I. GEOLOGY AND ORE OCCURRENCE IN central Colorado is a great belt of intrusive porphyry nearly 100 miles long (160 km.), extending from the Clear Creek district on the north to Aspen on the south, which includes many of the well known mining camps of the State. Near the southern end of this belt, at Leadville, the occurrence of these intrusives is most marked, resulting in intensive mineralization and the formation of a great variety of large orebodies. During the past 40 years, Leadville has been a steady producer of gold, silver, lead, zinc, manganese, iron, and bismuth, in the forms of sulfid, carbonate and oxide ores. It is the purpose of this paper to discuss pyrite alone, which, under present economic conditions, is valuable chiefly for its sulphur contents. The ore-bearing formation of the Leadville district consists of two beds of limestone separated by a layer of quartzite. The upper limestone is carbonaceous, and is known locally as the blue limestone. It varies in thickness from 50 to 300 ft. (15 to 91 m.). The lower limestone is Silurian, known locally as white limestone, and is about the same thickness as the upper bed. Underneath the Silurian limestone is a layer of Cambrian quartzite front 100 to 250 ft. (30 to 76 in.) thick resting on Archean granite, which forms the limit of ore deposition. As a rule, there is a sheet of white porphyry above the upper, or blue limestone; a sheet of gray porphyry is associated with the blue limestone, either in or below it, but the porphyries are not so regular as the quartzites and limestones and are not always found in their expected positions. Throughout the district there is an elaborate system of faults and intrusive porphyry dikes, which have all important bearing on ore deposits. The writer has seen two or three orebodies which were not closely associated with either a fault or a porphyry dike, but if the minor fractures and water courses are considered as part of the fault system it is safe to say that all orebodies are directly traceable to one or both of these causes.

SINCE the publication of Prof. J. W. Richards's paper on The Schumacher Briquetting Process,2 this process has been in operation on a practical .scale in two plants in the United States, and a few notes on the results obtained may he of interest. An experimental plant, consisting of a toggle press and a hydraulic press, was installed at Johnstown, Pa., together with the necessary bins and other equipment, and an attempt was made to briquette a mixture of Mahoning fines and blast, furnace flue dust, in a ratio of 7 parts of ore to 3 parts of dust. The results were unsatisfactory, in that the briquettes made were not hard enough to stand the severe handling to which they were subjected in the various transferences necessary between the press and the furnace. The trouble was clue to several causes: First, the mechanical arrangement of the plant, which did not lend itself to a proper hardening and loading of the briquettes into the cars. Second, the irregular composition of the flue dust, as to both its lime and its fine coke contents. Third, the variability of the moisture content of the ore, and its viscosity when wet. Fourth, the ratio of fine ore to flue dust; that is, it was attempted to bind in too large a quantity of fine ore for the small amount of flue dust used. The first trouble could be overcome, and has been improved upon in the plant as it stands to-day. The second trouble was important, because of the small amount of dust used as a binder, and might have been easily removed by mixing the flue dust of the different furnaces, which, however, was never done. The third difficulty was more serious, but could have been partly solved, had it been possible to meet this along with the fourth difficulty, by decreasing the percentage of ore in the briquettes. It was proposed to do this, but it seems that the problem at the works in question is, primarily, to prepare Mahoning fines for reduction in the blast furnace, and only secondarily to use up the flue dust, and a solution along this line did not seem to be interesting.

HIGH-IRON cements have a number of advantages over cements carrying little or no iron. The presence of iron in Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to freezing and thawing, and increases the resistance of the cement to sea or sulphate waters. During the past few years the construction of numerous dams throughout the Southeast by the Tennessee Valley Authority has stimulated the production of high-iron cements. At present a great number of specifications call for an iron cement, and the industry is supplying this demand with a Portland cement carrying approximately 5 per cent iron oxide. Several manufacturers are now making practically all of their cement of this type and a number of others manufacture it as a special cement over short periods to meet demands from the Tennessee Valley Authority and other buyers. The recent increase in the use of iron in Portland cement has created a market for iron products that previously was nonexistent. The chief sources of supply for the cement manufacturers at present are iron sand, iron sinter and slag, and ocher. The Copperhill mining district, Tennessee, supplies both iron sinter and slag for use in cement. The Cartersville district supplies iron sand, ocher, and some iron resulting from the magnetic separation of iron from barite. The advantages of these products vary according to the chemical properties of the raw materials and the methods of handling used by the different manufacturers. Estimation of local recoveries is an important issue in a selective mining operation. Two techniques, probability kriging and multigaussian kriging, are applied to estimate local recoveries at Jerritt Canyon. The pros and cons of each method are discussed in light of the results. Both methods provide simple and satisfactory solutions to the problem of estimating local recoveries. Consequently, they can be useful tools to work with in a selective mining operation.

