Most metallurgists appreciate the great need of a process for the extraction and recovery of valuable metals from complex ore, where the presence of one metal increases the cost of extracting the other rnetals to such an extent that not any of the metals can be extracted at a profit. We need only refer to some of the mines in Colorado, Utah, and New Mexico, where oxidation has taken place and the sulphur, zinc, copper, and some of the iron and other metals have been leached out, large bodies of oxidized ore remaining, rich in lead, silver, and sometimes gold. These metals have been concentrated by the removal of the other metals, leaving a very desirable ore for treatment in the blast-furnace for the production of lead bullion, and recovery of the silver and gold. If lead is not present, the gold and silver metals are usually recovered by some method of milling, or the ore is shipped to a smelter, where it is mixed with lead ore or copper-iron sulphide ore from some other mine. In these same mines, when developed to greater depth below the leached or oxidized zone, the ore is found to contain the original mixture of sulphur, zinc, copper, etc., added to, or I should say left with, the lead, silver, and gold values; but instead of adding to the value of the ore, the presence of these elements, especially zinc, makes the copper, silver, and gold of less value, and often worthlees. Such was the experience of the oldest mines in Leadville,.Colo., until methods of mechanical separation of the lead from the zinc were developed sufficiently to allow of some profit by the making of a concentrate rich in zinc to be shipped to the zinc smelter, and sometimes a lead concentrate which could be shipped to the lead smelter; but even in these cases the waste of the different metals is a very serious matter. In the very best concentrating plants some zinc will be left in the lead concentrate, to be lost and to give considerable trouble in the lead-smelting furnace. On the other hand, some of the lead, with a large percentage of the copper and silver, will follow the zinc into the zinc concentrate, to be, perhaps, recovered by smelting the cinder or clinker left in the re-

The mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. Geology The, basement formation in 'the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 fl. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Milling is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds The district on those sides and probably there is little if any artesian circulation from those directions. ALTHOUGH enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co. started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. METHODS All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

METALLIC manganese was first produced in 1773, by Sven Rinmann, a Swedish mineralogist. In 1799 William Reynolds, of Ketley, England, obtained a patent on the use of manganese dioxide in the manufacture of steel, and in 1808 an English patent was granted to John Wilkinson covering the use of manganese ore, or manganiferous ore, as an addition to iron ore in the blast furnace for the production of a superior grade of pig iron. Karsten showed in 1816 that manganese increased the hardness of iron without decreasing its malleability or toughness, while it caused pig iron to be more white in fracture and more fusible. The first practical application of manganese to steel-making, however, is attributed to Josiah Heath who discovered in 1839 (less than 90 years ago) that manganese conferred upon steel the properties of being more easily worked and welded under the hammer. When Bessemer invented the pneumatic process of steel-making which now bears his name he was at first successful because, as it afterward developed, he was using. a Swedish pig iron high in manganese. When his supply of this material ran out, he used a low-manganese pig from English sources and failed signally to produce a steel which could be rolled, while his Swedish licensees were continuing their successful application of his method. And it was not until Robert Mushet, in 1856, suggested the addition of manganese in the form of spiegeleisen to the molten product of the converter that success again came to Bessemer. In 1866, William Siemens patented the use of ferro-manganese as an addition to molten steel to counteract the bad effects of sulfur. It was in 1888, that Robert Hadfield published at some length his account of the effect of manganese as an alloying element in steel and described the unique properties of the now famous Hadfield manganese steel containing about 12 to 14. per cent. manganese and 1.25 per cent. carbon.

