Treatment of industrial wastewaters generally advances with specific chemical concentration and mass-flow targets, established by National Pollutant Discharge Elimination System (NPDES) permits. Treated discharges must also address toxicity to test and receiving water organisms. Various parameters might need consideration during treatment design and planning, such as the known toxicants, hardness, alkalinity, solids, nutrients, metals in both the dissolved and particulate state, and even flow. Since toxicity is used as a "catch all" regulatory monitoring tool, design of treatment systems should focus on the various factors contributing to toxicity.

"AbstractA number of panels of various aluminum alloys in different combinations and secured by steel and three types of aluminum rivets were exposed underground at two locations in a Northern Ontario gold mine for two years and then examined to determine the extent of corrosion. The results indicate Alcan 65S-T to possess considerable advantages over Alcan 178-T, which has been employed in the construction of light skips and cages with considerable success for almost twenty years. Information on the behaviour of these alloys when used with steel rivets and in mixed combinations with themselves was obtained.IntroductionBy the complete substitution of aluminum alloys for steel in the fabrication of mining skips and cages, their weight can be reduced as much as 50 per cent. Lesser savings are possible though its savings are possible through its plates, doors, reinforcing members, etc. Reduced weight leads to economy through increased hoisting efficiency.For a new installation, the basis of design is the rate of production, which thus fixes the live load to be hoisted per trip. A lighter skip permits the use of a lighter rope and a smaller hoist. In deep shafts with high-speed hoists operated in balance, the power required for accelerating is considerable. The hoist size is determined by the weight of skip, load, and rope plus the force required to accelerate or decelerate these three elements A light skip may result in a considerably lighter rope. This is important because, even though the skip can be completely balanced this is not true of the rope. Partial balancing is possible, but conical hoist drums or other devices for this purpose are costly; thus a smaller rope results in a smaller hoist, with consequent general reduction in cost of the whole installation. A reduction in power consumption is also obtained as a result of keeping to a minimum the amount of unbalanced load and the weight of all moving parts which must be accelerated."

Introduction In the Early part of 1930 the Ontario Research Foundation was asked by the Minister of Mines, the Hon. Charles McCrea, K.C., M.P.P., to undertake a technical and economic investigation of the Northern Ontario lignite deposit. This investigation has been under way since June, 1930, and has necessitated considerable work at the deposit, in the laboratories of the Foundation, and at test plants in Europe. All the work has been carried out in active co-operation with the Provincial Department of Mines, the Deputy Minister, Mr. T. F. Sutherland, and several of his technical colleagues being associated with members of the staff of the Foundation on the Advisory Committee, which has met at frequent intervals to co-ordinate and direct the various lines of research. An interim report was made to the Minister of Mines by the Director of the Foundation, Dr. H. B. Speakman, at the end of December, 1932, and is at present under consideration by the Minister. This report deals with the extent and character of the deposit, the methods and costs of mining, and the methods and costs of processing raw lignite, the characteristics of certain lignite products, and the technology and economics of present fuel utilization by railways, industry, and domestic users in northern Ontario. It is not the purpose of the author to discuss in this paper either the geology of the deposit or the economics of the mining, processing, and utilization of lignite, but rather to deal briefly with some of the technical problems investigated by the Foundation during the study of the characteristics and methods of utilization of Northern Ontario lignite. Some mention, however, of the work carried out to define the extent of the deposit is a prerequisite to any discussion of the nature of the lignite.

