There are no formulas that guarantee success when obtaining zoning approval for mineral aggregate mining. Local land use decisions often represent the most controversial issues faced by a community. Public awareness, concern, willingness to get involved, sensitivity to the environment and, probably most important, fear of change only begin to describe the atmosphere in which local land use decisions are made. The public hearing process is quasi judicial, adversarial, and unfortunately, not designed for resolution of disputes. It is not difficult to see the need for an alternative to present methods. Hopefully, some day there will be a process that will do away with or at least minimize unnecessary, unproductive, and unmanageable community conflicts.

The resistance to flow of mixtures of gas and oil in passing up through the flow tubing of oil wells operated by gas-lift or by natural flow is a factor in oil-recovery technic that has received but little attention. Yet accurate design of a tubing installation for a particular set of conditions, where operation is by either of these methods, is impossible without quantitative data on the pressure loss suffered by the oil-gas mixture in its passage through the well tubing to the surface. Because of lack of such information, petroleum production technologists have been compelled to approach this problem by " cut-and-try" methods, which, doubtless in many cases, has resulted in the installation and use of tubing too large or too small for most efficient utilization of the expansive force of the gas used in lifting the oil. Impressed with the necessity for information of this character, the authors have conducted a series of tests with large-scale apparatus in the petroleum engineering laboratories of the University of California, designed to be productive of data that would afford a means of attacking the problem of flow-tubing design on a more scientific basis. Mechanics of Expulsion of Gas-oil Mixtures in Naturally Flowing and Gas-lift Wells When oil is lifted from a well by the expansive force of compressed natural gas or air, the fluids enter the lower end of the eduction tube under elevated pressure, with the gas partly in solution, but largely distributed in the form of occluded bubbles within the oil mass. As discharged from deep wells, after reaching the surface, there will normally be at least 60 times as much gas, by volume, as of oil; and in many cases the ratio of gas volume to that of the oil will have a value as great as 1000 or more. On entering the lower end of the eduction tube, however, a relatively smaller volume of gas will be found in the oil-gas mixture, on account of compression of the gas in accordance with the elevated pressure necessary. Leach liquors derived from the processing of nickel ores are generally highly contaminated and contain appreciable free acid. Methods are described for obtaining a commercial grade of concentrate from such solutions using pyrrhotite as the seed material to abstract nick- el, cobalt, etc. from solution. At temperatures in excess of 160° C., recoveries of 99% can be obtained from contaminated solutions where the free acidity is as high as 0.5 M in sulphuric acid. At lower temperatures down to 80° C., high recoveries can also be obtained either by adding H2S to the system with appropriate adjustment of the free acidity or by using "activated" pyrrhotite or artificial FeS in the system without prior addition of H2S. The methods are applicable to liquors derived from either oxide or sulphide ores, and the products are suitable for smelting or other known processes used to obtain pure metals. The mechanism of the reaction appears to vary with the operating temperature, and the results ye therefore discussed in the light of electron probe and optical microscopic studies.

