On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

Two bored piles with base grouting are loaded axially and the results are used to compare with numerical analyses. One compressive pile with a diameter of 2 meters is drilled through clay deposit and into bedrock to a depth of 13.7 meters. One tensile pile with a diameter of 1.5 meters is drilled through the same clay deposit and into bedrock to a depth of 17 meters. Both piles are installed with monitoring system such as rebar strain meters, concrete strain gauges and extensometers. The monitored data during pile load test are used to obtain average frictional stress (t) a displacement (z) curve, pile tip bearing (q) as well as pile head load (p) and a displacement (s) curve. FLAC3D is used to simulate the pile loading and base grouting. The soil and bedrock are modeled with Mohr-Coulomb. The parameters of the constitutive law are established from soil biaxial tests and rock bore hole deformation tests. The pile is assumed as an elastic body. The interface element is used to simulate the pile/soil interface and pile/rock interface. The numerical results are compared with the pile load test in terms of t-z curve, q-z curve and p-s curve. Finally, the pile base grouting is simulated and the uplift is analyzed. The result from this study is promising and the numerical modeling is successful.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. This report was prepared for the Bureau of Mines to describe the current methods of design, construction, and development of wells for in situ leaching of uranium. The discussion includes the alternatives for well design drilling equipment and fluids, grout formulation and emplacement, well integrity testing and repair, and well development and stimulation. Current practice in these areas was determined through interviews with eight operators of commercial scale in situ facilities and is also discussed. Based on this information plus the authors' experience, recommendations are made regarding well design, construction, and development tor in situ leaching.

Nos últimos anos ocorreu uma deterioração considerável na qualidade química e granulométrica dos minérios de ferro utilizados na sinterização. Como resultado ficou limitada a utilização de silicatos de MgO na mistura, devido à elevação excessiva do teor de sílica no sínter, e as siderúrgicas voltaram a utilizar a dolomita como fonte de MgO. A utilização de pellet feed na mistura a sinterizar (natural ou moído) tem se apresentado como uma alternativa à elevação do teor de sílica na sinterização e a eventual redução na produtividade, compensada pela otimização das condições de misturamento. Testes em escala piloto indicam que a eventual redução na produtividade, decorrente da utilização do pellet feed, pode ser compensada pela utilização de olivina na mistura a sinterizar, em substituição à dolomita, com uma otimização do processo e da qualidade do sínter.

Mediante efeitos de sazonalidades do mercado Siderúrgico, períodos de crise, aliados às necessidades de reparos de equipamentos, os Altos Fornos são, eventualmente, submetidos ao desligamento. O procedimento específico mais utilizado é o Blowdown, com o abaixamento de carga até nível de ventaneiras, facilitando posterior limpeza e reparo. Para sucesso deste procedimento, é essencial um planejamento adequado das atividades. Informações técnicas e experiências operacionais permitiram o embasamento teórico e a execução do Blowdown do Alto Forno 03 da ArcelorMittal FCSA (Tubarão). Como preparação, foi efetuado o aumento do fluxo periférico (remoção de cascão) e o aumento da permeabilidade do Cadinho (maior circulação de líquidos, limpeza e drenagem). Realizou-se também a preparação de equipamentos específicos e controle dos parâmetros operacionais. O abaixamento de carga foi devidamente realizado conforme planejado, até o nível de ventaneiras e permitindo paredes internas livres de cascões.

"En 1953, se habilita la nueva planta de flotación de cobre en Paragsha, donde el funcionamiento de las soleras tipo Lorain y la producción del mineral pirita lograron buenos resultados. Empero las nuevas condiciones de proceso, limitaron su funcionamiento y costo. Por tal motivo, el objetivo del trabajo se basa en la construcción de una solera de mayor rendimiento y menor costo, modificando su diseño al de una honda contínua. El primer juego de este diseño fue instalado en el molino de cobre Nº 1, sin aún obtener el dato final sobre su rendimiento. Posteriormente se consideró la solera AMSCO, dado que el diseño fue más eficiente y el costo final por tonelada fue menor. Sin embargo, se encontró que el contorno del valle era muy cerrado y las bolas N°4 se alojaban de modo ajustado, formando una solera muy gruesa. En consecuencia, se construyó otro diseño denominada ""Solera de onda abierta contínua"", el cual fue instalado en el molino de cobre N°7, donde la capacidad de molienda es igual de óptima y los costos son menores. Así, se pensó que la solera de una sola honda, es mejor que la de onda contínua puesto que este diseño tiene una sola honda en el centro de cada plancha de la solera. Luego, se diseño un tercer diseño, donde el promedio de vida era mejor. Por ello, de los tres diseños a seleccionar -la solera Lorain con 10 hondas, la solera de una honda con 20 hondas y la solera de honda continua de 30 hondas -, la última demostró ser la más eficiente. De otro lado, se probaron otros diseños de honda contínua con distintas aleaciones como el ""Nihard"", cuyo promedio de vida es entre 14 y15 meses aproximadamente, con el tonelaje actual de aproximadamente 270 000. Concluyendo que la experiencia anterior con solerasNihard en molinos a rodillos de 4 pies de diámetro, el impacto es mayor, obteniéndose en quebrantamiento de soleras a 3/4 grosor, pero que pese a esto, resulta ser superior a cualquier otra solera usada actualmente y en eñ que Paragsha esté 100% con soleras de molinos Nihard, a excepción de las rejillas dada su fragilidad. "

