In 1803 the purchase of the immense territory called the province of Louisiana wm arranged between Thomas Jefferson, President of the United States, and Napoleon Bonaparte, First Consul of France. This central portion of what is now the United States was claimed in 1682 by the explorer Robert de La Salle for France, who continued to hold her title to the vast domain until 1762, when it passed by treaty to Spain, only to be retroceded to France in 1802, in consequence of Napoleon's military domination of Spain. Jefferson did not care to see New Orleans and its extensive hinterland pass into the hands of France. Spain did not matter so much; she was quiet and feeble, whereas France was restless and aggressive under Napoleon, who had dreams of founding a French colonial empire on the American continent. The expression of American feeling that Jefferson elicited came as a surprise to Napoleon, who concluded that a contest was not worth while, for his navy had been shattered by the English, and it was evident that only maritime supremacy could enable him to retain this trans-Atlantic possession; so he resolved to put it out of the grasp of England and at the same time replenish his military chest by selling Louisiana to the United States. The price was 60 million francs. By the terms of the Louisiana purchase a magnificent territory was added to the national domain; it covered more than a million square miles, or more than the total area of the United States at that time. Louisiana included the present States of Louisiana, Arkansas, Missouri, Kansas, Iowa, Nebraska, South Dakota, North Dakota, Wyoming, Montana, Oklahoma, with parts of Colorado, Idaho, and Minnesota; but

Loading, transporting and ground preparation equipment are largely determined by tonnage requirements. Large size equipment is appropriate for a production of about six million tpm, medium size for three million tons and small size for one million tons or less.

A singular mineral extraction and processing operation is conducted by Metal & Thermit Corp. in Hanover County, Va. The mine presently produces aplite rock, rutile and ilmenite. The deposit lies in the piedmont plain about 25 miles northwest of Richmond. It first drew attention as a result of discovery of float rutile on the surface about 1910. About seven years prior to this, Metal & Thermit through a subsidiary. American Rutile Co., had begun producing rutile'and ilmenite from a deposit in Nebon County, near Piney River, where aplite rock and ilmenite are mined today. Because of the interest in titanium minerals and the similarity of the new deposit to the Nelson County deposit, Metal & Thermit became interested and eventually acquired the Hanover County deposit.

THE purpose of this paper is to present data obtained from an investi-gation conducted on the grindability of coal by the American Society for Testing Materials Tentative Standard ball-mill method. This investiga-tion has been conducted over a period of a year, during which time several hundred tests were run on a wide selection of different coals coming from Pennsylvania, Ohio, West Virginia and Kentucky. The data herewith presented tend to show that the tentative standard ball-mill method might give results that are misleading and that a volume measure might be more indicative of the true grindability 'of materials of varying specific gravity. A means whereby the time element might be reduced has been studied and other phases of this work such as preparation of samples, mechanical screening, reporting results and duplicating tests have been investigated. It is hoped that all criticism offered in this paper will be taken as constructive, with the purpose in mind of perfecting the method now tentative to show the true conditions and of making optional the manner in which certain parts of the test might be conducted to meet diversified laboratory conditions.

The Bureau of Mines is investigating the use of pulverized coal as a fuel for iron ore pelletizing to determine its effectiveness as a substitute for natural gas and oil. Experimental data illustrates the application of both a gun-type suspension burner and a cyclonic-type slagging burner to a grate-kiln pelletizing unit. In addition, experimentation with a cyclonic fired external combustion chamber for possible adaptation to a shaft or straight grate pelletizing furnace is discussed. The tests were conducted in the Bureau of Mines Twin Cities Metallurgy Research Center's pilot plant with high rank bituminous coals from Kentucky and Colorado and low rank subbituminous coals and lignites from Montana, Wyoming and North Dakota. Although combustion was excellent with the suspension burner, the low ash fusibility temperature coals and lignites caused some kiln ringing and accretion buildup in the grate kiln transfer section which were not encountered when firing with the high ash fusibility temperature Kentucky coal. Pellet contamination by coal ash was not deemed substantial. Problems with the cyclonic burner and external refractory combustion chamber centered around (a) maintaining complete combustion of the coal within the burner, (b) molten slag attack on the lower refractory chamber resulting in erosion of the lining and increased slag viscosities, and (c) freeze-up of the slag tap hole.