The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence. The application of gas or air under pressure to obtain more oil from a sand which has been practically exhausted by ordinary production methods has been practiced to a limited extent for many years. Until recently such methods were confined to the Eastern fields, principally those of Ohio and West Virginia, where in many cases the production obtained after applying pressure for a few years was nearly equal to the total production prior to that time which had been obtained by the usual production methods. As early as 1917, J. 0. LewisL called attention to this method of increasing the recovery of oil and cited the phenomenal results obtained by H. E. Smith, I. L. Dunn and 0. C. Dunn, who pioneered the application of air or gas pressure recovery methods. With this information available it would appear that other oil-producing sections of the country have been extremely slow to realize the advantages of repressuring. However, after a few successful projects in the Mid-Continent area, the oil producers appreciated t' e value of this method for obtaining further and profitable production from their practically exhausted leases and are now making extensive use of it. In general, it has been the practice to apply pressure to the sands when production has declined to a small yield per well. The purpose of this paper is to discuss some of the advantages which may be expected from returning gas under pressure to the oil sands during the early stages of development, before the rock pressure has been dissipated and the gas exhausted, and to stimulate discussion of this subject on which comparatively little actual field data are available. The Function of Gas Gas associated with or dissolved in the oil is the source of energy causing movement of the oil to the well. When this energy is dissipated production ceases. Discovery of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silver-lead mines in the United States. They have a production record of more than fifty-one million dollars.' After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. Geology Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. The stratigraphic column is as follows:2 Thickness. IT would be a difficult matter to trace from the beginning the very few improvements made in the burning of fuels prior to 1860. Doubtless the crossing of the sticks of wood in building a, wood fire early appealed to our savage ancestry as a means of expediting its effectiveness for their crude culinary purposes. Stones and andirons came later in assisting the admission of air to the under part of the fuel bed, while beacons and cressets utilized metal bars as supports for the same purpose. It is probable that Tubal Cain owed his success to the use of bellows making possible the use of mixed fuel and charge upon a hearth. With the development of working in east iron, grate bars cane in, and they are still with us doing duty in every household and almost every art where heat is a factor. Little was done beyond these crude methods prior to 1860. With the advancement of knowledge came the fuel-gas producer, a. natural child of the retorts employed in supplying illuminating gas. It is only within the last 15 years that the conclusion became general that complicated systems for saving heat would not remedy deficiencies in its primary development, and within that tine there has been great advancement in the means of producing initially fire of high efficiency, so that to clay we are moving rapidly toward loth high development and high absorption, with the resultant of high efficiencies. In studying the subject of the availability of pulverized coal as a fuel, it may occur to ask, why has this not come up earlier? This question would be naturally prompted by recalling the fact that Thomas Crompton's English patents upon his methods were issued to Min nearly 40 years ago. A conclusive answer to this, however, is that Crompton at that time had very crude facilities for raking what was at best a, very imperfect pulverization of the coal, and the expense of preparation was very great. The mineral industry of today is faced with a number of dilemmas, not the least of which grows out of the series of related facts-world mineral consumption is growing, and is expected to continue to grow; maintaining adequate capacity to meet needs will require very great capital investment over the next decades, investment which must be measured in billions of dollars; much of the new production must come from remote and relatively underdeveloped countries; many of the areas in which such development must take place are not areas in which private capital enters without some trepidation. There are real problems in financing new mineral development-problems which have occupied the thoughts of many in the industry. One group which is currently providing part of the answer, and perhaps pointing the way to further progress in the future, is the World Bank. Loans from the World Bank are arranged usually for countries which are attempting to develop their economies through expanded industrial production. More often than not they are for the development of electric power projects or transportation facilities. Although we consider the mineral industries to be basic factors in industrial development and very important factors in the early stages of development of a country, few of these loans are for mineral development-no more than a half dozen out of a total of well over 300 loans which have been granted to date. Yet the World Bank has played a far more important part in world mineral development than these figures would indicate. The few loans for mineral development which it has made are important, but of considerably greater importance are the secondary effects of many of the non-mineral development loans and some of the special services which the Bank also offers.

