This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

Fluorphlogopite mica was synthesized from inexpensive and abundant olivine, clay, feldspar, and sand (plus K2SiF6). The raw materials were melted in crucibles and in an internal resistance electric furnace. The melts yielded >95 percent mica. The major difficulty encountered was incomplete settling of the highly dispersed ferroalloy. This problem was not completely solved. Reducing agents tried in melts of 300 to 400 pounds were carbon, silicon, and silicon carbide. Carbon slowly reduced the iron of the raw materials, with much fuming. Silicon apparently was oxidized ahead of the melting and was ineffective under the conditions obtained. By far the best reducing agent was silicon carbide. With silicon carbide, fuming did not occur and ionic iron content of the mica flake approached 0 percent. However, even with SiC, the highly dispersed globular iron did not completely separate from the mica portion. The fluorphlogopite made during this investigation should be suitable for metallurgical use. A byproduct ferroalloy containing about 5 percent nickel, 3 to 5 percent chromium, and some cobalt was obtained. Because of the highly dispersed metallic ferroalloy, the mica was not deemed suitable for electrical or electronic uses.

A year ago a paper (1) was presented at the Annual Western Meeting of the Institute regarding silicosis in Ontario mines. It described the whole problem as we see it and discussed the means of prevention. The work and aims of the Technical Silicosis Research Committee of the Ontario Mining Association, and of the Committee's field engineer, were fully described also and it is suggested that reference be made to this paper in order to have a better understanding of the observations which are presented now. These observations enlarge upon parts of the dust control measures already discussed and tell of general progress in the past year. They concern fifty properties, the majority of the operating mines, which vary in size from the hopeful prospect to established producers yielding 11,000 tons of ore daily. Most of these are gold mines; a few copper-nickel. The ores range from heavy sulphides to siliceous materials and they are mined by many methods from varying types of deposits. The majority of the latter are steeply dipping and all are found in Precambrian host-rocks. Up to the present, die greatest depth to which mining has penetrated is 6,400 feet.

The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. Groundwater inflow into hard rock tunnels is strongly affected by recharge and drawdown of the water table. Previous analytical and empirical methods for estimating inflow have generally not accounted for these factors in an accurate or systematic way, resulting is wrong conclusions about inflow and the effects of the tunnel on the surrounding environment. This paper discusses these issues and provides some simple analytical equations to estimate inflow and water table drawdown around the tunnel. Examples from tunnels in the Atlanta area are provided.

The processing of EAF baghouse dusts from both the specialty steel industry and low alloy producers will be reviewed. In addition, the INMETCO process has been modified so as to recover nickel, chromium and iron from many other waste materials such as pickling solutions or filter cakes, spent nickel and chromium plating baths, carbon refractories from pickling tanks, and super alloy wastes including baghouse bags. INMETCO is the only North American company presently capable of recycling nickel-cadmium batteries by high temperature metals recovery. This, along with the details of INMETCO's BDAT Test Program and results performed to pre-agreed standards with the EPA will be discussed.

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

There are different schools of thoughts about the influence of gas pressure on coal strength. Researchers have reached contradictory results with regard to the effect of confining gas pressure on tensile strength of coal. Accordingly, this paper re-examines the influence of gas pressure on the strength of coal. A specially designed precision drill capable of drilling in a pressurised chamber was used to drill coal samples under both atmospheric and increased gas pressure environment. The drill cuttings were examined for particle size distribution using a laser controlled Malvern Mastersizer S particle size analyser. Petrographic analysis of the sample examined the effect of gas pressures on the maceral structure and the composition of coal. The paper demonstrates that there is a definite variation in the range of particle size distribution with particles obtained from drilling coal samples not subjected to gas pressures, in comparison with those obtained from samples drilled under confined gas pressure. Also observed were the changes in the rate of drilling in soft coal obtained from geologically-disturbed zones compared with other coal samples. Some variation on the maceral compostion of coals were also observed in relation to increased gas pressures and gas type.

"The Phosphate Rock Market:Indications, in the fertilizer market, point to a prosperous condition, caused chiefly by the growing demand for all classes of fertilizer material in spite of a shortage of supplies. Both of these conditions have been caused by the war. The shortage in phosphate rock is being relieved as production increases, but the supply has not caught up with the demand for this spring's trade, at least. Reports from Florida are to the effect that more than half the necessary quota of laborers are at work. This may not appear to be a very good showing, but even this situation is en¬couraging because there is a larger force now at work than has been the case for some time, and it is steadily, though slowly, increasing. Some of the producing companies are conducting advertising campaigns to get laborers back to the phosphate fields and attractions in the way of better housing and living conditions are being offered.Producers are far more confident about the situation than they were two months ago, and though the shortage will not be met before the end of 1920, theme is a surplus accumulating over what is going out on existing contracts.Quotations are now being offered on all Florida rock excepting land pebble and this, it is expected, will be soon quoted.Quotations on Florida rock per ton are as follows:"