INTRODUCTION One of the most important decisions involved in the design of an open pit mine is the selection of a slope angle. Despite this fact, engineering procedures have developed slowly in this field. Only recently have the instruments and know-how become available to undertake a design based on sound engineering principles. The effect of blasting on open pit slope stability is one aspect in which the state of the art has not developed fully. These effects include: a) the effects of the ground motion associated with blast waves on slope stability, and b) the fracturing of rock in the vicinity of slopes caused by blast waves. Natural rock jointing plays an important role in both of these. SUMMARY OF BLASTING EFFECTS In recent years there has been a trend to larger sizes of blast holes in open pits to the extent that today 9% in. and 12% in. diam. holes are the most common. The reasons for this have been economic. Larger machines are more efficient and produce at a lower overall cost per ton. As the size of blast holes have increased, so have the other factors associated with blasting. Bench heights have increased, the tons/ft. of hole yield has risen significantly and the explosive load per hole has increased. Quite naturally the rupture radius for a single blast hole has increased along with the vibration level produced per blast hole. Open pit blasting operations can result in two types of unwanted damage: 1. Damage to structures, such as buildings, dams and slopes by ground vibrations initiated by the blast. 2. Fracturing of ground beyond the planned excavation limits. Let us first consider item one. Vibration effects are determined by the type of blast which is fired and the type of medium through which the blast wave is being transmitted. They are strongly influenced by the weight of charge per hole, the number of holes per delay, the distance from the shot point, the mode of initiation, the point of interest relative to the blast, etc.

THE control of deoxidation, together with other factors involved in electric-furnace melting practice, to consistently produce heats of high-quality alloy steel to stringent specifications as to nonmetallic inclusion content is a problem of considerable magnitude. Steel melting as an industrial process is subject to many variables that can influence the quality of the product made. In order to modify the size, amount and distribution of inclusions and to promote their elimination, deoxidation, among other practices, plays a major part. The primary purpose of deoxidation in the production of electric-furnace alloy steels is the removal of dissolved oxygen present as FeO in the bath, which is produced as a result of prior oxidizing conditions. The elements usually added to effect this removal of soluble oxygen are those that will, upon addition, cause the formation of an oxide compound insoluble in the molten steel bath as silica, alumina or silicate combinations.

Since coal is one of the largest cost items in the production of electricity, its analysis for heat value and composition has been the subject of intensive study. Sampling started with crude hand methods, out of the railroad car or barge or from moving conveyor discharge, and progressed to reliable mechanical in-plant sampling systems. The mechanical system takes its sample from a falling stream of coal such as a conveyor discharge or crusher discharge hopper. But this has a disadvantage in that the identity of the coal is lost. Coal is shipped to the user in train-loads, often made up of shipments from various mines. When the cars are dumped into hoppers and the coal conveyed to the power station, the various shipments become mixed because residual coal remains in hoppers and chutes.