As there exists a strong trend to computer assisted mine design, this twofold presentation will emphasize an examination of the parameters wed to create a mine design computer program. The program results are a first-order engineering design and evaluation of methods wed to handle the parting or inner burden found in thick-seam western surface coal mines. The alternative selections are draglines, backhoes, scrapers, front-end loaders, shovels, and bucket wheel excavators used in direct stow or haul-back techniques. The computer program wed in the design selection will be explained and typical input and output information shown.

Major reserves of phosphorite were found in the Georgina Basin of northern Australia in the period 1966-1968. Geological investigations by various companies and the Bureau of Mineral Resources of Australia show that these phosphorite deposits are associated with siltstones, cherts, siliceous shales, and limestones of the Beetle Creek formation or its equivalents, all of lower Middle Cambrian age. The discoveries resulted from systematic Australia-wide exploration programs by several companies utilizing, in concept, the relation of basin stratigraphy, lithologic associations, tectonics, and phosphate occurrences to paleogeography in respect to its paleolatitude and areas of supposed oceanic upwelling. In terms of field techniques, the first discovery at Duchess, North Queensland, resulted from the recognition of a phosphorite interval at depth in a stratigraphic oil well followed by prospecting of the nearest outcrop of the equivalent aged rock succession. In Northern Territory, the Wonarah-Alexandria deposits, which do not crop out, were discovered by analysis and interpretation of gamma radiation logs followed by drilling.

THE Dust Symposium was attended by approximately 100 persons, nearly all of whom remained from the starting hour (2 p. m.) until the use of the auditorium was demanded for another meeting at 5:30 p. in. In calling the meeting to order, D. Harrington made a few remarks as to the importance of the health dust problem in mining as well as in general industry and expressed gratification that the subject is now out in the open and that mining people are desirous of ascertaining the facts. B. F. Tillson acted as chairman of the meeting. The milling executive who desires to know what to do to prevent his workers from being unduly exposed to the dust hazard can get much out of the paper by D. E. Cummings, who has been doing much work in mines trying to keep -the dust in the air within safe limits. His recommendations indicate that the main protection of the worker in mines is by adequate ventilation, supplemented by the extensive use of water in drilling, as well as in water curtaining to condition air both in regard to dust content and to temperatures. Blasting was shown to be one of the chief causes for dust and it was recommended that whenever feasible all blasting should be delayed to the end of the working shift.

THE normal statistics of supply and demand of petroleum and its products have little more than local influence on the market movements of oil securities. The two major reasons for this condition might be called the technique of production and the technique of refining. The speed of improvement in each and the complete lack of control of their, inter-relation have resulted in overproduction of both crude oil and gasoline in the face of immense in-crease in demand. The trouble with oil securities has been that of the mushroom radio companies, where too frequent changes have killed the possibility of profits. It is a case of too much efficiency. During the past ten years there has been continual talk of wasting reserves of crude oil. This has been based on "present methods of production." Yet the methods of ten years ago in the oil industry are as antiquated today as the kerosene lamp.. The fear of famine has transformed the industry. The refiner, through the cracking process, has doubled the gaso-line output from a barrel of crude oil, thus doubling reserves and changing a current undersupply into oversupply. When the automobile driver desires he can again double reserves and transform want into abundance by demanding an automobile which will deliver twice as many miles per gallon of gasoline. Entirely apart from refining and in complete dis-regard for its needs, the oil producer has forged ahead at a pace too rapid for his own good. The science of geology has developed with experience and' lavish expenditure into a constant danger to profits in the production of oil. Two and one-half per ;cent of the producing wells in the United States are yielding one-half of the oil, while their flush production is used as an excuse to force down the price of crude oil until 200,000 wells must be abandoned or produce at a loss. The fabulous yield of the new high-pres-sure fields enables the fortunate owners to make a profit regardless of the price of oil. Such a condi-tion is unhealthy from the standpoint of oil itself and as a national policy. It is manifestly absurd to suppose that such a condition can endure for a gen-eration. There will come a day when the sequence of discovery will be temporarily broken, and at that time the consumer will be forced to pay heavy interest on the foolhardy policy of today.