LIGHTWEIGHT aggregates have been in use for many years in the United States but are now receiving more and more attention by manufacturers and users of concrete shapes. These shapes comprise building blocks, special forms, such as door sills, lintels, floor slabs, and beams. Lightweight aggregate also is adapted for monolithic construction. The increased building activity since termination of the war, together with the widespread shortage of cinders resulting from a general trend toward the use of oil and pulverized-coal fuels, has aggravated the situation. In some localities? new producers of lightweight aggregates have been stimulated to increased efforts to supply the demand. In addition, various estab- lishments of the United States Government have recently given attention to this problem. The National Bureau of Standards, in the Commerce Department, and the Bureau of Reclamation, in the Interior Department, have completed a series of tests on concretes made from some of the available commercial aggregates in order to evaluate their qualities. The tests have been made to focus attention on the desirable properties of good aggregates. This work was done at the request of the Technical Office of the National Housing Agency and Housing and Home Finance Agency. Some time previously, the former office had conducted a survey of the locations where lightweight aggregates are produced.' A study of this information discloses that the producing centers are widespread and that certain areas, notably the region east of the Mississippi River and especially the southeastern states in the sections along the Atlantic Coast, have only a limited number of such plants. The situation has been alleviated to some extent with new plants having been erected near Richmond, Va., and Lansford, Pa. Experiment Stations of the Federal Bureau of Mines at Tuscaloosa, Ala., Norris, Tenn., and College Park, Md., have investigated types and sources of potential raw materials such as clays, shales, and slates, as well as methods and procedures for utilizing these materials for their conversion into aggregates, and have published the data as a Bureau of Mines report.' Structural Uses of Lightweight Aggregates: Production of masonry blocks in the United States has averaged close to a billion units a year for the past three years, and of these it is estimated that more than 40 pct consisted of the lightweight type. It is anticipated that the future will witness an increase in this percentage in view of the superior insulating properties, decrease in dead weight, and ease of handling, transporting, and laying units of this type. Lightweight aggregates are used extensively in multistoried buildings in which the weight of the walls and floors is carried by a structural steel framework. The substitution of a lightweight concrete for normal concrete in a building of this type has brought about in many instances some or all of the following advantages:

On Tuesday evening, February 21st, a reception of visiting societies was held in the Windsor Hall. Hon. George Irvine, Q. C., President of the General Mining Association of the Province of Quebec, occupied the chair, and, after welcoming the guests of the occasion in the name of that Association, introduced Mayor Desjardins, who expressed a cordial greeting for the city of Montreal. After appropriate acknowledgements from the President and the Secretary of the Institute, President Birkinbine delivered his presidential address. The first regular session of the Institute was held on Wednesday morning, February 22d, in the Physics Building of McGill University, where all succeeding sessions were also held. This paper deals with the behavior of sedimenting suspensions. More particularly, it treats, in as organized a manner as possible, the body of knowledge, theoretical or empirical, by which one predicts the behavior of miscellaneous swarms of particles in suspension. Such knowledge is necessary for precise and economical design of equipment. While the behavior of a single spherical particle settling through an infinite sea of quiescent fluid is well understood, practical sedimentation processes are almost always concerned with particles of assorted sizes, densities, and shapes, in such concentration that there is profound particle interaction. Such swarms of particles are observed to settle in any of four markedly different manners. Which one they follow is governed by particle interaction. It is determined largely by the dilution of the suspension, and the relative tendency of the particles to cohere. TYPES OF SEDIMENTATION The relationship between the different modes of sedimentation is shown paragenetically in Fig. 1. The left side of the diagram represents particles having little tendency to cohere; the right side represents particles for which interparticle cohesion is large compared to the settling force. The vertical axis represents dilution. As seen in the diagram, sedimentation is divided into three broad fields or regimes. At high dilutions there exists a regime here named 'clarification.' Particles in clarification may settle either individually, or by collecting into separated floccules. Thus there are two different possible modes of settling in the clarification regime. It is characteristic c~f this regime that there will be no clear line of demarcation between settling suspension and a supernatant. Faster particles settle out ahead of slower ones. In batch tests there develops a gradation of both particle sizes and pulp density due to progressive depletion of the largest particles from any given pulp level.

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

THE separation of minerals by flotation can be regarded as a rate process, with the extraction of any one mineral determined by its flotation rate, and the grade of concentrate by the relative rates for all the minerals. So regarded, the significant variables for the process are those that control the rates. These variables are of two types, the first describing the ore and its physical and chemical treatment prior to flotation and the second characterizing the separation process in the cells. This paper will examine the variation in rates for a group of separations, will show that a simple rate law appears to govern, and will consider the relation of the control variables to the rates. The use of rate constants for evaluation of performance and efficiency will be discussed.