Oil and gas production in North Central Texas has been found in sands and limestones in the Cisco, Canyon, Strawn and Bend series of Pennsylvanian age and in lime of pre-Pennsylvanian age. Production ranges in depth below the surface from 150 to 4500 ft.; a few wells have been drilled to depths in excess of 5500 ft. and penetrated rocks of pre-Cambrian age. In Table 1, the average depth of the pools is shown. No mention, however, is made in this table of approximately 30,000 bbl. of oil produced in Callahan County from a pre-Pennsylvanian pay, presumably the Ellenberger, and an excess of 1,000,000 bbl. of oil produced from limestone, which has been identified as Silurian in the south part of Young County. This well is being produced at the present time. In Table 1 a great many pools of minor importance are listed, which are merely productive spots, and throughout the various producing counties there are numerous similar spots, which might be listed as pools. Their production, however, is listed in the county totals. In Table 2, the totals of the oil wells, gas wells, and dry holes drilled before Jan. 1,1935, include only wells on which records are available to the writer. In Brown, Callahan and Shackelford counties 2924 very shallow wells (150 to 600 ft. deep) have been drilled, on which the record is not available. Possibly there are other wells that were drilled before the district was adequately scouted. No classification as to the depths of this total of 30,644 wells is available at present. Initially, nearly all the oil wells of North Central Texas produced gas, and several areas producing dry gas have been partly developed. A number of casinghead gasoline plants strip the gasoline from the gas produced with the oil, and the manufacture of carbon black is an important industry in Stephens County. Dry and residue gas are marketed through systems serving the various towns of the district, San Angelo to the southwest and the cities of Forth Worth and Dallas to the east. Considerable gas is used in repressuring several pools, the most important of which are the Stover of Brown County and the Cook of Shackelford County. CELLULAR substructure observed in metal crystals grown from the melt. has been studied extensively'-' and is attributed to the existence of a constitutionally supercooled zone in the liquid ahead of the solidifying interface. The mathematical description of this process has been given in terms of the concentration of solute in the liquid phase, the rate of solidification, and the temperature gradien.t in the liquid as the only variables.5 This technical note presents some evidence of 1) the effect of crystal orientation on some aspects of cellular growth, and 2:) the degeneracy of these cells into dislocation arrays. The zinc single crystals used in these studies were alloyed with cadmium sufficient to produce the constitutional supercooled cellular substructure. Crystals containing 0.05 pct Cd exhibited substructure formation for a growth rate of 10 cm per hr and a temperature gradient of 15°C per cm in accord with the theory. The growing liquid-solid interface was examined after we liquid had been decanted away in a fashion similar to that described by Rutter and Chamers.' The cellular substructure was also observed after polishing and etching the surface directly behind the decanted interface with a solution of HNO, and water. Fig. 1 is a photomicrograph of a typical polished and etched surface revealing substructure, the cleavage plane, and twins. Griffith’s theory of brittle fracture, as modified by McClintock and Walsh to fit rock behavior in cases of failure by compression, has been successfully applied in various fields of rock mechanics. Extension of the Griffith's criterion to rock blasting problems may also be more representative of rock behavior than the simple consideration of a criterion of failure based on the dynamic tensile strength of the material. If consideration is given to pre-existing cracks within rock structure, occurring not only because of the discontinuous properties of rocks, but also as a result of drilling operations that normally precede blasting, those cracks can be propagated under the action of the dynamic stresses (radial and tangential) induced by the passage of the wave emitted by the explosion. Conditions for initiation and propagation of pre-existing cracks are deduced in terms of rock properties and explosives performance. Influence of the different variables governing the phenomenon is discussed after considering an actual example. Results seem to be well correlated with experimental evidence of radial cracking observed in blasting with high explosives acting within hard rock.