Before the arrival of central-station power, all coal and metal mines generated their own power and, in many cases, these isolated power plants gave a fair continuity of service. In coal mines that produce considerable gas, it is essential that power be available at all times for operating the ventilating fan and the hoist, if the mine is of the shaft type. In the case of an isolated power plant, if trouble should develop with the fan the men can be hoisted quickly when the mine is of the shaft type. On the other hand, if trouble develops with the hoist, the fan can be kept in operation, and there will be no necessity of haste in getting the men from the mine. Now that central-station power is being used so extensively for mine service, the continuity of service with gaseous mines is very important. : Inherently, the central station is much more reliable than any isolated plant, but trouble may occur on the transmission lines which may prevent the transmission of power for a considerable time. : Some mines have kept their steam equipment intact and ready for operation in case the purchased power should fail. This is expensive procedure, for the boiler plant must be fired at all times so that the emergency power will be quickly available. In a number of instances, gasoline-engine driven generators have been installed to furnish emergency power for the service hoist. As most service hoists are of the alternating-current type, the generator of the gasoline-engine driven set is usually of the a.c. type and is arranged to drive the service hoist motor at full speed, or an extra motor that can be thrown into gear on either the main or service hoist and the hoist operated at a greatly reduced speed. This arrangement is used because it is difficult and expensive to obtain and install large gasoline-engine driven units. The author has recently developed a plan by which the main hoist and the fan can both be operated at reduced speeds, in case of loss of power from a central-station power system. At Balmat in northern New York State, the St. Joseph Lead Co.'s 2100-tpd zinc mining and milling operation is utilizing a unique thickener in conjunction with conventional crushing, grinding and flotation methods. From 1930 through 1962, zinc concentrates went directly from flotation to the filtering, drying and loading facilities, all of which had to operate 24 hr per day. Wide fluctuations in tonnage also had to be accommodated due to variations in the grade of ore. Many problems were thus encountered in filtering and drying, but the cost of installing a conventional, large diameter thickener could never be justified. In 1963, after thorough investigation, an unconventional thickener that is unusual in several respects was installed at Balmat. The tank depth is 16 ft instead of the normal 8 ft. The rakes are raised and lowered by having the main drive gear located on a movable platform. Automatic controls are programmed to raise the drive platform and rakes during one shift of storage. During the next two shifts of withdrawal, the controls are programmed to lower the drive platform and rakes.

Sintering is a process in which the pore structure of an agglomerated powder is modified. For many applications, it is desirable to be able to control the pore structure in order to optimize such properties as mechanical strength and reactivity (availability and accessibility of solid surfaces to reactant gases, for example). In general, these properties will be determined by the total porosity and the pore size distribution of the agglomerate. In the work described in this paper, a physically realistic mathematical model for the sintering process has been developed. The model is based on the usual assumption that the pore system in an agglomerate can be treated as a network of interconnecting, cylindrical pores of continuously varying size. It is further assumed that the total pore length is conserved during the course of the sintering process. Using standard expressions for the rate of shrinkage of an individual pore, the model can be used to predict the changes in total porosity and pore size distribution as sintering proceeds. Experimental pore size distributions, obtained by mercury intrusion porosimetry, for the sintering of oxides appear to be in general agreement with the predictions of the model.

