A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Results of a primary stress measurement investigation conducted on the 1100 copper ore body of the Mt. Isa mine, Mt. Isa, Queens., Australia, are presented in this chapter. The investigation started in September 1965, after discussion with the engineering staff at Mt. Isa, and consisted of both underground or in-situ tests at Mt. Isa and laboratory tests on Mt. Isa rocks and stress measurement techniques at the Australian National University in Canberra. Underground stress measurements were made in and adjacent to the 1100 copper ore body. The primary stress measurement site was in J 32 west crosscut on 14 Level. Approximate coordinates on the mine grid are 3000 north, 1650 east. The vertical depth below ground surface at this point is approximately 2180 ft. Some preliminary measurements were made in M 30 west crosscut on 13 Level, coordinates 3000 north, 2000 east, depth beneath the surface approximately 1990 ft. Additional flatjacks were installed on 11 Level in L 30 west crosscut, coordinates 3000 north, 2200 east, and depth beneath the surface approximately 1580 ft. All of the sites were in rock that from a mining engineering viewpoint must be considered extremely sound. The 13 and 14 Level crosscuts were approximately 14 ft on a side and nearly square and the 11 Level crosscut was approximately 10 ft on a side. All of the crosscuts had been standing open for several years and no artificial support of any type was necessary. Extraction openings hundreds of feet on a side have been made in this mine in similar rock and these have remained open also without additional support (see Davies 1 for a recent summary of mining techniques and conditions). The geology of the Mt. Isa mine has been most recently described by Bennett.2 Briefly, Mt. Burghoff and Blank1 have pointed out that the creep properties of hard-drawn coppers are closely associated with their individual softening characteristics and have further shown that the creep resistance of various types of copper is improved, under certain circumstances, by cold stretching. In the design of certain types of electrical machinery, it is important to have the creep resistance as high as possible; furthermore, short-time creep strength is important since in many cases stresses are large only during warming-up and cooling-down periods. In this paper, data are presented showing the effect of cold work on the short time creep strengths of various types of commercial copper under several conditions. It is shown that trends from short-time creep tests are evident at longer times. Materials Used in the Investigation The coppers used in this investigation were commercial grade and of two basic types, oxygen free high conductivity (OFHC) and tough pitch. Additions of silver in amounts of 15 and 25 oz per ton were added to each of the two coppers. The analyses of these six coppers are given in Table 1. Originally, they started as wire bars 4 X 4 X 54 in. A. square rod was made by hot rolling the wire bars to 9/16-in. rod in 8 passes. This rod was then cold drawn to 0.445-in.-diam rod and annealed for 3 1/2 hr at 1000°F. It was then cold drawn to 0.325-in. rod and again annealed at 1000°F for 3 1/2 hr. Hard square rods were then made by cold rolling to 0.257 X 0.257-in. rod. Soft wire was made from the hard- drawn material by annealing at 650°F for 3 hr. The final rolling was performed using a set of 9-in. grooved rolls revolving at 30 rpm, which produced square wires. Reductions of approximately 5, 20, 30, and 40 pct were obtained using several passes in the same direction for the large reductions. The 5 pct reduction by drawing was accomplished using a steel die having 2 parallel bearing surfaces. The die angle was 7 1/2 degrees and the wires were lubricated with a paste of ceresin wax dissolved in carbon tetrachloride. The speed of drawing was 13 fpm. Since work was done on only two sides of the wire simultaneously, it was necessary to rotate it 90 degrees each pass to insure uniform deformation. The room-temperature tensile properties of the various tempers are given in Table 2. The grain size of the an- nealed 0.257-in. wires was uniform and averaged about 0.035-0.045 mm. Experimental Procedures for Short-time Creep Tests Standard creep-test frames (Fig 1) were used for the testing. Special fixtures were designed to apply axial compressive and tensile loads to the copper wires. The compression specimens were 1 in. long and the ends were ground flat and parallel. The creep in compression was indicated by the movement of reference marks s-ratched on intersliding platinum strips attached to the moving heads of the fixture. The movement was measured with an optical micrometer fitted with a filar eyepiece on which the smallest division was 0.00005 in. The tensile creep specirriens were 4 in. long which provided ample gripping surface for the jaw-type grips. The platinum strips were attached to a one-inch gauge length of the wire and the creep measured as previously described. Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. This manual provides instructions for installing, operating, and maintaining a protective canopy on the Joy Mfg. Co. shuttle car. These instructions are based upon actual installations made in the mine on two shuttle cars, model 21SC-2E. The parts list and engineering drawings for the protective canopy are included at the end of the manual. And a discussion of some alternative design concepts is also included. The manual can also be used for retrofitting other shuttle cars with similar protective canopies. Skilled mechanics can determine if the instructions hexein would he applicable to the other shuttle cars and can determine any necessary modifications if they are not.