Como consecuencia de las bajas cotizaciones internacionales que hubo para la fluorita en la primera mitad del decenio de 1960, su producción creció lentamente respecto a los requerimientos del consumo mundial. Dicha escasez se reflejó en una recuperación de los precios y fue suficiente incentivo, junto con otros factores, para que la producción mundial del metaloide aumentará notablemente en 1971. En ese sentido, el presente texto describe el panorama de la fluorita en México a través del Instituto Mexicano de la Fluorita y así obtener información actualizada sobre el mercado y producciones mundiales, la situación de proyectos mineros de fluorita en otros países y sobre el desarrollo y usos de sustitutos de la fluorita.

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

Present conventional techniques for primary steelmaking in both integrated and non-integrated plants are outlined. 'Direct reduction' alternatives are reviewed and categorized according to the nature of the product produced, with particular emphasis on the limited number designed to yield steel as the end product. A proposed new technique, referred to as the Sherwood Process, is described in some detail as a new combination of selected features from the prior technology. This process is in-tended to realize, in integrated operations, the result of continuons steelmaking directly from the ore in a single plant and, in non-integrated operations, continuons steel-making from a metallic charge of scrap, sponge iron or pig iron. Prominent features are continuons processing in elongated, horizontal, rotary furnace equipment, controlled direct heating of each process stage and, for the over-all integrated process, a size separation for removal of excess solid reductant and other waste just prior to the melting step. Material and energy balances are presented as well as exemplary cost data. Reasons for selecting this particular combination of process elements are dis-cussed.

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

A 3D roof bolt model with the consideration of rebar, resin, bearing plate, and resin/rock interface was developed for studying the bolt/rock interactions of the tensioned and fully-grouted resin bolts. For the tensioned bolts, 2 ft compressive zone above the rooflineis generated by the 10 tons pretension. Since the free portion of the tensioned bolts displays a higher vertical stress, the increase of the bearing capacity of the rocks in such range is much larger. For the fully grouted resin bolts, despite no pretension is generated during installation, the roof sag can indirectly generate a compressive zone near the roof line. In addition, the analysis on the differences in bolt/rock interactions when employing the tensioned or fully-grouted resin bolts indicates that the fully-grouted resin bolts are preferred as the primary support when weak and thinly-bedded immediate-roof is present. Meanwhile, it is found that both the tensioned and fully-grouted resin bolts may have very limited effect in preventing and/or control the cutter roof.

