One way of obtaining the use of mining and other major pieces of high-cost capital equipment is through leasing. The popularity of this approach is evidenced by the growing number of leasing companies, equipment manufacturers, and financial institutions now offering this service to their customers. Indeed, leasing has become a billion-dollar industry, and many commercial banks have developed sizeable portfolios in this area. "Should we buy or lease?" TREATMENT of the breaker wash-water discharges to remove the suspended particles of finely divided material is usually most efficiently and economically accomplished in settling or thickening tanks. The purpose of these tanks is to separate the excess water from the solids by sedimentation whereby the solid particles suspended in the water are thickened by the force of gravity. The water overflowing these tanks is either reused for coal cleaning or discharged directly to the streams. The settled solids, which are in a relatively concentrated condition, forming a sludge or thick pulp, can be disposed of by pumping to a storage dam, by slushing into mine workings, by processing for recovery of coal, or filtering by vacuum or centrifugal means and discharging with the breaker refuse. The scope of this paper will be limited to the discussion of settling and thickening equipment, the factors that influence the settlement of solids, and a brief description of tests that can be made to determine the size of settling facilities required for any particular condition. The practical application of sedimentation to the treatment of coal falls into two groups, one of classification or hydro- separation, and the other of clarification and thickening. Classification may be employed to prepare a relatively low- grade fuel, which can be used as is or can be further processed separately. Clarification and thickening is employed where the primary objective is to recover a relatively dewatered solid and return a satisfactorily clear water to breaker or streams. When a stream of water flows across a tank, the time required for a particle to travel from the feed inlet to the overflow must be a little greater than that required for the finest particles or flocs in the feed to settle out of the stream. OPERATION AND TYPES OF SETTLING EQUIPMENT Theoretically, the liquid in a settling tank should rise at a more or less constant rate throughout the area of the tank Under these conditions the rising velocity of the water must be less than the settling rate of the finest particles if clarification is to be obtained. When classification of particles is to be made in the tank, the overflow velocity must be greater than the settling velocity of the particles that are to be removed with the tank overflow. The performance of a settling tank, then, depends on the settling rate of the solids and the current velocities in the tank. The oldest types of sedimentation employ intermittent types of settling tanks of any convenient shape. Means are provided for filling the tank with pulp and allowing it to settle until quiet, for moving the clean liquor and for removing the thickened sludge. The operation is necessarily intermittent but a sufficient number of tanks is employed so that a continuous flow of clear water is maintained. The growth of domestic requirements for motor fuel has been phenomenal, rising year after year in a fashion almost unique among commodities, resisting depressions and forging rapidly ahead in times of prosperity. Consumption advanced from 226 millions of barrels in 1925 to 522 millions of barrels in 1938; or 130 per cent. The economic influences generating and sustaining this demand are of vital concern to the petroleum industry. The general factors affecting utilization of motor fuel are well known but it is the purpose of this paper to employ the recently developed technique of economic dynamics to describe them mathematically. Such problems in economic analysis are complicated by the freedom of all the variables to fluctuate, their mutual interdependence, changing incidence upon one another, and the nonquantitative character of some of them. Economic quantities and relationships, unlike those of the physical world, are continuously changing and this dynamic characteristic is both a distinguishing and confusing feature in economic research. The complexities of the problems require application of the analytical devices of mathematical statistics to uncover the probable relationships between factors. The procedure employed is to formulate a logical relationship linking the dependent to the independent variables, and then simultaneously, rather than sequentially, determine their separate effects by multiple correlation. This transformation of common knowledge to quantitative terms makes it possible to measure the probable effects of changing conditions upon requirements, assisting in the sound interpretation of economic policies. The utility of the results of such dynamic analysis is in sharp contrast to the sterility of the trends and other simple empiricisms of descriptive statistics. It is not intended in this study to throw light on the reasons why any motor fuel at all is consumed; but to discover relationships explaining why more was consumed at one time than at another. A HIGHLY successful joint conference on coal-mine transportation was held at Pittsburgh on Oct. 20 by the Pittsburgh Section of the American Insti-tute of Mining and Metallurgical Engineers and Mining Section of the Engineers' Society of Western Pennsyl-vania. C. E. Lesher, executive vice-president of the Pittsburgh Coal Co., presided over 215 members and others in the morning and Graham Bright, sales en-gineer with the Mine Safety Appliances Co., presided over about 180 in the afternoon. There were four prepared papers and much discussion, as well as a good luncheon between the sessions. Mechanical loading in the Pittsburgh district was discussed by L. E. Young, production vice-president of the Pittsburgh Coal Co. More companies in this district are using loading machines, more types of machines are being tried, and more coal is being mined by them than heretofore. The draw-slate above the Pittsburgh seam is the main problem; but devices for supporting and moving draw-slate are being tested. Except in two mines, the slate is being taken down. The fundamentals of the machines are similar, but the electrical drive and other parts have been improved. The problem is to recover or move as much coal as possible without hand labor. Methods of cleaning coal must be improved to meet the new methods of loading. The Pittsburgh Coal Co. has ten Joy machines and others are under order, a Myers-Whaley machine, Jeffrey conveyors, and Eichoff conveyors. The last mentioned are used in entries and other conveyors in rooms. At Montour No. 10 mine, one Joy machine is worked in rooms and one in entries.

