INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-We have had in California a great deal of trouble from the breaking. off and collapsing of well casings from shifting sand, and it is quite true with us as indicated in the paper, that no casing has been found sufficiently strong to withstand that. I know of wells in which casing that has not been in the hole over 2 or 3 days has collapsed and when that casing has, been pulled out it has been just as flat as your hand. I am also familiar with swelling bed rock in the gold drift mining ground of California. It does swell and keeps on swelling and never seems to stop. Just as long as tunnels are kept open in that kind of material there has to be a gang going through the tunnel constantly cutting out and easing up. They have put in timbers 24 in. in diameter in an effort to hold that kind of ground and it has always filled. The only way to succeed is to keep a gang of men busy all the time cutting out and easing down as it squeezes in. C. NARAMORE, Washington, D. C.-My experience has been very similar to yours in, the same field in the matter of breaking off of casing. I had charge of one well, in which I put in reënforced casing, anchored it in place and got 1 day's production, 150 bbl., out of it. The following morning my lease foreman telephoned that it had broken off. I thought at that time we would have more evidence, so I drove out to the well without ordering a new shoe joint. It had been customary to merely start from town with a new shoe joint, pull the pipe, take off the crooked bottom joint, start the casing back and sometimes never touch any iron (lost casing)- when redrilling the well. Banner Mining Co. became interested in this Tucson area early in 1950, and after several months of reconnaissance work, a lease-option purchase agreement was concluded on the Mineral Hill property which allowed time for considerable exploration and development work. Unwatering of the mine began in August 1951 after electric power lines were extended from nearby Tucson. The unwatering and rehabilitation work was done under a Defense Minerals Exploration Administration project and was completed in December 1952 after about 15 months of tedious work. The mine had been under water for more than 30 years with resulting cave-ins and timber deterioration. In some badly caved areas spiling was necessary to reopen the old drifts and crosscuts.

A general discussion of the existing equipment as it relates to the specific methods is presented. A comparison is made between original and present equipment, and future equipment needs. The problems, successes and failures of mining equipment adaptation for the San Manuel mining system are highlighted.

Handling and storing ore at transfer points underground are encountered frequently. An ideal solution to these troubles is probably still to be found, but at the Mather mine "B" shaft a method incorporating scraping trenches has been developed giving better service, from the standpoint of safety and simplicity, than obtained from other schemes. When shaft pockets are used for storage, the size of the ground opening required to assure capacity is often prohibitive, and shaft depth below the last level can become excessive, particularly if a crushing station is used. Also, if the material being handled contains large amounts of wet fines, it is difficult, if not impossible, to hold the material with regular chute gates. In order to remedy these problems Cleveland-Cliffs' Mather "B" has utilized three types of trenches. Types I and I1 are now in service and the third is under construction.

It is well to bring before you again the chief purpose of the National Research Council and of this its Division of Engineering, to stimulate others to make researches rather than to make them ourselves, because a given amount of our energy spent in inciting others will accomplish far more than if applied in executing them ourselves. This is because there are scattered through the numberless governmental, educational, and industrial laboratories of the country a very great number of investigators not only capable of being stimulated, but willing to aid in cooperative broadly planned research rather than to follow the haphazard methods of the past. Taken collectively, these laboratories and their personnel can produce an annual crop of knowledge the value of which is of the order rather of billions than of millions of dollars. I invite you to regard this potential product as a crop, to be planned, fertilized, harvested, and distributed with the sane order of statesmanship, the same breadth of view, with which we treat any other great human product or achievement, whether agricultural, industrial, or transportational.

