INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. The United States Capitol Visitor Center (USCVC) is one of the largest underground structures ever constructed in the Washington, DC, metropolitan area. The 600,000 ft2 (55,750 m2) structure is entirely underground and immediately adjacent to the shallow foundations of the existing U.S. Capitol building. Interior building columns for the USCVC were supported on 186 drilled shafts that varied in diameter from 4 to 9 ft (1.2 to 2.9 m) and in length from 15 to 45 ft (4.6 to 13.7 m). The vast majority of the building utilities were located beneath the basement floor slab. It was decided at the onset of the project to proceed with construction prior to completion of the design drawings, and coordination between the underslab utilities and the drilled shafts had not yet been finalized at the onset of drilled shaft installation. Given depth and location restrictions of the outlets, relocation of the bulk of the utilities was not possible. Almost half of the drilled shafts were affected, leaving redesign as the most feasible remedial solution. The redesign involved adjustments to the shaft length, diameter, and bell. It took place on a case-by-case basis, sometimes only minutes before installation began. Coordination between the field and design team was excellent, and delay associated with the redesign efforts was minimal. In addition, the detailed, high-quality field records kept by both the contractor and field engineers allowed for accurate and fair estimations of the added drilled footage and concrete volumes placed. The additional service fee, which was minimal, was settled quick and fair.

Following the gold discoveries of the late 1800's much was written regarding the vast mineral resources of Alaska, and much interest was aroused, and yet over the years little has been done to exploit those resources. Between 1906 and 1935 the Kennecott copper mines of the Copper River region were the keystone of the mineral economy (fig, 1). After the depletion of the Kennecott ore reserves and aided by the statutory rise in the price of gold, the yellow metal became the major mineral commodity. In recent years it has shared the honors with coal and sand and gravel. Although this trend should indicate the development of a stable, diversified mineral industry, yet the trend of production is downward. This report results from a study by the Federal Bureau of Mines to delineate the problems and to forecast the growth of the mineral industries in Alaska. The need for such a blueprint for the future was enhanced by the population explosion in the United States and the consequent eventual need for additional living space, as well as the current interest in new areas, and the necessity to develop reserves of strategic minerals.

In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff of the Explosives Division of the Bureau of Mines and, are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes, of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more' rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. The approximate geometry of these emissions about I millisecond after the shpt is fired is illustrated in figure

The east span of the San Francisco-Oakland Bay Bridge (SFOBB), which is one of the most heavily traveled bridges in the world, will be replaced due to seismic safety concerns. The majority of the new bridge will be founded on large-diameter (1.8 to 2.5 meters), approximately 60- to 100-meter-long pile foundations The large-diameter steel pipe piles and soil conditions are similar to those used/encountered in many offshore structures. Thus, the design methods used are based on site-specific modifications to the procedures recommended by the American Petroleum Institute rather than the conventional procedures that have been formulated and used for the design of much smaller piles. Pile foundations will experience their maximum loads during the design earthquake. For the Safety Evaluation Earthquake, tension loads of up to approximately 80 to 90 meganewtons (MN) and compression loads of up to approximately 120 to 140 MN were calculated. Due to the economic importance of the SFOBB and the consequences of catastrophic failure in both economic and human terms, the design and analysis of the pile foundations supporting the bridge consider a number of aspects of pile-soil behavior that are normally ignored. Those aspects include: 1) the effects of consolidation and setup, 2) the behavior under dynamic loading, 3) the losses of resistance under cyclic loading, and 4) the load-settlement behavior of the piles under severe cyclic loading conditions. Since the treatment of complex aspects of pile foundation behavior is not codified in any guiding documents, several project-specific methods were developed for design and analysis of the foundation piles.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

In the Summer of 2011, emergency repairs to the Jefferson Memorial North Plaza and Seawall were completed. These repairs were necessitated by settlement and lateral movement of the seawall and North Plaza which prompted the National Park Service (NPS) to initiate an investigation as to the possible causes of the movement, and commission a design for its mitigation. Information gathered from extensive instrumentation on site led to the design of a movement mitigation scheme that included demolition of the Ashlar Seawall and reconstruction of a new seawall. The new seawall foundation is an A-Wall consisting of vertical caissons and battered pipe piles connected to the seawall itself. The scheme provides resistance to future vertical and lateral movement of the North Plaza and the new seawall. Repair to the seawall and plaza began in December 2009, and was completed in August 2011. This paper discusses the mechanisms believed to be responsible for settlement and lateral movement, summarizes the procedure followed for design of the mitigation, and describes the construction methods and some challenges faced during the repair.

The mining and use of coal creates a significant amount of waste material that needs to be safely disposed of. It is likely that in the medium term, the Environmental Protection Agency (EPA) in the U.S. will categorize all such products as a new category – special waste. This would make the materials subject to many of the requirements for handling toxic waste, which will complicate the disposal of such products and significantly increase the disposal costs. Underground disposal would, therefore, seem to be the obvious solution, especially if the placed material can have low or no permeability, so that water table pollution does not present a serious long-term issue after placement. Significant additional advantages could be derived from this backfilling, including the reduction or elimination of surface subsidence, increased extraction, reduced surface waste disposal footprint and the elimination of explosion-proof seals in worked out areas. The research using a specific coal waste product as a typical example proved that the method of placing the backfill at a high density with low permeability is technically viable, but it must be made more cost effective and the other potential benefits quantified and costed in order to present a true comparison.