Improving Pelletisation of Pyrite Cinder by High Pressure Roller Grinding As an important secondary resource for ironmaking, pyrite cinder is characterised by coarse particle size, low specific surface area, high porosity and poor surface activity, which leads to high bentonite dosage, low strength and too high moisture of green balls and high roasting temperature. In this paper, a study of improving the pelletisation of pyrite cinder containing feed by using high pressure roll grinding (HPRG) was presented, which aimed to improve the quality of green pellets and reinforce roasting performance pellets. It is shown that pyrite cinder is characterised by complicated mineral compositions dominated by haematite and metal sulfides, porous surface and middle class ballability, leading to higher balling moisture, higher bentonite dosage and higher firing temperature for pellet hardening. The pelletisation of pyrite cinder can be improved by high pressure roller grinding and blending with magnetite in the pellet feed. The former is probably ascribed to the increase in specific surface areas of pellet feed from 850 cm2+g to 1690 cm2+g when the pellet feed passes through roller twice. Good quality green balls and fired pellets can be made from feed comprising 40 - 60 per cent pyrite cinder and 60 - 40 per cent magnetite concentrate at small scale under the following conditions: 1.2 per cent bentonite, feed passing through roller twice at 7 per cent moisture at 1.5 ton pressure, balling at 13 per cent moisture for 13 min, preheating at 1050¦C for 12 min and firing at 1300¦C for 8 min. Green balls possess such properties as drop numbers of 6.5 times, compressive strength of 19.1 Newton and thermal shock temperature of 533¦C. Fired pellets are imparted high compressive strength of over 3000 Newton per pellet. Small scale tests have been proven by pilot scale tests that high grade fired pellets are made, assaying 63 per cent Fe and minor other impurities, such as sulfur and phosphorus except for copper content. The fired pellets made of three blends possess excellent metallurgical performance, such as reducibility index higher than 65 per cent, reduction swelling index lower than 15 per cent and low temperature reduction degradation lower than2 per cent. Especially the compressive strength after reduction is higher 719Newton per pellet.

In some respects, forward combustion (alias: fie-flooding, underground combustion, in-situ combustion, dry combustion) is an efficient oil recovery method. For example, its displacement efficiency (as much as 95 percent in reservoirs with high porosity and high oil saturation) is good. In its use of heat, however, forward combustion is grossly inefficient. Most of the heat generated during forward combustion is wasted. About one-fifth of the heat is picked up by the incoming air and re-used (regenerated); the remainder is left behind the combustion zone and ultimately is lost. Compressed air is expensive, and heat generated from compressed air via underground combustion is too valuable to be thrown away. Improvement is needed. Since the early 1950's, improvements in forward combustion by addition of water injection have been discussed, particularly in the patent literature, with increasing frequency.'-'' These concepts are based on the fact that relatively inexpensive water can be used to pick up much of the heat that is ordinarily wasted during forward combustion, and transport it forward to a more useful place, thereby reducing the amount of air required to move a heat front through the reservoir. Several approaches have been proposed. Merriam and Squires1 taught that a combustible (fuel) gas should be injected along with the air and water. This, however, would give at least a tendency toward reverse combustion instead of forward combustion, and would reduce the velocity of the heat bank, defeating the primary purpose of the water injection. Pelzer2 described primarily a batchwise method of forward combustion and water flooding. He advocated burning part way through a reservoir with forward combustion, then switching from air to water injection alone to push the heat toward the producing wells. Though possible, this method has serious disadvantages, the major one being that, by the time water injection is started, much of the heat has been irretrievably lost to the overlying and underlying formations. We have described what is considered a practical Combination Of Forward Combustion And Water-flooding (COFCAW).3,4 Air and water are injected simultaneously (or alternately) after a small heat bank has been formed by forward combustion. Some of the injected fluid fills up the region behind the heat bank; the rest enters the heat bank. Upon encountering heated rock, the water is converted into steam, which then flows ahead of the combustion zone and displaces much of the oil in place. Only enough air is injected to provide heat for vaporization of the water and to compensate for reservoir heat losses. Since the size of the heat bank is minimized, heat losses also are minimized. Because of more efficient oil displacement ahead of the combustion zone, fuel consumption is reduced. A model has been developed for drum scrubbing which allows selection of geometry and power input. Specific aspects considered are: Calculation of total static and operating volumes. Total residence time based on total operating volume. Solids residence time based on solids operating volume. Selection of the aspect ratio. Alteration of operating fill to allow for smaller or larger feed openings. Selection of proportion of critical speed. Calculation of shell and motor power requirements. The model uses either solids or total residence time to calculate the required operating volume. The solids residence time is based on the proportion of coarse solids in the feed. Material finer than the reject size is considered as part of the slurry. The solids operating volume is the static volume plus the surcharge on the discharge weir required for flow of the solids from the unit. The total operating volume is the static volume plus the surcharge on the discharge weir for the total flow to exit the scrubber. The burden density is calculated from the coarse solids bulk density and the slurry density that includes all the fine solids. Power is calculated using the Liddell and Moys correlations for burden position and shape, and the operating rotational speed. Results from the model (especially power) have been verified from industrial installations of significant size. Predicted and observed power draws are within two per cent. A check against the JKMRC mill model shows power draw prediction agreement to within four per cent.

