It has long been known to boiler makers and to the users of cylindrical pipes of many kinds that when a tube is exposed to internal fluid pressure the resolution of forces is such that the material of the walls of the tube is exposed to twice the stress in the direction tending to produce longitudinal rupture, as it is in the direction to produce circumferential fracture. By longitudinal fracture is meant the fracture by a rent parallel to the axis; by circumferential fracture is meant fracture by rents running round the cylinder. In consequence of this the makers of boilers always lay the fibre of their metal in direction round the boiler, and the same is true with the makers of gun-barrels. I have never seen any good and simple illustration of this law until I met with it in blowing glass. If a thin bubble of glass be blown out in a spherical form and then exploded it will be found that the particles tumble into totally irregular shapes, showing no special direction in the molecular structure of the material. If now a bubble of glass be blown out and so manipulated that it will take a cylindrical form (see accompanying illustration), and then be exploded, it will drop into ribbon-shaped pieces from end to end, and the only parts that will be found to differ from this form will be the two hemispherical ends which will remain whole, having a fringe of ribbons representing the line of their fracture from the cylinder. In adding one more to the list of papers that have been presented on the subject of steel rails, I wish to explain at the beginning that in enumerating the steps in the manufacture which, I think, have an all-important effect on the wearing-qualities of the rail produced, I do so with no little hesitation. As a student in the field, I am anxious for the opinions of others, and have finally decided to ask for it in this way. I have not stated everything which I think affects, in one way or another, the life of rails, but have confined myself to those steps in the manufacture which I felt most sure did do so. Recognizing the danger of being carried away by enthusiasm, I have endeavored to make my assertions with caution, and to understate my case rather than to overstate it; but if I have succeeded in throwing a ray of light on this vexed question and placed it in the eyes of some railroad men in an aspect which they have not fully considered, my boldness will be more than justified. I. Uniformity in the quality of the material charged into the converter assists the attainment of uniformity in the steel produced.— This is the argument which is used by the champions of the cupolamelting or indirect process, and has considerable weight. It takes vastly more skill to make good steel if there is a great irregularity in the iron charged into the vessel than if there is not this irregularity ; but on the other hand, there are certain advantages in the direct method, such as a lower sulphur-percentage from the same furnace-iron, while it is possible to get as great uniformity in the iron charged by having the furnace-capacity enough in excess of the demands from the converting department, to allow for occasional " slips " in the furnaces, and permit the mixing of the iron from two furnaces which are respectively too " hot" and too "cold." 11. Care in pouring ingots at the proper temperature into warm moulds, and the treatment of ingots before rolling, have important effects on the rails made from them. A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. Except in the old Catalan forge, or its modifications, attempts to make iron and steel directly from ore in a practical and economical manner have failed so frequently and completely that such schemes are looked upon with justifiable distrust. Without exception, all have failed from one cause or another, although in some instances every indication of a practical success was manifest in the beginning. It is, therefore, necessary to carefully examine and consider every detail affecting the process, or more properly, furnace, under consideration. This I have done to the best of my ability during a long visit to Russia last summer, and after satisfactorily observing the practical success of the furnace in the iron works of Count Stroganoff at Dobriansky in the Government of Perm, I decided to investigate as completely as possible the history of similar furnaces in Finland and Russia. These data, sifted and verified with the greatest possible care, form the substance of the present paper.* An illustration on page 321 of Percy's Iron and Steel shows the old type of Osmundssmide or harkugnar, which has been in use in Northern Europe since pagan times. Fig. 1 shows a furnace of this kind. It should, perhaps, more properly be called a high-bloomary furnace or forge, the Swedish word hark meaning bloom or loupe. It was with this type of furnace that Mr. Husgafvel began his experiments at Porsaskoski in 1875. Attempts to obtain better results with larger furnaces of this type were failures, as every bloom or loupe obtained necessitated blowing out the furnace with a consequent large waste of fuel. A larger furnace of course increased this waste with no corresponding advantage. The map exhibited* as an example of my method of construct ing geological strata-maps is essentially an educational appliance. The method, however, is available for the production of maps of comparatively small areas, which, I am confident, will be found of great practical value to mining engineers. Before stating how the method may be so applied I will briefly describe the map exhibited, as the easiest way of making my meaning clear. Almost any region might be taken. This map represents the eastern half of the United States; and the geology is that of the map issued by the Geological Survey, and revised and extended subsequently by Professor Hitchcock for your Institute. I use ten cards, of the colors used in the geological map, each having the geog raphy of the area printed upon it; and I