The Bureau of Mines investigated the feasibility of utilizing low-grade phosphatic shale as a feed for phosphoric acid production. Present practice in the phosphate mining operations of southeastern Idaho is to remove and either stockpile or waste low-grade phosphatic shales as the high-grade phosphate beds are selectively mined. Acid digestion studies were performed on uncalcined shale and on shale calcined to remove free carbon to determine phosphoric acid quality, yield, and amenability to filtration. The untreated shale, containing 21.4 pct P205, was digested with sulfuric acid in a single-tank reactor to yield phosporic acid and gypsum residue. Although 96 pct P205 recovery was attained in digesting uncalcined shale, only the calcined product gave satisfactory filtration rates. Calcined shale yielded phosphoric acid recovery of about 93 pct of the contained P205. It was higher in impurities than commercially prepared acid derived from high-grade western phosphate rock. An acid filtration rate of 745 lb P205/ft2/day was attained. This value is lower than the rate of 900 lb P205/ft that is generally considered to be acceptable in industrial production of phosphoric acid from high-grade phosphate rock.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

A cyanide leaching process developed at Michigan Technological University was tested in a 12 to 24 tpd pilot plant. Flowsheet layout and equipment are described. Cyclic operation of leaching, copper precipitation by acidification, and regeneration of the cyanide leaching solution are discussed. Copper extraction and reagent consumption were as predicted by laboratory tests, and the process was proven to be technically feasible. The White Pine Copper Co., a wholly-owned subsidiary of the Copper Range Co., produces copper in the Upper Peninsula of Michigan. Production in 1965 amounted to 138 million pounds of metal. An expansion program now under way will increase this by approximately one half. The highly mechanized room and pillar mine produces 18,000 tons of ore per day, which is treated in a flotation plant. The concentrate is smelted in a reverberatory furnace, the matte is blown in converters to blister copper, and the blister copper is further refined to a uniformly high-quality Lake copper, which is 100% conductive and has a silver content of 25 to 40 oz per ton. The run of the mine ore averages 22.5 lbs of copper per ton with the ore mineral occurring in the form of chalcocite. The nature of the mineralization is such that the sand tailings average a little over 4 lbs of copper per ton. Intensive research has improved copper recovery in the flotation operation to some extent, but at the scale of present operation about 12,000 tons of sands containing over 48,000 lbs of copper go to the tailings pond daily. When the plant expansion is completed, the loss of copper will be somewhat greater. In 1959, the White Pine Copper CO, initiated a study of the recovery of copper in the sand tailings. Inasmuch as the flotation operation was considered to be optimized, a logical approach seemed to be leaching. THERE is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat-treatment, structure, and physical properties. In order to promote discussion, which it is hoped may lead to the discovery of the source of 'some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat-treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.1 The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08. per cent. The minimum physical requirements are: Tensile strength,- 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirement's gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in- the best heats of open-hearth steel, so that' faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at, a proper temperature clown to the form of tapered barrel blanks or by heat-treating bars that have been upset to enlarge the breech section. The transformation temperature of this steel, on heating, is around 1350° F. (732° C.), varying somewhat with the composition and the rate of heating. 9.3-1. Introduction. The demands of industry for handling materials at higher rates and at reduced costs have had a very significant effect on belt conveyor technology. Although the general appearance of the belt conveyor today is essentially the same as it has been for the past several decades, the similarity ends there. Each component comprising the conveyor system has been continuously improved through design and materials technology to enable present conveyor systems to operate at ever-increasing rates and reliability. For example, twenty years ago the strongest commercially available, fabric-reinforced conveyor belting had a tension rating of 50 lb per ply-in. Currently, fabric-reinforced belts are available with ratings of 350 lb per ply-in. and steel cable reinforced belting is available with tension ratings of 3000 lb per in. of belt width (3). These technological advances have therefore enabled the belt conveyor to not only attain acceptance as a preferred method for in-plant movement of bulk materials, but also to be used for long distance transportation of bulk materials, particularly in areas of adverse terrain. The information contained in this chapter is intended to assist the reader to make basic decisions regarding the use and application of a conveyor system. The design of an overland conveyor transportation system or an in-plant process conveyor is accordingly beyond the scope of this article. Many comprehensive technical works covering the design of a belt conveyor are currently available from the manufacturers of materials handling equipment (6, 7, 9, 11). The design handbook published by the Conveyor Equipment Manufacturers Association is particularly recommended (2). 9.3-2. Conveyor Capacities. One of the most important factors in determining the proper size of a conveyor system is the rate at which material must be handled. It has been reported recently1 that the hardenability and toughness of forging steels may be improved appreciably by the use of complex deoxidizers containing titanium, aluminum, and vanadium. In the light of these results, an investigation of similar deoxidizers containing various hardening and grain-refining elements was proposed. These deoxidizers included three manganese-silicon-aluminum-titanium al- loys with and without boron and calcium, three titanium-aluminum ferroalloys with vanadium, molybdenum and zirconium, respectively, an aluminum-zirconium ferroalloy, and plain ferroboron. Their approximate compositions are given in Table I, and the results obtained so far in the investigation of their effects on steel are presented in the later parts of this paper. Method of Using Deoxidizers The deoxidizers listed in Table I were used in three series of 0.40 per cent carbon steels, which were melted in a small basic-lined induction furnace and cast in the form of I7-lb. ingots about 2.75 in. square. The basic charge for each heat was 10 lb. Armco iron and 6 lb. of clean low-carbon sheet-steel scrap. When melted, this charge was deoxidized with 15 grams of ferrosilicon, then about 500 grams of pig iron was added to give the desired carbon content. After the pig iron was dissolved, nickel shot and high-carbon ferrochromium were added if required, and additions of 80 per cent high-carbon ferromanganese and 50 per cent ferrosilicon were made to provide the proper amounts of those elements. Aluminum was added to every heat 2 min. after the silicon, for grain-size control and preliminary deoxidation. One minute later the special deoxidizer was added to the clean bare surface of the molten steel, and 2 min. afterward the steel was poured into the ingot mold, using a hot-top and pipe-preventing compound after pouring to decrease the depth of the shrinkage cavity. The special deoxidizers were used mostly in the form of about ½ to¾-in. lumps,

