In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

THE Roan Antelope concentrator was originally designed with a nominal milling capacity of 6000 tons of copper ore per day but this was subsequently considerably exceeded. In broad outline the plant consisted of two No. 30 McCully gyratory crushers for coarse crushing, five 5 1/2-ft Standard Symons crushers in open circuit for secondary crushing, ten No. 98 Marcy ball mills arranged in five sections, each two-mill section with primary and secondary Dorr classifiers for two-stage grinding. One stage of flotation roughing was followed by two stages of cleaning, all in airlift type pneumatic flotation machines, with the final concentrates filtered on Oliver drum filters. Tailing was thickened in a 250-ft Dorr traction type thickener before pumping to the tailing dam. Concentrating operations commenced in June 1931, on the completion of the first two ball-milling sections and output was increased during the next few months as the remaining sections were finished. From the start, very few technical difficulties were experienced but a number of evolutionary changes have been made as a result of operating experience and the availability of improved equipment. These have resulted in plant and ore-flow alterations although the general scheme of ore treatment remains substantially as before. The main changes to date were the installation of a new crushing plant at Storke shaft, some 7000 ft west of the original Beatty shaft; the completion of a two-stage secondary crushing plant; an increase of 20 pct in ball-milling capacity; a change-over from pneumatic to a mechanical type of flotation machine for flotation roughing; the reduction of flotation cleaning from two stages to one stage. ORE TREATED Typically the ore treated consists of metamorphosed shales and sandstones with shales as the principal mineral-bearing rock carrying chalcocite, bornite and chalcopyrite as the main copper minerals. Chalcocite predominated in the original eastern end of the ore body but there is a pronounced trend to an increased proportion of the copper-iron sulphides as mining proceeds westward. Although the ore can be described as soft, this advantage is offset by the extremely fine dissemination of the copper minerals which calls for a high degree of comminution of the ore (90 pct minus-200 mesh Tyler standard) to give a reasonably satisfactory separation of mineral from gangue. Latterly, there has been a tendency for the ore to become harder as shown by a reduction in the ball-milling rate from a previous figure of over goo tons per ball-mill day to the present output of some 800 tons. Chalcopyrite is not so finely disseminated and has also proved more amenable to flotation than chalcocite. Pressures developed by the coal during the coking process have been responsible for serious trouble to many companies that operate or build by-product coke ovens. The insidious nature of this trouble is indicated by the fact that oven operators, unless they have ascertained the characteristics of the coals they use, cannot determine the existence of dangerous pressures until after the damage has been done. A rather popular misconception is that ease of pushing of the charge at the completion of the coking period indicates that no dangerous pressure has been developed, but this is far from the truth; pressures developed during the coking period are often completely dissipated by the shrinkage of the charge in the completion of coking, and so any criterion based on the ease of pushing is futile. However, methods of testing coals are available that will definitely distinguish the dangerous coals from those that are safe, and such methods have been brought to a high degree of certainty. The operator should take no risk that involves either a lack of knowledge of the behavior of coals during coking or the failure to believe that certain of the coals or coal mixtures can cause damage to the oven structure. This merely tends to minimize the problem and leads to claims that coking coals of all kinds may be carbonized with no danger of damage to the oven structure provided some particular kind of byproduct oven is used. This lack of appreciation of the true situation is in itself one of the main factors leading to damage of coke-oven structures. Coals that develop more than a certain safe pressure cannot be used in by-product coke ovens without causing damage to the side flue walls. The following paper presents a highly certain method for the measurement of the pressures developed during the carbonization of coal—a method that is the culmination of many years of work on the problem in which a number of methods for the purpose were investigated and used. While actual pressures found may appear to be small when expressed in pounds per square inch, the number of square inches in each oven wall is so large that the total pressure on the oven wall becomes an enormous load.

