In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. NO doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data. Dr. Cook's analysis of rock behavior based on energy considerations represents a significant new approach to mining rock mechanics problems. Although the foundations of this analysis are somewhat broader and more general than elastic analysis, the development and applications are grounded almost entirely in the theory of elasticity. It has long been known1,2 that all rocks, even granites and dense limestones, exhibit nonlinear time-dependent strain properties to a greater or lesser degree. Creep strain (that is, deformation under constant stress) in salt, potash, and trona can be several orders of magnitude greater than instantaneous elastic strain. Design of underground workings in these materials must incorporate provisions for these strains and must therefore go considerably beyond elastic analysis. Some of the principles of underground design in highly plastic materials will be discussed in this paper. Since all rocks, especially when highly fractured, exhibit a certain amount of creep-type strain, these concepts should be at least recognized in any rock mechanics problem. The object of this paper is to describe briefly the practical results obtained in several problems of civil engineering by resistivity measurements of the underground. It is intended for the mining engineer, as well as for the construction engineer; the stratigraphical problems discussed are general and frequently are encountered in mining exploration. Resistivity measurements have been used in mining and oil exploration for a number of years.' Their introduction in the field of civil engineering, on the contrary, is rather recent. It was applied for the first time in the spring of 1928 near Littleton, N. H., in the survey of two dam sites for the New England Power Assn.2 Since then, the geophysical firm with which the author is connected has had an opportunity to develop this field of activity, and more than 20 investigations at dam and tunnel sites have been carried out in the United States and Canada. A part of this work has been verified by underground or drilling exploration. This paper deals with but a few of the results, which we are permitted to make public now. The theoretical and technical sides of the processes employed will not be discussed; they have already been described in various technical publications. In 1968 the metal-mining industry of northern Idaho installed tailings ponds as a means of handling and treating mine wastes, metallurgical process wastes and domestic wastes. The installation of the ponds constituted a crash program to minimize pollution of the Coeur d'Alene River. The ponds provided an opportunity to investigate which combinations of wastes tailings ponds can be treated. The research data pertaining to tailings pond discharge lends insight into compliance with the recent EPA guideline for effluent quality.

In the interesting Institute symposium of the preservation of peace by force, through mineral control, one important aspect of the question was not presented. This is the responsibility the United Nations, and particularly the United States, will incur the through limitation of the economic activities of nations that are now friendly to us, as well as of nations that are enemies or are under the control of enemies. After the war all nations, friends as well as enemies will be poor. Hunger and bankruptcy will, will like the sword of Damocles, hang over the heads of all of us on this blundering planet. When the actual fighting is over, there will be a universal attempt to squirm out from under the sword by resuming production of peacetime goods, for trade as well as immediate consumption.

Whereas single particle flotation is considered to be evoked by physico-chemical bubble adhesion, floc flotation seems to be governed by other mechanisms. This study demonstrates that air bubble size does not affect the flotation efficiency of inorganic particles which have been destabilized by different means: 1. addition of simple salts and 2. polyelectrolyte dosage. The air-to-solids ratio A/S does not influence the solids removal efficiency within a broad range of examination. However, there is a significant difference between A/S-values necessary to obtain optimum flotation comparing both destabilization mechanisms. Polyelectrolyte concentration corresponding to complete particle destabilization at the isoelectric point leads to optimum sedimentation rates but not to optimum flotation efficiency. To obtain optimum solids removal by flotation higher polyelectrolyte concentrations are necessary resulting in a positive solids surface charge. These effects are explained on the basis of different floc structures.