THROUGH the courtesy of the Southern Appala-chian Coal Operators' Association, a joint meeting of the Southern Appalachian Efficiency Associa-tion and local members of the A. I. M. E. and A. S. M. E. was held at Knoxville, Tenn., on Nov. 12. In introduc-ing the subject and stating the object of the meeting, H. Foster Bain, speaking for the. Institute members, said "Shoveling coal is the largest job of hand labor re-maining in this country, with the exception of the mis-cellaneous work on the farms, and even there nearly all the big jobs are now performed with the help of machines. The men in the coal mines, by hand labor, dig, each year, more cubic yards than were taken out of the Panama Canal. It has been a natural ambition of engineers, operators and men alike to follow here the characteristic lead of American industry and to substi-tute as far as possible the work of machines for the work of men; to promote the latter to the position of con-trolling and directing mechanical power rather than being themselves the machines that lift the coal from the floor of the room into the mine car. "Handling materials is one of the regular jobs of mechanical engineers, and the American Society of Me-chanical Engineers maintains a Materials Handling Division for discussion of the technical problems con-cerned. Having in mind the excellent results that had flowed from application of mechanical power and de-vices to these problems in factories, port terminals, warehouses, and other above-ground plants, the Me-chanical Engineers began to consider the possibility of introducing similar methods underground. Individual-ly, many were called upon to design, erect and operate machines for such use and at once they found them-selves faced by many novel conditions and difficulties. The Division thereupon planned a general meeting in New York in March, 1926, for consideration of problems and progress in this field. BRinsmade, Ixmiquilpan, Hgo., Mexico (written discussion").—how far ahead of the United States are the self-governing British colonies in their application of economic democracy is well illustrated by Mr. Godson's paper. To prove this, I need quote only two of his assertions, the italics being mine: "lt is a stern fundamental principle that a11 natural resources are the inalienable property of the crown.'' "The right to a claim should only exist as long as it is worked or taxed to insure work. Once depart from that sound maxim, there results improper control of the natural resources of the country, which primarily belong to the people." These assertions formed the basis of my criticism1 of Dr. Raymond's paper in 1913, and they should be inscribed in letters of gold above the entrance to the office of every county recorder in the United States. I venture to assert that the existing United States mineral land laws are essentially unfair to the nation and a hindrance to the legitimate miner, because they fail to embody the above quoted principlca; and this applies both to state laws east of the Mississippi and to federal laws in the West. That these laws favor the forestaller and the monopolist, defraud the government of its fair share of the profits of mineral production, and tend to industrial feudalism must be evident to any competent unbiassed observer. The fact that no serious political movement arose to change them, until the conservation agitation of the last decade, may be largely explained by two salient conditions. First, as stated by President Winchell, "for a long time there was such a vast surplus, or excessive amount of unwanted, undesirable land in the West that the land offices did not scrutinize the claim sought to be located;" second, that the millions of individual farm owners throughout the country could easily be aroused, by the special pleaders hired by the great land speculators and monopolists, to use their vast political power for the suppression of any statesmen striving to incorporate in our semi-feudal land laws any such principles as those quoted from Mr. Godson. The new saw mill at Cache Bay of the Geo. Gordon & Co., Ltd., a subsidiary of International Nickel Co., of Canada, is equipped with the first fully electric saw carriage drives in Ontario. It has a capacity of 120,000 ft of lumber in an 8-hr shift. About half of the mill's production is high grade white pine lumber which is shipped to the general market. The other half, red pine is used in the mining operations of International Nickel in the Sudbury district, 55 miles west of Cache Bay. [ ] Inco with a potential need of 77 million board ft a year, gets only part of its supply from the new mill. The milling firm became an Inco subsidiary Jan. 1, 1948.