Several of the commonly used methods for deter-mination of effective grain densities of minerals have been evaluated for accuracy and precision, and their applicability to various types of petroleum reservoir minerals tested. Consideration was given to the effect of consolidation, swelling clay, and wettability on these grain-density determinations. Procedures with helium displacement, a modified low-pressure Boyle's law porosimeter, and liquid displacement (water, n-decane, and n-octanol) were tested. The helium-displacement procedure was used primarily as an independent reference for which the effects of fluid-solid interaction, e.g., adsorption and wettability, were negligible. The procedures with the Boyle's law porosimeter and with liquid displacement are the methods in common use. Minerals investigated included calcite, West Texas limestone core samples, California sandstone core samples, and Wyoming bentonite. The number of samples tested, while not large, was adequate to permit application of statistical methods. Grain-density measurements on calcite (Iceland spar) provided a basis of comparison for the accuracy and precision of the procedures under investigation for a material with a high degree of chemical and physical homogeneity and for which fluid-solid interactions were at a minimum. Liquid-displacement procedures (water or n-decane) provided the greatest reliability and precision for measurement of the grain densities of the limestone tested. Gas-displacement procedures (helium or Boyle's law porosimeter) provided the greatest reliability and experimental convenience, if not the greatest precision, for the measurement of the grain densities of the swell- ing clay, Wyoming bentonite, and the shah sandstones which -contained appreciable amounts of swelling, in-terstitial clays. These experiments were designed to evaluate the applicability of the grain-density procedures in common we to some of the less tractable minerals—tight limestones, shaly sandstones, and swelling clays. The results should provide a useful basis for a selection of the method most suitable for application to the various petroleum reservoir minerals encountered and especially for use in the estimation of formation porosity. INTRODUCTION These experiments were undertaken to evaluate the accuracy and precision of several commonly used methods for determination of effective grain densities of minerals, and to test their applicability to various types of petroleum reservoir minerals. Consideration was also given to the effect of consolidation, clay, and wettability on these grain-density determinations. Procedures used included measurements with helium displacement, with a modified low-pressure Boyle's law porosimeter, and with liquid displacement (water, n-decane, and n-octanol). The minerals investigated included calcite, West Texas limestone core samples, California sandstone core samples, and Wyoming bentonite. The accurate determination of the porosity of petroleum reservoir formations, in particular those of low porosity, has received much attention. Both bulk-volume and grain-volume measurements necessary in the evaluation of porosity have been examined by many investigators with the objectives of improving both the accuracy and the precision of these determinations. In this investigation statistical criteria for selection of the most reliable and suitable procedure for use with a given type of mineral are demonstrated. The grain-volume measurement procedures appear to be the most susceptible to improvement.

The diffusion of metal atoms into the crystal lattice of another metal and the assumption of regular positions to form a homogeneous alloy are some of the most fundamental phenomena of structural metallurgy. The mechanism of this process has been the subject of a great deal of study from many viewpoints, but the picture is still far from complete. It is generally believed that if one metal is to diffuse into another, the first must have some solubility in the second1. This means that the solvent must be able to accommodate the stranger atoms, either on points of its own lattice or in the interstices between, without losing its own crystal-lographic identity. It is also a general observation that cold-working is a distinct aid in the diffusion process, causing it to take place with greater rapidity at the same temperature or with the same speed at a lower temperature. There is considerable doubt, however, as to the real significance of the deformation in its effect on the diffusion mechanism. Several factors associated with the cold-working may be responsible for the increased diffusion rate. The plastic deformation causes a distortion of the solvent lattice, which may be an aid in the assimulation of atoms of another kind. There are many references2 in the literature that suggest that some distortion or "loosening" of the lattice is necessary for atomic migration and that diffusion cannot take place in the undis-torted lattice. On the other hand, it may be that the cold-working causes an increase in surface of contact between the two metals through fragmentation or provides a more intimate contact that is necessary for diffusion. As originally built, the plant of the American Zinc and Chemical Co. at Langeloth, Pennsylvania, was based upon the Joplin and Wisconsin fields as primary sources of zinc ores, the ores being the then normal jig and table concentrates. Construction incorporated standard Matthies-sen and Hegeler kilns without regenerators. With the development of differential flotation, zinc concentrates produced by that process became the basis of operation. These concentrates were very fine, upwards of 90 per cent passing a 300-mesh screen, and had a comparatively low fusing point with marked caking and crusting characteristics. Difficulties and losses quickly developed. In roasting, the ore went through a decidedly fluid state, and spills became serious. Caking and crusting on hearths was severe and dust losses throughout became intolerable. Acid recoveries dropped from the normal ton-for-ton level to 0.85 tons per ton of ore, and choking of Glover towers and acid lines became a problem. In 1926 and 1927 a two-unit sintering plant was built and placed in operation in accordance with the Baelen process for finishing desulphuri-zation with admixture of carbon. This had its beneficial effect in smelting, but the other problems remained. The problem presented was the roasting of Pecos flotation concentrates at the rate of 200 tons daily to a sulphur content suitable for finishing in the sintering plant. Specifications had to be governed by the existing acid plant of four chamber sets built in units of two, rather widely separated, and the sintering plant built in the space between the existing pairs of kilns, of which there was one on the center line of each of the four chamber sets. The problem contained elements of pioneering and experimentation. A thermal analysis and heat balance clearly demonstrated a possibility of accomplishing autogenous roasting, well worth the attempt, because of high fuel costs and resultant economies in operation of the acid plant due to decreased gas volumes and a consequent release of capacity for increasing acid production, a problem also faced.