INTRODUCTION This paper defines equity as the issuance of a permanent interest in the business on a broadly distributed basis. As such, it excludes the issuance of equity to either a merchant bank or to another corporation. Nearly twenty years ago the equity markets were very simple: The instruments used were primarily common shares, convertible debentures or convertible preferred shares. Another equity-type option often used, especially by junior companies, was the sale of joint venture interests. Issue sizes were generally in the order of $25 - $100 million and issues were syndicated primarily in North America and Europe by one or two investment dealers. Mining corporations today benefit from a market with much more depth. Issues are syndicated by dealers on a truly international basis, and issue sizes now often range up to $300 million. Moreover, dealers are now willing to take significant risk in buying the issues for redistribution. This discussion of trends in equity markets will encompass: 1) common shares 2) warrants to buy common shares 3) convertible debentures 4) commodity backed instruments A review follows of events that affect the mining industry and investment dealers as they have a bearing on the equity markets for the metal producers. FACTORS AFFECTING THE MINING INDUSTRY The current business cycle, up to October 1987, had been characterised by a buoyant stock market and depressed base metal prices. Mining companies entered this period with weak balance sheets and little prospect of cash flows meeting capital needs. The issuance of equity and the sale of assets were used extensively to reduce debt to manageable levels. During this period, the relative high price for gold, and more important, the very high earnings and cash flow multiples afforded to gold producers, caused companies to target gold as the only game in town. The need for capital to acquire and develop gold properties prompted an unprecedented volume of equity issues. (Burns Fry led or co-managed over $1 billion of mining equity issues per year during this period). This high demand for equity capital by the industry prompted an increase in the use of equity instruments, such as commodity backed instruments. In addition, government tax incentive programs in Canada, such as flow-through shares, allowed smaller companies to raise significantly more equity than would otherwise have been possible. Over $1 billion in flow-through equity was raised in 1987 alone. The abundance of flow-through capital in Canada made it easy to form a new company. One flow-through share fund developed a system of providing the working capital required for a company to be eligible to receive flow-through share capital so that an entrepreneur required only a mining property to get started. Many new companies were formed and several flourished in a buoyant stock market environment to the point that market capitalizations grew to $100 million or more. The current period is in stark contrast to that before October 1987. The equity markets are generally available to the resource industry only on a window basis and only for senior companies and for special situations. The industry is benefitting from buoyant metal prices, and bankers are anxious to provide debt capital. Investment dealers previously processing several equity issues

The little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map, Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90" in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. History. On the discovery of the silver-lead bearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of about 3 miles east and 5 miles west of the town. The domestic iron and steel industry is a vital and major segment of the US economy. Including its employees in coal mining, iron ore mining, limestone quarrying, and related transportation, the industry directly provides jobs for approximately 750,000 people, has a $10 billion annual payroll, and indirectly supports a substantial volume of employment for the entire country. Because of its size and visibility, if nothing else, the US iron and steel industry has always been an easy target of attack and has often been subjected to a great deal of political sound and fury. Today, the industry has different troubles and is fighting for survival: it is faced with spiralling costs, inadequate earnings, labor unrest, foreign competition, government over-regulation, an acute shortage of investment capital, and an all-time high debt burden.

THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

The occasional reports of progressive furnace-men, giving the results of physical tests to prove the superior qualities of their pig-irons, have encouraged the writer to believe that the time is ripe for the discussion of such work, and the inauguration of some correct system by which the furnace-man and the founder could make intelligent comparison of the elements of strength, deflection, contraction, and chill presented in pigmetal. In most cases the physical tests now made by furnace-men define but one quality in the iron, and are generally too vague to permit any true comparison. For example, one furnaceman tells us he can punch holes in his cast-iron, wishing it to be inferred that the iron is very soft and strong. Another furnace casts a long wedge, the thin end running to a knife's edge, which is supposed to prove the fluidity of the iron, for the founder's benefit. Another casts in square-cornered " chills," to define the hardness or softness of the metal. To the writer's knowledge these tests are not advocated by their originators as suitable for standards; and they are, to his mind, but evidence of unrest on the part of progressive furnace-men, who feel that something should be done in the line of physical tests. The writer knows of no furnace-men who make and keep records of the strength of their iron obtained by means of tests made on recognized standard testing-scales ; but he does know of a prominent furnace-salesman, who, not long ago, came into possession of a 1-inch square bar that stood 1400 pounds