The stability of a 70/30 Mn-Cu alloy aged to peak damping has been investigated using electron microscopy, X-ray diffraction, and torsional pendulum measurements. Storage at room temperature or at 100" C causes a reduction in damping capacity. This is shown to be due to the formation of subdomains which "lock" the main domain structure and so hinder their movement. After storage the damping capacity can be restored by a retransformation treatment, which generates structures identical to those found in newly aged specimens. Plastic deformation by rolling also causes a decrease in damping capacity. In this case the damping capacity can only be restored by retransformation if the amount of deformation is less than about 5 pct. THE general metallography and structure of these high damping capacity alloys has been discussed in Part I of this work.1 Part II deals with some of the variables that affect the damping capacity. In particular, the stability of the damping capacity of a 70/30 alloy aged for 2 hr at 425° C and quenched has been investigated. The temperature sensitivity of the damping capacity of a 70/30 alloy aged for 2 hr at 450° C has been reported by Birchon.2 The damping capacity begins to decrease with increasing temperature, and is very low above the M, temperature of 125°C. The cubic — tetragonal transformation is completely reversible and there is no apparent thermal hysteresis associated with the change in damping capacity. Another important effect was first reported by Dean and his coworkers.3 They noticed a decrease in the damping capacity with time for specimens of a quenched tetragonal alloy. More recently workers at the Admiralty Materials Laboratory 4 have studied the stability of an aged 70/30 alloy. They found that the damping capacity decreased to half its original value after about 1000 hr at room temperature. EXPERIMENTAL The techniques used for electron microscopy and X-ray diffraction have been described in Part I. The damping capacity was measured by means of a torsional pendulum, using rectangular specimens, 3 by 0.3 mm with a 6 cm gage length. The specific damping capacity, S.D.C., was calculated as a percent amplitude decay in free vibrations over 10 cycles, starting at an amplitude which corresponded to a 700 psi surface shear stress. Because of the stress dependence of the damping,' the values obtained were about a third those reported for a 5000 psi surface shear stress.' RESULTS a) Effect of Aging Temperature. The effect of aging temperature on the damping capacity is shown in Fig. 1. The damping capacity reaches a peak of 12 pct after aging at 400° to 425°C) then begins to decrease as the volume fraction of a Mn increases. At higher aging temperatures the structure becomes cubic again with a low damping capacity. b) Stability of the Aged Structure. The damping capacity of the aged alloy decreases with time at room temperature. This process could be accelerated by storing at 100°C, when about 100 hr were required for the damping to fall to half its original value. The results of room temperature and 100°C storage, for times up to 1000 hr, are shown in Fig. 2. The damping capacity starts to decrease after about 24 hr at 18° C and 1 to 2 hr at 100°C. It was found, however, that the damping could be almost completely restored by retransformation. The specimens were held at a temperature above the M, for a short time, 250° C for 5 min, and then quenched. The values of damping capacity for specimens that were aged, stored, and then retransformed are shown by the full points in Fig. 2. When an oil operator becomes a party to a proration agreement he may wonder, with good cause, whether production prorated .today is merely deferred until tomorrow or whether oil might be lost. Various types of evidence obtained from production records when studied quantitatively are of great assistance in arriving at definite conclusions. A study of individual examples cited in this paper leads towards some solution of the problem, particularly when they are considered in the aggregate. Many production curves on various pay horizons were studied. A disappointingly large number of these were of contributory value, but inconclusive. However, there were enough curves of similar type from the Wilcox sand at Earlsboro, Bowlegs, Seminole City, the Cromwell horizon at Little River, and the Simpson dolomite at Valley Center, Kansas, from which reasonably definite conclusions were drawn. Assuming that deferred production is later made up with no increase in ultimate recovery, a curve (Fig. 1) shows the normal flowing and pumping life of a composite well, contructed by the family curve method. The initial production of the well shown is 1700 bbl. daily and the allowed production is 25 per cent. On this basis the average daily allowed rate for the first month is 425 bb1., or the area BCDE, which is equivalent to the area AFDG under the normal decline curve. The potential production for the second month is 1500 bbl. and the allowed production 375 bbl. daily. By this procedure a potential curve for each succeeding month is obtained (points A, H, I, J and K). If the well is opened it should produce somewhere near its potential curve for a short period and then decline at a more rapid rate than the potential curve. This theoretical analysis is basic. Actual examples exhibiting all points raised by the ideal curve are rare. Most of the recent discussion of the mineral land law published in the Transactions is in the abstract—an exception being Mr. Goodale's paper, The Apex Law in the Drumlummon Controversyll which illustrates in concrete instances many of the practical disadvantages of what Dr. Raymond has called "The Law of the Apex." The present paper, it is hoped, may serve a similar purpose, emphasizing the necessity for a change in our mining laws, and bringing home to mining engineers some of the defects and dangers of our present code. There are many storm centers of "apex litigation" in the Rocky Mountains; and not the 1east. of them is the Wardner camp, where such litigation has been almost continuous since 1892, and the end is not yet. In their decisions, the courts have accepted the claims of the litigants that the "Wardner vein" is a broad zone varying from 250 to 500 ft. in width at the surface. This is the simplest theory which could have been advanced, and probably decreased, rather than augmented, the number of contests; in fact, every one of the claim owners seemed to feel that the greatest advantage would accrue to him if this theory were adhered to. The dominant structural feature of the Wardner vein is a persistent fault, striking N. 40' W., dipping about 40" to the southwest and called the "Wardner foot wall." Fig. 1 is a composite of two adjacent cross-sections of the vein and is a fair representation of the relative size and shape of the orebodies and their relation to the "Wardner foot wall." The country rock is a comparatively thin-bedded sericitic quartzite which has an average strike of N. 80" W. and dips at high angles to the north and south. The movement on the Wardner foot wall is apparently normal, and there has been more or less brecciation on either side of it; but as the moving mass was that above the foot wall, the brecciation has been more complete on that side, and has extended farther from the plane of movement. In situ mining and dump leaching has been practiced for years. Recent environmental concern over conventional mining and milling techniques has rendered in situ mining more attractive. While there are many environmental advantages to in situ mining, there are disadvantages which, if ignored, can lead to environmental damages, followed by stringent control. The environmental advantages and disadvantages of the various types of in situ mining operations are discussed. Current legislation and regulations governing in situ mining are cited, together with a suggested program of environmental monitoring designed to protect the mining company as well as the environment. Suggestions are made for possible solution of existing pollution problems associated with previous mining activities by heap-leaching techniques. Present and indicated control of subsurface injection is traced, because of the many similarities in philosphy and monitoring requirements to in situ mining.