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling. It is shown that equations for grain-boundary migrntion given by Gordon and Vandermeer, based on a theory first advanced quantitatively by Lucke and Detert, satisfactorily explain recent data on both GRAIN boundary migration in recrystallization and in postrecrystallization grain growth has been the subject of extensive studies for many years. Only solute-independent and solute-dependent boundary migration during recrystallization in zone-refined, poly crystalline aluminum, and during grain growth in zone-refined tin. with the advent of zone-refining, however, has it been possible to carry out such studies on high-purity metals, and thus to delineate quantitatively the major effect On the migration rates of very small percentages of dissolved imPurities. We have instrumented well-controlled free-face blasts with six- component borehole strain gages, in order to determine the complete strain tensor as a function of time due to explosive loading. The strain tensors have been diagonalized to determine the principal strain time-histories, and further processed to determine the octahedral shear strains as a function of time. Principal strain time-histories, when compared with a computer model, indicate the arrival of various direct and reflected phases. Strong shear strains coincide with the expected arrival time of shear waves. These shear waves are probably instrumental in the fragmentation of confined rock due to explosive loading, and should be incorporated in models of the fragmentation process.

IN the microscopic examination of aircraft-engine parts made of heat-treated alloy steels, the writer has been forcibly impressed by the failure of the usual etching processes to disclose any but gross defects in heat treatment. It seemed particularly desirable to bring out the grain size of the steel, which is indicated in the ordinary etching processes chiefly by the change in orientation of structure from grain to grain. After various attempts, a fairly successful method has been found, which is here presented in the hope that it may be of use to those who have occasion to examine these steels in the heat-treated condition. The specimens worked with have been mostly chrome-nickel steels heat treated (that is, hardened and tempered) to a Brinell hardness of around 300. A few experiments with other specimens will be referred to later. Briefly, the method employed consists in etching the steel about 10 min. in a fresh solution of picric acid in ethyl alcohol, and then rubbing off the smudge of carbonaceous matter on moist broadcloth. Different samples of almost identical analysis; heat treatment, and physical properties (including resistance to impact) respond quite differently to this treatment. In some, the grain boundaries are developed quite readily, while iii others, especially ill those whose grain is unusually fine or in which the final hardening heat, has not quite obliterated the previous crystallization, the results are more obscure. The exact time of etching to secure the best results also differs for various samples, and the greatest success is usually attained by a process of "tinkering." Such a process is illustrated in a series of micrographs, the first six of which were taken at a magnification of 300 diameters.

SALT-WATER disposal in the East Texas field by means of injection into the Woodbine sand is a relatively new procedure. The purpose of this paper is to present what has been accomplished to date in this field, with-out detailed discussion of other means of disposal, such as surface impound-ing for evaporation or release into surface streams. Subsurface disposal of salt water is still in an experimental stage in the East Texas field, and, though water can be injected into the Woodbine sand, the economic problem is not as yet solved. As past experience has been that fields producing from the Woodbine formation produce large quantities of salt water, it was assumed early in development of East Texas that it would be necessary to dispose of a tremendous quantity of salt water in the later periods of production. There has been a gradual increase in the amount of salt water pro-duced in the field, until at present it is about 200,000 bbl. per day from approximately 4400 wells. It is only natural to expect an increase in the number of wells producing water, as well as the amount of water produced in the future, and it has been estimated that if present practices con-tinue the production of salt water may ultimately be as much as 700,-000 bbl. per day. The Woodbine sand is found in the East Texas field at an average depth of 3650 ft. The oil-bearing portion of the sand lies between the depths of 3050 ft. below sea level, on the east edge of the field, and 3320 ft. below sea level on the west, which depth was the estimated original average oil-water contact. The Woodbine sand under the field has the form of a broad tilted wedge pinching out on the eastern side of the field and dipping gently into the East Texas Basin toward the west. The Woodbine sand in the East Texas field has an average porosity of approximately 25 per cent and is highly permeable, the average being about 1300 millidarcys.