We present the results of our field research on the variation of the density of the gassed explosives and their influence on the blasting results in the Peruvian mines: Yanacocha, Toquepala and Antamina. Currently, 90% of Peruvian mines uses gassed explosives, for their economic and technical benefits. But new practices and design criteria have had to be adopted, and the most important a careful control of the in-hole density, whose variation in the depth of the hole strongly affects the detonation process. For gassed explosives the density varies gradually according to the depth in the hole, due to the pressure on the bubbles by its own weight. The density at the bottom of the hole can reach critical values, which directly affects the start of the detonation in the booster zone with a high probability of nitrous fumes formation. On the other hand, density translates into the amount of explosive and energy available. Therefore, for the optimum performance of the explosive, the minimum and maximum values of the in-hole density must be determined. For the cases studied, the maximum in-hole density and the maximum charge length have been determined. When the charge length is greater than 7.0 m [ 23 ft.] special care must be taken with the cup density, which as a general rule should not exceed the value of 1.15 g/cm3 [71.8 lb/ft3] at the risk of losing the sensitivity at the bottom, also increasing the probability of nitrous fumes, bad fragmentation and finding intact explosive after blasting. In the large holes in Toquepala and Antamina mines, where the charge length can be greater than 9.0 m [29.53 ft]. If the cup density is greater than 1.15 g/cm3 [71.8 lb/ft3] the in-hole density can easily reach a high value of 1.30 g/cm3 [81.16 lb/ft3].

In 1876 cassiterite was identified in the placer gold from the northern Black Hills, and such a mixture could have come only from Nigger Hill or one of the streams draining the hill, because in no other hart of the northern hills have cassiterite anti gold been found together. Nigger Hill is in western Lawrence County, South Dakota, and on it is the little camp of Tinton. The Wyoming line runs along the west side of the hill and crosses the ridge which is the hill's continuation about miles north-northwest of Tinton.

In 1876 cassiterite was identified in the placer gold from the northern Black Hills, and such a mixture could have come only from Nigger Hill or one of the streams draining the hill, because in no other part of the northern hills have cassiterite and gold been found together. Nigger Hill is in western Lawrence County, South Dakota, and on it is the little camp of Tinton. The Wyoming line runs along the west side of the hill and crosses the ridge which is the hill's continuation about miles north-northwest of Tinton.