Mineral analyses and electrical resistivity measurements of 324 representative samples of oilfield brines from 24 oil-productive counties in Mississippi and Alabama are presented in tabular form. Results of the mineral analyses, which include calcium, magnesium, carbonates, bicarbonates, sulfates, chlorides, sodium, and barium (with strontium if present), are reported in milligrams per liter. Electrical resistivity measurements in ohm-meter2 per meter at 75° F are reported in ohm-meters in the tables. Chemical analyses of formation waters are helpful to operators having water problems associated with petroleum recovery; electrical resistivity values are helpful in making interpretations from electric logs.

The campaign life of an industrial metallurgical vessels strongly relies on the quality and quantity of the refractory lining. An operating furnace or converter refractory lining can be assessed either by thermal modeling or by acousto ultrasonic-echo (AU-E) technique or a combination. AU-E is a Non-Destructive Testing (NDT) stress wave propagation technique that has been utilized on a wide variety of smelting vessels for over 12 years with good success. AU-E can determine the thickness of remaining refractory lining, estimate the thickness of build-up or accretion, detect and locate metal penetration and impregnation into the lining, and identify hydrated or cracked areas of refractory. This paper details the AU-E principles, equipment and recent improvements to the data analysis to further improve speed and accuracy. In addition, the paper discusses the AU-E accuracy and limitations through a diverse and vast array of practical examples including a comparison with thermal modeling and physical measurements.

The reliability of the apparatus was established by determining the vapor pressure of silver. In a shearer longwall mining operation, the longwall bits are responsible for breaking into and chip-ping the broken coal blocks away from the coal face. However, underground observations have found that a large number of longwall bits are always working under various degrees of wear. Reduction of the bit wear could be realized by using better designed longwall bits and properly selected shearer operating parameters. A computer program has been developed to simulate the performance of the longwall bits. The shape of the bit head, the installation of the bits on the drum and the operation parameters are the information required by the program. Through the simulations, the main factors affecting the bit wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

Over the past decade the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry?s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked, injury rate, and days lost. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992?2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.

Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine analysis. The method, however, requires a good initial calibration and periodic checks on its precision and accuracy. Several examples from minerals processing, pyrometallurgy, and materials science show the strengths and applicability of the method. The limitations and sources of error are also discussed.

The need to optimize surface mining operations has led to the use of discrete event simulation (DES) modeling of truck-shovel systems. Often, these models assume truck cycle times are independent and identically distributed (iid) random variables, although, with significant bunching on the haul routes, this may not be valid. The objective of this paper is to present a methodology to (i) account for truck bunching due to slow trucks; and (ii) test for cycle time dependence (i.e. whether truck cycle time data is iid or not). We built a DES model that accounts for bunching due to a slow truck(s) and used the cycle times as data for further analysis. We then tested for cycle time dependence using Pearson correlation coefficients. The results show significant correlation of truck cycle times for different number slow trucks, with variable speeds. Assuming iid in modeling results in over-estimation of productivity and the uncertainty surrounding it. The over-estimation of uncertainty is pronounced when the relative difference in truck speed increases. The confidence interval of the means of truck loads/shift decreases with increasing number of slow operators. This work extends the usefulness of DES in truck-shovel applications.

