations, motivation, incentives, etc., applies to the underground miner, but the uniqueness of his group dictates a different treatment from that associated with the typical construction worker or factory employee. The difference lies with the kind of man attracted to underground mining and his working environment. Anyone who has had the responsibility of managing an underground mine would agree it is a unique problem.

IN 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temper-atures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several parti-cles had become one unit. From this dis-covery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the appli-cation of about 3000 tons pressure on a 10-in. piston. Stout decided that cathode copper pro-duced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. ThRee great deposits of iron-ore, in Camaguey and Oriente Provinces, Cuba, are well known to me through careful field-examinations executed in the years 1901 and 1907. In 1901 I visited the Cubitas iron-ore district, which lies about 12 miles distant from the city of Camaguey in a northerly direction, and the Mayari district, which includes the Sierra Nipe, lying opposite Nipe bay on the north side of Oriente Province. In 1907 I again visited the Cubitas district, and also made a sojourn of several days in the Moa district, where the extensive deposits of iron-ore were observed and studied. The observations of 1901 were made under the auspices of the then Military Governor of Cuba, Gen. Leonard Wood, and my conclusions concerning the value of these deposits were incorporated in a report.' The examination of certain denouncements of iron-ore in the Moa district in 1907 was made in behalf of iron-masters operating in the United States, to whom I reported the existence of large amounts of easily-workable limonitic iron-ore, properly designated " brown iron-ore " in the terminology now current among iron-ore producers in the United States. In 1908 I published a paper entitled, Three Deposits of Iron Ore in Cuba, outlining the occurrence and origin of the surfi-cia1 ores existing in the Cubitas, Mayari, and Moa districts.2

This paper outlines in a step-by-step approach all of the major tasks to be undertaken for the design of a complex multi-seam open pit coal mine. Examples are drawn from three such projects in the Hunter Valley of New South Wales, Australia, where computer techniques for equipment production rate estimation, mining block layout, and mine scheduling were used extensively. The paper is divided into two sections - Conceptual Planning and Detailed Planning; and the various tasks associated with these sections are discussed in detail, with examples of typical problems to be overcome.
