"Levees in the central valley of California are primarily for flood control purposes and thus are subjected to infrequent hydraulic loading. The primary concern for these levees is their instability due to through and under seepage. Primary seepage control measures are seepage cutoff walls and/or seepage berms. The cutoff walls primarily consist of soil-bentonite (SB) slurry walls. The seepage berm could be a drainage blanket to allow the seepage with controlled exit gradient or an impervious layer to provide enough cover to protect any adverse effects of seepage in terms of sand boils. Although, Sacramento is an area of moderate seismic activity, levees protecting urban areas require assessment for the potential instability due to liquefaction and associated vertical and lateral deformations. In certain cases, the seismic deformations of the levee may not compromise the stability of the levees, but they may cause damage to the seepage control measures. Depending on the nature and extent of the damage, the mitigation measures may require limited or full replacement of the seepage control measures. This paper will provide a systematic assessment of these different types of seepage control measures under vertical and lateral deformations due to liquefaction and lateral spreading under seismic loadings.INTRODUCTIONThere are two broad categories of levees in Central California: levees that are subjected to continuous hydraulic loading such as delta levees and are called frequently loaded levees (FLL) and flood control levees that are subjected to seasonal or infrequent hydraulic loading, called infrequently loaded levees (ILL). This paper will focus on the seismic response of ILL. The probability of ILL experiencing an earthquake at the time of the design flood is very low. Therefore, consequences of seismic failure of flood control levees are only significant in terms of response time required to restore the level of flood protection provided by the levee before the next flood season. An example for this restoration is the restoration of the Pajaro River levees in Santa Cruz, California after the 1989 Loma Prieta Earthquake. Nevertheless, failure of flood control levees due to a seismic event could result in loss of the entire levee and/or loss of freeboard. In addition, some of the seismic failure of ILL levees may result in loss of seepage control measures such as the soil-bentonite wall.The State of California State approved Senate Bill (SB) 5 in 2007 that mandates for 200-year flood protection to be the minimum level of protection for urban and urbanizing areas in Central California (Sacramento-San Joaquin Valley) by the year 2025. This legislation also requires that urban and urbanizing areas protected by Federal project levees cannot use adequate progress as a condition to approve development after 2025. SB 5 requires that the urban level of flood protection be consistent with criteria used or developed by DWR (Government Code § 65007(k)). To avoid delaying urgently needed flood protection, Urban Levee Design Criteria (ULDC, 2012) was developed."

"Tunnels and galleries are the most important structures in coal mines. They are used for variety of purposes, such as transporting ore and people and for ventilation. A well-designed support system is necessary to stabilize structures and prevent collapse.Using rock bolts increases the strength of the rock in which tunnels are made. Rock bolts are used extensively in most underground mines today, and coal mines are no exception. Almost all galleries in a typical coal mine use some type of rock bolt, at least, as a means of partial or supplementary support.In this research, changing the support system from expensive methods to the use of rock bolts as the primary means of support is discussed, with the focus on a particular gallery in Hejdak coal mine. Visionary design methods, in conjunction with rock mass classification schedules, were used to determine an optimal rock bolt pattern. For this purpose, rock mass rating (RlVIR) and quality index (Q) classification systems were used. Several empirical methods were also used to design an optimal pattern for rock bolt installation in the particular tunnel under analysis.As such, the tunnel support system was designed using both finite element and empirical methods. Finally, the results obtained from both numerical and empirical methods were compared under different load conditions. The methodology prescribed in this paper, together with the comparison, can be a useful tool when selecting a support system. The results can also be used to design a support system in this and any other coal mine with similar conditions.INTRODUCTIONSince the advent of underground excavation techniques, one of the biggest challenges has been stabilizing tunnel walls and preventing roof collapse in tunnels and other underground openings, such as galleries. Loose rocks and layers drop into tunnels and galleries, except in very hard rock. Underground roof collapse and falling rocks can have devastating effects on the safety of operation personnel and equipment and can seriously affect production. When designing an underground coal mine, the stability of tunnels and galleries is an important parameter that should be studied carefully because it has an important role in the production process of the mine. Therefore, an appropriate and well-designed support system is necessary for preventing collapse and helping to stabilize the tunnels and galleries."