THE fundamental role of diffusion in many reactions occurring in solid metals has long been recognized, and there have been careful measurements of rates of diffusion in numerous alloy systems, but our understanding of the atomic mechanism by which diffusion occurs is scarcely in an advanced state 1-3 It is doubtful that this mechanism can ever he directly ascertained, rather, all imaginable mechanisms must be examined and the one that is in best accord with such data as can be obtained from suitably chosen experiments should be selected Because of its relative simplicity, diffusion in a system containing only one kind of atomic species-commonly called self-diffusion-is of considerable theoretical interest It may be expected that diffusion theory will not be advanced appreciably until a wide variety of diffusion experiments-of which diffusion in a chemical concentration gradient and self-diffusion are two important types-are carefully performed and inter-compared Aside from the purely theoretical interest in self-diffusion measurements, such studies will be of considerable engineering importance The rate of any process in a pure metal requiring the movement of atoms, of which recrystallization and creep are two familiar examples, will be understood more readily with the aid of self-diffusion data † Self-diffusion implies the diffusion of something into its exact counterpart, the detection of such a process is patently impossible, and it is-necessary to substitute for it the diffusion of one isotope (in this case radioactive) into another isotope (in this case stable) of the same chemical element There is, however, no reason to suppose that a radioactive atom will not diffuse at the same rate as its stable isotope, for all of the isotopes of the same element have exactly the same chemical properties, neither the difference in nuclear energy nor the difference in mass would be expected to exercise an important influence in this phenomenon In this sense, self-diffusion may be thought of as the diffusion of radioactive atoms down a radioactivity concentration gradient, just as usual diffusion is the diffusion of one kind of atone down its chemical concentration gradient The first measurements of self-diffusion ii ere made by von Hevesy4-6 using the radioactive lead isotope thorium B in ordinary lead The recent development of means for producing artificial radioactive elements has made possible similar measurements on gold,7,8 copper,2,9 and zinc 10 11 Many of the data that have been obtained are rather poor, and no adequate reason has been given for their poorness, it appears, however, that the unsatisfactory results are characteristic of the particular experimental procedure employed, and not of self-diffusion measurements in themselves The experimental technique that has yielded the poorer results is the deposition of a thin layer of radioactive atoms on the surface of a specimen and the determination of the rate of inward diffusion