The effects of hydrogen and vacuum shtering treatments on the physical and mechanical properties of arc plasma-sprayed tungsten were inuestigated. Temperatures examined ranged from 3000" to 4000°F in vacuum and 2000" to 3000°F in hydrogen for both single and duplex sintering cycles. Densities of 92 pct of theoretical density were obtained when a long-time hydrogen treatment at 2000°Fpreceded sintering in vacuum at 4000°F for 4 hr. This cycle also produced the highest ualues for modulus of rupture and bend angle. The results of this investigation point out the desirability of using a low-temperature long-time hydrogen treatment prior to a high-temperature vacuum sinter for arc plasma-sprayed tungsten. ADVANCES in the development of arc plasma-generating equipment have provided a high-temperature heat source that makes the fabrication of tungsten shapes possible by a metallizing process. Tungsten in the as-sprayed condition is very brittle. It has a density between 80 and 85 pct of theoretical density, a lamellar structure with elongated pores, and a high interstitial impurity content. To improve these properties, sintering treatments can be applied to the as-sprayed material, similar to those used for the densification of compacted tungsten powder. However, in view of the differences in the density and microstructure of as-sprayed tungsten as compared with compacted tungsten, responses to sintering were expected to be different. EXPERIMENTAL PROCEDURES The tungsten powder used in this investigation had a particle size varying from 3 to 13 p with an average diameter of 8p. The impurity level was less than 0.1 pct. The arc plasma spraying was done with an F-40 Thermal Dynamics Corp. plasma jet. Spraying was performed in air and thus required cooling of the substrate by an air blast in order to minimize oxidation. The spraying parameters employed in the fabrication of all specimens are listed below: Power input, kw 12 Arc-gas flow, cfh 95N2 + 5H2 Powder feed rate, g per min 33 Powder carrier gas flow, cfh ION, Spray distance, in. 3 Traverse rate, in. per min 30 Mandrel speed, rpm 100 Nozzle orifice, in. 7/32 These values of the spraying parameters correspond to optimum conditions ascertained in a previous study. Sintering was conducted at 3000°, 3500, and 4000°F in vacuum (< 0.1 Hg), and at 2000 and 3000°F in hydrogen. Duplex sintering treatments investigated are listed in Table I together with the designations that will be used for reference throughout this paper. The samples were fabricated by spraying onto a copper mandrel which was removed prior to sintering. The specimens used for the sintering analyses had the shape of small hollow truncated cones 1 in. high with an inside diameter varying from 0.500 to 0.125 in. and a wall thickness of 1/8 in. Specimens for bend testing were taken from hollow hexagonal prisms 1-1/2 in. high with a 1-in. diam across the flats and a wall thickness of 1/8 in. The bend-test specimens were ground to the dimensions 0.085 by 0.350 by 1-1/2 in. Prior to bend testing 0.0025 in. of stock was removed from each surface by electro-polishing. Density measurements were made by the water-displacement method. In addition, a porosimeter was used to determine the amount of interconnected porosity for representative samples. Strength and ductility were determined from recorded values in transverse bending using a cross head speed of 0.020 in. per min. The load was applied at the midpoint of a 1-in. span. The deflection data reported herein refer only to the plastic portion of the total deflection. RESULTS AND DISCUSSION The as-sprayed samples had a density corresponding to 83 pct (l pct) of the theoretical density of tungsten. Fig. 1 shows a representative as-sprayed tungsten structure.

The production of petroleum in Mexico during 1933 totaled 33,430,-000 bbl., or 625,000 bbl. more than in the previous year. This is the first time since the peak in 1921 that the declining trend of output has been reversed. Drilling activity in the proven areas of the Isthmus of Tehuantepec and the Northern fields increased substantially during the year. The completion of two producers in the Poza Rica area south of Tuxpam and a shallow gas well in the Camargo district near the American border were the outstanding features of development. Late in September the Northern fields and the oil port of Tampico were swept by a hurricane followed by floods which caused loss of life and heavy damage to the City of Tampico and to transportation, tank farms and refineries. For three weeks, owing to the silting of the Tampico Bar and destruction of terminal facilities, no oil could be shipped for export. About half the wells of the Northern fields were closed for a period of 30 days. The prompt and effective steps taken by General Macias, chief of military operations, prevented the spread of epidemics and any serious aftermath of the catastrophe.

