Coal preparation plants play an important role in modern society by providing high quality feeds for coal-fired utilities, industrial boilers and metallurgical coke facilities. Unfortunately, field data indicate that preparation plants are often not operated under optimum conditions, resulting in lower productivity and lost profits. In many cases, this shortcoming can be attributed to a failure by plant operators (i) to recognize the importance of correctly adjusting plant operating conditions to accommodate requirements dictated by coal sales agreements within different coal markets and (ii) to properly account for variations in product moisture with particle size across different plant circuits. This paper discusses the important influence of moisture constraints on preparation plant optimization and provides a case study to illustrate the potential gains that can be realized via proper understanding of plant moisture control.

Nickel having a purity of more than 99.99 percent with reference to metallic impurities was electrodeposited at the Rolla Metallurgy Research Center of the Federal Bureau of Mines. The production of high-purity nickel is in keeping with the current trend in technologies for producing metals with lower and lower percentages of impurities. To understand more fully the role to be played by nickel by itself and as a component in many alloys, the element must be in a state of high purity. Procedures are outlined for purifying nickel solutions by precipitating and filtering off impurities. Details are given for using the purified solutions as electrolytes in depositing high-purity nickel. The elecneleposited nickel contained 0.0005 to 0.002 percent each of cobalt, copper, aid iron together with spectrographically detectable traces of aluminum, magnesium, and silicon. The deposits were smooth and dense; the crystalline structure was typical of an electrodeposited metal. Some preliminary experiments for purifying nickel solutions by liquid-liquid extraction are also described in this report. Tests of this type were limited since more encouraging results were obtained by other methods of purification.

There are five independent seismic source parameters: seismic energy, seismic moment, source size, location, and time. These parameters are investigated primarily for evaluating seismic hazard and understanding seismic source mechanism(s). Broadly, seismic hazard is the likelihood of occurrence of an event of a given magnitude. Seismic source mechanism is the mode of rockmass failure that causes the seismic event. Most mine seismicity analysis techniques use a combination of a few of the independent source parameters. In literature, time is perhaps the least discussed and most underutilized of these five parameters. This paper discusses three applications of time to understand both seismic hazard and seismic source mechanism in mines. The first application is time history analyses, which focuses on how other parameters of interest vary over time. Examples are presented to show how time history analyses can give information about both seismic hazard and seismic source mechanism. The second application is analysis of time-between-events. This technique can give insight into seismic source mechanism. The final application is phasor analysis using the Schuster test. This method can be used to investigate how seismic source mechanisms may change over time. For both time-between-events analysis and phasor analysis, there are important implications with regards to scale dependence and the breakdown of self-similarity of mining-induced seismicity.

A promising and increasingly popular tailings management strategy is to place cemented tailings underground as backfill. The placement of cemented tailings results in enhanced geotechnical stability and a purportedly more geochemically stable tailings form with lower leaching potential. Conventional subaerial tailings management can negatively affect water quality if weathering causes acid rock drainage and metal leaching (ARD/ML) to occur, whereas cemented tailings can limit leaching via porosity and permeability reductions and contribute alkalinity to limit the potential for ARD/ML. Cemented tailings backfill appears to be better, but how can this advantage be proven? Currently, cemented tailings backfill is utilized at mining operations internationally, but there is limited guidance on performing geochemical characterization and associated evaluation of the potential impacts to water quality. As a result, various approaches to simulating the leaching behavior of cemented backfill have been utilized, including some methods that are unlikely to represent weathering under site-relevant conditions. American Society for Testing and Materials (ASTM) Standard Test Method C1308-08 is a diffusion testing method initially developed to assess constituent release rates from solid nuclear waste forms. ASTM C1308-08 uses intact cylinders that more closely represent actual backfill than methods that require crushing or size reduction. It is widely believed that leaching from actual cemented tailings is controlled by diffusion through small pores that exhibit limited exposed surface area, making diffusion testing particularly applicable to cemented tailings placement.