A previous publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuAl². A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic defomation or cracking has been considered in relation to the physical properties of the alloy On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degrec of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. Strain in Solid-solution Alloys A 10 per cent magnesium alloy ill the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using alllminum (99.95 per cent Al) and high-grade magnesium. The alloys listed in Table 1 were melted in an Acheson graphite crucible under a flux of fused MgCl², CaC12, NaCI. Chill-cast rods were sealed under vacuum in Pyrex glass, homogenized several days at 450' C., air-cooled and machined to rods of from 1/8 to ¾-in. dia. The decomposition of austenite in steels, because of its immerse practical importance, has been subjected to extensive study in recent years from the point of view of the mechanism of the process.1"3 Although much information has been acquired, a number of questions, principally of theoretical interest, remain. One is that of the atomic-crystallographic mechanism by which each of the various reaction products forms. The isothermal reaction products of the eutectoid decomposition in plain carbon steels (to which this study is restricted) have conveniently been classified in three general groupings—pearlite, bainite, and martensite. Of these several products, pearlite and martensite have been studied extensively, but bainite has received only scant attention. -As a result, the mechanism of the formation of pearlite and that of martensite are now fairly well understood while a great deal of uncertainty exists regarding bainite. Pearlite Pearlite forms from austenite by the precipitation of alternate platelets of cementite and ferrite, which grow into the austenite matrix.2--5 The rate of reaction may be described in terms of a rate of nucleation and a rate of growth.2.3 Mehl and Smith6 have attempted to determine the lattice relationships existing between the ferrite in pearlite and the' parent austenite. Using a pole-figure method of analysis, it was found that a limited number of ferrite orientations resulted from the decomposition of a single grain of austenite; it was not possible, however, to decide between two assumed ideal relationships, both of which appeared to account for the experimentally determined pole figure. It was definitely shown, however, that the relationship obtaining was quite different from that determined for the proeutectoid separation of ferrite.7 No attempt was made to determine the habit plane (matrix plane to which the precipitate lies parallel) of the pearlite lamellae. The North Central Texas district as herein defined includes the counties of Brown, Callahan, Coleman, Comanche, Coryell, Eastland, Erath, Fisher, Hamilton, Haskell, Hood, Jones, Lampasas, Mills, Nolan, Palo Pinto, Parker, San Saba, Shackelford, Stephens, Stonewall, Summer-ville, Taylor, Throckmorton and Wise. These counties as listed are the counties of District 7B, State Railroad Commission. In the new designation of districts for the Transactions, the North Central Texas district includes most, but not all, of the counties of the previously classified West Central Texas district. This district covers the south central crest and the west flank of the Bend flexure north of the Llano uplift. The west flank of the Bend flexure is on the east boundary of the Permian Basin of West Texas. The greater part of the oil and gas produced in this district has been from Pennsylvanian strata. Some oil and gas has been produced from the lower Permian (by the latest, selection of the Pennsyl-vanian-Permian boundary) and minor amounts from the Mississippian and Ordovician sediments. Increasingly important quantities of oil and gas are to be expected from the older sediments by deeper development in proven fields and by new discoveries. Most of the oil and gas in the district has accumulated in localized, well-defined structural traps in limestone and sandstone reservoirs and in traps due to stratigraphic changes in sedimentation, mainly porosity traps in limestone and sandstone lenses, both usually associated with some structural feature. These features are found by surface and subsurface geological structural mapping, by core drilling and by geophysical surveying. Geochemical methods are also the basis for some wildcatting. The demand for sweet crude oil from this district is firm for local and national consumption, but the market price for the oil remains practically the same as in 1941. The price is not adequate to meet the requirements of the average independent operator with the continued advance in production, tievelopment and wildcatting costs. Stripper wells are being plugged daily and should be jealously saved for the future local and national reserves, especially in view of the fact that new discoveries of commercially important oil and gas reserves are not keeping pace with consumption. An expected economic disruption attendant upon the national war effort has arisen and continues in the future outlook for this district. The lack and delay of securing replacement parts for almost all oil-field equipment has handicapped and delayed operations and has decreased efficiency in wildcatting, development and production. Sufficient experienced drilling, scientific and office personnel is lacking because of inductions in the armed forces and migration to war industries during the period before manpower conservation became effective. The office personnel of the average oil and gas producer continues to be swamped by the increasing demands for reports by state and federal bureaus. An average of IQ days

