The following paper deals almost exclusively with the results of practice at the works of the Pennsylvania Steel Company at Steelton, Pa. From the records of the furnaces at this plant, both acid and basic, large and small, are drawn the data for the various demon strations, and on a long and intimate experience with their opera tions are founded many theories and generalizations. It may seem that universal laws should not be built upon a basis so restricted ; but in reality the condition is the strongest guarantee of validity. Each table investigates some- certain variable, and by virtue of the common origin of the factors, we have good ground for assuming the corresponding agents to be equal. The examples may or may not be instances of good practice, and may be open to criticism if regarded solely as exponents of • metallurgical success. But it must be remembered that the lists are not made up of selected specimens, nor are they chosen to show su perior results; they are gathered to investigate, by strict scientific methods, the formula? of the operation. In such work no untoward results should be eliminated, save those which bear upon their face the stamp of experimental error. If the worst members be omitted, then the best must also be omitted. Only by using every available case can an honest attempt be made to deduce a true average. It is recog nized, however, that with the most careful selection it is difficult, if not impossible, to collect data representing universal conditions. In each table the records tell of a special practice, and all conclusions drawn from them are true only within the limits between which the equations have been integrated. The lode-formation of the Bendigo gold-field was described in a former paper.* It presents a striking identity of arrangement with the general geological structure of the region, which is one of comparative simplicity. In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. In "Sorting Before Sizing " (a paper first announced at the Pittsburgh meeting, February, 1896, but delayed in preparation and now presented at the present meeting) it is shown that if slime-tables are to do their best work on slimes below 0.5 mm. or 0.05 inch in diameter, they must be carefully sorted or classified, and fed to a series of tables suitably adjusted to the different slime-sorts. The reason is that the coarser and finer slime-sorts require respectively different adjustments of the tables. Hence, if the two are fed together upon a table which has, as nearly as may be, average adjustments, fine galena, for example, will go into the tails, or coarse quartz into the heads, or both—losses which could have been largely prevented if the slime had been carefully sorted and each sort sent to its own slime-tables. During the driving of the main haulage level at the Copper Mountain mines of the Canada Copper Corpn., Ltd., near Princeton, B. C., some very rapid driving was done, though no claim for a world's record is made. Conditions, however, were unfavorable for economical operations. The cost of power was high, for the fuel was of poor grade; besides, during the time the work was in progress, very little other power was needed so that most of the power cost was charged against the footage. The transmission line consisted of No. 4 galvanized iron wire with the result that the line lass was considerable. The voltage transmitted was about 30,000. The plant was operated under a lease, which was due to expire about the same time this work was supposed to be completed; an extension was refused, therefore speed was most important. The plans called for a straight adit 2900 ft. (884 m.) in length. At a point 2800 ft. (853 m.) from the portal, two raises were to be put up to the next nearest workings, a difference in elevation of about 800 ft. (243 m.). One of these was to be a two-compartment hoistway and the other a zigzag ore pass, or muck run. A location for these raises had been determined by a number of diamond-drill holes, but the material to be penetrated by the adit was not known. Diamond drilling has become a very important factor in mining. It is the most satisfactory method of obtaining proof of the existence of an orebody and of determining the character and extent of the body in measures where a core can be made. Large investments are based on the information obtained. The method of development, the mine and reduction plants, and subsidiary essentials established are often without other information. The Mond Nickel Co. has drilled about 50,000 ft. (15,240 m.) per yr. for sevéral years and has given considerable study to the question of improving the methods and of overcoming the limitations of this means of securing information. One of the main limitations of the diamond drill has been its inability to drill a straight hole. To depths of 1000 ft. (304 m.) the deflection is often not large but all holes tend to curve and take somewhat erratic courses. A hole running at a small angle to a fissure plane tends to run along the fissure. If the hole is at a large angle, the tendency is to penetrate the fissure plane at right angles. The face of the bit having one side in solid formation beyond the fissure, the other in the selvage of the fissure, tends to turn, the rods curving to the extent of their clearance in the hole. Usually