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

The high-temperature steady-state creep behavior of a series of dilute copper-silicon alloys was studied to determine the effect of stacking fault energy on the creep-rate. The steady-state creep rate is, when taken at equivalent diffusivities decreases with decreasing stacking fault energy. The stress and temperature dependencies of is suggest that creep is a difusion controlled dislocation climb process. Electron microscopy studies of the creep substructure revealed: 1) the subgrain size is not a function of the stacking fault energy in these alloys, 2) the dislocation density not attributed to the subgrain walls seems to be higher during primary creep and decreases to a lower steady value during steady-state creep, and 3) the dislocation density during steady-state creep decreases with decreasing stacking fault energy. In the past few years numerous investigators have studied the influence of stacking fault energy on high-temperature creep strength. Most of these investigators have confined their attentions to studying the relationship between steady-state creep rate, is, and stacking fault energy, ?, when samples are tested under conditions of comparable stress and temperature. For the case of fcc metals, it was initially shown by Barrett and Sherbyl and since confirmed by many others2"4 that is decreases with decreasing ?, often following an empirical relation of the form i ?m where m is a constant about equal to 3. The application of theory to explain this observation has not been entirely successful. One of the main difficulties has been the almost complete lack of structural information (dislocation density, subgrain size, and so forth) for samples with different stacking fault energies, tested under high-temperature creep conditions. weertman5 has attempted to explain the stacking fault energy dependence of is on the basis of a dislocation climb mechanism. Assuming that both the rate of dislocation core diffusion and the ease of athermal jog formation decreases as ? decreases Weertman has argued that the rate of dislocation climb and hence the creep rate should also decrease as ? decreases. One questionable aspect of Weertman's analysis is the assumption that core diffusion down extended dislocations is slower than core diffusion down unextended dislocations. The only experimental work done in this area, by Birnbaum et al.6 on nickel and Ni-60 Co, has shown the core diffusivity to increase with decreasing ?. Theories of steady-state creep based on the diffusive motion of jogged screw dislocations often seem unable to predict even the qualitative nature of the es- relationship. Assuming that Weertman is correct in his assumption that the dislocation jog density decreases with decreasing ? then the jogged screw theories predict an increasing dislocation velocity with lower ?. It is usually assumed that the increase in dislocation velocity implies a corresponding increase in creep rate. However, two other factors must be considered before such a statement can be made. That is, we must know how both the mobile dislocation density and the effective stress (the difference between applied stress and internal stress) vary with ?. Significant changes in either one of these factors could outweigh any change in dislocation velocity accompanying a change in ?. And with the slower rates of recovery expected in low stacking fault energy materials it seems likely to expect both mobile dislocation density and effective stress to be dependent on ?. Sherby and Burke7 have suggested that stacking fault energy influences the creep rate in an indirect way. These authors cite evidence that the steady-state subgrain size generated during high-temperature creep is a function of ? decreasing with decreasing ?. Assuming the creep rate to be proportional to the area swept out by each expanding dislocation loop and that subgrain boundaries are good barriers to dislocations, then the creep rate should be proportional to subgrain area, hence increasing as ? increases. A critical evaluation of any of the above theories requires more quantitative information concerning the dislocation substructure generated during high-temperature creep. Accordingly this investigation was undertaken with an aim of studying the influence of stacking fault energy on tbe steady-state creep characteristics of a series of dilute copper-silicon alloys. Special emphasis was placed on studying the strain dependence of both the dislocation configuration and density. MATERIALS AND PROCEDURE Dilute copper-silicon alloys of the compositions shown in Table I were tested in tension at constant stress. The relative stacking fault energy of these alloys has been determined and is shown in Table 11. It is known from the early work of Bridgman that the two lowest-pressure transitions (I-II and II-III) are accompanied by substantial and abrupt changes in resistivity and Volume. However, unlike the temperature -induced allotropic transformations observed in such elements as lithium, cobalt, tin, and so forth, there is little actually known about many of the characteristics of the pressure-in&ced transitions. This current work involves an examination of the structural and transformation characteristics of the bismuth I-II and II-III transitions under hydrostatic pressures. The relationship of initial structure to the transformation pressure, rate, resistivity change, and resultant structure is discussed. It is shown that the transition pressure and transformation rate are independent of the presence of grain boundaries and associated anisotropy-induced deformation. An observed hysteresis in both the I-II and II-III transitions is shown. BISMUTH is one of the most interesting of the elements exhibiting pressure-induced polymorphs since it undergoes several allotropic transformations at pressures below 90,000 atm. It is known from the early work of bridman1,2 that the two lowest-pressure transitions (1-11 and 11-111) are accompanied by substantial and abrupt changes in resistance and volume. However, unlike the temperature-induced allotropic transformations observed in such elements as lithium, cobalt, tin, and so forth, there is little actually known about many of the characteristics of these pressure-induced transitions. It is the purpose of this work to examine some of the structural and transformation characteristics of the bismuth 1-11 and 11-111 transitions under hydrostatic pressures. Another interesting characteristic of bismuth is that, in its polycrystalline form, hydrostatic pressures of sufficient magnitude will induce severe progressive plastic deformation in the region of the grain boundaries.3 This deformation, which has also been observed in several other metals, is attributed to the high degree of anisotropy in the linear compressibility of bismuth, resulting in shear stresses in the grain boundaries when it is exposed to hydrostatic pressure. Most thermally induced allotropic transformations in metals, whether of the diffusionless ather-ma1 (martensitic) or isothermal nucleation and