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

THE installation of the Gayley Dry-Air process appealed specially to the management of the Warwick Iron & Steel Co., for the. reason that for fifteen years records had been kept at the works of the company, showing the amount of water entering the furnace in the form of aqueous vapor, and careful observations had been made of its effect upon the working of the furnace. Some years had proved much worse in their effect than others, on account, not only of excessive moisture, but also of great variation in the moisture from day to day, and sometimes within a few hours. It had been found impossible to. make a satisfactory percentage of high-silicon foundry-iron in summer, even on high fuel; and for some years the endeavor had been made so to arrange the sales that, during July and August, only a small percentage of the iron produced would be required to carry more than 2 per cent. of silicon. Our larger furnace, running on basic iron, year after year, produced in February a tonnage 20 per cent. higher than in August, on a much lower fuel-consumption, while, at the same time, the summer months were marked by ? messes," tuyeres closed by slips, and other irregularities, constituting serious additional business losses. It will be easily understood, therefore, that the records made at the Isabella furnace after the installation of the dry blast in 1904 possessed special interest, and were closely watched by us. In 1980 the Niagara Frontier Transportation Authority contracted for three miles of cut and cover box structure and station construction in Main Street, Buffalo, New York. Project depths ranged from 30 feet to 60 feet below street grade. Soils, Figure No. 1, consisted of loose to very compact sands and gravels. Ground water level was generally 20 feet below grade. Specifications required a soldier pile and timber lagging support system with external dewatering. Soldier piles were to be installed in prebored holes with bentonite slurry and lean concrete backfill. Conventional pile driving was not allowed due to concerns over excessive noise and vibrations and its effect on nearby historic structures and the surrounding population

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

Bag stackers who use semi-automated palletizing machines and air slides may be exposed to high concentrations of dust. To reduce dust exposure, use an exhaust ventilation system in conjunction with an envelope of clean air over the bagstacker provided by an overhead air supply. Description of Hazard Mineral processing plants in the United States and throughout the world process material that is finely ground and placed into bags for shipping to the consumer. These bags normally range from 50 to 100 pounds in weight. Once the material is placed in these bags, a bag stacker loads the bags onto pallets. A bag stacker is exposed to a lot of dust that is mainly released by the force from loading the bag onto the pallet. The two main sources are the dust on the outside of the bag and the dust that escapes from inside the bag as it is loaded. The Mine Safety and Health Administration's (MSHA) records indicate the bag stacker's dust exposure is one of the highest of all workers at mineral processing operations. Ways to reduce the dust exposure and strain to the bag stacker are in constant development. Recently, automated systems have been built. These systems range from fully automated, which totally remove the worker from the bag-stacking process, to semiautomated systems, in which the bag stacker still performs some of the functions. This Hazard Control deals with controlling the bag stacker's dust exposure during use of a semi-automated palletizing machine. The worker slides the bags into position on the palletizing machine. Once an entire layer of bags is positioned, the bag stacker operates the controls on the palletizing machine to lower the layer of bags onto the pallet. An air slide is built into the semi-automated palletizing machine so the bags are easier to move. This slide uses a metal table with air jets that exit through small holes at high velocities, similar to an air hockey game. The dust problem occurs because the air slide causes dust to blow up onto the bag stacker, significantly increasing the dust exposure.

