An experimental study has been made of the possible mechanisms for foam stability in the system CaO-SiO2-Cr2O3, where Cr2O3is the foaming agent. The degree of lowering of surface tension by Cr2O3 was determined at 1600 "C for high -silica melts. Measurements were also made of foam stability under standardized conditions. The results of the two sets of measurements then were correlated by applying the Gibbs and Marangoni theories of film elasticity. It was demonstrated that the Marangoni elasticity effect is probably the largest single contributor to foam stability, although the high uiscosity of' silicate melts makes some contribution in controlling the rate of drainage of liquid from bubble lamellae. ThE tendency of metallurgical slags to foam has frequently been observed during steel-refining operations. In the open-hearth furnace,this tendency is considered undesirable because it slows down the rate of heat transfer from the burners to the molten-metal bath. On the other hand, it is sometimes desirable to have a "foamy" slag in the basic oxygen converter.' A more effective blanket over the steel bath is made by a "foamy" slag, and loss in yield of metal due to splashing is minimized. In addition, a flush slag can be removed more easily in this condition. Since slag-foaming problems in the field have been attacked largely on an empirical basis, it appeared desirable to obtain a better basic understanding of the mechanism of foam stability. The experimental work was directed almost entirely toward the behavior of Cr2O3 as the foaming agent in CaO-SiO,-Cr2O3 melts. In the first stage of the investigation, the degree of lowering of surface tension by Cr2O3 was determined at 1600°C. The second stage consisted of measuring foam stabilities under standardized conditions. The two sets of experimental results then were correlated by applying various theories of foam stability. For convenience in interpreting the surface-tension and foam-stability results reported here, a portion of the CaO-SiO2-Cr2O3 phase diagram2 is reproduced in Fig. 1. EXPERIMENTAL 1) Surface-Tension Measurements. Very little information is available in the literature on the lowering of surface tension of slags by foaming agents. Kozakevitch 3 mentioned that the addition of 1.5 pct Cr2O3 lowered the surface tension of FeO slightly. In another system, some data on the lowering of surface tension of foaming slags by P2O5 were reported by Cooper and Kitchener.4 The technique used for the surface-tension measurements was the maximum bubble-pressure method,' using a single tube immersed to various depths in the melt. This method has been used extensively in high-temperature systems, such as in liquid metals, slags, and glasses.6,7 It has the advantage that the contact angle between the liquid and the tube material need not be known. Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

"The paper presents the history of development of the United States Tennis Association (USTA) site, focusing on geotechnical, geoseismic, and foundation engineering challenges associated with it. The site is located at the Flushing Meadows Corona Park area of Queens, New York. Now home to the Billie Jean King National Tennis Center (BJKNTC), the site used to be a biologically rich, tidal salt marsh that extended south from Flushing Bay and overlaid an ancient buried valley. In early 20th century, Brooklyn Ash Co. was contracted to fill the marshland with cinders and furnace ashes. F. Scott Fitzgerald describes the “Valley of Ashes” as “a fantastic farm where ashes grow like wheat into ridges and hills and grotesque gardens; where ashes take the forms of houses and chimneys and rising smoke, and finally, with a transcendent effort, of ash-gray men who move dimly and already crumbling through the powdery air.” In 1939 the site was leveled and filled to host the World’s Fair and refilled again for the 1964 World’s Fair.The USTA moved to the site in 1978 and in mid-1990’s constructed the 23,000-seat Arthur Ashe Stadium (AAS). Currently, USTA has a Strategic Vision Plan venue with several interconnected construction projects including buildings, infrastructure upgrades and improvements to site circulation. In addition to a historical walkthrough, the authors will discuss technical challenges of supporting these developments through layers of fill, thick organic silty plastic clays and regional varved soils with bedrock found 300 to 400 feet deep. The subsurface is not only a weak foundation medium, but is susceptible to large amplification of seismic waves propagating from the bedrock during earthquakes. The developments are usually founded on project-specific pile foundations that carry static loads in deeper layers and accommodate lateral demands and performance objectives. Engineering innovations from the most recent development, the roof structure over AAS, will be discussed."