growth types, are dependent upon structure and prior history,4 viz., grain boundaries, deformation, and so forth. One logically wonders then whether the transformation characteristics of the pressure-induced polymorphs in bismuth might also depend upon initial structure, particularly with respect to the presence of grain boundaries and associated plastic deformation. In this investigation, the role of grain boundaries and plastic deformation on the characteristics of the bismuth I-II and 11-111 transitions will be established. The rather unique residual microstruc-tural changes associated with these transitions will be presented and discussed. The occurrence of a measurable hysteresis in both the I-II and 11-111 transitions will be demonstrated. The type of transformation mechanism based on the observed transformation rate will be discussed. EXPERIMENTAL PROCEDURE A) Apparatus. The hydrostatic pressure system utilized in this investigation is similar to that previously reported by Bridgman' and Birch and Robertson,5 and has been previously described.3 For the purpose of this work, the pressure medium utilized was a 1:l mixture of pentane and isopentane. Pressure measurement was by means of a manganin coil in conjunction with a Foxboro Recorder. The manganin coil was mounted in the bottom closure and inserted inside the pressure cavity. Based on calibration against a controlled clearance piston gage at approximately 10,000 atm, the estimated error in the pressure measurement was +2 pct. Assuming the nonlinearity in the pressure coefficient of resistivity between 10,000 and 28,000 atm to be not greater than 1 pct, then the estimated error in the range of the I-II and 11-111 transitions was +3 pct. Results of single-blow bit-tooth impact tests on saturated rocks under elevated confining pressures and zero pore pressure were reported in a previous publication.1 This paper presents an extension of the earlier work to include a study of crater formation during tooth impact on both gas- and liquid-saturated Berea and Bandera sandstones at elevated confining and pore pressures. The basic data obtained were force-time, displacement-time, velocity-time and force-displacement curves during crater formation. Crater volume was also measured and the mode of crater formation determined. Bit tooth geometry, depth of penetration and velocity of impact were held constant. Results indicate that, with pore fluid present in the rock, failure trends from brittle to ductile as pore pressure is increased at constant confining pressure (pore pressure and borehole pressure were equal) For a given rock type, the mode of crater formation was dependent not only upon the nominal effective stress, but also upon the fluid which saturated the rock pore space. When confining pressure and pore pressure were equal (zero nominal effective stress), bit-tooth impact resulted in brittle failure for nitrogen-saturated Berea, and brittle to transitional failure for nitrogen-saturated Bandera; when saturated with liquid both rocks failed in a ductile manner at zero nominal effective stress. INTRODUCTION Dynamic wedge penetration tests have been conducted by investigators in several fields, but the failure mechanism of rock under dynamic stresses is not understood completely. The complex action of drilling bits, even considering the action of a single tooth, may be considered as a combination of drag bit and rolling cutter action. Thus, as a first step in understanding rock breakage in oil well drilling, single chisel impact and rock planing are of fundamental importance. For example, Gray 2 and Crisp3 studied drag bit cutting action at brittle stress states. Simon4 and Hartman5 studied the reaction of rocks to vertical impact by means of drop tests. The depth of penetration, crater volume and force-vs-time curves during crater formation were observed. The significance of indexing single-bit impacts has been noted.4,6-8 Gamer et al,9 reported impact tests on impermeable Leuders limestone at atmospheric and elevated confining pressures. In all cases the tests were accomplished on dry rock and pore pressure was considered to be zero. The importance of both confining pressure and pore pressure on the failure characteristics of rock was described. 10-12 It was found that the yield strength and ductility of porous rock depend on the state of stress under which the sample is tested. The importance of pore pressure on drilling rate in microbit experiments was noted by Cumingham and Eenink. l3 Robinson 12 also pointed out that in drilling the most important parameter in rock failure is the effective stress, where effective suess is defined as confining pressure pc minus pore pressure pp. The effect of pore pressure and confining pressure on rock strength was also noted by Serdengecti and Boozer 14 in strain rate tests, and by Gardner, Wyllie and Droschackl5 in elastic wave studies. Until recently all reported wedge impact studies under simulated wellbore stress states have been conducted on dry rock. Maurer 16 reported impact tests on samples saturated with deaerated water. Borehole and formation fluid pressures were equal in these tests except when mud was used in the borehole. With mud in the borehole and a high borehole-to-formation fluid pressure differential. Maurer observed "pseudoplastic" crater formation. Podio and Grayl reported impact tests on Berea and Bandera sandstone saturated with pore fluids having wide ranges in viscosities. Mine safety and quality of life of miner working in underground mines depend to a large extent on mine illumination and communication. The provisioning of reliable, safe, and cost-effective illumination is critical, particularly in underground gassy coal mines. To prevent firedamp explosion by electrical switching operation in coal mining industry requires implementing intrinsically safe illumination circuit. The luminaire design also needs to be certified and installed properly. The current illumination systems installed inside mines require a lot of energy which is obtained from nonrenewable resources. In this work, the design and implementation of solar-powered optical fiber-based illumination are studied and implemented in the Jhanjra underground coal mine, Eastern Coalfield Limited, and a Li-Fi-based communication system for underground coal mines is proposed. Silicate optical fibers of various core diameters and numerical apertures are characterized for illumination applications and their efficiencies are reported. The possibility of achieving optical fiber-based solar, laser, and hybrid illuminations in underground mines is discussed. The design and fabrication of a Fresnel lens-based solar tracker for solar illumination are also presented. The optical fiber-based illumination system is installed in an underground coal mine and the illumination of over 70 lux is achieved at the work plane. Finally, optical fiber-based illumination and simultaneous basic Li-Fi communication are demonstrated and will be beneficial to the underground coal mining industry.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.