Effective methods for determining grade and reserves of pegmatites in advance of mining have been developed in recent years. When intensive work began on the economic geology of pegmatites during the early years of World War II, it was widely believed that grade and reserves could be estimated only in a most general way. The literature indicated that not all pegmatite deposits are unpredictable, but statements emphasizing unpredictability and irregularity seem to have been more widely accepted. Many standard references reflect the prevailing opinion that minerals are unsystematic in their occurrence in pegmatites. Pegmatites have been de- scribed as "notorious for their irregular structure," and minerals within pegmatites as "irregularly distributed," "irregularly disseminated,'' of "erratic occurrence," "proverbially erratic in distribution," "characterized by extreme irregularity in size and distribution of the essential minerals, and variety and proportion of the accessory minerals, and "spotty."

This paper covers a brief discussion of pumping 38° to 41° gravity oil from Wilcox sand wells ranging in depths from 4000 to 4900 ft. in the Seminole field, Oklahoma. As recently as a year ago it was the general belief among Seminole operators that most wells in that district could not be successfully or economically pumped. Also the idea was prevalent at that time that the crookedness of the rotary holes would cause a large amount of mechanical trouble and the use of the air-gas lift would leave the wells depleted with sand conditions and fluid levels unfavorable for pumping. At that time it was predicted that wells would be abandoned when the economic flowing and swabbing period was reached. Contrary to these beliefs it has been demonstrated that wells can be profitably pumped to limits as low as 10 bbl. of oil per day where conditions are favorable. The Serllinole field, unusual in its rapid development, has served as an experimental laboratory for many oil field pumping devices with which this paper will not concern itself. Discussion will be confined to equipment and methods in general use throughout the field. The outstanding features of equipment and pumping operations covered in this paper may be summarized as follows: 1. Pumping equipment from the standpoint of prime movers, energy cost, power transmission equipment, derricks, counterbalances, beam hangers, tubing, sucker rods, pumps, etc. 2. Pumping problems peculiar to the Seminole field, including the proper time at which to change from air-gas lift flowing to pumping. Pumping Equipment There have been no basic changes in pumping equipment in the past 20 years with the exception of some refinements in design brought about by the demand for equipment suitable for pumping deep wells. There is probably no subject for study in the metallurgy of iron and steel of greater interest than the effect of manganese upon the properties of iron. Some of the peculiarities of iron and steel containing appreciable quantities of manganese were observed many years ago by Heath, Robert Mushet, and others; but it was not until the introduction of the Bessemer process, when a demand was created for large quantities of iron-manganese alloys, that such compounds of iron and manganese became articles of commerce. Since that time the demand for these alloys has steadily increased, the use of ferro-manganese not only becoming an absolute necessity in the ordinary Bessemer practice, but also essential to the manufacture of open-hearth, crucible steel and steel castings; in fact it is the only source of supply for all the manganese used in metallurgical opera-

AN article on the subject of electrolytic zinc no longer needs to be preceded by an apology. The production of zinc by electrolysis is past the laboratory stage and has become an economic factor of considerable importance in the total production of zinc in the United States. The various methods of procedure to be, followed for the greatest economy of manufacture are fairly well known, consequently a detailed description of any method is no longer necessary or desirable. In this paper I shall endeavor to lay down some of the governing conditions in this industry, the relation of methods to ore deposits, freight rates, and sources of power supply. POWER POINTS Assuming for a moment that, for the present at least, the electrolytic production of zinc will be confined too those localities having developed water power, a glance at these powers so developed in the United States, with their relation to known zinc orebodies of economic size, will not be without interest. Northwest In the Northwest we have water powers, developed and undeveloped, in Washington and Montana. These must, of course, bear a close relation to the rapidly growing zinc production of the Coeur d'Alenes and of the Butte districts. In general, the power of the territory in question is relatively low-priced, at least as compared with the cost of developing power from coal, and the near neighborhood of large bodies of more or less complex zinc ores makes these water powers of more than usual interest. The same remarks may be applied equally to the developed water powers of the Canadian side of the line in the Northwest, where we have again commercially available complex ore deposits such as are being exploited today at and near Trail.