Newmont roasting plant in Carlin, Nevada commenced operating in December 1994. Over the years, refractory ores and pyrite concentrates from different gold deposits constituted the feed to the facilities. Historical plant performance indicated that the roasting temperature was the main variable that affected the structural characteristics of the calcine which, in turn, affected the recovery of gold by cyanidation. Gold recovery as a function of roaster temperature was closely monitored since October 2000. Original design temperature was 550oC. Lower roaster temperatures of around 500oC resulted in gold recovery increase by more than 6 percent. This increase was directly related to an increase of the surface area of the calcine. The implementation of an “intelligent” process control system helped significantly in achieving steady low roasting temperatures thus achieving high gold recoveries between 92 and 93 percent. Under those conditions, several roasting campaigns with high-arsenic-containing ores were conducted, which resulted in a significant decrease of gold recovery. The reduced gold recovery was caused by the loss of surface area (e.g. porosity) of the calcine as the arsenic content of the roaster feed increased.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. The Bureau of Mines has been developing breathing and metabolic simulator technology since 1970. Breathing simulation has been widely achieved throughout the world and used in the testing of open-circuit breathing apparatus, but satisfactory metabolism simulation has not been achieved. This situation required that the testing of closed-circuit breathing apparatus, which are the only type used in mines, be done using human test subjects. The goal was a machine that could accurately simulate both the breathing and the metabolic functions of a human being for testing of closed-circuit breathing apparatus. The advantages of using such a machine instead of a human being for testing respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. This report will describe the breathing and metabolic simulators that have been developed and used by the Bureau over the past 15 yr.

"A laboratory scale model furnace was constructed for obtaining radially inward oriented columnar grains in disc shaped castings. The furnace consisted of eleven circular, concentric, equispaced resistance heaters on each half of a split graphite mold. Water or air flowing through a copper pipe along the periphery of the disc constituted the heat sink. After filling the mold, the heaters were turned off consecutively in top and bottom pairs from the rim towards the center, causing the temperature gradients to move inward. Equiaxed structure was obtained at the center by turning off the inner coils together when desired. Sn:15%Pb alloy was used to cast integral blade disc castings using the above technique to obtain dual-property discs with a central equiaxed structure and an outer columnar grain structure projecting inwards from the blades to the rim. A numerical technique was used to predict the temperature profile in the disc during solidification, and good correlation was obtained with the experimentally measured temperature profiles. The corresponding heat transfer coefficient values obtained were h = 544 Wm- 2k-1 (0.013 cal/cm2- ° C-sec) for cooling between metal and chill and h' = 71 Wm- 2k-1 (0.0017 cal/cm2- ° C-sec) for the heat input from the hot mold to the liquid metal. BackgroundHigh temperature alloys used in the current generation of gas turbine engines have evolved through two main stages of development: in 1950's, the increase in the efficiency of gas turbines was paced by improvements in alloy design, which led to the development of Ni and Co-based superalloys (1). By mid-1960's, it was realized that improved alloy chemistry alone was inadequate in meeting the increasingly stringent service requirements. The focus of research then shifted from alloy development to process development, and resulted in the introduction of directional solidification (DS) techniques for the production of turbine blades and vanes (1,2).Under typical operating conditions, the blades and vanes are subjected to aerodynamic loading, while the blades are additionally subjected to high centrifugal loading and vibratory stresses. I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Carbonizing properties of the principal coalbeds of Elk, Clarion, Jefferson, Clearfield, and Centre Counties, Pa,, are described in this Bureau of Mines report, Twenty-six samples, representing the Upper Freeport, Lower Freeport, Upper Kittanning, Middle Kittanning, Lower Kittanning, and Brookville beds, were carbonized by the Bureau of Mines--American Gas Association (BM-AM) method, and yields of products and physical properties of cokes were determined. Expansion or contraction of the majority of the samples was measured in the Bureau of Mines sole-heated oven. Chemical analyses, agglutinating values, and free-swelling indexes are given for all samples. In this area the coals generally are characterized by high sulfur and moderately high ash content, and their suitability for metallurgical use would depend largely upon satisfactory cleaning. The samples from Elk, Clarion, and Jefferson Counties were high-volatile A bituminous In rank, whereas, most samples from Clearfield County and all those from Centre County were of medium-volatile rank. Coals from Clarion County had dry, mineral- matter-free fixed-carbon contents ranging from 56.5 to 60.3 percent and were weakly coking. With the exception of two samples which contained excessive ash, the medium-volatile coals of Clearfield and Centre Counties were strongly coking and, as indicated by sole-oven expansion results, would require blending with lower rank coal to avoid oven damage.