This paper describing the methods and costs of quarrying limestone at Sloan, Nev., is one of a series of similar papers being prepared for and published by the Bureau of Mines on this industry in the United States. These papers are designed to disseminate information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods Employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The quarrying operations at Sloan are interesting not only from a technical viewpoint and because of the magnitude of the deposit, but also because the quarry is located in a desert region far removed from the centers of population where lime is used. The quarry and plant are in Clark County, Nev., 20 miles west of Las Vegas, which is the nearest town to the site of the Boulder Canyon Dam. Sloan is on the main line of the Union Pacific Railroad connecting Salt Lke City and Los Angeles. The latter city is 280 miles from Sloan and it is the shipping, point for all supplies.

"This paper will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia, and the journey within academia going into the second year. INTRODUCTION As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. Mining Engineering degree in May of 1982, my first job with Utah International in the Farmington area took me back to my home state of New Mexico. Some of you will remember that the early 1980’s was not a period of prolific opportunities for mining engineers; given low commodity prices, especially for copper (for example, Anaconda Company had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton). Gold was taking off in the mid to late 1980’s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia so after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma copper purchase, Beanup and HBI) and was reviewing assets and staffing so internal opportunities became scarce. Employees were encouraged to ‘leave the company and find work elsewhere.’ So, off I go to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, Arizona, and a posting with Phelps Dodge (now Freeport McMoran). After 12+ years without living close to snow we moved to the Denver area in a new position with Newmont Mining Corporation. Along the way I became a Professional Engineer (Nevada) and completed a Masters in Project Engineering and Management. After 11 years with Newmont, I moved to Butte, Montana where I accepted a position as Assistant Professor of Mining Engineering."

