SOUND management organization is as essential to a mining operation as sound mining practices, exploration methods, concentration processes, or marketing methods. In fact, if a mining company is well organized, with the right people in the right management positions, it can be reasonably assured of the adequacy of its operating practices. Management problems in mining are unique, but certain principles of organization are universal. These principles should be used as ground rules in mining as they are in other industries.

NOTHING makes the run-of-the-hall Congressman feel quite so secure as to be on an investigating committee. It's sure fire publicity for one thing and is a convenient excuse for absence from Congressional sessions when controversial issues are being balloted. The minerals procurement program has just had a thorough investigation by Congressmen of the House Interior and Insular Affairs Committee who heard valuable testimony from men like John D. Morgan, director of materials procurement, DPA. He listed over 40 government agencies concerned with mineral affairs. Testimony disclosed the justification for many of the agencies but Congressmen and mine operators have been regarding the defense minerals program in the same light as did the mining student who remarked to the descriptive geometry prof "it's not the intrinsic difficulty of the problem which gives me trouble; it's the multiplicity of detail."

PUMICE and pumice are varieties of volcanic ejecta formed from lavas of the more silicic types. Chemical analyses of pumice, pumicite and perlite, from which synthetic pumice is now produced, will generally fall within the limits 65 to 75 pct silica, 9 to 20 pct alumina, less than 8 pct combined alkalies (sodium and potassium oxides), less than 3 pct calcium and magnesium oxide, less than 3 pct iron oxide, with smaller amounts of manganese, titanium, phosphorus and other oxides. Perlite is characterized chemically by having, in addition to the percentages of oxides given above, as high as 6 pct combined water. PROPERTIES Pumice is a natural silicic foam glass produced by volcanic eruptions. The molten glass foam, upon rapid cooling, trapped the steam and volcanic gases that caused it to remain extremely porous and vesicular in structure. Pumice is found in the form of large lumps several cubic feet in volume and also in grains only a few millimeters in diameter. Chemically, pumicite is of the same range of composition as pumice. The distinction between pumice and pumicite is one of particle size; the coarser materials are pumice; the fine particles, an appreciable percentage of which is in the range of 100 to 325-mesh or finer, are pumicite. If the erupting volcano ejects a silicic lava containing much gas and water vapor, the sudden release of pressure tends to free the gas. The viscosity of the lava, its rate of cooling and the amount of gas evolved, all have part in determining the degree of expansion of the glassy particles and the fineness of the vesicle. If the lava is of the correct viscosity and there is not too much gas, a pumice may be formed. Large amounts of gas may cause complete disruption into pumicite.30 In 1916, Barbour gave the name "pumicite" to the volcanic ash of Nebraska and since then the name has been widely used in industrial circles for the finer-grained commercial varieties. This paper summarizes recent developments in modeling of underground coal slurry haulage networks to determine optimum design and operating parameters. The model presented is based on a stochastic dynamic program¬ming formulation. It is applicable in any typical room-and-pillar or longwall mining configuration commonly practiced in the US. The formulation and structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish or animal life in field tests or in controlled experiments.

The specifications for locomotive-cylinders, which are given in a separate paper at this meeting, have been prepared so that castings (upon the successful use of which so much depends) shall be made to conform to standards that will yield good results. After the essentials, which go with a sound and perfect cauting, the requirements to be borne in mind are those concerning the quality of the material. These have been determined from the actual practice of the largest users,—representatives of the American Locomotive Company, the Baldwin shops, and the Pennsylvania Railroad being upon the Committee. The results called for by the test-bar have been carefully checked by actual experiment upon metal that has given satisfactory service in cylinders.

The authors presented an article2† last year on colloidal properties of clay suspensions in which they attempted to sustain the position that the behavior of clay suspensions is due primarily to the mechanical interference of the platy particles, the nature and extent of the interference being profoundly influenced by the character of the surfaces of the particles, which in turn is determined primarily by the nature and amount of adsorbed foreign materials held on the surface of the particles by forces which are predominantly chemical in type. The following discussion is a continuation of that article to extend these same interpretative points of view to the behavior of clay gels. Insight into the mechanism of gelation is certainly of outstanding importance in the handling of drilling muds. In the former article it was suggested that the thin, flat plates that constitute the ultimate clay particles may build up aggregates by the overlapping of the ultimate plates face to face much longer and perhaps also much wider than the ultimate plates themselves, but not appreciably thicker. Exhaustive microscopic examinations of characteristic clays show no tendency for the larger particles, clearly visible under the microscope, to orient themselves in this way. It is true that the gelation of the clays is due primarily to the smallest particles, unresolvable other than by the ultramicroscope, so that the possibility of the deve1opment by them of an overlapping structure is not excluded. Furthermore, as one approaches the limit of resolving power of the microscope, the difficulty of observing accurately the shapes and relative positions of particles incresses excessively. However, in the absence of any observable tendency toward overlapping orientation of the large, visible particles, one hesitates to ascribe such a tendency to the smaller particles beyond the range of visibility. Should it develop that one must exclude the assumption of overlapping orientation, the explanations offered in the previous article are changed in only one respect; namely, one would now have to assume that the ultimate particles themselves have length, and probably also width, very large in comparison with their thickness.