The author proposes a method used with some success on a magnesite deposit at Gabbs, Nev. He believes this procedure to be more sound than the blind practice of assigning uniform quality to large, soinetimes vast blocks or ore on the basis of analyses made of a small number of samples. When an ore deposit is evaluated on the basis of core sampling, questions always arise as to how much weight should be given the various sample grades and how the deposit should be divided into specific volumes assigned to corresponding grades. For a tabular deposit it is customary to use the so-called zone-of-influence. This zone is usually defined as the polygon in the plane of the deposit having corners halfway between a given core drill intersection and each of the nearest neighboring intersections. The volume of the ore in this polygon is assigned the analysis obtained from the drill core taken at the intersection. In massive or irregular deposits, volumes of various shapes may be defined with respect to the locations of drill core samples. These volumes may be regarded as three-dimensional zones-of-influence; the theory involved in assigning the values of the central analyses to the ore in the volumes is the same as that used in the case of a tabular deposit. The zone-of-influence method was used in evaluating one of the magnesite deposits at Gabbs, Nev.'-"

Lattice-parameter measurements have been carrzed out at room temperature on undoped and on chromium-doped wustite as a function of oxygen concentration. Results may he expressed by for the undoped uustite. These data are in agreement with and extend the work of' Jette and Foole. The present results are consistent with the cation vacancy model. for metal- deficil wuslite, both undopen and doped. SEVERAL investigators have made room-temperature lattice-parameter measurements on wustite as a function of composition. Jette and Foote used these measurements to determine the phase limits of wustite. Willis and Rooksby and Benard have also measured the lattice parameters of wustite at room temperature, but their values of a. vary considerably from those of Jette and Foote. In conjunction with Studies' on the transition from surface-controlled heterogeneous reactions involving CO-C02 oxidation of metals, lattice-parameter measurements on undoped and chromium-doped wiistite have been performed. These studies are especially needed to clarify conflicting data of previous authors, to extend the data to the stability limits of wiistite as determined by Darken and urr,6 which include a larger range of existence than that found by Jette and Foote, and to test by X-ray means the role of chromium as a vacancy producer in wiistite.

The cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose, production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may be charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a' period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting down of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will be had from new wells in after years, etc. All these conditions are exemplified most simply in the case of the Coalinga field, and perhaps these figures are more truly prophetic than the two other cases given. SINCE the exposition of the behavior of certain iron alloys by Sykes1 involving the existence of an austenite loop and the discovery of such a loop in the chrome iron system by Bain,2 there has been much conjecture both on his part and on the part of metallurgists in general as to the exact shape and location of this loop. In previous work commercial steel has been used and the microscope has been employed to locate the critical points so that the position of the loop has been quite approximate. Numerous attempts have been made to measure the critical points of the carbon-free alloys but all of these for one reason or another have failed. A satisfactory method for studying these phenomena is presented here. MATERIAL The first difficulty in this study was to obtain pure chromium-iron alloys. This has been overcome by melting in a vacuum electrolytic Eton and chromium analyzing 99.84 Cr, Fe and C. A pure magnesite crucible was used and the melt allowed to solidify in the crucible. A typical analysis is chromium, 10.10 per cent., carbon, 0.006 per cent., silicon and manganese nil. To overcome the problem presented by segregation, ingots were made into wire 0.04 in, in diameter. This was accomplished by hand-forging the ingots into rods, using an oxyhydrogen flame for heating, in order to avoid carbon. Subsequently the rods were swaged to wire, the heating being carried out in hydrogen. Thus local segregation was eliminated although differences in analysis between portions 50 ft. apart were noted. An electric-resistance method was first tried to determine the critical points, but due to the physical defects in the wire this failed. Bain had previously shown the presence or absence of critical points in a qualitative way by observing the sag in a catenary. The author has devised the following method which gives an accurate determination of the critical points from expansion-temperature curves of suspended wire, a special telescopic dilatometer being used for the purpose.