superimpose these in the order in which the colors occur in the index to the map. I next cut away a portion of each card, excepting the lowest, leaving only so much of each as represents the exposure of the formation of that color plus all those which overlie it. When that is done, the whole, looked at from a distance, appears to be an ordinary geological map. Looked at more closely, however, the formations are seen to overlie one another, as in nature. The cards are covered with glass in a frame, which, hinged at the bottom edge, can be let down. The cards are then found to be all hinged in the same manner, and they, too, may be lowered, one after the-other. I am told by teachers of geology of great experience and the highest reputation that by this appliance they will be assisted in im parting to students the first facts and principles of geological sci ence. Having let down the whole series of cards, until that repre senting the Archaean is seen underlying all the rest, the teacher will gradually rebuild it. We are so familiar with water in its liquid and its solid form, that we seldom think of it as a mineral, and still less as a mineral product of any considerable industrial importance, though in the form of ice it is mined and stored up in enormous quantities yearly. The industry is peculiarly American, and in no other country has the business of cutting and storing ice been so well systematized and perfected. The interest has grown steadily from year to year, until it has attained large proportions, the annual production being counted in millions of tons, requiring, in the aggregate, a large investment of capital in all the Northern States. It gives employment, also, to thousands of men and horses, in the depth of winter, when farming work cannot be carried on. Ice is not only a luxury, but a necessity, in our climate, and is indispensable in many manufacturing operations: and finds constantly increasing applications and uses. As the industry has grown, so the necessity for suitable implements and tools has grown with it, and it has become necessary to systematize and cheapen the methods of handling such a large amount of material with rapidity and economy. As the industry is properly a branch of mining, and as our mining literature does not, to my knowledge, contain any description of the methods and appliances used in it, it seems desirable to place a brief description on record in our Transactions, and I therefore offer to the Institute the following outline description, based partly upon observations for several years past of the methods and processes employed, and partly upon the information obtained from prominent ice-miners and from the manufacturers of ice-tools. My acknowledgments are particularly due to the firm of W. T. Wood & Co., of Arlington, Massachusetts, for much information in detail, and also to the Knickerbocker Ice Company, of Philadelphia. The wood-cut blocks used in the illustration of this paper, have been kindly lent by both of these firms. The sequence of operations in getting ice is as follows : 1. Wetting down a light snow. 2. Scraping off an excess of snow, if present. 3. Marking out the field. 4. Ploughing and cross-ploughing. 5. Cutting the channel and detaching large floes.

The subject of Egypt, to use the words of perhaps the second of modern writers on the subject [Deodat. de Dolomieu, in Observations sur la Physique, etc., January, 1793, vol. xlii., pp. 41+, 108+; Abbe Rozier, J. A. Mongez, and J. C. Delametherie, Paris], is one which strongly excites our interest, and everything relating to it demands our respect. "Thus," he continues, "the Greeks appeared to the Romans," ..." thus Egypt appeared to the Greeks, and thus all three appear to us." This writer, in the three parts of the memoire given above, speaks of Norden as the modern pioneer of Egypt, and does not seem to have made original observations himself; nevertheless he seems to have rendered the same service to his authority that Playfair not very long afterward rendered Hutton. The limitations of a paper will permit little else than citations, but these are so numerous that, unless much compressed, they would supply a chapter of moderate size. A large proportion of the work performed in wet-crushing silver mills is devoted to the handling and re-handling of pulp between the battery and the pans. There seems to be no generally applicable substitute for the settling-tanks, and in the present system of constructing mills the tanks involve an amount of labor which may be regarded as disproportionate and unnecessary, in view of the automatic improvements which have been introduced in other directions. This diffculty has been met, however, by Boss's continuous process, in which the pulp flows directly from the mortars to the first of a series of constantly working overflow-pans. This method has been adopted at the Noonday mill, Bodie, California; the Harshaw, Arizona; the Sierra Grande, New Mexico ; and the Prietas, Sonora. The continuous process, while giving excellent results with special ores, and under peculiar local conditions (such as a deficiency in water supply), is not, I believe, claimed to be available for all raw-amalgamating mills, notwithstanding its well-merited popularity for certain work. Some trouble has been experienced from the tendency to concentration in the pans, though this can be avoided by skilful manipulation. It has also the disadvantage inherent in combinations of distinct operations ; it requires a very nice adjustment of the water supply to obtain full battery efficiency without running the pans too thin, though the latter defect is partially compensated for by the gradual thickening of the pulp as it proceeds through the series of pans. The objection is similar to that which holds in a parallel duplex process, that of combining roasting and smelting in a single furnace, where each operation is injuriously affected by the necessity of fitting it in with another and entirely different one.