The future equipment and plant design of crushing, grinding, screening, classification, flotation, magnetic concentration, gravity concentration, hydrometallurgy, thickening, filtration, tailings disposal, health, safety, environment, and materials of construction are discussed. Future plants are expected to follow upon present evolutionary trends. The impact of escalation, energy costs, and increased regulation of the industry is foreseen as a major influence on plant design.

Jones, Pittsburgh, Pa. : The question that naturally occlun to me is this: Has Dr. Dudley in his inveatigtrtions been aiming to prove a theory, or has he been guided by an earnest desire to discover what are the proper elements in the composition of a good-wearing steel rail ? Unfortunately, for correct chemical information, he has omitted in his analgw two very importnat elements,—sulpbur and copper. Now, before we will even begin to admit the correctnets of Dr. Dudley&apos;s conclusions and the formula he prescribes, we will at the start question the propriety of any chenlist or scientist prescribing a formula for making steel when he has iguared such important ele ments as sulphur aud copper. I, for one, will not accept any such formula. Are we sure, or is Dr. Daclley sure, that the chemical analyseq embodied in his paper are correct? This may seem a presumptuous queetion, yet, with my experience with chenlists, I naturally doubt the correctness of the analyse8, and, before I will accept them as correct, I will ask that comparative tests of phosphorous and man ganese be made by the Pennsylvania Railroad chemists and the chemists of the leading steel-works in the country. Let us first verify the correctness of the analyses before we consider the con clusions. I can enumerate a great number of instances in which chemists have differed very widely in their determinations of phos phorus and manganese. A prominent iron fitam made a contract with the Edgar Thomson Steel Company to deliver pig metal guar anteed to be between 0.07 and 0.08 phosphorus; an analysis by our chemist resulted in phosphorus 0.148 and 0.152,—a rather startling difference! Again, a sample bar of steel, in which our chemist reported phosphorus 0.11, was tested by a chemist of au other Bessemer works, ana his determinations were phosphorus between 0.07 and 0.08: A leading engineering establishmeut of Pittsbdrgh bought iron claimed by a chemical analysis to contain 0.08 phosphorus; our Mr. Ford found phosphorus 0.145. A chem ist connected with an open-hearth works reported manganese in a piece of steel, 1.14; in a second determination from the same piece of steel, by the same chemist, manganese was reported 0.43. The rapid increase in the use of pulvcrulent adsorptive materials in the so-called "contact filtration" process for decolorizing lubricating oils makes it desirable to consider some of the basic principles involved. The commercial methods and types of equipment now used arc fairly well known, having been extensively described in the trade journals. In spite of this very little has been published concerning the factors which must be considered in the selection of a process or of a decolorizing ing material. It is commonly understood that contact filtration more or less closely follows the laws of adsorption. These principles have been thoroughly drscribed by Gurwitsch.&apos; The contacting of neutral mineral oils seems to be adsorptive in character and apparently follows Freundlich&apos;s law of adsorption which may be expressed by the formula: X = Color material adsorbed hy the clay. M = Amount of clay used. C = Concentration of color material after equilibrium. A and P = Constants for a given oil and clay. Fig. 1 shows the decolorization curve for a natural, dark colored cylin-der stock when contacted with various quantities of clay, curve R being made with natural Riverside Texas fuller&apos;s earth and T being made with an acid-treated clay from Texas. At the meeting of the Istitote in New York, in February, 1880," I described a process of determining sulphur iu metallic allphides, with especial reference to the determination of pyrites in coal. The procem, as then described, is as follows: A solution of sodium hydrate, of 1.25 specific gravity, is saturated with bromine. If an excess of bromiue is used it must be neutralized by the addition of a little more sodium hydrate. The pulverized mineral or coal is moistened with 25 c.e. of this solution autl heated, then hydrochloric acid is added cautiously to just acid reaction. The use of roof bolt supports has reduced the number of fatal and nonfatal roof fall accidents in coal mines. Roof fall accidents, however, still occur far too frequently. Roof bolting plans are based almost entirely on trial and error, which inevitably leads to underdesign or overdesign with regard to bolt length, spacing, tension, and bolt type for the specific conditions. Underdesign poses safety problems, and overdesign leads to unnecessary costs. Guidelines are needed to select and design optimum roof-bolt plans that will maximize safety and minimize cost. Despite the use of 100 million roof bolts per year, the theory of roof bolting remains underdeveloped. Underground tests designed to provide this knowledge have been only partially successful owing to the many uncontrollable geologic variables present in underground mining situations. The Bureau of Mines believes that the best approach is to conduct a laboratory model study in correlation with finite-element analysis (FEA) and field verification, where these variables can be tightly controlled and measured. A physical model allows precise performance measurement of different bolt types as a function of a wide range of precisely measured parameters. Although the model being used is idealized and limited in size, it serves as a reliable basis for confirming the mechanism of rock reinforcement by bolting and the accuracy of the computer FEA approach to modeling mining problems.