The Bureau of Mines made time-dependent calculations to determine the size of a stationary source fire within a ventilated duct (or passage-way) necessary to ignite a combustible duct liner. The objective of this work was to gain more understanding of what occurs in duct fires and to determine critical conditions for ignition and propagation of mine fires. Heat transfer to the combustible surface includes both convective and radiated components, while the heat is conducted into the combustible and reradiated to the surroundings. The combustible is assumed to ignite when the net heat transfer to its surface is sufficient to raise the surface temperature to some minimum temperature, defined as the ignition temperature. A nondimensional parameter, which characterizes the source-fire intensity in the presence of ventilation flow, emerges as a parameter for a criterion of the critical conditions. The results of these calculations indicated that the minimum fire size necessary for ignition increases with the ventilation rate and duct cross section. These results are compared with experimental results obtained from fires in a 0.8-by 0.8-by Il-m-long duct and a full-scale gallery (2.4-by 2.4-by 65-m). Agreement between the theory and the experiment is good.

It was found that a shear stress applied during the recovery had no effect on the amount of recovery if the stress was less than the instantaneous yield point irrespective of the direction of the stress. Large ajplied stresses during recovery had a marked effect, which depended on the direction of stressing. Single strain reversals at -72°C not only produced the Bausch-inger effect but also increased the flow stress. The increase inflow stress was attributed to vacancies, which have appreciable mobility at -72 °C. THEORIES I-' of recovery suggest that the internal stress field of the dislocations plays an essential role. Most investigations of recovery use time and temperature as the independent variables; however, here stress has been introduced as a variable in two ways: 1) by varying the internal stress field according to the amount of strain prior to recovery and 2) by applying an external stress during recovery. Tannen- baum and Kauzrnann studied the effect of applying a stress during recovery by measuring the change in creep rate after recovery; they found that stresses as high as 95 pct of the creep stress had no effect on recovery. Earlier, Wood and scrutton6 showed that an applied stress during creep increased the rate of poly-gonization. The experiment by Wood involved poly-crystalline aluminum whereas Tannenbaum and Kauzmann used a single crystal of zinc. In this investigation, zinc single crystals were used and deformed in a manner to prevent polygonization. Thus, the main difference between this investigation and that of Tannenbaum and Kauzmann is the use of the stress-strain curve instead of creep rate as the index of recovery. TD-Nickel has been broken in tension and in fatigue at voom temperature. Rod specimens failed in tension by necking, with axial cracks attributed to voids elongated in the extrusion direction. Fatigue specimens failed in shear. Thin-film electron microscopy showed that the subgrain structure of TD-Nickel was very stable, and that particle-matrix detachment was very difficult, in tension and fatigue. TD-Nickel softened slightly during fatigue but had a high fatigue ratio (0.5at 10' cycles). Fractography suggested that Stage I fatigue crack propagation is greatly extended in TD-Nickel. Td-NICKEL* is a dispersion of 2 pct by volume of thoria (ThO2) in nickel, produced by powder-metallurgical methods including compaction, sintering, and extrusion. The spherical thoria particles, which may have a mean diameter of a few hundred angstroms, are dispersed with a mean planar spacing of a few thousand angstroms. By a combination of cold working and annealing, a subgrain or cell structure of dislocations intimately associated with the dispersion can be produced.' This gives the material useful tensile properties which are extremely resistant to exposure to high temperatures.'