An experimental investigation was made of the effect of temperature upon the three-phase pressure associated with the propane-water and propene-water systems when hydrates were present. In addition, the characteristics of the propane-propene-water system were established over a limited range of ternperatureo under conditions such that hydrate was formed. The hydrate phase for this system may he a solid solution and the distribution of propane and propene in it is similar to that found in the coexisting hvdrocarhon liquid phase. INTRODUCTION A knowledge of the characteristics of hydrates of the hydrocarborrs encountered in industrial practice is of importance in connection with the design of process equipment. Villardl.1,2 carried out early studies of hydrates, and de Forcrand1 con-sidered the more probable compositions of the hydrates of hydrocarbons. Hammerschnid1 presented information about the propane-water and the isobutane-water systems. Scheffer5 studied the hydrate of hydrogen sulfide in detail, and de For-crand reported on the hydrates of krypton, argon, and xenon.1 Roberts and co-workers1,2 determined the nature of the hydrates formed in the methane-water and ethane-water systems. Carson and Katz10 studied the methane-propane-water, methane-pentane-water, and the methane-hexane-water systems in the four-phase region. The results of this rather extensive investigation indicated that the paraffinic hydrates formed solid solutions. The experimental evidence now available does not Support the existence of hydrates of the pentanes-antl-heavier hydrocarhons but it cannot be stated with certainty that such hydrates are not formed. Stackelherg. 11,12,13 made extensive studies of the crystal structure of paraffinic hydrate; by means of x-ray techniques and found that hydrates poses; a definite structure and composition. The existence of such a Structure does not preclude the firmation of Solid solutions of hydrates in aqueous systems containing two or more hydro-carbon~. Wilcox, Carson and Katz" reviewrd the information on the hydrates of importance in the processing of natural gas and presented data concerning their formation from natural gas. Kobayashi and Katz1' made studies at high pressure of the Hydrate of methane. and Unruh and Katz"' investigated hy-drates in mixtures of carbon rlioxide and methane. Frost and Deaton contributed to the knowledge of the composition of the paraffinic hydrates The irregularities in the experimental results were several times the expected uncertainties. This experience confirms the behavior encountered by other investigators indicating that hydrates tend to occlude water during their formation, thus rendering difficult the direct measoremeut of their composition. Miller and Strong2 investigated a number. of paraffinic hydrates from the standpoint of their possible application to (, the industrial storage of gas. Powel1 studied the effect of solutes upon the decomposition temperature of paraffin hydrates. Marked lowering of the decomposition temperature at a given pressure may he obtained by the use of such additive agents as ethylene glycol, urea. and sodium chloride. APPARATUS AND METHODS Two method* were here employed to study the behavior of hydrates. The first involved a glass capillary within which the hydrocarbons and water were confined over mercury. The second made use of a double-ended weighing bomb technique." The glass capillary equipment has been described elsewhere.'" A schematic drawing of it is presented in Fig. 1, where the arrangement of the agitator and mercury reservoir is shown in some detail. The lower part of the glass capillary, D, was enlarged to afford space within which the fluids used in the investigation could he stored at low pressures after their introduction through the valve. An appropriation of $4000 was made to the United Engineering Society for the support of the work of the Engineering Council. It was resolved that the proposed amendments to the Constitution, regarding requirements for membership, be sent to the membership without comment thereon by the Board of Directors. Forty-one members, and three associates were elected. The status of two junior members was changed to member. The resignation of one member was accepted. The dues of nineteen members who are engaged in active duty with the Allied armies were remitted. B. B. Thayer was elected a member of the Board of Trustees of the United Engineering Society for a period of three years, to succeed himself. John H. Janeway was elected a member of the Library Board for a period of four years, to succeed himself. George C. Stone was elected a member of the Library Board in place of E. F. Roeber, deceased. E. Gybbon Spilsbury was elected representative of this Institute on the John Fritz Medal Board of Award, to succeed himself. J. THE number of installations of propeller mine fans completed during the years of 1936 and 1937 is evidence of the increasing popularity of the propeller fan with the American mining industry. During the period from 1931 to 1936, there were several different low-pressure, low-efficiency propeller fans available, which filled a definite need in replacing inefficient centrifugal fans operated at comparatively low pressure by means of purchased power. Since 1936, however, the trend toward the propeller fan has greatly increased, as propeller fans are now available practically without pressure limitations and capable of efficiencies high enough to warrant replacement of efficient centrifugal fans in many instances. Few manufacturers of propeller mine fans base their fan-operating characteristics upon similar test methods, primarily because of inadequate facilities for testing in the factory and the need of a test code incorporating a calibrated duct or nozzle that makes possible the testing of large propeller fans quickly, accurately and without prohibitive expense and space requirements. As a result, fan manufacturers have resorted to various methods for testing large propeller fans in the factory, and different yardsticks have produced uncomparable and often inaccurate performance data. It is the purpose of this paper to describe and discuss in detail the test procedure of the Jeffrey Manufacturing Co., which has been proved both accurate and practical. Fig. 1 shows a plan, a side elevation and two end elevations of the test duct with a propeller fan of the exhaust type in place. Testing propeller fans exhausting permits greater accuracy than testing these fans blowing, because in the former uniform flow conditions are more easily established at Pitot tube stations where fan pressure and air-volume measurements are desired. Any residual rotation remaining in the air discharged from a propeller fan blowing into a test duct must be removed before an attempt is made to obtain accurate pressure and volume readings. Although various devices for straightening the air may be placed between the blowing fan and the volume-measuring station without resulting complications, uniform flow so obtained at the pressure-measuring station necessitates corrective calculations to compensate for duct resistance