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26million tons of ore of which 16 million is mined and milled onsite. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centred around the Pyroxenite ore. This will lead to substantial increases inproduction costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.

Following the success of the West Ore Zone distress mass blast in 2001 at Brunswick Mine, a similar approach was taken to distress the North Regional Pillar (NRP) which contained over 3 million tonnes of high grade ore. The NRP is located on the 1000 m Level with very poor hanging-wall (H/W) rock mass qualities. After an extensive geotechnical review, the distress slot is located close to the foot-wall (F/W) of the NRP in order to have the competent ore as H/W. The longitudinal area to distress covers 115 m along the strike and 85 m high from 1000 1-sub to 850 Sill. Prior to the final mass blast, 3 voids were created to allow rock swelling: the North void, the South void and the trench just below the mass blast. After over one year of preparation, the mass blast of 202,000 tonnes was successfully initiated on February 7, 2003 with 1561 electronic detonators and 210,000 kg of emulsion explosives. The blast achieved its objective of distressing the NRP as indicated the mine-wide micro-seismic monitoring system. This paper describes different stages of the project from void preparation to the mass blast itself, as well as some detailed aspects such as muck-pile prediction for mucking sequence with the help of DMC_Blast simulation code and electronic detonators.

El presente trabajo se detalla los resultados más importantes de los estudios realizados de la mineralogía (mena y ganga) y microtermometría con el objetivo de caracterizar los flujos mineralizantes y la dirección de la migración de los fluidos mediante los paleoisotermas de la veta 1. La veta polimetálica es comprendida Pb-Zn-Ag compuestas por rocas volcánicas (andesita a basáltica), cuyo control estructural principal está dado por fallas tensionales de dirección NE-SO, causadas por el movimiento sinestral de fallas Chonta y Huachocolpa- Huancavelica. La composición de las menas reconocidas en la veta 1 corresponde a esfalerita, galena, tetraedrita, bournonita, acantita-argentita y calcopirita, en una ganga conformada por cuarzo, calcita, barita, adularia y yeso. En las muestras de la veta estudiada, los estudios microtermométricos fueron realizados en los cristales de baritina, calcita, cuarzo y esfalerita asociada a la mineralización. Se observan inclusiones fluidas bifásicas acuosas (LH2O + v H2O) las cuales poseen al menos tres eventos mineralizantes según temperaturas de homogeneización y salinidad % equivalente en peso, los fluidos mineralizantes son moderadamente salinos, sugeriendo un ambiente de tipo epitermal.

OF all the machinery used in mining work, mine cars are probably the most abused. They are hauled through water and muck, up hill and down grade, whipped around curves, bumped and jerked, and exposed to the ravages of the weather. However, as a general rule their lubrication is not altogether neglected. The mine operator may not heed the extra drag that a frozen conveyor bearing gives, but he is all too aware of the increased load that faulty mine car wheels put on his power plant. When the circuit breakers begin to fly, and when his mine loco- motives come out with only half the cars that they were able to carry a month before, then neglected mine car wheel lubrication becomes apparent, and woe to the person responsible.

During cyanidation of mercury-bearing gold-silver ores, significant amounts of mercury are extracted. The presence of mercury decreases. gold loading and increases mercury stripping time on activated carbon, complicates fire refining of the gold cathodes, and creates a potential health hazard. Addition of calcium sulfide (CaS) to the cyanide leach slurry precipitates the solubilized mercury but also some silver. The Bureau of Mines investigated silver loss during CaS precipitation of mercury. Addition of 0.1 lb CaS per short ton ore to a mercury-bearing gold-silver ore precipitated both mercury and silver. However, if copper was added with CaS, or if the ore contained copper, much of the sil-ver loss was prevented. Addition of 235 ppm Cu with 0.1 lb/st CaS, prior to carbon-in-pulp adsorption, resulted in 89-to 97-pct, 80-to 91-pct, and O-pct adsorption of the solubilized gold, silver, and mer-cury, respectively, on the activated carbon.

The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.