As shown in three recent papers by the author,6,7,8 in two papers by McAdam and Mebs,9,10 and in a paper by McAdam, Mebs, and Geil,11 the technical cohesive strength of a metal, in any particular state as regards mechanical treatment and heat-treatment, cannot be represented by a single stress value, but must be represented by a diagram with the principal stresses? as coordinates. Each point on the boundary of such a diagram represents a technical cohesion limit. The technical cohesive strength thus comprises an infinite number of technical cohesion limits, each representing fracture under a specific stress combination. Moreover, neither the yield strengths nor the ultimate strength can be represented completely by a single stress value, but must be represented by a diagram with the principal stresses as coordinates. All combinations of the principal stresses may be classified in three groups as illustrated by Fig. I. Fig. Ia shows three typical stress combinations with no two principal stresses equal. The magnitude of each principal stress is indicated qualitatively by the length of the arrow. Arrows pointing away from the cube indicate tensile stresses; arrows pointing toward the cube indicate compressive stresses. Typical stress combinations with two principal stresses equal are illustrated in Figs. Ib and Ic. Such stress combinations would be produced by subjecting a cylinder to combinations of uniform axial and radial stresses. The uniform radial stress may be resolved into two equal principal stresses, with the mutually perpendicular directions rotatable around the axis of the cylinder. Fig. Ib shows stress combinations with S2 equal to Sa. The greatest principal stress is in the axial direction, and the stress combination tends to cause either absolute or relative increase in length.* Fig. Ia shows stress combinations with Ss equal to Sl. The greatest principal stress is in the radial direction, and the combination tends to cause either absolute or relative decrease in length. The complete representation of either technical cohesive strength, yield strength, or ultimate strength generally requires a three-dimensional diagram. When two of the principal stresses are kept equal, however, the strength of a metal may be represented by a two-dimensional diagram with the coordinates representing the axial and radial stresses.6-11 In this paper, attention will be confined almost entirely to stress combinations with two of the prin-

White, "The Mining Town," Alta California, August 18,1873 Textbooks in mining engineering have traditionally covered ore reserve estimation and mine valuation in a single volume. Indeed, Examination and Valuation of Mineral Property by R. D. Parks (1957), having been the standard of the profession for over 20 years, is a classic example. However, the state of knowledge in these two fields has grown tremendously. Most mining engineering curricula now cover these topics in separate courses, and in practice, these tasks are usually performed by different individuals. Thus, this trend now suggests the need for separate, specialized publications rather than a single volume for both topics. Because of the separate development of the science of ore reserve estimation, it is important to state at the beginning what this chapter does not cover. It does not address in detail the design of sampling programs, sampling methods, or the processing of samples or sample data compilation. There are a number of suitable references available on these topics, including Peters (1978), Gy (1979), as well as the previously cited book by Parks. Furthermore, this chapter does not cover in any substantial detail either the traditional methods for using sample data to calculate ore reserves or the more recently developed geostatistical methods. The traditional methods are thoroughly covered by Popoff (1966) and more concisely by Barnes (1980). Among the more useful references for statistical applications in ore reserve estimation are Barnes (1980), David (1977), and Clark (1979). A thoughtful review of the entire science and art of ore reserve estimation is provided by King, McMahon, and Bujtor (1982). In spite of the fact that expansion of knowledge now calls for separate books on ore reserve estimation and financial evaluation, neither publication can ignore the important interrelationships between the two fields. In regard to this text, the unique and crucial role of ore reserves can not be omitted entirely; however, the field is now simply too extensive to treat here in any comprehensive manner.