The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

This paper reports on research on leaching pyrite in a germ-free system. The effects of mineral particle size, pulp potential and various oxidation agents on pyrite leaching were studied. The results indicated that a smaller mineral particle size leads to a higher leaching rate of pyrite. The optimum results were obtained with a mineral particle size of -0.037 mm. The pulp potential reflected the leaching process and an increasing pulp potential improved pyrite leaching. The leaching rate rapidly increased with the addition of oxidation agents such as Fe3+ and H2O2. However, the precipitate generated by ferric ion coated the surface of the pyrite and prevented further leaching.

O aumento da demanda por aços com baixos teores de enxofre tem levado algumas indústrias siderúrgicas a estudar formas de otimizar o tratamento de dessulfuração no aço, visando reduzir o consumo de agentes dessulfurantes, o teor de enxofre e o tempo de tratamento no refino secundário. Neste trabalho, foi analisada a evolução do enxofre durante o tratamento de dessulfuração de duas classes de aço no forno panela, nas 30 corridas experimentais utilizou-se uma mistura micropulverizada contendo cal e fluorita. Após avaliação dos resultados e das condições termodinâmicas e cinéticas, foram desenvolvidas equações para cálculo da mistura a ser injetada em função do teor de enxofre inicial e objetivado. O uso da mistura proposta no processo resultou na redução de 1,1 kg/t de mistura micropulverizada, 0,22 kg/t de alumínio, 3,3 kWh/t de energia, 0,034 kg/t de eletrodo e 2 minutos de tratamento.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

A eficiência na redução dos minérios de ferro no alto-forno é governada pela estrutura e permeabilidade das camadas de carga. A zona granular do alto-forno é a região onde a carga mantém a sua estrutura estratificada, decorrente do carregamento, sob a forma de grãos sólidos. Nessa região, as condições de permeabilidade determinam o perfil de distribuição do gás e, consequentemente, a eficiência térmica e química do reator. Na Usiminas, foi desenvolvido um ensaio de permeabilidade que permite avaliar a perda de carga em leitos formados pelas matérias-primas utilizadas nos altos-fornos, buscando as condições mais favoráveis ao fluxo gasoso. A partir deste ensaio, foi possível avaliar cargas compostas exclusivamente por sínter, pelota ou minério granulado, ou ainda combinações binárias entre estes. O sínter apresentou a maior perda de carga, seguido da pelota e do minério granulado. Apesar disso, o sínter foi o material que permitiu maior acréscimo de vazão do gás. Os ensaios realizados indicaram que 5% de material com granulometria menor que 5 mm é o limite para a concentração de finos do sínter, situação em que foi observado acréscimo de aproximadamente 50% na resistência à passagem dos gases para as velocidades correspondentes àquelas dos altos-fornos. O leito de melhor permeabilidade foi formado por 95% de sínter e 5% de pelota, seguido pelo de 100% de sínter, sem diferença significativa entre essas condições. Em geral, a combinação de sínter e pelota é mais benéfica para a permeabilidade do leito.

Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

This investigation was conducted to identify the principle causes of spoil instability problems in the Eastern Coal Province. The study was also conducted to develop a matrix to predict the strength and groundwater parameters necessary to conduct stability analyses on a proposed reclamation scheme. Suggestive methods to reduce spoil instability potential are also included. Numerous physical property, strength, compressibility, chemical and mineralogical tests were conducted on mine spoil samples obtained from 11 different surface mine sites. Site characteristics that influence the position of the post reclamation groundwater table were identified. Distinct regions within the Eastern Coal Province with high incidences of surface mine slides or high landslide susceptibility were identified. The application of the predictive matrices developed in this study is for surface mine sites mined and reclaimed in general accordance with the Surface Mine Reclamation Control Act of 1977. A review of current mining practices and the relative effect on spoil stability is included.

The linear expansion of high-purity oxides of yttrium, cerium, samarium, europium, and dysprosium was determined by the interferometric method for the temperature range 25° to 1,000° C. Single-crystal magnesium oxide and single-crystal aluminum oxide were used as reference materials. The bulk density and crystal form of the nonreference materials also were determined. The coefficients of linear expansion in the range 25° to 1,000° C were found to be 8.10 x 10-6 for yttria, 12.10 x 10-6 for ceria, 10.81 x 10'6 for samaria (monoclinic), 10.35 x 10-6 for europia (monoclinic), and 8.13 x 10-6 for dysprosia, each given in centimeters per centimeter per degree Centigrade. A detailed investigation of the interferometric technique for measuring thermal expansion in this temperature range was made. The interferometer was found to be a precise tool but only when adequate precautions were taken. These precautions are described.

As OEM sensors and interfaces have grown in number, the available data from equipment in the mining environment has continued to multiply. This equates to an increased visibility of operating performance, mechanical and electrical health, and predictive monitoring that can directly improve maintenance reliability and scheduling. With increased visibility, where should a reliability engineer begin to look to directly impact Capacity Assurance? More specifically, what source will provide inputs to the Failure Modes Effects Analysis (FMEA)? A device for detecting carbon monoxide at ppm levels is described which is based on the measurement of infrared absorption at 4.65 microns. The unique feature of the nondispersive infrared instrument is contained in the optical design which includes a confocal cavity, increasing the effective optical path length by a large factor, thus greatly reducing the required package size. The cavity has the effect of reducing the total amount of radiation passing to the detector, but at the same time increasing the percent attenuation observed when adding CO, by a factor called gain. The radiation is chopped by a filter wheel which contains narrow band filters at 4.0 and 4.65 microns. The resultant signal produced by the pyroelectric detector is demodulated by the electronics to product an automatic gain control signal, proportional to the total radiation, and a difference signal, proportional to the CO present. Tests of a breadboard model are described which show cavity gains of 10 with noise levels equivalent to 2 to 10 ppm CO.