FOR the last 15 years lead has been the standard material for anodes in electrolytic zinc production and it has been generally accepted that this lead should be as free as possible from impurities. Laist1 says, "Next in importance to the purity of solution is the purity of the electrodes and tank lining material. The purest lead obtainable should be used for anodes." The same conclusion is expressed by Ingalls2 and by two German investigators who say that experiments have demonstrated that the purer the lead, the greater is its resistance to corrosion during electrolysis.3 Pure lead, however, while the best material hitherto available for anodes, is not entirely free from objection. The plain lead anode gradually disintegrates under electrolysis, so that the life of an anode, say ¼ in. thick, is frequently not more than two years. Part of the lead from the anode finds its way to the cathode, lowering the purity of the deposited zinc and decreasing the hydrogen overvoltage. The rest of the lead that comes from the disintegration of the anode goes into the manganese dioxide which is precipitated in the cells, rendering unsaleable what might otherwise be a valuable by-product. Yet a further disadvantage of plain lead anodes comes from their tendency to bend or buckle during electrolysis, as a result of intercrystalline oxidation. This makes it necessary to use a fairly wide spacing between anode and cathode to avoid short circuits, and thus leads to a higher power consumption than would otherwise be necessary. The power consumption is also affected by the high decomposition voltage at a lead peroxide surface.

AT Fresnillo a series of veins that has yielded very large quantities of silver and other metals has been developed over a length of 6500 ft. and to a depth of over 3000 ft. In the course of this work striking changes in the mineralogy and metal content of the principal veins have been disclosed and are well illustrated by assay data and ore reserve calculations. This paper describes those changes and suggests their bearing on theories of ore deposition. LOCATION The Fresnillo mines and the adjacent city of Fresnillo are in the central part of the state of Zacatecas, 35 miles northwest of the capitol city of Zacatecas, once a great silver-mining center whose total production is said to place it fourth in the world. Another famous old silver district, Sombrerete, lies northwest of Fresnillo. Fresnillo is connected by a 5-mile branch with Fresnillo station on the Mexican National Railways line from Juarez to Mexico City. Lying near the southwestern edge of the central plateau of Mexico, Fresnillo is surrounded by a semi-arid rolling plain from which rise widely scattered low hills. One of these is Proano hill, an inconspicuous elevation rising barely 300 ft. above the plain, but in and around Proa[n]o hill are the Fresnillo mines, and it is marked now by a great gash cut by gloryhole mining. HISTORY According to an account written in 1834 by Francisco García, then Governor of the state of Zacatecas, Fresnillo was discovered in 1554, and a presidio was established there in 1568 to protect travelers on the road between Zacatecas and Sombrerete. Little is known of the earliest mining at Fresnillo. which seemingly began soon after its discovery, but by piecing together various accounts, it appears that mines there were working in 1717 and were notable active in 1751 under an administrator named Murguía, who left detailed notes describing them. In 1757, however, the mines became inactive because of difficulties with creditors and no doubt also because of increasing water troubles, and they remained abandoned until 1830. In 1830 the mines at Fresnillo became the property of the State of Zacatecas because the interest of Governor García had been aroused by the long disregarded notes of Murguía. Under Garcia's energetic leadership the mines were reopened, and silver production began in 1832 in spite of serious difficulties, including abnormal rains and an epidemic of cholera. In 1833 English capital was sought to allow installation of steam-driven Cornish pumps at the two principal shafts and to build the great hacienda de benefacio (the present Proano hacienda). The company formed in 1835 (Cia. Zacatecano-Mexicana) operated successfully until 1872, when its career was brought to an end by the political and economic disturbances