Coal preparation practice and trends follow, among other factors, production trends in any given area. Considering an area the size of a state, some broad predictions may be made after a review of the annual production records. As this paper is concerned with coal cleaning in Utah, data on its production record are pertinent. Table 1 shows the percentage relation of coal production in Utah to the national total as a single figure up to 1935 which includes all recorded production. From 1935 through 1947 these data are presented by years. It is evident from these data that the production of Utah coal is ascending. The reason for this trend is industrial growth in the West resulting in a population shift which accounts for more people than the normal increase would supply together with Utah's relatively fortunate geographical location and its abundance of good-quality coal. Utah is also hopeful of supplying more coal in the future for West Coast power generation.I Utah is not unique among coal-producing states in anticipating greater production in the future. Coal Age states, " . . . it is now evident that a billion-ton yearly production of anthracite and bituminous by 1960 is not impossible." At present it is about 610,000,000 tons, the all-time high in 1947 was approximately 687,803,000 tons. In view of the trend outlined above, obviously more new mines will be required to produce the necessary tonnage. These in turn will require more mechanical cleaning capacity. Whether the required new plants will be built by present operators of mines and mechanical cleaning plants or by others now in the business of producing coal or expecting to enter it is of no consequence in this discussion. The fact is— they will be built.

Gasoline is undoubtedly of major importance not only to the petroleum refiner but to the producer. To study the economic aspects of gasoline is, in a measure, a constructive effort to solve the problem of overproduction not only for the refiner but for the entire petroleum industry. After all, the prime object of producing crude petroleum is to supply motor fuel and lubricants to nearly 25,000,000 American motor vehicles, not to mention the increasing demand for these products abroad. Since gasoline furnishes the chief source of revenue to the refiner, it follows that this important product should veritably become recognized by all branches of the petroleum industry as an almost infallible index of day to day requirements of the producer and the refiner. A careful study of gasoline statistics over the past decade or more reveals that there is a definite correlation between world-wide gasoline requirements and the demand for crude petroleum, as well as all other petroleum products. This leads the writer to the conclusion that gasoline is literally the economic yardstick of the entire petroleum industry. Control of Operations That the refiner has begun to recognize the urgent need for controlling his operations is evidenced by the results of the past three years. Unfortunately, it is a difficult problem to convince the refiner that he cannot run crude in excess of the demand for gasoline, without incurring a consequent decline in the market value of this and all other products of distillation. Undoubtedly, he still has much to learn in this respect. Few commercial products have enjoyed such phenomenal growth in demand as has gasoline, and, at the same time, few products have failed, as has gasoline, to reap financial benefit from the popular demand for a national necessity. Perhaps this unprecedented demand was responsible for the overextension of retining facilities, which resulted in the excesses of recent times; at any rate, as the demand for gasoline grew by leaps and bounds, so the refining industry continued to increase its capacity for

MY REMARKS, which I feel highly honored in being invited to make, shall be limited to a consideration of -the mining and metallurgical problems involved in this question; in fact, these problems alone might well be considered as suffi¬cient to explain the existence of the Ruhr situation and to justify the steps taken by France in this affair. Comparing the France of pre-war days with the France of the period following the Versailles treaty indicates clearly how the Ruhr question is a direct consequence of the new economic conditions which have prevailed in Europe since peace was signed between the Allies and Germany. Before the war, in 1913 for instance, the French out¬put of iron ore was 22,000,000 tons. This output, which decreased considerably during and immediately after the war, has about regained its previous level. It should be noted that 96 per cent. of the production of iron in France is obtained from the eastern part of the country, in the districts of Nancy, Briey,. Longwy, Metz, and Thionville. This concentration of practi¬cally all the iron mines into one district creates a very serious problem for France, involving strategic and economic consequences. The strategic problem arises from the fact that the whole iron resources of France lie close to the frontier of Germany, at a distance of only a few miles; hence it is of the' utmost importance for France to be assured that her eastern frontier shall not be at the mercy of a sudden invasion by an army which could in a few hours deprive France of her iron resources and render her powerless to defend herself. Invaded by her Eastern neighbor three times during the past 100 years, France has had dire experience with what such invasions mean for her. Wherever the German armies have passed, they have left an inefface¬able trail of desolation. France, therefore, intends to protect herself by sufficient and efficient guarantees against renewed invasions of her territory.