INTRODUCTION For many tailings ponds, particularly those having substantial watershed areas, the control of pond water levels will be a major factor influencing the operation of the pond and the design and construction of the dam retaining the pond. This paper summarizes the basic factors affecting the control of water in tailings ponds, methods of water control, and methods of estimating the variables involved. The influences that pond water levels can have on the design, construction, and stability of tailings dams are explained in order to emphasize the importance of water control in the overall planning of mine tailings disposal systems. Two examples of pond water control planning conclude the paper. BASIC FACTORS The principal factors influencing the control of water in tailings ponds are illustrated on Fig. 1. Fig. 1 (a) shows the general disposition of the tailings solids and water in the pond; the solids settle from the slurry to form "slimes", deposits sloping down into the pond from the points of discharge; these slimes hold volumes of water in the voids between solid particles; water in excess of this "retained" water forms a pool of "free" water laying over the slimes deposits. In some cases, tailings solids (and water) go to the tailings dam for its construction. Fig. 1 (b) indicates those ways additional to tailings disposal in which the pond gains or loses water. These include surface and sub-surface runoff from the pond watershed, water reclaimed from the pond for ore processing, evaporation, and seepage. Seepage losses sometimes include water draining from tailings sand placed in the dam, but a portion of the total seepage flow is often collected and returned to the pond in order to avoid downstream pollution and to recover water for re-use. PRINCIPAL REQUIREMENTS In relation to the control of water in a tailings pond, the first requirement is usually to maintain a pool sufficiently large to ensure adequate clarification of the free water prior to its reclaim for use in the mill, or its discharge from the pond.

A statistically designed, experimental study showed how gangue minerals, flux additions, fineness of grind, firing temperature, and time affect the properties of acid pellets made from a Western Australian hematite ore. Alumina has less effect than silica and lime, but interactions between the six variables occur, which influence abrasion index, reducibility, and cold compression strength. Finer grinding has little influence on reducibility but improves the other two properties. The major variable is firing temperature, which interacts with all other variables to affect pellet properties. Calculations based on the data show the implications for straight-grate pellet plants and optimum hood temperature ranges.

HISTORICAL SKETCH THE selective action of oils for lustrous minerals was first disclosed by Haynes in 1860. In 1885, Miss Carrie Everson elaborated this idea and also disclosed the fact that acid increased the. so-called selective action. Her patent called for oils, either animal, vegetable or mineral, also for an acid or salt. The process was tried out on a practical scale in Baker City and Leadville, in 1889, and failed: first, because,, as has since been shown, of the unsuitability of the ore to flotation; and second, because the invention was too far in advance of the times. Then followed the Elmore brothers, first with their bulk oil processes and later with their vacuum method. The basic principles of oil flotation were undoubtedly covered by the above inventors, the work done since their time being merely a building up on ground work laid by them. Different kinds of oil, different quantities of oil, and all the varying degrees of agitation, were all exemplified and practiced by them in one phase or another, and the developments that have since been made are but elaborations of the fundamental principles laid down by Haynes, Everson, and the Elmore brothers. In 1902, the Potter-Delprat process was developed in Australia. In this process no oil was used, the mineral being raised by the generation of gas, brought about by the introduction of acid into the pulp. The mineral particles appeared on the surface of the separatory vessel, in the form of a scum or froth, buoyed up-by minute gas bubbles attached to them. This no doubt first gave the suggestion of gaseous flotation. In 1902, also, Fromont, an Italian, was granted a patent in which. he combined violent agitation with oil and gaseous flotation, the gas being generated within the pulp, in much the same way as in the Potter-Delprat process.