"Chromates are known to induce tumors (1, 2), mutations (3), and DNA damage (4-6). However, the underlying biochemical mechanism(s) is (are) not fully understood (6). Recent studies have indicated that hydroxyl (·OH) radical may play an important role (7-11). The mechanistic studies of Cr(Vl)-related ·OH radical generation in biochemical systems have shown the reaction of a Cr(V) species with hydrogen peroxide (H20 2 } through a Fenton-like mechanism to be one of the important steps (9-11): Cr(V) + H20 2 - Cr(VI) + ·OH + OH-. (1)In biological systems the Cr(V) species are generated via the reduction of Cr(VI) by a variety of components, such as microsomes (12), mitochondria (13), mitochondrial electron transfer complexes (14), and at least three flavoenzymes (glutathione reductase (GSSG-R),3 lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase) (9, 15, 16). In the case of flavoenzymes, Cr(V) formation is accompanied by the reduction of molecular oxygen ( 0 2 ) to H20 2 • The Cr(V) species then reduces H20 2 to generate •OH radicals and Cr(VI) (16).To understarid the mechanism by which Cr(V}-generated ·OH radicals cause cytotoxicity, Aiyar et al. Two important facts stand out as features of the metal- and nonmetal-mining4 industry of the United States in 1941 as compared with 1940: First, the number of employees and man-days of employment increased; second, accident-frequency rates, both fatal and nonfatal, decreased. Reports from mining companies to the Bureau of Mines covering underground, open-pit, and surface operations for 1941 re¬vealed the largest number of men employed since 1926 and the largest number of man-days worked since 1929. The combined fatal and non¬fatal accident-frequency rate for 1941, calculated on a basis of one mil¬lion man-hours of exposure to hazard, was (except for 1931 and 1932) the lowest since 1911, the earliest year for which figures are available. During this 31-year period, only 1938 and 1939 showed lower fatality rates, and only 1931 and 1932 had lower nonfatal-injury rates. Operating companies reported that 9,620 mines were active during all or some part of the year. These employed 125,290 men, an increase of more than 4 percent over 1940. The total volume of work performed at all mines, measured in terms of man-shifts, increased to nearly 32 million, a gain of 10 percent; man-hours of employment rose to almost 254 million, an increase of 10 percent over the 231 million man-hours worked in the previous year. The year's operations resulted in an average work-year of 255 days per man, an increase of 13 days per employee over the average working time in 1940. Although the 8-hour day prevails generally at most mines, the industry as a whole averaged 7.94 hours per shift, as in 1940.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Fifteen alkyl cycloalkyl sulfides and three dicycloalkyl sulfides were synthesized to provide reference compounds in the search for these classes of sulfur compounds in crude oils. In synthesizing sulfides by alkaline alkylation the order in which the reactants were added was shown to determine the yield and purity of the product.

Solvent extraction of nickel and cobalt from the real leach solutions was studied by using a novel extraction system. The extraction system was a mixture of 2,6-bis-[5-n-nonylpyrazol-3¬y]] pyridine (BNPP) and dinonylnaphthalene sulfonic acid (DNSSA). The BNPP represents a novel molecule, which was designed and synthesized in our laboratory. Real solutions for the study were prepared by leaching of two different cobalt-nickel bearing concentrates, cobaltite [CoAsS] concentrate from Blackbird Mine, Idaho, and siegenite [(Ni,Co)3S4] concentrate from Missouri Lead-Belt. The major strength of the system was the selectivity of extraction toward nickel and cobalt from iron containing solutions. Other metals such as Mn, Mg, Ca, Al and As were not extracted. Due to the irreversibility of copper extraction, its removal from solution was required prior to the extraction of nickel and cobalt. Zinc was not as strongly extracted (i.e. its stripping was readily achieved) as was copper . Flowsheets for the recovery of nickel and cobalt were also developed.