rock measures have somewhat regular fissuring or strata and holes take somewhat similar courses, usually at right angles to the fissuring or strata. Excessive pressure or short or worn core barrels increase curvature. Slow speeds, correct feeds, sharp bits, and core barrels the full size of the bit, tend to decrease curvature but do not prevent it Curvature once started increases rapidly. The disappointments from crooked holes have been numerous. Discoveries have later been found to be on the properties of others. One Canadian company had a hole, supposedly discovering ore 300 ft. (91 m.) from old workings, unexpectedly turn in 8 ft. (2.4 m.) of wooden core from a timber in the old workings. Webster, Philadelphia, Pa.: I desire to say that in my first paper (Trans., xxi., 766) the actual ultimates were subtracted from the estimated ultimates, whereas in the paper submitted at this meeting the estimated ultimates are subtracted from the actual, thus giving contrary signs. The latter method corresponds with the direct effect. of low and high finishing-temperatures ; that is, a plus difference indicates low, and a minus difference high, finishing-temperature. I make this explanation to prevent confusion in comparing the two papers. Mr. Sauveur has shown that there is a close relation between the size of the grain and the ultimate strength, and also that the size of the grain depends on the temperature at which the material is finished in rolling, and on the chemical composition of the steel. W. P. Blake, Shullsburg, Wis.: I desire to express my admiration of Prof. Posepny's memoir, and particularly of the charming manner and spirit of the introduction. With respect to his mention of the ore-deposits of Missouri and Wisconsin, reference may be made to my paper presented at this meeting (Trans., xxii., 621)) showing the existence of dislocations and breaks in the bedding, and their apparent close relation with the localization of the ore-deposits as claimed by Dr. James G. Percival, and also so claimed by Dr. Jenney in his paper before us (Trans., xxii., 171). I have in my paper given reasons for believing that the zinc- and lead-ores in the strata above the compact Trenton limestones were formed by lateral secretion and concentration from above downwards, substantially as shown by Prof. J. D. Whitney, and not by the ascent of solutions through the fissures, as Prof. Posepny (p. 304) seems inclined to believe. In regard to the contemporaneity of the ore and the rocks, and in favor of a later introduction of ore through fault-fissures, Prof. Posepny (p. 310) cites the influence of these fissures. In my paper, already referred to, I have endeavored to show how faults may have influenced the deposition of ore without being themselves channels for the flow of mineral solutions, and how they may have caused the contemporaneous formation of metallic sulphides from sea-water in the body of a forming rock; the faulting fissure being formed at an early period in the foundation rocks, and probably continuing to be a plane of break and movement in the deposits of later formation.

I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

Columbia College has the honor of founding the first well-organized School of Mines in America. The University of Michigan, however, shared with her the honor of graduating the first class, in 1867. Prof. Thomas Egleston was the pioneer in the new movement. He drew up the original plan for the Columbia School of Mines in 1863, and was in 1864 appointed its first professor. The Massachusetts Institute of Technology turned out a class of mining students a year later, and others followed in the order of their first graduating class, as shown in Table I., condensed from the Engineering News of August 11, 1892. Besides those mentioned, mining schools have been organized in the States of Arizona and Nevada, and more or less instruction is advertised in connection with other engineering schools. It will be noticed that Columbia easily heads the list with reference to the number of graduates; the Massachusetts Institute of Technology stands second ; the California University third, and then follow Lehigh, Washington University, the University of Michigan, Lafayette College, Michigan Mining School, Missouri, Colorado and the others. The total number of graduates from these 16 schools in 26 years, has been 871, or an average of 33 per year; but as all these schools give a partial education to many who do not graduate, it is probable that from 2000 to 3000 mining students have received from them considerable training. An interesting comparison of the rate of growth of the engineering schools has been recently instituted by the Engineering News, for the period between 1860 and 1892. Table 11. shows that civil engineering had the advantage in numbers from the start, and maintained the advantage until 2890, when it was surpassed by mechanical engineering. This paper may be regarded as a report of progress of an investigation into the influence of prior exposure to different high temperatures, under different conditions, on the properties of steel after it has been cooled completely. The following are the chief divisions: II.—Experiments on toughening manganese-steel by sudden cooling. III.