Stable aqueous dispersion of magnetite colloid of about 10 nm in diameter was obtained by allowing an anionic or nonionic surfactant to adsorb on the hydrophobic surface of magnetite particles prepared by monomolecular adsorption of oleate. Sodium dodecylbenzene sulfonate, sodium oleate and poly (oxyethylene) nonyl phenyl ethers whose hydrophilic-lipophilic balance (HLB) are higher than 12 were suitable for giving a second adsorption layer to obtain a stable dispersion. Stability of the colloidal suspensions depends upon pH of the solution and is controlled by the dissociation of the adsorbed surfactant in the second layer. The addition of ethyleneglycol, which was used for lowering the freezing point of the dispersion, did not affect the stability when used in amounts smaller than 60% of water. Preparation of diester-based ferrofluids was also attempted by the same procedure using a nonionic surfactant as second layer molecule. Hydrophobic magnetite colloid, which had been preliminarily coated with mono-molecular oleate, was suspended in di(2-ethylhexyl) agipate, azerate, and sebacate respectively, and dispersion stability was investigated by adding various poly (oxyethylene) nonyl phenyl ethers of different HLB values. It was found that those with HLB values between 10.9 and 13.3 were suitable for this purpose. Stabilities of the dispersions in a magnetic field were investigated up to 1 T by applying an electromagnetic field. No separation of dispersant was observed and each magnetite dispersion displayed the characteristics of a magnetic fluid.

A specimen of Westerly granite was cyclically loaded to near failure at 50 MPa confining pressure. Holographic interferometry provided detailed measurements of localized surface deformations during loading and unloading. The data are consistent with deformation occurring primarily elastically at low differential stress; in conjunction with one incipient fault zone between approximately 350 and 520 MPa differential stress; and in conjunction with a second incipient fault zone above 580 MPa and/or during creep. During unloading only one fault zone, that which is active at the intermediate stress levels during loading, is seen to recede.

At the planning stage for this plant it was scheduled that the plant operate at a low energy consumption. After start up in 1973 it was established that outcome was even better than the forecast. In view of the 1977 ore market it was decided to operate the plant at half capacity. This initiated efforts to reoptimize the process in order to hold back expected increase in energy consumption. The result from this work proves that a detailed study and tuning of the process can not only avoid expected increase, but also reduce specific energy consumption.

Although the Western bentonite industry has grown rapidly, it is facing major challenges to sustained growth. The fundamental penalty of costly overland transportation to both domestic markets and to US seaports is of increasing importance; as both substitute materials and foreign bentonites present more formidable competition in the historic market areas of drilling muds, foundry sands, and iron ore pelletizing; and as foreign demand grows more rapidly than domestic demand. The Western bentonite industry is facing these challenges by altering its transportation patterns, by upgrading of products, and by emphasizing customer service and stringent quality control.

It has been discovered that gold can be extracted from alkaline cyanide solution with primary, secondary, and tertiary amines by adding certain Lewis base modifiers, such as organic phosphorus oxides. Under these circumstances, gold can be extracted at about pH 10, commensurate with the pH of cyanide leach liquors. The selectivity of the amines and amine/modifier combinations for Au(CN)[2] over other metal-cyanide complexes is discussed. Potential applications for the solvent extraction of gold from cyanide solutions are also discussed.

The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. THE production of isotropic fine-grained ingot iron would be most useful since physical measurements associated with the elastic properties of iron are influenced by the size and orientation of the individual grains. This can be accomplished at present for small samples by established metallurgical procedures, but for large samples (in excess of 2 in. diam by 1 in. thick) it is virtually impossible to produce reasonably small uniform grains with random orientation. Such pieces can, however, be produced by impulsive loading followed by a suitable recrystallization treatment. The shock loading system employed is diagrammed in Fig. l. Here the 3/8-in. iron plate is accelerated by the plane-wave initiated high explosive charge through a 1 5/8-in. air space. Collision of this plate and the specimen of interest generates a shock wave in excess of 300 kbars which passes through the specimen. For this type of work it is not necessary to use machined parts: for example, the ingot iron pieces are saw cut from the billet so that they can be inserted in short sections of iron pipe. The recovered specimens are less distorted, however, if the air gap between the iron sample and pipe is filled with Woods metal. The dimensional changes resulting from this type of loading technique are minor, usually less than a 10 pct reduction in thickness. Compressive yield

Aluminum which has lost its original identity as to source may be considered as secondary. This would include scrap originating in the fabrication of aluminum, which is not consumed at the plant of fabrication, and all material resulting from fabrication, which has lost its original identity regardless of whether it be consumed at the plant of fabrication or not. In general, secondary aluminum may be divided into two classes, commercially pure and alloyed. The chief impurities found in commercially pure aluminum are copper, iron, titanium and silicon; while in aluminum alloys, copper, iron, titanium, silicon, zinc, manganese, magnesium, nickel, or tin, may be present in varying proportions. Occasionally lead and antimony are found in secondary aluminurn alloys, especially if the alloy results from remelting vender's automotive scrap. Such alloyed elements as are found in the scrap cannot be removed on remelting. In this, the remelting of secondary aluminum differs from the smelting of secondary copper or most other secondary metals. The majority of secondary materials reach the consumer in the form of remelt ingot or remelt No. 12 ingot. This ingot varies greatly in quality, depending upon the source of the material, and the manner in which it is refined and blended. The principal differences between primary and secondary ingot are: 1. The composition of secondary ingot may be more or less inclcfinite. 2. Secondary ingot may contain more dross and oxide. Secondary ingot may, however, be used successfully in a great itiany products. Relation of Primary Production to Secondary Production Table 1, compiled from data published by The Ameriran Metal Market, gives an approxirnatc idea of the relation of primary to srcondary production. Information obtained from other sources leads the authors to believe that the figures for secondary production are somewhat low.

I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute.