THE past year has been of unusual interest for industrial minerals. It is increasingly evident that requirements for these raw materials move with general economic trends. Thus, with a peak year in the construction, chemical and petroleum industries, the nonmetallic mineral industries have been brought into the complex maze of an economy in which military spending is in the billions and in which the national income and wholesale commodity prices reached new levels. Many industrial minerals are of first rank essentiality in the defense effort and its supporting industries, and since some of these are of limited supply and others dependent on imports, the problems of procurement, distribution and conservation of available supplies make a complicated pattern. Despite some drawbacks and weak spots, the industrial mineral industries have, in general, met the national situation with great credit and many new production records have been set. The general accomplishment in 1951 should be one of satisfaction with confidence for the future. Difficulties, unsolved problems and uncertainties should not obscure the general trend which many consider optimistic. Prices in the main have been upward, in line with the inflation spiral, but nonmetallics appear with some exceptions to be behind the general increases. Labor difficulties have not been serious throughout the year. Retarding influences in expansions and planning have been the uncertainty of the Korean and international situations and a lack of confidence by many in the government economic program and its ultimate impact on the economic structure. It must also be kept in mind that stockpiling, unless all-out war develops, reaches a level and then ceases to be a major sustaining factor in the mineral markets. In accordance with the Defense Production Act of 1950 various control agencies have been set up to establish the desired rate of stockpile acquisitions. The objectives are subject to change depending on availabilities and needs-military, industrial, and civilian. In some minerals there has been disagreement on actual stockpile requirements, and there is some feeling that the needs of defense might be better met if more funds went into the development of new sources of supply of scarce raw materials and more materials were released to industry at this time. Nonmetallic minerals on the strategic and critical list of the Munitions Board as of July 1951 were: Group I; asbestos, some types; bauxite, refractory grade; beryl; celestite; chromite, chemical and refractory grades; columbite; corundum; diamonds, industrial; fluorspar, acid grade; graphite, some types; kyanite; manganese ore, battery and chemical grades; mica, some types; quartz crystals; rare earths; sapphire and ruby; talc, steatite, block; and Group II; bauxite, abrasive; cryolite, natural; diamond dies; graphite, crystalline fines; iodine; mica, muscovite block, stained and lower; rutile; selenium; talc, steatite, ground; zirconium ore, zircon. Details on the current status of stockpiling inventories are not available. The Defense Minerals Exploration Administration has, since April, executed 39 contracts for the exploration of nonmetallic minerals, including twenty for mica, seven for beryl-mica, six for asbestos, three for sulphur and one each for monazite, steatite talc and fluorspar. Total value of these contracts came to $892,059, of which the Government's participation amounts to $689,247. IMPINGEMENT attack, as one of the types of corrosion suffered by condenser tubes, has been given a prominent place in corrosion literature of recent years. It has been reproduced and studied in carefully controlled laboratory tests. Much has been learned of its mechanism, and of the effects of variables such as temperature, amount of air, size of bubble and water velocity. Incidentally the technical public has been given comparisons between the behavior of some few metals under various conditions of impingement attack. The tests recorded here were undertaken in an effort to find at least some sort of qualitative answer to questions which arose occasionally as to the relative resistance of various alloys to impingement attack, and which could not be answered by reference to the literature. The final decision to start work on the problem was influenced in large measure by the nature of the water available in this particular place. The mill of the Bridgeport Brass Co. is located on the Pequonnock River at Bridgeport, Conn., within two miles of its mouth. The water is much like many other estuarine sources which are used in condensers, and which cause particularly severe corrosion. It seemed a most suitable water to use in such tests. As the work progressed an important seasonal variation was noted. The purpose of this note is to record this seasonal effect. The results of individual tests are given only incidentally.

THE existence of the phase TiAg has not been reported previously. Other investigators have denied the existence of compounds in the Ti-Ag system.13' However, phases of equi-atomic proportion have been reported by Raub, et al.' in the (similar) systems of titanium with gold and copper and zir- conium with silver. Raub's work indicated that titanium and silver are immiscible in the liquid state. No evidence of this was found although a very wide melting range exists which makes the preparation of homogeneous alloys difficult. TiAg is apparently formed by a peritectic reaction between /3