In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. SILVER-cadmium near the composition AgCd shows three equilibrium phases. As with 13 brass, the high temperature phase is disordered body-centered cubic (8) and the low temperature phase has the ordered CsCl structure . However, there is an intermediate temperature phase which is hexagonal close-packed ((). In a recent paper, Speich and Mack' report on a study of the Ag-Cd eutectoid near the AgCd composition. Unfortunately, the phase diagram upon which they base some of their conclusions is incorrect. That diagram is taken from the Metals Handbook' and the error is that the 0 and ( phases have been interchanged. The Handbook gives the low temperature phase as hexagonal (designated 5) and the intermediate temperature phase as cubic ordered (designated . The error may be typographical or it may be one of confusion resulting from the use of 5, ,, and 0 for the intermediate phase in various papers. A careful search of the literature reveals that a number of authors have indicated the correct relative positions of the 13, 5, and 0 phases. The comprehensive work of Fraenkel and Wolf clearly stated that the high and the low temperature phases are either identical or are very similar. olander,' on the basis of electrochemical measurements, showed that the 13 phase is disordered and the 1 phase (designated 8" in his paper and in refs. 3 and 5) is ordered. Further work by Durrant5 using thermal and metallographic analyses provided a more precise phase diagram. A summary of these works was given by Hansen6 and shows the correct relative positions of the phases. Owen, Rogers, and Guthrie7 located correctly the upper two phases by X-ray diffraction. The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. The plastic flow of .molybdenum was studied in compression at temperatures below the ductile-to-brittle transition in tension. It was found that molybdenum is ductile in compression at all temperatures down to —196°C. The yield strength continues to increase with decreased test temperature below the tensile ductile-to-brittle transition temperature range. Difficulty was encountered in correlating the experimental data obtained with existing theories of plastic flow. THE body-centered-cubic metals as a group show a rapid and very large increase in yield strength with decreasing test temperature.' It is of fundamental importance to the understanding of the mechanism of plastic flow that this general characteristic be examined carefully. Unfortunately, brittle fracture in low-temperature tensile tests prohibits the measurement of flow properties at very low temperatures. By using compression tests, fracture can be suppressed and the plastic flow of the bcc metals can be studied far below their tensile ductile-to-brittle transition temperatures. Molybdenum was chosen for this experiment and plastic-flow data were obtained down to —196°C.

THE primary interest in the subject of this chapter lies in the fact that various heats of steel made to the same chemical specification do not always have the same properties. We are referring here, of course, to properties inherent in the just solidified ingot and are not considering variations in properties caused by variations in subsequent mechanical or thermal treatment. The expression "made to the same chemical specification" is used because some of the variations in properties are due to variations in chemical analysis within the specified ranges of those elements commonly specified and determined. In plain carbon steels these elements are ordinarily not more than five: carbon, manganese, silicon, phosphorus, and sulphur. In alloy steels the special alloying elements also are specified and. determined. It might be thought that variations in properties due to such variations in ordinary chemical composition are to be expected, well understood, and hence not in need of discussion in this chapter. It will be considered here, however, that this phase of the subject is not always wholly clear. Furthermore, it certainly seems profitable to seek the explanation of anomalous properties in the ordinary chemical composition of the steel before looking into less well understood variables of open-hearth practice. It is sometimes surprising to learn that some puzzling variation in properties is caused merely by a variation in the ordinary analysis of the steel. This surprise is apt to be due not to general lack of knowledge of the effects of the composition of steel upon its properties but rather to the fact that we do not happen to have been previously much concerned with the particular property under consideration. For example, if we are accustomed to using S.A.E. 1035 bars for applications which depend chiefly on the stiffness, strength, and toughness of the steel in the as-rolled condition, we might quite logically develop the conclusion that variations in carbon content from 0.30 to 0.40 per cent are not significant. Then if we later have occasion to make heat-treated bolts of the same grade of steel, we may be surprised to

In the dry regions of the globe many silver-deposits display certain remarkable features, which at the same time are so totally unlike anything met with among ore-bodies elsewhere that they hare long presented exceptional dificulties, not only to a satisfactory explanation of their origin, but to economical milling. A most striking peculiarity of these ores is the haloid character of many of their bonanzas. To this fact more than to any other may be ascribed most of the unusual uncertainties of mining-operations in desert countries—the marvelous local richness of the ores under certain conditions and the often abrupt transition to utter poverty; the inadequacy of ordinary prospecting customs and the constant devising of new exploratory methods; the unaccountable losses in smelting and the continual change in treatment-practice. For these anomalies certain climatic conditions seem to be chiefly responsible.