GEOPHYSICS differs from geology and physics in many respects. In the first place, geophysics is a complex science embracing the fields of seismology, geomagnetism, geoelectricity, geodesy, meteorology, volcanology, physical oceanography, physical hydrology, tectonophysics and exploration geophysics. Geology is also a complex science and so extensive in its various fields that no one can master them all, and no part of geology deals in any sense with several of these fields of geophysics. In the second place, geophysics makes use of methods and instruments that are derived primarily from the science of physics. Geology, on the other hand, has methods of its own and it draws its borrowed techniques and its instrumental equipment not only from physics but also and perhaps primarily from chemistry and biology. The difference, therefore, between the geophysicist and the geologist lies partly in the phenomena that are observed, partly in the methods and instruments with which each carries on his exploration; but partly also, and perhaps principally, in the habitual attitude of mind and in the background of specialized training with which each approaches the problems presented by this planet of ours. The geologist as such, therefore, is no geophysicist. On the other hand, the physicist is not a geophysicist either. Isolation of each problem in a closed laboratory system under complete control is fundamental to the methods of the physicist. The geophysicist must apply physical instruments and physicomathematical reasoning to the study of physical quantities in their undisturbed natural environment. What, then, is a geophysicist? In the sense that he is a trained expert in all of the geophysical sciences, I do not believe that such a person ever existed. It would be beyond the possibilities of a single lifetime. I think there is confusion in our ideas and in our use of terms. We are not all thinking of the same thing when we say geophysics or geophysicist; yet we seem to talk as though we were. It is as absurd to say that the whole of geophysics belongs to geology because the field of a particular type of geophysicist-the exploration geophysicist -calls for some knowledge of geology as it would be to say that the whole of biology belongs to geology because a particular type of biologist-the paleontologistneeds some knowledge of geology. DEVELOPMENT OF A GEOPHYSICIST Since it is impossible to become an expert in all the fields of geophysics, and since students entering college seldom know the field they will choose as a career, what would we suggest as the best general preparation for work in geophysics, whether as a meteorologist, an oceanographer, a seismologist, a geodesist, a geomagneticist, a volcanologist, a tectonophysicist, a hydrologist, or an exploration geophysicist? We may distinguish five phases in the development of a geophysicist: (I) his mathematical and scientific studies in high school; (2) the general mathematical and scientific