There are various methods available for the recovery of dimensional stone in open pit quarries. Explosive blasting has more advantages in the economic point of view over the other methods but was not widely used in Korea because owner was concerned about much economic loss when it failed. Several years of efforts have been made in order to develop more effective cutting methods and to spread to the quarries for strengthening the competitiveness in the market. Rock cutting by jet flame and black powder was generally used in the early stage. Black powder was applied to cut the last horizontal plane after forming other vertical planes using the jet flame. Jet flame operation, however, is time consuming and produces excessive noise, and as the result, brings adverse effects on the operator as well as the complaints from the residence adjacent to the quarry. Some mechanical methods such as the slot drill, diamond wire saw or in-situ scale of diamond saw cutting were introduced. Most effective cutting methods using the explosive blasting were developed and applied successfully. Black powder was replaced with the detonating cord. A new air decking technique where plug was not used was developed. This paper reviews the technology for dimensional stone cutting and case study in Korea.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

Chance find of an economically important mineral on the sur- face and its exploitation without proper exploration work, has become the habit of humanity since the Bronze Age. The explora- tion and exploitation techniques have, however, been substan- tially improved in the technologically developed western world and system controlled major communist countries. Nevertheless, the greatest need is felt in the Third World countries where large mineral potential exists, but with inadequate investments in exploration and exploitation techniques, a handicap that has been beneficial to the more developed countries, since long. The great number of the Third World countries which are striv- ing hard to develop, need to formulate mineral exploration and exploitation strategies which could enable them to develop their resources. This requires planning and creating new concepts of ore deposit types and genetic models, rheology, economics and their innovation and integration. The following approach could help them to be economically "more independent" by the end of this century. 1. Bridging of pure and applied geology gap, and creating con- sciousness of research and development. 2. Revision of mineral resources concepts adopted to modern technological world. 3. Improved mineralogical research, and determinative miner- alogy as an important asset. 4. Creative research and establishing know-how, with philosophical base for regional exploration projects. 5. Indepth investigation into the origin and growth of earth as a system, and its importance in the association, quality, and quantity of metallic, non-metallic and energy resources con- centrations. 6. Mineral beneficiation, targets and strateties; methods of eco- nomic and improved recovery systems. Development of alter- native technology, and utilization of mineral technology strategies. 7. Theoretical and practical modelling by conventional and com- puter techniques of the existing and expected mineral resources, and mineral development. 8. Critical analysis of the status of mineral economics of the Third World and developed world with forecasts for the year 2000 based on problems faced by the developing world. 9. Minerals at cross roads of International Interdependence. 10. Philosophical, realistic, traditional and modern strategies for mineral development. The dynamic economic system opera- tion in national mineral sector.

"A description is given of a series of tests performed to determine the comparative effects which dynamic and static straining, in compression, have on the physical strength properties of mild steel and an aluminum alloy. The dynamic deformation was imposed during the passage of single stress pulses of about 100 micro-second duration. These pulses were recorded with strain gauges mounted near both ends of the specimen. The resulting records were analysed using a simple wave theory; there from the dynamic stress-strain curves for the respective metals were deter-mined and were then compared with the static stress-strain relation. The respective hardnesses of the metals after deformation are evaluates by means of static stress-strain curves in compression. The micro-structures of the metals before and after deformation are also shown. It is observed that dynamic de-formation considerably modifies the rate of strain hardening. This modified hardening appears to be persistent. The observed differences in physical strength properties and micro-structures are discussed in the light of the accepted dislocation theory for metals."

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

The work described was performed to determine whether sulfur compounds of the thienothiophene class occur in crude oil. The presence or absence of various classes of sulfur compounds in crude oils is of interest and value to petroleum science. The Bureau of Mines, for the first time, identified hydro-carbon products of desulfurization that point directly to the identity of two individual thienothiophenes, namely 3-methylthieno[2,3-b]thiophene and 2-meth-ylthieno[3,2-b]thiophene, in Wasson, Texas, crude oil. These identifications, described in detail, were accomplished using microdesulfurization, mass spectrometry, and gas-liquid chromatography.