It is well known that different forms of carbon show differences in chemical behavior under apparently identical conditions. It is fairly well known that these differences persist, although to a lesser degree, in a single group of carbons, such as the anthracites of Pennsylvania. It is the purpose of this paper to show the extent of these variations for Pennsylvania anthracites from actual quantitative measurements of the amount of carbon dioxide reduced under the standardized test conditions employed. As the amount of carbon dioxide reduced to the monoxide (under comparative conditions termed, for convenience, the "reactivity") is important in combustion, gas production and metallurgy, it is hoped that this paper will be a useful contribution to the store of knowledge on these subjects. In carrying out the investigation, considerable time and thought were spent in obtaining what seemed to be the best possible design of apparatus. The next step consisted in making a number of trial runs on the same sample, varying temperature, particle diameter, etc. and then outlining a standardized procedure to be followed in testing all samples. Fifty anthracites were tested. As a matter of interest, some 10 miscellaneous samples were also tested. The data show initial reaction temperatures (abbreviated I.R.T.), reaction velocity constants at 900" and 950" C., some effects of added substances, and a few additional tests designed to throw some light on the causes of differences in reactivity. The sample of charcoal, as was anticipated, proved to be easily the most reactive of any sample tested. The anthracites as a group came second. The five samples of gas and by-product cokes, obtained from five different coke manufacturers, came third, and a single sample of Rhode Island anthracite ranked fourth, with respect to reactivity as above defined. Considerable discussion on the effect of iron and steel scrap in blastfurnace burdens was presented in the January, 1927, issue of Mining and Metallurgy. Therein the question is asked as to what causes the difference in physical properties of pig irons where the chemical analyses are practically the same. This point no doubt has been noticed by a number of furnace operators, but several years ago very little thought was given to it. The foundries purchased pig iron, had it analyzed and found it to be within their specification. The castings made from this iron at times would be satisfactory and at other times hardness and shrinkage would occur. Since the iron was chemically correct the foundries generally were at a loss as to what to do. They changed their method of melting in the cupola and in some cases this corrected the trouble. In some instances the foundry would continue eliminating a brand of iron until the castings produced were satisfactory. Through this process of elimination they would finally arrive at the conclusion that a certain brand of iron was causing the trouble. During the course of this elimination minor changes might have been made in the melting and in the end satisfactory castings were secured without discovering any definite reason for the trouble. Frequently the foundries blamed the manufacturer of the pig iron although the seat of the trouble was in their own method of melting. I have in mind one foundry in particular that was using three brands of pig iron for producing their castings and their losses were rather high. Three entirely new brands of iron were substituted in the charge and still the losses continued. Even after using six brands of pig iron the management felt that the pig iron was the cause. The difficulties encountered in the melting of iron in the cupola, over the past several years, reflect in a great many cases on the operation of the cupola. At different times certain brands of iron were unsuitable for producing a certain class of castings, but at the same time one could see no reason why the iron should be considered abnormal. To note that environmental considerations had a major im¬pact on the minerals processing industry in 1971 would be something less than a profound observation. The degree of its importance was demonstrated by MBD when it established the Environmental Committee as a new unit committee within the Division to achieve greater participation in exchange of information relating to the technologies and problems involved. It is appropriate and necessary to devote special attention to this timely aspect of minerals processing, as its influence penetrates the research, engineering and operations of almost all unit technologies that comprise minerals processing. The pollution abatement aspect of this industry has been such a dominant factor in recent years there is reason to wonder whether progress in unrelated technologies has been curtailed. Perhaps so, to some degree, but unit committee reviews presented in this article suggest rather that it would appear to have served as a catalyst for accelerated progress in development of new methods and improvement in more conventional ones. Present concepts regarding primary metal or mineral recovery and by-product potential may change considerably as a result of improved technology in waste product treatment.

The Mufulira mine in Northern Rhodesia is 13° south of the Equator and at an altitude of 4100 ft above sea level. The concentrator was planned in 1930 to treat about 10,000 tons of ore per day, but before construction work had gone very far the size of the plant was reduced to 1500 tons daily capacity. Then just as the construction was finished in December 1931, the price of copper did not warrant the commencement of operations and it was not until October 1933 that the mine re-opened. Extensions have been made to the plant in 1934, 1935, 1936, 1937, 1940 and finally in 1945. The capacity of the plant when the 1945 extension is completed will be 9500 short tons per day. The various extensions have been carried out with the minimum confusion and with great skill on the part of the designers and the erection engineers. In dealing with the plant in this paper it is proposed to give an outline of the present practice and only to refer to past practice when it is considered of particular interest. Ore Treated The ore consists of fine grained highly siliceous, felspathic and argillaceous quartz- ites, the latter containing graphitic carbon and locally termed graywacke. These rocks are considerably altered near the surface and on the fringes of the ore body. Despite extensive efforts at mixing, both underground and in the crushing plant, many sudden changes of ore take place in the mill feed. The minerals are chalcocite, bornite and chalcopyrite with relatively unimportant amounts of malachite, native copper, azurite, covellite and chrysocolla. Gold is present at about I oz to a thousand tons, and silver at about 2 dwt. per ton. With increasing depth the nonsulphide content or,, as commonly termed locally, the oxide content of the ore is decreasing and is now less than 0.25 pct against a high of 0.77 pct- Crushing Operations The first stage of crushing is done under. ground where the oversize from I2-in. grizzlies is fed to a 56 X 72-in. jaw crusher. At the Selkirk shaft two 10-ton skips deliver the run of mine ore at a rate of 450 tons per hour to the 400-ton capacity shaft bins. One 6 ft wide Ross chain feeder and one locally made air-operated finger feeder feed the two 30-in. McCully crushers. Ahead of each crusher is a 6 X 9-ft spring grizzley spaced at 5 in. on a 35O slope. Neither the Ross chain feeder nor the finger feeder is entirely satisfactory and for the wet, muddy and sticky ore that has to be handled it is planned to replace these with two 6-ft wide apron pan feeders.