Introduction THE exhaustion of oil and gas in the United States is proceeding at a rapid pace. This is especially true in fields where the light oils that furnish the most fuel for internal-combustion engines are found, leading to a late estimate by Arnold that the petroleum resources are 36 per cent. exhausted.1 The further remark by Dr. David T. Day at the New York meeting of the Institute, in February, 1916, that the operators of the country are now scarcely able to supply the ever-increasing demand for gasoline, leads the writer to believe that a determined effort will soon be made to secure deeper producing horizons in those regions that now furnish high-grade oil, and in which pump stations and pipe lines offer convenient means for the economical handling of new production. A study of Arnold's table shows further that the States that produce paraffin oil exclusively are 45 per cent. exhausted, this figure being much higher than the average of paraffin and asphalt States altogether. The most extensive of all the paraffin-oil-producing areas is the Appalachian Field, extending with the Appalachian Geo-Syncline from western New York southwestward through western Pennsylvania, western West Virginia, Ohio, Kentucky, and Tennessee, where oil of high gravity is always secured. Of these States, Pennsylvania and West Virginia rank highest in. the quality of their product. In West Virginia, the oil sands dip to a lower level than in any other locality in the Appalachian Geo-Syncline, the Pittsburgh Coal of the Pennsylvanian being only 50 ft. above sea level along the Nineveh Syncline at Wileyville, Wetzel County.2 The very significant fact that the sands of the Mississippian and Upper Devonian Measures furnished the richest oil pools of the State along this

The process of solvent extraction.(or liquid-liquid extraction) is a separation technique involving mass transfer across a phase boundary, and as such is not limited to metal transfer from an aqueous to a non-aqueous phase, or, vice versa. We shall here, however, restrict ourselves to the application of the solvent extraction technique to metallurgical processing. Basically, the process of solvent extraction as applied to metals separation and purification requires only that a specific metal be transferred from, initially, an aqueous phase to a non-aqueous phase, followed by a reversal of this transfer. IT has been discovered by skilled bell founders, more through experience than from geometrical calculation (although calculation does enter), that a certain relationship of dimensions in both large and small bells makes the tone and the weight almost certainly what is desired. This is in addition to the customary shape which is, according to the historians, perhaps that found by the first discoverers of bells. Among themselves bell founders have made a rule of these measurements and have called it the bell scale. Beginning with the small ones weighing ten pounds, it increases by degrees to a point where, as I have seen, they are able to make them even twenty-five and thirty thousand pounds. This scale is of great enlightenment if one does not have a bell already made for comparison.

INTRODUCTION The equilibrium constants for methane and for water, and for ethane and water have been calculated from experimental data for the two binary systems.2,3,11,12 These constants are for the two-phase systems for the temperature range of 100" to 340°F and the pressure range of 200 to 10,000 psia. The constants for ethane are greater than those for methane. Equilibrium constants for a natural gas from a natural gas-water system6 are about the same as those for methane. Equilibrium constants for water in all three systems are very nearly the same over the greater part of the range of temperatures and pressures studied. In ideal solutions, the vapor-liquid equilibrium constants for a component should be the same in all such solutions at a given temperature and pressure.5 Few solutions are ideal, and consequently the use of generalized constants often leads to error in situations where they do not actually apply. In decidedly non-ideal systems, it is desirable to have equilibrium constant data for the specific system. Vaporization equilibrium constants may be calculated either by thermodynamic methods or from experimental vapor-liquid equilibrium data. In the thermodynamic calculation. the equilibrium constant K may be shown to be" K = fP,/fl'..........(1) where fPi is the fugacity of the pure component i at the given temperature and at the vapor pressure of the pure component, and fp is the fugacity of pure i in the gaseous state at the temperature and total pressure of the system. At best the thermodynamic calculation results in a K applicable to ideal solutions. Equilibrium constants calculated from Equation (1) have been found to have only limited agreement with experimental values, even though the solutions for which they were calculated approached ideality."'" If the more volatile component is at a temperature above its critical, the accuracy of the equilibrium constant for the component is made more doubtful by the use of the vapor pressure term under such conditions. In order to make the thermodynamic calculation on a component above its critical temperature, one must resort to one of the empirical methods of extrapolation of the vapor pressure to conditions above its critical point.13 Application of the thermodynamic equilibrium constant then to the methane-water or the ethane-water systems would be risky since the systems are non-ideal, and the methane and ethane are above their critical in most petroleum operations. THE development of a geological department as an integral part of the Tennessee Coal, Iron & Railroad Co. in the Birmingham district, Ala-bama, in 1908 was an innovation probably unique for any mining organ-ization south of the Ohio River, At that time a few of the oil companies were starting geological departments, but there were no geologists among the larger industrial organizations. The Tennessee Coal, Iron & Railroad Co. had been a substantial producer of pig iron for many years and was just getting a start in the manufacture of steel products from the pig iron. It had large acreages of coal land, ore land and timber land, but there was lacking the detailed knowledge of the possible mineral resources of much (of its territory, and this territory at that time covered an area in the neighborhood of 500,000 acres in the states of Alabama, Tennessee and Georgia. Those responsible for the operations of the mining properties, not being familiar with the kind of help that might be expected from geologic work, were decidedly skeptical of the utility of the work. Therefore it was necessary to develop cooperation with the mining organization, by not infringing upon its functions, and by developing the work in such a manner as to demonstrate to the mining department its practical utility. In the first instance the man responsible for a mining operation is apt to assume the attitude that the geologist is a blockader, because the geologist, unfortunately, is obliged to point out difficulties in the carrying out of mining operations in the way originally planned. He points out the dangers of mining out one coal or metal seam at the ultimate expense of an upper or lower seam, and he develops structural features, such as faults and folds, which call to the attention of the mining operator diffi-culties in his future operations, which the latter had not anticipated. Eventually, however, -the value of having these data became ap to the Tennessee Coal, Iron and Railroad Co., and the operators not only welcomed the geological work and cooperated fully in its acquisition of essential information, but reached the point of asking assistance and advice; and complete coordination of the two activities has existed for many years.