An investigation has been carried on samples of three Queensland coal dusts to determine the potential explosibility of dust-gas mixtures. The explosion potential of the samples was classified by the lean and rich limits of explosibility and the limiting oxygen concentrations for each sample. Plotting of these points showed 2-dimensional flammability limit surfaces for coal dust/oxygen, methane/oxygen and coal dust/methane mixtures. From these plots the 3-dimensional flammability envelopes defining the explosibility of the mixtures were defined. The explosion limits of the coal dust/methane/oxygen system were seen to be influenced most by the explosibility characteristics of coal dust. THE operating advantages of the longwall retreating system of mining, as opposed to longwall advancing, have been well known for many years. Although retreat walls have been successfully worked in the past in some of the collieries of the Dominion Steel and Coal Corporation in the Sydney, Picton and Cumberland areas, the adoption of longwaIl retreating as the general sys-tem of mining has not been attractive in the Sydney field, due to the time and expenditures required to drive roadways to the boundary. In addition. difficulties in maintaining effective ventilation on the faces, especially under conditions of low barometer, have made the operators in the field hesitant to adopt this as the general system of mining. The development of a machine capable of rapid entry drivage has made possible the driving of the necessary road ways to the boundary at a moderate cost, completely changing the picture and making a retreat system more attractive.

"Chuquicamata Underground Mine is one of the main projects for the Chilean government copper company (CODELCO). Underground mine project has been under construction since 2013 and presents a solution for the lower production levels of the open pit and prolongs the life of the mine for the next 40 years. Currently, around 2000 workers operate in the mine daily. Dozens of trucks and heavy machines drives through all main routes and access in the mine. As a mine under construction not all the infrastructure necessary to operate safely in the mine has been completed. Risk of a truck or fixed facility fire is always a challenge to keep under control. One important part of fire simulation relays on what we can do prevent a fire and what can be done with the existing infrastructure to control a declared fire and start evacuation plans. This study has been made as a feasible emergency plan to implement, in this case, of a mine under construction, were limited resources are available. Several fire scenarios have been made to support all the emergency plan strategy and a detailed step by step procedure indicates what the elements of a fire emergency plan and risk analysis are.INTRODUCTIONThe main objective of this study is to describe the importance of fire risk analyses (FRAs) and different methods to be used before commencing fire simulation and methodology steps utilized for a fire emergency plan strategy (EPS) at the Chuquicamata underground mine. It also describes how to classify zones which are going to be affected by fumes and gases propagation derived from the exact location of a fire event. Fire simulation study is helpful to determine the impact on a ventilation system with the main purpose of providing relevant information to complement emergency plans and stablished control techniques in ventilation design and its operation. Most fire simulation studies only concentrates in simulation techniques on itself. But what is the next following step in developing an emergency plan? How can we evaluate, classify and treat risky areas? This study is focused mainly in the phases before and after a fire simulation process. Phases corresponds to a good FRA and how output data can be used for an EPS."