VENTILATION may be defined as the process by which vitiated air of an inclosed or partly inclosed space is continuously replaced by fresh air. Fresh air has been defined as invigorating pure air. Pure dry air at sea level contains the following gases:1 Analysis of Air at Sea Level PER CENT. Oxygen 20.94 Nitrogen 78.09 Carbon dioxide 0.03 Argon 0.94 Helium, krypton, neon, xenon, hydrogen, hydrogen peroxid, ammonia, ozone traces CARBON DIOXIDE LIMIT For many years carbon dioxide was used as an index of the purity of the air vitiated by the metabolism of people. It was, however, well known that the untoward effects produced on those exposed to such air was not due to the concentration of the carbon dioxide. It has been found that the untoward effects on the comfort and efficiency of those so exposed are due to the increased temperature and humidity. It has been found that men can breathe air containing many times the amount of carbon dioxide found in our worst ventilated theaters and assembly halls, which, according to Rosenau, do not contain above 0.5 per cent. carbon dioxide.

THE modern smelting and refining of copper is distinctly an American development. The present demand for sound and perfect castings for rolling is due to the development of American industry. Prac-tically every article made from sheet metal or, for that matter, from any form of metal is made by mass produc-tion methods. Faulty material disturbs the orderly sequence of operations and in addition requires expen-sive inspection and unbearable rejection of finished product. This demand, therefore, is positive and will have to be met. Some mines produce ore that can be smelted and re-fined without the electrolytic process into satisfactory copper for the wrought metal industry, and some of these ores carry small amounts of impurities that are of use in hardening and toughening the copper. Most of the copper ore mined contains impurities that must be removed and, fortunately, precious metals which are separated at the same time make this re-moval profitable. The modern electrolytic refineries have their methods so well under control that the product meets all re-quirements without question if properly fire refined and cast. The "if" in this case is important, because there is evidence of carelessness or want of control at times in the material from some of the producers. It is nec-essary that the melted cathodes should be saturated with oxide to dispose of sulfur and that the copper should then be poled to the proper pitch or set. Sometimes statements leak out to the effect that it is unnecessary to oxidize completely the molten cathodes and a little less rabbling saves poles, which are expensive. The re-sult is that the rolling mill gets porous castings and produces seamy or slivered sheets or strips. The condition of the molds, their temperature, and the temperature of the metal are all important to good copper cakes, wedges, or wire bars. Cracked, and burned molds leave rough places and porous spots. Molds which are out of shape, or cracked, make shrink-age cracks which gap open when the castings are hot-rolled. Dampness means porosity. Drops of oil mean porous or honey-combed areas. Poor or irregular dress-ing means mold wash in the castings. Cold copper or slow pouring means cold sets.

(Butte Meeting, August, 1913.) THE plant and quarries of the Inland Portland Cement Co. are located at Metaline Falls, Wash., about 128 miles north of Spokane, on the Pend Oreille river, and within 10 miles of the Canadian border. The plant is one of a chain of cement plants controlled by the Lehigh Portland Cement Co., of Allentown, Pa. Work on this plant was commenced in June, 1910, and was completed in April, 1911, but on account of some delays in 'the construction of the power plant, the works were not put into operation until August, 1911. Since then it has been in continuous operation and has furnished the Inland Empire with a high grade of cement. Fig. I is a view and Fig. 2 is a plan of the works. Water Power Development.-The source of the water supply for the hydro-electric plant of the Inland Portland Cement Co. is Sullivan lake, a body of water approximately 5.5 miles long and 0.5 mile wide, situated in the Kaniksu Forest Reserve. A wooden crib dam was installed so as to raise the elevation of the lake 25 ft., and the additional storage capacity was taken up by the diversion of Sullivan creek into the lake by means of a wooden flume, 0.25 mile long, 6 by S ft. in cross-section, and a ditch 1,200 ft. long. The water from the lake follows the natural water course to an intermediate storage reservoir, which was created by the construction of an earthen dam. This pond wits used in connection with the saw mill which was installed at this point. Besides the earth dam, there was also built a crib, at the point shown in the sketch map, Fig. 3. This crib dam is 35 ft. high. From this point the excess water follows the natural course of Sullivan creek to the Pend Oreille river.