Low- and high-temperature reduction techniques were employed by the Bureau of Mines in study of conditions favorable to the formation of massive titanium crystals. '1,1,2 low-temperature method, feeding molten sodium to solidified titanium lower chloride-sodium chloride, produced higher quality and high quantity crystalline metal. The percentage of crystalline titanium was increased with increasing reactor diameter, melt depth, and titanium dichloride concentration. The high-temperature technique, feed molten sodium to melts above 8000 C, producing needle-type crystals of lower quality and with less consistent results than the low-temperature method. Layers of titanium foil, sponge, fine needles, wool, and crusts of sin-tered granules were formed during the earl, -art of the low-temperature reduction, and massive crystals were produced beneath this barrier in the latter part of the reduction. Crystalline titanium having an average hardness of Bhn 76 and representing 58 percent of the total titanium was obtained. Lamellar crystals up to 1 1/2 inches long with a hardness as low as Bhn 54 were also produced. A second-stage reduction for reclaiming titanium from offgrade sponge is described. Titanium produced by this method was comparable in quality to that from sodium reduction of titanium tetrachloride.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

Botswana is a mining-dominated sub-Saharan country. Workforces are characterised by poorly educated operators and front line supervisors, with equipment and management to 1st World standards. Poor communication, ignorance of business objectives, inability to meet targets, and lack of problem-solving capacity are the norm. Training leads to high expectations and is of concern to management as a source of dissatisfaction, despite the long-term benefits higher skills have for mine viability. The aims of a technical training programme are presented with various models and approaches being implemented at operations in Botswana. These are used to construct a series of guidelines for technical training initiatives.

"The new Amcor B9 paper mill in Botany, NSW, Australia, involved the design and construction of a new paper mill founded within the Botany Basin Sediments. There were numerous design and construction challenges to address, including tight settlement tolerances for the paper machine footings (6 mm total and 1/2000 mm differential limits), high variable and cyclic loads, deep (>25 m) bedrock and uncontrolled fill material across the site. The mill structure design incorporated a deep driven precast and CFA piled foundation solution, with a comprehensive swathe of testing to validate pile capacity and expected settlements. The pile design for the mill structure included the installation of approximately 1000 piles, with pile testing comprising dynamic testing and a static load test on precast piles. With consideration of Sydney’s increasing demand for development space in relative close proximity to the city’s CBD, industrial areas in the Botany Bay area are likely to make way for heavy or complex commercial and residential structures. Therefore, a better understanding of the engineering behaviour of sediments underlying these areas would allow for efficient foundation solutions. This paper presents a discussion on effective foundation testing techniques and the effects that the behaviour and characteristics of the Botany Bay sediments impose on deep piled solutions.2 PROJECT DETAILS2.1 New paper millThe project involved the construction of the largest recycled paper machine in Australia. The paper machine is 330 m (1080 ft) long, 22 m (72 ft) high, and capable of producing 1.6 km (1 mile) of paper per minute. Construction commenced in early 2011 and new paper mill officially opened in early 2013. The early works contract was awarded to Baulderstone Construction Pty. Ltd. (Lend Lease Corp. Ltd.), with the D&C contract awarded to a consortium headed by Leighton Contractors Pty. Ltd. (CPB Contractors Pty. Ltd.), which included Golder Associates Pty. Ltd. as the geotechnical designer and reviewer.2.2 Site history and effect on local topographyThe site has been used as a paper mill since 1902, and as such, has layers of uncontrolled fill and buried objects within the upper fill materials associated with historical industrial use. The fill material generally comprised of loose and very loose sands, with isolated pockets of cohesive materials, peats, pulped paper and general construction waste. In addition, during construction, underground storage tanks were identified at depth, indicating the historical extent of filling across the site was extensive. The presence of this generally uncontrolled fill was a factor for determining that the most cost effective foundation solution for the paper mill was piled foundations, to bypass these materials."