"By compiling geological, structural, geophysical, and geochemical information into a 3D geological model, we evaluated the orogenic gold potential in the vicinity of a hidden segment of an important Archean fault zone, the Cadillac-Larder Lake fault (CLLF) in the region of Rouyn-Noranda. The segment of CLLF in the present study is partly covered by Proterozoic sedimentary rocks. Because more than 2000 t Au have been extracted along the CLLF to date, our objective is to evaluate the gold potential at depth along a poorly known segment of this fault. A 3D geological model (50 km × 9 km × 1.5 km) including the covered segment was built through the compilation and homogenization of available geological data and the construction of 23 cross sections. The geology under the Proterozoic cover was evaluated using geophysical inversions, drill holes (42 in total), and surrounding geology. All available assays were filtered and upscaled to a 250 m × 250 m × 250 m regular cell grid to determine and quantify spatial relationships between geological features and mineralized occurrences using the weights of evidence method. Structural features, such as E-W-trending faults and fault intersections, and certain lithologies with a high primary porosity such as volcanoclastic rocks of the Blake River Group and Timiskaming sedimentary rocks, proved to be very prospective, yielding favourable factors with a weight of evidence index W+ > 0.24. These salient features were then assigned a combination index for ultimately evaluating the orogenic gold potential under the sedimentary cover. The zones resulting in an optimization of exploration targeting were attributed the highest probability, representing ~1% of the initial volume. La compilation des données géologiques, géophysiques, structurales, et géochimiques et leur intégration au sein d’un modèle géologique 3D a permis d’évaluer le potentiel aurifère dans les environs d’une importante zone de faille archéenne sous couverture protérozoïque. Cette méthodologie a été développée en utilisant le cas de la Faille Cadillac-Larder Lake (FCLL) dans la région de Rouyn-Noranda. Puisque plus de 2000 t d’Or ont été extrait à proximité de la FCLL, l’objectifs des travaux est l’évaluation du potentiel aurifère en profondeur de ce segment. Un modèle géologique 3D (50 km × 9 km × 1.5 km) incluant le segment sous couverture de la FCLL a été construit en utilisant l’ensemble des données géologiques disponibles et 23 coupes géologiques. La géologie du socle archéen sous la couverture protérozoïque a été interprétée avec des inversions géophysiques, des forages (42 au total) et les contacts géologiques exposés. Les teneurs aurifères dans le secteur ont été filtrées et ajusté à une grille régulière de 250 m × 250 m × 250 m afin d’évaluer et de quantifier les relations spatiales existantes entre certaines entités géologiques et les emplacements minéralisés en utilisant la méthode du poids de la preuve. Les failles de direction Est-Ouest, les intersections de failles ainsi que certaines lithologies possédant une porosité primaire importantes comme les certains tuf du Groupe de Blake River et les sédiments du Timiskaming se sont montrés très prospectifs avec des valeurs de W+ > 0.24. Ces entités géologiques ont ensuite été utilisées par le biais d’un indice de combinaison pour évaluer le potentiel en or de type orogénique sous le couvert sédimentaire. Cette méthodologie permet une optimisation des campagnes d’exploration puisque les zones pour lesquelles la probabilité de minéralisations a été évaluée à la plus haute valeur représentent 1% du volume initial."

The construction of a water treatment plant in Dandenong, Victoria, required detention tanks and a pumping well. The design provided by the Engineer used conventional rectangular cast-in-situ reinforced concrete walls within a sheet piled cofferdam. It was decided to construct the tank and shaft using the diaphragm walling technique as an alternative and, for the shaft in particular, this involved a “circular wall”. Except where cutters are used, joints in diaphragm walls have to be made between colinear panels, with waterproofing provided by dumb-bell water stops held within trapezoidal forms. This means that the circle has to be approximated by a number of straight sides, which in this case was twelve. The requirement was to design the reinforcement for the strange shaped panels. Finite element analysis was used, in the first stage using an axisymmetric model to determine the profile of lateral earth pressures with depth. In the second stage a horizontal slice was modelled, without gravity which normally operates from the top to the bottom of the page. By considering appropriate possible earth pressures at different depths, a range of bending moments was calculated, which was used by the structural engineers to design the rebar. The tanks were successfully constructed, and inclinometers were installed in both the tank and the shaft. Measured deflection profiles show that the design was moderately conservative.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

"The Lady Loretta lead-zinc deposit in Northwest Queensland, Australia contains an average of 5.9% lead, 17.1% zinc and 97 g/t silver. Ore mineralization is mostly comprised of fairly complex intergrowths of pyrite, sphalerite and galena. Starting in 1998, Noranda Inc., the major joint venture partner of the project, conducted extensive metallurgical test work, which culminated in July - August 2000 in a series of Pilot Plant tests. A common thread to all the metallurgical work has been the deportment of a large portion of silver into non-payable metallurgical products. Average silver distribution from four Pilot Plants shows a distribution of silver in lead concentrate of 28%, whereas silver in zinc concentrate was 49%, and 23% in the final tails.The consistently poor silver recovery as well as the fairly unusual silver distribution, particularly in zinc concentrate, was considered an issue to be thoroughly investigated. A mineralogical plan was devised to determine if these particular metallurgical results were somewhat related to the nature and mode of occurrence of silver carriers. Work was performed to determine discrete silver-bearing minerals and/or silver contained in solid solution in a suite of commonly occurring sulphides.
