We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

Of the three projects, particularly the extensive Nimitz II (downtown) project, a single system, which was part of the operation, was used to control the spoil. Spoil control was continuous with the work since a vacuum truck and crew was used to suck up the spoils as they came out of the borehole. So, the whole job was kept clean both during operations and at the end of the shifts. On the Sand Island project, a double system was used. Larger spoil quantities were contained within the shaft limits during the work and the cleanup or disposal of the spoils was performed during excavation.

The Baosteel Zhanjiang 5,050m3 blast furnaces have been built with highly independent integration and innovation technologies and represented the state of the art of the world’s huge BFs. The proper of BF1 and BF2 is designed with long-campaign technology; both BFs share the same set of stockhouse, water and PCI systems; the BCQS serial-hopper no-bell top, TRT and blower are all local equipment as applied; four top-combustion stoves systems are matched; the BFG is cleaned by fully dry process; and the automation control system for the main process is self integrated. The BFs have been started up and performing with sound indicators. Their smooth proceedings symbolize China’s huge blast furnace ironmaking technology ascending a new high.

Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

This report describes a gage which, when used with my procedure for producing strain relief, will measure the resulting borehole deformation, From the borehole deformation the magnitude and direction of the principal stresses in a plane normal to the axis of the borehole can be calculated. The design considerations, mechanical construction, sensitivity, and stability of the gage are discussed. INTRODUCTION During the past two decades an increasing mount of consideration has been given to the problem of measuring and evaluating stress in rock around underground openings. Several investigators have made theoretical and model studies of the stress and (or) strain concentrations around simulated mine openings or in structural members, such as mine pillars or immediate roof. Other investigators have developed gages for directly or indirectly measuring stress or strain, and a number of reports present the results of measurements made with these gages. Because various methods and instruments have been developed, factors involved in this type of measurement will be briefly considered.

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

Titaniferous magnetite deposits are a significant source of vanadium for use in high strength steel alloying and other chemical applications. The mineralogy of the deposits varies markedly and the ore characteristics strongly influence the process route selected and the metallurgical outcomes. Characterisation of the ores reveals the presence of magnetite, ilmenite and other minerals such as spinel hematite and goethite with variable degrees of weathering along with weathered products of host rock. The standard processing route is to crush, grind and magnetically recover a concentrate for salt roasting to produce a soluble vanadate. Ore beneficiation is practised to generate an iron based mineral concentrate containing much of the vanadium with low silica levels of two per cent. Typical processing problems encountered are fine liberation size, over grinding of the magnetite and variable response to magnetic separation resulting from the weathering profile. Beneficiation options are restricted, and generally focused on producing a combined iron and titanium rich concentrate containing vanadium due to the fact that ilmenite and magnetite and their products of weathering are magnetic and have similar specific gravities making their separation difficult. The ilmenite usually contains low levels of vanadium making its separation highly desirable from the iron mineralisation containing higher levels of vanadium. Salt roasting of vanadium ores followed by water leaching has been the standard processing route for many years. The cost of suitable sodium salts, availability of capital and increasing energy costs and energy availability are critical factors in determining the viability of aspiring vanadium producers. To date, only Windimurra has acquired full capital funding, secured energy and sodium salt supplies at suitable cost that enable the construction of the project. Low overall recoveries of vanadium to concentrate roasting at up to 1200¦C are critical cost issues. In this paper, factors influencing the recovery of vanadium are reviewed and emerging processing trends explored. The important features of the processing of titaniferous magnetites have been condensed from the literature, published works, company websites, our own work and personal communication.

To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

This paper deals with the analysis of stress condition on the interface between two types of floor rock materials when the vertical stress is larger, or when the horizontal stress is larger in a rectangular opening. It indicates that the floor Failure and the failure stress of floor rocks are closely related. It also demonstrates that a larger horizontal stress is one of the most important factors in increasing the potential for floor rock failure and floor heave.

Every mine contains inflammable materials, either in form of the minerals mined or in the form of brought-in supplies. Although great efforts are made to make mines as far as possible fireproof and to prevent ignition sources, the possibility of mine fires, like that of other accidents, will always continue to exist. Detailed statistics are available for coal mines. They show (65,112) that the number of major mine fires in the USA over the last 20 years has remained more or less constant with approximately 50 per year. The same number is reported (26) for the British coal mines. Other countries (147) report about 1 major fire for every 10 million tons of coal production. Conflicting data are published on the number of fatalities caused by fires, presumably because frequently deviating opinions on the cause of death exist. On the average (82,99) 4 miners are killed per year in the US and in the British coal mines. Although this number is much smaller than that for several other causes of fatalities, one must keep in mind that almost every small fire can develop into a large disaster.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." "INTRODUCTION.Street manholes for underground power and signal circuits, and for sewers vary in size from small openings that a workman can enter, to large central vaults. As the gas hazards in manholes are similar to those in mines, the mine safety committee of the Bureau of Mines was asked whether the miners' flame safety lamp is a practicable device for indicating inflammable gases in manholes.The coal miner detects firedamp (methane or CH4) with his flame safety lamp by observing the luminous can or the increased length of flame that appears when 1.5 per cent or more of the combustible gas is present. The lamp flame also warns him of lack of oxygen by going out when the oxygen becomes less than 16 to L7 per cent. A tentative rule regarding the proposed use of safety lamps at manholes has been suggested previously as follows: ""Testing for gas: Do not enter manholes until you have .assured yourself that the manholes are free from dangerous gases, by testing with an approved safety lamp, by ventilation, or by other adequate methods."" The Bureau's committee recommended that miners' flame safety lamps are not suitable,testing in manholes because hydrogen gas may be formed therein. The flame safety lamps approved by the Bureau of Mines for use in aseous mines are safe in presence of methane and while not tested against the members of the paraffin hydrocarbon series (CnH2n+2) higher than methane they been have been used therein; the lamps should not be used in hydrogen or acetylene they can initiate explosions in presence of these gases."