Early flotation dealt primarily with the bulk concentration of sulphide minerals or the separation of one sulphide from another and was referred to as oil flotation because oils and fats were used as reagents. The separation or concentration of one nonmetallic mineral from another developed later with the use of fatty acids. Fatty acids are organic acids present usually as glycerides in tall oil and oils of fish, peanut, cottenseed, soya beans and ethers of veg¬etable and animal origin. Some, of these oils and their derivatives were used by the Phoenicians as early as 600 B.C. in making soap, and the use of such reagents in mineral dressing is referred to as "soap flotation". The first use of oleic acid for the recovery of minerals was the early agglomeration process.' The coarse particles of ore, from 1/16 to 1/4 inch diameter, were coated with large amounts of soap or oil and after screaming from the gangue were recovered by screening, hydraulic or table classification. In 1886, a patent was issued to Mrs. Carrie Everson in which the essential feature was the constituted commingling of pulverized ore, fat or an oil, either animal, mineral, or vegetable, for the purpose of effecting .a. union of the free metal or metallic portion of the ore with such admixed material whereby the same may be changed in subsequent separation of quartz or other rock therefrom by washing or other suitable means. The patent mentions the use of red, cotton seed, caster, sperm and linseed oils, In the early use of collectors the amount of oil for froth flotation was often 2 to 6 per cent by weight of the ore rather than pounds per ton.

Residual load development in driven precast piles has been widely researched in recent decades, however, cast-in-situ piles are often falsely assumed to be unaffected by this mechanism. In contrast to driven precast piles, driven cast-in-situ (DCIS) piles require adequate time prior to loading for the concrete hydration and curing processes to occur. The concrete-soil interaction is complex with several processes influencing the strains within the concrete pile after installation. DCIS piles are of particular interest given that residual loads can be developed during both the driving and casting phases. This paper present four instrumented end-bearing DCIS piles in which temperature and strains were monitored from installation, with the objective of identifying the processes contributing to the measured strains prior to testing. Strain gauges at all depths recorded a net compression and compressive strains continued to increase up to the commencement of load testing. Residual strains in the test piles were interpreted to be influenced by temperature (concrete and ambient soil and air temperature), consolidation of soils due to dissipation of excess pore water pressure, and swelling from absorption of groundwater. Several residual load interpretive methods are evaluated with the Siegel and McGillivray (2009) approach being consistent with the skin friction full mobilisation theory of the Unified Design method. The full-scale field tests presented herein provide a unique opportunity to examine DCIS pile behaviour, particularly given the lack of presently available published studies on these pile types.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.

This paper, describing the concentration methods and costs of Witherbee, Sherman and Company at Mineville, N. Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. Quantities of kaolin in Georgia in-contiguous or single bodies had been established by previous work to be sufficient for an alumina industry. The need for characterization of this kaolin to determine its suitability as an ore of aluminum resulted in the studies described herein. It was determined in an area roughly 7 x 27 miles, known as the Wrens district that approximately 5.9 billion short tons of kaolin averaging 35.55 percent A1203 exist in an essentially continuous clay body. The Macon-Sandersville district consists of discontinuous kaolin bodies averaging 35.28 percent A1203 with an average thickness of 28 feet. Tonnages for this district are not available. One hundred and twenty core samples of kaolin were analyzed for K20, CaO, MgO, Al203, T102, Cr203, Fe203, Si02, P205, and F. The P205 and F were analyzed by wet chemistry methods and the others by electron microprobe. Seventy-nine of the samples were from the Wrens district forty from the Sandersville-Macon district and one from the Andersonville district. Emission spectroscopic analyses were also made to qualitatively determine all elements present for each core. X-ray diffraction studies were made of each core to determine mineral species present. Scanning and transmission electron microscope pictures also are given for each I' core sample. Elevations, overburden thickness, and kaolin thickness are given for each core site as well as map locations. Isopachs for over-burden and kaolin thickness are given for the Wrens district.