The effect of low pressures on the flow and fracture behavior of molybdenum is described. For poly crystalline samples, room-temperature tensile tests indicate greater ductility under 10 Torr than under intermediate pressures up to and including atmospheric pressure (760 Torr). In addition, tests conducted at 760 Torr under atmospheres of air, dry nitrogen, and purified argon exhibited no apparent difference in mechanical properties. Critical tests involving baking in situ as well as those involving single-crystal deformation further imply that the ductility effect is a pressure-dependent phenomenon related only to the fracture process. This dependency is discussed in terms of adsorption and diffusion contributions. THE effect of very low pressures on material properties has heretofore been presumed to be important only for substances possessing relatively high vapor pressures at ambient temperatures. Research has therefore been concentrated primarily on organic solids and liquids, and in some instances on metals such as zinc and cadmium. Most vacuum-effect studies' on the mechanical behavior of metals have been performed under conditions of either cyclic loading or creep rupture at elevated temperatures, i.e., over extended time periods. These studies were not restricted to high vapor pressure materials but also encompassed such metals as gold, copper, and nickel. Very little concern, however, was placed upon the importance of a vacuum environment on the mechanical behavior of metals subjected to a simple unidirectional deformation at ambient temperatures. A tension test is generally of short duration as compared to a creep test, and at room temperature vacuum effects if any would be expected to be surface-limited. In early 1963, Kramer and podlaseck2 reported a change in the bulk flow behavior of aluminum single crystals during room-temperature tension tests. The deformations were performed under pressure conditions of 760 to 3.4 X 10-8 Torr and indicated for the first time a vacuum surface effect contributing to the bulk tensile behavior of metal specimens. As a consequence, an experimental program was initiated in this Laboratory to study the effects of ultrahigh-vacuum conditions on the mechanical behavior of metals. The results of a preliminary study on poly-crystalline molybdenum3 revealed, unlike Kramer's observations of changes in the stress-strain behavior, only an increased ductility under ultrahigh vacuum. Flow behaviors were nearly identical for all tests re- gardless of pressure. This paper presents comprehensive results obtained in this area of research. 1) EXPERIMENTAL PROCEDURE Three material categories were used in this study: sintered and are-cast polycrystalline molybdenum of nominal purity 99.93+ pct and single-pass electron-beam zone-refined molybdenum single crystals having a nominal purity level of 99.99+ pct. The interstitial levels (weight percent) as determined by the Materials Testing Laboratories, Division of Magnaflux Corp., were as follows: sintered molybdenum (C— 0.005, H—0.0004, O—0.015, N—0.008); and arc-cast molybdenum (C-0.0038, H-0.0003, O-0.015, N-0.023). Single-crystal molybdenum obtained from Materials Research Corp. had a typical interstitial analysis of C-0.0015, H-0.00007, O—0.00045, and N-0.0001. Tensile specimens having a 5 mm diam by 50.8 mm length were prepared from these materials. An average grain diameter of 0.059 mm was obtained for the sintered specimens following a 4-hr, 1600°C heat treatment. Grain sizes from 0.019 to 0.149 mm were obtained in the arc-cast specimens following heat treatments from 1100° to 1600°C for 1 hr. This series of specimens was used exclusively for the grain-size effect studies. All samples were electrolytically polished in 97 pct sulfuric acid solution prior to testing. Experiments were performed at room temperature in an ion-pumped ultrahigh-vacuum system positioned in an Instron tensile machine, Fig. 1. A constant strain rate of 4.2 x 10-4 sec-1 as derived from crosshead displacement was assumed for the deformations. Starting vacuums ranged from 2 to 0.5 X 10-10 Torr. This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.

Many in the environmental movement have focused on this element. But, nothing they or anyone does will change the amount of arsenic in the world. This report is on actual commercial plants that we developed and operated to recover or stabilize arsenic values from metallurgical dusts from gold and copper pyro operations and arsenical gold bearing ores. When they were available gold and copper values were recovered. Our experience in arsenic extends over thirty years. My first corporation, Mineral Research & Development Corporation was the first in North America to manufacture the then new CCA (copper-chrome-arsenic) wood preservatives. This class of wood preservatives proved to be so effective that it made wood into an entirely new material of construction. It is not uncommon for wood properly treated with arsenical CCA preservatives to last for thirty; forty, and sixty years. Over a hundred years have been projected in some field tests. Hundreds of thousands of trees have been saved. Millions more trees would have been saved had environmentalists not decided that their arsenic phobia was more important than trees. There are several variations of CCA. The most popular is CCA-C. Its formula is: CrO3 . . . . . . . . . . . . . . . . . . . 47.5% CuO . . . . . . . . . . . . . . . . . . . 18.5% As2O5 . . . . . . . . . . . . . . . . . 34.0% Until recent restrictions were placed on the consumption of arsenical wood preservatives, annual consumption in North America was about 150,000,000 lbs./yr. About 64,500,000 of arsenic as the pentoxide was safely consumed this way. World CCA consumption has been about double the above figures or 300,000,000 lbs. as 100% CCA and 129,000,000 lbs/yr as As2O5. Close to 100% of all the arsenic used in wood preservatives is derived from gold or copper processing. The valence of arsenic required for CCA wood preservatives and many other markets is the same valence that is required for stabilization. The economic challenge is how to get there. We have built and operated eleven plants to oxidize arsenic trioxide to its pentavalent form. Most of these have been classic in that they used a common oxidants such as hydrogen peroxide or nitric acid to achieve this.