"AbstractLarge diameter tubular piles offer significant advantages in terms of design performance and economy for major marine structures. This is particularly true for foundations of major overwater bridges in regions of high seismicity such as the west coast of North America. The use of large diameter piles in the range of 2 to 3 m diameter means that fewer piles are required, and the size and mass of the pile caps can be significantly reduced, thereby greatly reducing lateral load demand during seismic events. Another advantage of using larger diameter piles is increased pile stiffness that allows the pile caps to be located at or near the waterline rather than being positioned at or below the mud line. This elevating of the pile cap offers significant cost savings by eliminating the need for deep cofferdams. However, relocation of the pile cap creates new problems and opportunities in regard to the means and methods used to construct the pile cap. With the pile cap at depth, conventional steel sheet pile cofferdams with thick tremie seals are typically used to isolated the cap location and allow dewatering for construction of the cap. However with pile caps positioned up off the bottom, conventional bottom founded cofferdams are no longer cost efficient. Float-in or lift-in cofferdams have been developed to address the need for a more cost efficient method for cap construction. This paper describes the key features of the concept and provides three case history examples of its successful implementation.Pier Construction Using Conventional Sheet-Pile CofferdamsCofferdams are temporary structures used in the construction of bridge piers and other marine structures. Their primary purpose is to hold out water and unstable soil from the construction area, and thereby, allow in-the-dry construction of the permanent structure below the water line and quite often below the mud line. Typically, cofferdams consist of long interlocking steel sheet piles driven through water into the bottom of the waterway. The sheet piles form temporary exterior walls which are typically braced internally with wales and struts. The bottom of the cofferdam is typically sealed with tremie concrete or an impervious clay layer if one exists. The depth at which this type of cofferdam can be used is typically limited by the length of steel sheet pile that can be transported and handled by conventional marine equipment."

The 2003-2004 expansion of a Duluth medical center required rock blasting adjacent to the existing structures, a Mn/DOT retaining wall and other urban structures. This case history describes the methods of a blast damage assessment, based on blast parameters, excavation locations, and critical vibration receptors (including surgical suites, a linear accelerator and a major retaining wall). The assessment concluded that blast vibrations could be controlled, by limiting charge weight, to eliminate impact at the critical receptors. Prior to construction, we conducted preconstruction surveys on structures susceptible to vibration damage. During construction, we reviewed submittals, observed test blasts, reviewed blasting logs and monitored blasting vibrations. Up to 13 seismographs were used simultaneously. Close coordination with medical center operations personnel was necessary to prevent impacts to critical medical procedures. Measured vibrations were clustered around the predicted values, and attenuated at the predicted rate. High-frequency blast induced ground vibrations induced low-frequency vibration of an adjacent MnDOT retaining wall. Medical center structures were observed to significantly attenuate the ground-borne vibrations. Phelps Dodge has recently operated a commercial scale, super fine grinding circuit of copper concentrates for use in a medium-temperature pressure leaching process. Two 355 kW vertical stirred mills were installed in series, targeting a grind of 80% passing 7.5 µm and 98% passing 15 µm as outlined in Phelps Dodge's concentrate leaching patent portfolio. This paper details the operation and results of the test program at Bag dad, as well as some of the operating challenges encountered.

Mine tailings, the byproduct of mining and mineral processing, are increasingly mass-produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. Following a short review of selected literature, a back analysis of stress measurements of stress regeneration in a closed mini-longwall is shown. The agreement is good, lending confidence to the parameters used in the proposed numerical model. Foundation yielding was modelled in the absence of total stope closure. A ?Prandtl? wedge was formed, coinciding with the yield point of the pillar/foundation system. Some theoretical work is used as a starting point for the formulation of a new design methodology for strike or dip stabilizing pillar/foundation systems in deep level goldmines. The existing guideline for the stability of foundations (APS< 2.5UCS) is critically examined. Finally, the advantages of the new approach, and the work required to substantiate the proposed new design methodology, are outlined.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region&apos;s low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. This paper presents the details of milling practice and costs at the conglomerate mill of the Calumet & Hecla Consolidated Copper Co., Lake Linden, Mich., and is one of a series on milling methods being published by the Bureau of Mines. GENERAL DESCRIPTION The mines of the Calumet & Hecla. Consolidated Copper Co. are located in the Keweenaw Peninsula of northern Michigan. The mines of this district lie in a belt not over 4 miles wide and 100 miles long, which contains more or lees commercial ore. The Calumet & Hecla properties are the farthest north, except for the Seneca, of the operating mines. The district borders on Lake Superior, and by means of the Portage and Torch Lake waterways the largest lane vessels, can transport coal and other supplies from the lower Lakes directly to the company docks.