-= At the same time, the material shows considerable ductility.3'4 At the beginning of the present work, it was considered of great interest to investigate the mechanical stability of TD-Nickel under conditions of fatigue. On the one hand, materials which derive strength from a cold-worked structure are unstable in that they are susceptible to fatigue softening: in addition, the presence of discontinuities such as the particle-matrix interfaces might be expected to assist in the initiation and propagation of fatigue cracks, in that they may provide local concentrations of internal stress and sites for the initiation of voids." On the other hand, the substantial ductility of TD-Nickel suggests that if it obeys Coffin's relation8 (or the more refined form proposed by Manson9) it should have good fatigue resistance. The initial purpose of this investigation was to assess the importance of these factors. Also, relatively little fundamental work has been done on the mechanism of fatigue in dispersion-strengthened materials. Work on overaged A1-4 pct CU10-12 revealed a very large Bauschinger effect indicative of internal stresses at the particles, and very great fatigue hardening1' presumably due to the multiple slip stimulated by these internal stresses, followed by softening which was initially due to softening in the matrix, but later might have arisen from cracking at the particle-matrix interfaces. The study of overaged Al-4 pct Cu could not settle this latter point by the electron microscopy of thin films, since the dispersion is too coarse. A previous study of the fatigue of internally oxidized copper13 was complicated by inter granular failure, attributed to oxide particles at grain bouhdaries; internal oxidation of single crystals, however, improved their fatigue properties.'3 Investigations of SAP (sintered aluminum powder) are complicated by the complex particle shapes, and the possibility of continuous internal oxide films.14 It was hoped to avoid these difficulties with TD-Nickel, which had the further advantages that it was commercially available and suitable for study by the thin-film technique. 1) MATERIALS AND EXPERIMENTAL PROCEDURE TD-Nickel was purchased from the Driver-Harris Co. as 3/9-in.-diam rod which had been extruded, swaged, and "stress-relieved" (normally at 1010°C for 1 hr). Continuous-radius fatigue specimens with a minimum diameter of -0.1 in. were ground to shape and electropolished in 40 pct phosphoric, 35 pct sul-furic, 25 pct water at 25oC, with a stainless-steel cathode, at -6 v. Fatigue tests were carried out at room temperature with a Sonntag SF-1-U machine operating in push-pull at 1800 cycles per min, and in an Instron TT-C-L modified for reversed stressing at 26 cycles per min as described elsewhere.10 Round tensile specimens were ground with 0.85-in. gage lengths of 0.135 in, diam, electropolished, and tested in a Tinius Olsen hydraulic machine. The surfaces of fatigue specimens were examined with a Reichert metallograph. Discs for electron microscopy with a Siemens Elmiskop I were spark-cut 0.01 in. thick with a modified Servomet 11 employing a tool of moving molybdenum wire, cleaned in 50 pct acetic, 30 pct nitric, 10 pct phosphoric, and 10pctsul-furic at 85oC, and thinned by the window method in the electropolishing solution at -20°C and -6 v. Two-stage replicas (parlodion, then Pt-50 pct C self-shadowed at 40 deg) were taken from fatigue fracture surfaces for electron microscopy. Plane sections parallel to the specimen axis and containing the direction of fatigue crack propagation were polished, etched with Carapella's reagent, and examined optically. Transmission Laue X-ray photographs of as-received material electropolished to a point were used to determine preferred orientation. 2) RESULTS 2.1) The Structure of As-Received Material. "INTRODUCTION The San Antonio Canyon prospect was examined by engineers 3/ of the Bureau of Mines in March 1943 and again in October 1944. In July 1944, the United States Geological Survey mapped the prospect and submitted a report 4/ recommending core drilling by the Bureau of Mines. The drilling project, which was supervised by the author, was started on January 10 and completed on May 10, 1946.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Seven samples were analyzed from the major reserves of the Bottom Red Ash bed, Northern anthracite field. The data show variations in thickness and geo-logic structure and in the amount of coal that can be recovered. Recovery of market-grade (less than 17 percent ash) coal is high for all samples, ranging from 76 tp 95 percent in the 3-1/4-by 9/16-inch sizes. The occurrence of coal containing less than 5 percent ash varies from 19.5 to as much as 57.5 percent. Crushing the coarse sizes to minus 9/16 inch increased recovery of market-grade coal in six of seven bed samples. Crushing released sufficient impurities to cause substantial increases in yield of coal containing less than 5 percent ash for all samples. Analyses of the float coal indicate that the quality of coal is comparable for all samples.