The purpose of this paper is to present an analysis of the unit operation of grinding and the circulating load, of the unit operation of classification and the circulating load, and of the two superimposed into one operation to clarify the overall trend of events relating the circulating load to the capacity of the closed circuit grinding system, to the specific surface area of the final fine product, and to the energy consumption in the closed circuit grinding process. The capacity of the closed circuit is frequently, if not always, determined by the classifier, not by the mill." With these words a startling idea was expressed in 1934 by Dorr and Anable.1 Today, some 30 years later, grinding in closed circuit is universally accepted. The basic curve presenting the capacity factor versus circulating load by Dorr and Anable has obviously been so convincing that not a single authoritative investigation regarding its validity seems to have been conducted. The only major subject of discussion appears to have been the relative merits of the 'high' and 'low' circulating loads. It seems to be universally agreed that much still remains to be hoped for regarding sharpness of classification. BASIC CURVES FOR CONSTANT MILL LOADING Fig. 1 presents a series of basic curves for constant mill loadings in function of new feed rate and circulating load. The mill loading indicated by each curve is the sum of hourly tonnages of new feed and circulating load. For example, at point 0 where the new feed rate is 100 t/h and the circulating load 300%, or 300 t/h, the mill loading is 400 t/h. In closed circuit grinding, the new feed rate corresponds to the rate of finished classified material produced. Although at this stage the effect of classification is excluded in construction of the basic curves, the trend indicated by these curves is strongly in favor of closed circuit operation under relatively small circulating loads. A study of the curves reveals that, e.g., a mill operating under a load of 200 t/h at point P where the new feed rate is 50 t/h and the circulating load 300% will also operate under the same total load at point Q where the new feed rate is 100 t/h and the circulating load 100%. In other words, a reduction of circulating load from 300% to 100% would lead to doubling of the new feed rate and doubling of the rate of production of finished material, without a change in the total mill loading. The obvious question is, is it also possible by a reduction of the circulating load in a closed industrial grinding circuit to increase the production of finished classified material and, if so, how and to what extent? GRINDING TESTS BY DORR AND ANABLE In a series of open circuit grinding tests reported by Dorr and Anable1 limestone was ground at various feed rates in a 3-ft ball mill. The original data are reproduced in Table I. It can be seen that with the increased feed rate production of -65-mesh material increased and the energy consumption per unit weight of the -65-mesh product decreased in the reverse ratio.