Traditional loading systems have relied for many years on wheel and track loaders, power shovels, conveyor belts, and more recently, hydraulic front shovels. Each has certain advantages and disadvantages, depending largely on job conditions. Hydraulic backhoes were introduced several years ago as still another truck loading option. At first, buckets were small and backhoe use was limited to small earthmoving projects. Now, as backhoes are equipped with shorter sticks and bigger buckets to move larger quantities of earth. The "mass excavation" concept offers an excellent truck loading option in many situations. System Development and Advantages Mass excavation was first used successfully by contractors in site development and highway construction, loading both on-highway and off-highway trucks. Operators were able to take advantage of the excavator's ability to work in poor underfoot conditions and dig in tough materials. The technique was first applied to mining in the kaolin mines of central Georgia. Kaolin, one of the world's most abundant minerals, is used to make paper, paint, ceramics, rubber, plastics, and many other products. Since kaolin clay is slippery when wet, load-out with wheel loaders is very inefficient. Also, kaolin is found in very spotty deposits due to the weathering process involved in its formation. Consequently, draglines are also impractical for kaolin mining since they don't have the mobility to move between clay deposits. In response to these mining conditions and kaolin characteristics, mines began using excavators in mass excavation as early as 1976. They have developed a system that takes advantage of the excavator's •high penetration and breakout force in tight materials; •fast-cycling hydraulics; •ability to work in poor underfoot conditions; and •mobility in comparison to draglines. This loading method has been successful in Georgia's kaolin mines and now can be applied to other mining operations as well. Roxgold was a small exploration company when it discovered the Zone 55 orebody at the Yaramoko project in Burkina Faso in 2010. Since this time, it has actively progressed the project with the completion of a preliminary economic assessment in 2013, a feasibility study in early 2014 and obtained full permitting for construction in January 2015. With no other underground gold mine in Burkina Faso, developing a modern and productive modern gold mine in West Africa was considered a significant challenge as Roxgold moved from explorer to producer.To facilitate this development, Roxgold engaged an international underground mining contractor to partner this development. This has enabled Roxgold to successfully develop the mine over a relatively short time frame with construction commencing in April 2015, first gold being poured in May 2016 and commercial production being achieved in October 2016.This paper discusses key elements of the project development and highlights some of the challenges faced with operating in a remote poorly developed area with a limited mining culture. Interpreting the behaviour of granular material and simulating the gravity flow are complex processes in cave mining methods. In this paper, a new Cellular Automata based code – FlowSim – is used as a flexible tool to simulate the gravity flow and subsidence zone in block caving mines. The simulation results of the gravity flow model in a real scaled mine as well as a scaled physical model are presented in this study. In this research, FlowSim was first calibrated at a mine, based on the information obtained from smart markers. These markers were located in five points of the second block of the Esmeralda sector, at the El Teniente copper mine, Codelco, Chile. The calibration was performed with the objective of reducing the discrepancy between the extraction zone defined by markers in the mine and FlowSim outputs. Regarding the mine data, FlowSim was calibrated with the minimum error of ten per cent between real and simulated results. Then, the calibrated FlowSim model was used to simulate the flow behaviour of a scaled physical model. This model was constructed in the Block Caving Laboratory of the University of Chile to scale down the same block of the Esmeralda sector with the scale of 1:200. The FlowSim outputs show that this software enables the simulation of the gravity flow of the scaled model with less than five per cent discrepancy in grade and dilution entry to the drawpoints. According to the obtained results, this paper recommends FlowSim as an appropriate tool which can improve the design of production level in block caving and can enhance the prediction of the subsidence zone and dilution entry.CITATION:Castro, R, Hekmat, A, Fuentes, M, Armijo, F and Rodriguez, F, 2016. The problem of estimating the precision of systematic samples from a mineral deposit is attacked by interpolating the quality, or other attribute measured, by using Fourier approximation. Such approximation using trigonometric functions yields a particularly simple expression for the variance of the mean value of the attribute sampled. The increasing volume of publication in which the science of statistics has been applied to the problem of predicting the quality of an ore deposit from sets of samples taken from it might lead one to believe that engineering judgment can be replaced by statistics. There is, in fact, an implicit application of the principle of indifference or of "no advance knowledge" which has been discredited in modern statistical theory and practice. These pages will show that it is not always advantageous, efficient, or safe to apply this principle. This problem will be dealt with by using series of orthonormal functions to describe the distribution of the quality of ore in space as contrasted with the more commonly used distribution of quality as a frequency function. Mining engineers are rarely well acquainted with the use of such series or of the functions comprising them. These uses are commonplace in the fields of communication and information theory and it is not surprising that applications taken from these fields should be found appropriate for the analysis of the information contained in a set of samples from an ore deposit. It is hoped that presentation of the following basic, but incomplete, results will generate wider interest in this method and a fuller development of it as well as of the necessary computational techniques. FUNDAMENTAL PREMISES Random variables in the strictest sense are not very common in mine sampling. The sets of samples are almost always taken systematically and are, hence, not subject to all the laws governing random events. Therefore, unless there is indeed random experimental error in the determinations of quality, the treatment of systematic samples of n members as though they were random samples of n members often leads to calculation of confidence limits for the mean quality which are larger than they should be with the result that unnecessary additional sampling is done. The reason for this will emerge in the following discussion leading to Eq. 24 and its generalization. In order to inquire into such questions on a rigorous basis and at the same time avoid arithmetic complications that would obscure the concepts involved, a one dimensional distribution of quality will be assumed.