THE tailing from the gravity concentration plant of the Hecla Mining Co., Gem, Idaho, was former-ly loaded into railroad cars to be used for ballast, highway surfacing material, or concrete work, or dis-posed of by an aerial tramway, which dumped it into another gulch. The tailing averages about 1.2 per cent lead and 0.8 oz. silver to the ton. Further treatment for the recovery of the valuable metals had been investigat-ed several times with results that did not warrant the construction of a retreatment plant; but early in 1925 experimental work was again started with small tests, and later with a 10 tons per day flotation test plant. This showed that the tailing could be ground and treat-ed by flotation at a profit. It was decided to make the new flotation plant an addition to, rather than incor-porate it in the old concentrator, the original capacity of which had been increased many times, the present arrangement being by no means ideal. The old mill buildings were of timber and board contruction, creat-ing more or less fire hazard, so all new construction was made fireproof. Construction work on the new plant was started in the middle of July, 1925, and the plant was placed in operation early in December. The building is of concrete and steel with hollow tile walls, steel sash and corrugated asbestos roofing. The ball-mill floor has for its foundation a cellular reinforced concrete block about 14 ft. deep, extending to cemented river gravel, and the cells filled with tailing to give weight to the block. Overhead, built into the steel frame, is a 5-ton hand-operated traveling crane. With both ball-mills running fully loaded, there is not the slightest trace of vibra-tion in the foundation or building. The flotation floor is of reinforced concrete beam construction and spans Canyon Creek. Adjustable plunger feeders are arranged under the the tailing-bin, which feed by gravity to a 14-in. eleva-tor, discharging to a short 18-in. conveyor. From the conveyor the tailing is discharged into a dividing hop-per, from which point the plant is arranged in three separate units. Each unit consists of a ball-mill in closed circuit with a classifier, and an 8-cell flotation machine and has an approximate capacity of 300 tons per 24 hours.

IN the course of some experiments more than five years ago, made for a totally different purpose than the investigation of the oil used, I placed a small quantity of a transparent yellow lubricating oil in a bomb-like vessel and heated it to a relatively high temperature. At the end of the experiment I removed the oil from the vessel and was amazed to find that instead of bearing any resemblance to the oil which I had put in, it now had the appearance of ordinary crude oil. The green color by reflected light and the rich red-brown by transmitted light were so unmistakable as to at once lead to further investigation. I subjected the material to fractional distillation, and the surprise which I &apos;experienced at the appearance of the oil, changed to amazement when I found that it yielded, on distillation, 15 per cent. of gasoline and 30 per cent. of burning oil, and that its constitution resembled crude oil quite as much as did its appearance. Furthermore, the gasoline and kerosene distillates which it yielded were of a clear water-white color, entirely without treatment with acid or alkali, and were entirely free from the odor familiar in "cracked" petroleum distillates. The result of this experiment was quite too remarkable to be credited without further confirmation, and I at once filled the vessel with some of the same oil that I had used before, and again heated to about the same temperature that I had previously used, and for the same period of time. Upon opening the vessel and removing the contents I found, not the material resembling crude oil that I had obtained before, but apparently only the same oil that I had put in, somewhat darkened in color, but nevertheless far different in appearance from the material obtained in the previous experiment.

LEAD mining has been carried on in several localities of the Province of Ontario in a desultory fashion for the past 60 years, but up to 1916 the results have not been of much commercial importance. The most ambitious attempt was made by an English company which built a lead smelter at Kingston, Ont., in, 1880 to treat the- concentrates from the . Frontenac mines. After 2 years&apos; operation, the -mines and smelter were abandoned. Up to the present there has not been a sufficient tonnage of concentrates to support an efficient blast-furnace plant and as most of the small properties could not stand the heavy freight and duty charges into the United States, development work has not been carried on in a, systematic manner. As a result the industry has languished. At, Galetta, in southeastern Ontario, considerable prospecting and development work has been carried on in the last few years and very promising deposits of galena have been found in the Chats Island group by the James Robertson Co., Ltd., of Montreal. The chief deposit is that of the Galetta or Kingdon lead mine, located on Chats Island in. the Ottawa River about 5 miles east of the town of Arnprior. The rocks&apos; in the vicinity of -the mines consist of an interbedded series of crystalline limestone and biotite gneisses of pre-Cambrian age. This part of the Ottawa River&apos; basin has been severely faulted and the overlying Paleozoic limestones may be seen in normal fault contact with the pre-Cambrian. The vein filling is of a very well-marked fault fissure type and although the amount of displacement is not determined at this point, similar faults to the east show a displacement of from 1,500 to 1,800 ft. which would indicate mineralized fault fissures of considerable depth. The ore occurs in a highly crystalline calcite with some barite and fluorite, and the galena occurs more or less richly disseminated in clusters and crystal aggregates. In some cases these masses weigh several hundred pounds. Small amounts of sphalerite are occasionally encountered.

It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and