The Torpedo Copper mine in the Organ Mining District, Dona Ana County, N. Mex., was discovered In 1899. Production was begun immediately and continued until 1907. Since 1907 very little ore has been produced, although Many individuals and companies have been interested in the property at one time or another. Approximately 6,621 feet of diamond-core had been completed on the property before 1949. The results from some of this drilling were unsatisfactory because of the poor core recovery. In addition to its investigation of the Torpedo ore deposits, attention was given by the Bureau of Mines to obtaining better core recovery through the use of special equipment and techniques. This project was begun October 3, 1949, and was completed April 30, 1950. Four diamond-drill holes totaling 2,140.5 feet, which includes 18.2 feet of overlap in a deflected hole, were drilled. All drilling was done with a Government-owned hydraulic-feed drill with some special rods and core barrels, in addition to the usual equipment. The over-all core recovery was 89.5 percent. Omitting the drilling in overburden where little or no core was desired, the recovery was 94.6 percent. Core recovery in the ore zones averaged 95.2 percent. This paper describes the location, the general features of the area, the geology, the Bureau of Mines procedures, and the results attained by these procedures.

The history of mining is rightly proud of its achievements in improving productivity and cost improvements over the years. No matter what measure is used, tonnes per manhour, cost per tonne, etc vast improvements have been made over the last hundred years. In fact over the last ten years in Australian coal mines raw coal output per employee has increased by 60 per cent. When one examines why these improvements have taken place the principal reasons have been technological advancement in mining equipment, excavator and dump truck capacity increases, longwall and continuous miners continually improving in reliability and size. Of course all these improvements are correlated to an increase in capital cost. Even with the above-mentioned advances the pressure for increased performance is as strong as ever. The international mining and mineral-processing sector is currently operating in a recessive market with some traditional commodities, eg gold trading at 20 year lows. During recessive times senior management will demand greater returns on capital employed: the obvious choices being reducing costs or increasing throughput. In addition, head office environments will often place a capital freeze on operational management so the opportunity to take advantage of technological change is not available. The challenge is, therefore, to increase throughput and cut costs without the need for capital. The answer is to optimise the existing labour and plant. If done systematically a result in productivity improvement, in our experience, as high as 45 per cent can be achieved with the average across South East Asia and Australasia being 21 - 23 per cent. The intention of this paper is to present a systematic approach to labour and machine utilisation thereby gaining the greatest possible return on the existing capital base.

Study of moisture-induced swelling strain in Pennsylvanian Period rocks of the Appalachian Plateau in West Virginia shows a 2:1 biaxial horizontal anisotropy which trends NW-SE. Oriented in-situ slabs of coal mine roof rock were collected across West Virginia, dry-sawed to size, air-dried to stability, and then monitored for moisture changes and deformations in the horizontal plane through one wetting cycle and drying cycle. Biaxial swelling strains were exhibited in nearly all rocks tested, with maximum horizontal deformations occurring normally-incident to the strike of regional geologic fold structures. This relationship persists as fold strike varies across the study area. A connection with Alleghanian fold development and/or post-Alleghanian fold relaxation is suggested. Deformations were largest in shales, but occurred in sandstones and siltstones as well. During testing, moisture-induced fractures (MIF) developed parallel to the regional fold structure and ranged in size from hairline cracks to sample-destroying cracks that were orthogonal to the observed biaxial swelling strain direction. Preferential wetting and swelling of clay minerals along NE-trending fractures, related to a fold-parallel fracture fabric of regional extent across West Virginia, is the most likely reason for the observed systematic NW-oriented biaxial swelling strains. The testing methods used in this study are simple and inexpensive and produce robust results that offer insight into a regional, anisotropic mechanical weakness that imparts a dynamic, asymmetrical horizontal stress to moisture-sensitive coal mine roof rocks over time. Because a similar mechanical fabric has been reported in Devonian-age shales, these findings may have implications for shale gas developers in the Appalachian Basin challenged by rapid aperture closure rates along horizontallydrilled induced fracture networks in Devonian rocks like the Marcellus Shale. The paper concludes with an example of how the concept of a preferred swelling strain direction might be applied to improve the effectiveness of roof trusses.