Four vertical boreholes in the vicinity of an electrical heater simulating a canister of nuclear waste in a granitic rock mass have been logged with an acoustic borehole sonde before and after thirteen months' heating. Excellent control of the structural geology and fractures present in the rock mass was provided by the considerable amount of oriented core recovered from the four boreholes used for acoustic logging and the large number of others used for a variety of rock mechanics instrumentation. Compressional and shear-wave velocities were measured as a function of stress on some twenty core samples, water-saturated and dry, which were recovered from the four acoustic logging boreholes. Further control was provided by a cross- hole acoustic monitoring program conducted before, during and after heating between the same four boreholes, and by measurements of acoustic velocities in an isolated block of granite in the same heater drift, which was subjected to an increase in temperature and to changes in uniaxial stress. It is concluded from the acoustic logging tests, taken in conjunction with the acoustic cross-hole and heated block experiments, that acoustic techniques: 1. Provide a means for locating and delineating systems of weakly- bonded or open fractures within the rock mass; 2. Provide a sensitive means for monitoring a rock mass for changes in moisture content or structural damage to the rock fabric induced by thermal or mechanical loading; 3. Together with the rock bulk density yield the elastic constants of the rock mass.

THE origin of so-called annealing or recrystalli-zation twins in face-centered-cubic metals continues to be a matter for speculation, and in the present report an attempt is made to explain their origin and to account for at least a majority of the observations concerning their behavior. The fact that annealing twins are prominent only The speelmen was deformed 8 pet in compression and then indented over the lower left-hand corner in a Rockwell in-denter, and then annealed to cause partial recrystallization. Note intense twinning in heavily deformed part and slight twinning in less deformed part. The upper right-hand corner is unrecrystalized. Area reduced approximately 25 pot for reproduction. after recrystallization suggests that deformation may be necessary for their formation. In 1926, Mathewson1 reported the observation by Phillips that annealing twins are frequently parallel to strain markings which delineate octahedral planes in the deformed (and partially recrystallized) matrix, and suggested that strain markings are mechanical twins which grow into annealing twins during recrystallization. Later work by Burke and Barrett' has shown that strain markings are traces of planes upon which slip has occurred, and that there is no evidence for the formation of mechanical twins of microscopically resolvable width in face-centered-cubic metals. Mathewson3 has pointed out, however, that slip may produce twin faults, and later modifications of this hypothesis have assumed that twin faults rather than true mechanical twins serve as the nuclei for annealing twins. Carpenter and Tamura5 suggested, also in 1926, that annealing twins might form by accidents of growth. Many articles on the physical properties of fire damp have appeared in the Transactions and elsewhere but practically nothing has been written in regard to its occurrence or fluctuation in quantity in an ordinary mine. After the Monongah explosion in 1907, with the loss of 361 lives, the Consolidation Coal Co. sought a method by which such catastrophes could be prevented. While the cause of this particular explosion was attributed to coal dust, some of those acquainted with the mine thought that fire damp was involved, if it was not the initial cause. So the literature on the subject was studied and mines where similar conditions prevailed in this country and Europe, were visited, with the view of establishing some system by which gas could be more easily detected and controlled. The results of this study were disappointing for no method was found other than the time-honored fire boss with his safety lamp, with some variations in the rules and regulations governing his inspections and reports. Duties of the Fire Boss Pending the development of a better method, it was decided to standardize and perfect the duties of the fire boss and the reports based on his observations. Those who were then in service were closely examined, various lamps were experimented with and the lamps and individuals tested under known conditions. It was found that a fire boss could tell whether gas was present but his estimate of quantity was not even an approximation; therefore, while the services of fire bosses were indispen-sible there was need of additional information by which the quantity of gas could be estimated with some precision in order to determine its variation from time to time. Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.