—A study of the critical points of common or carbon-steel, chiefly by examining the spontaneous retardations which occur in heating and cooling it, and by examining the ductility of pieces of steel which have been cooled suddenly from different temperatures by quenching them in water or brine. IV.—A brief note on Osmond's theory. V.—A study of the critical points by examining the ductility of pieces of steel which have been cooled slowly from different temperatures at, above, and below them. VI.—A description of the furnace used, with notes on thermoelectric pyrometry. It remains to throw further light on the questions studied by ascertaining the condition of the carbon and the hardness proper, and by studying the microstructure and the fracture of the many pieces treated. I hope to present later the results of experiments in some of these directions. With few exceptions, the experiments have been performed in my private laboratory. When I was honored with an invitation from the American Institute of Mining Engineers to present a paper at the Chicago meeting on the microstructure of iron, I hesitated about accepting, as the short interval that would remain at my disposal, after other pressing matters had received attention, could not but seriously affect the work of preparing such a paper. Unfortunately my fears have been realized and my work is neither completed, nor yet as comprehensive as I should desire. Mindful of my promise, however, and recognizing that 1 have reached a point where the results of my researches may prove suggestive, I am led to present them now, trusting that this brief explanation map secure indulgence for whatever deficiencies the paper may disclose. So far as my knowledge of published memoirs and treatises extends, microscopy cannot yet be said to possess a really firm foundation. In few cases only has any systematic development of the methods of investigation been undertaken, and broad gaps remain to be filled. It is not yet possible, therefore, to give a complete survey of the field, or, indeed, to supply a text-book on microscopic metallography. As Mr. F. Osmond, of Paris, a distinguished member of our profession, has undertaken to prepare for the Chicago meeting a historic review of the work actually accomplished I need not touch on that branch of the subject; but before entering upon my special theme, it may not be out of place for me to introduce certain explanations, as furnishing reasons for the course 1 have hitherto pursued, and to offer some suggestions for the further development of the methods of microscopic investigation. In microscopic metallography, the examination has to be conducted principally with incident light. Objectives of low power, in which the distance between the front lens and the abject is considerable, are adapted for directly incident light, and in such cases the relatively great depth of the image renders it possible to examine

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. One of the characteristic steps in the march of modern scientific progress is the substitution of improved time-saving and labor-saving appliances for the antiquated and, in most cases, inconvenient forms of chemical and physical apparatus used by the earlier experimenters. This fact is strongly impressed upon us when we consider the question of the employment of illuminating-gas as a source of light, heat and power. Concerning its value as a light-producer, let the record of the past three-quarters of a century speak for itself. As a factor for power, we have evidence of its efficiency in the shape of the gas-engine. But its adaptability as a medium of heat, is the feature to which I wish to call attention, and in a special direction, viz., the assaying of ores. Gas assay-furnaces have been known and used for some years, but not to any very great extent, in this country at least. Therefore no apology on my part is required for the description I now give of a complete gas assaying-plant. The illustration accompanying this paper is a faithful representation of the group, as it was designed by, and arranged for myself, and appears in actual running order in my laboratory to-day. Its duty is to do roasting, crucible-fusion, scorification and cupellation. The furnace at the left is for roasting sulphurets or other ores for experimentation or actual work. William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. The subject of the influence of coal-dust in mine-explosions has received considerable attention both in England and on the continent of Europe, but until the recent disaster at Pocahontas, Va., it seems not to have been of special interest to engineers in this country. The reason, perhaps, is that most of our bituminous mines are worked by short shafts, slopes and drifts; few have been specially dry; and the explosions that have occurred could readily be traced to fire-damp with 110 complicated circumstances. The object of the present paper is to bring together, for the convenience of members of the Institute, the principal English opinions upon this important subject. Messrs. Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. As an instance, it is not many years since the opinion prevailed in the trade that steel ingots could not be rolled successfully, that is, so as to make good rails, unless they were first allowed to get quite cold, and afterwards heated.