The late Alexander Holley said, on returning from a careful study of the relative merits of the Bessemer and the open-hearth processes, as shown in the best European practice, that, in this country, the open-hearth process would live to attend the funeral of the Bessemer ; and he said this several years ago, when in this country the Bessemer plant and practice had been developed to far outstrip that abroad, and when, proportionately, it had reached an advancement much beyond the improvements in open-hearth plants and practice. At the same time, the prevailing idea in the metallurgical world, a few years ago, seemed to be in favor of the substitution of Bessemer for open-hearth steel for most of the higher qualities, and Bessemer enthusiasts loudly proclaimed, that as good steel for all purposes could be obtained by their favorite process as by the open-hearth. It was, in fact, confidently prophesied that very soon tool-steel and similar grades, which consumers had learned to specify, in ordering, to be made by the crucible process, would by common consent be made by the Bessemer, as best adapted to give the desired results. But these expectations have failed to materialize; not only do the crucible people keep on in the even tenor of their way and talk with pride of their comparatively large outputs of " hundreds " of tons per month, as usual, but the open-hearth people have kept fast hold of their original domain of nearly the entire amount of sheared plates, of locomotive tires, of large forgings, spring-steel, agricultural steel, steel castings and the like. Further, owing largely to one of the great advantages of the Bessemer process, which is also one of its inherent dangers, namely, its large output, it has also fallen into considerable disrepute for structural purposes. Not a few experienced engineers are now stipulating in their specifications that Bessemer steel will not be allowed to be used, especially for tension-members.

FOR a great part of the progress of the world we are indebted to the works of engineers. It is to them that we owe our means of rapid transportation, our canals, our railroads, our bridges, many of our automatic machines, and most of those appliances which, by facili tating or decreasing the amount of human labor to be expended and by utilizing the great forces of nature, have made the present progress of the world possible. Their education is a matter of momentous interest to the whole civilized world. I have, therefore, thought that some discussion of the theory upon which their education should be based would be of interest to this body, and have ventured a few reflections and suggestions upon the subject. The word education, in its original signification, meant the draw ing out of a man what there was in him. In our common schools the practical work of education consists in putting into the brain a larger number of facts than can be retained, which are consequently more or less understood and digested. It ordinarily consists simply of teaching a round of abstractions or facts which when not assim ilated are not only useless to the individual, but generate careless habits of thought and make more or less untruthful, unfaithful or unsuccessful men. In most of our schools a procrustean system is adopted; all are made to advance upon one general plan, the quick being kept back and the slow dragged on at a rate too great for their power of comprehension. Until within a very few years it has been a theory in common school education that the brain alone should be developed, and that little or no attention need be paid to the train-

At the Chicago meeting of the Institute, May, 1884,I had the pleasure of announcing the introduction of a new machine for fine crushing, or The Blake multiple-jaw crusher, which, in combina tion with the ordinary Blake breaker, could be used in the reduc tion of ores or any hard and brittle substance to almost any degree of fineness. I am now able to give some practical results derived from its use on an extensive scale, on the gold ores of South Caro lina and the iron ores of Lake Champlain, together with some accurate and detailed statistics of the cost of crushing over one hundred thousand long tons of magnetic iron ores of the Chateaugay Ore and Iron Company at Lyon Mountain, Clinton County, N. Y., about thirty miles west of Plattsburgh. The construction of the multiple jaw-crusher, since the date of my first paper, is the same, except in the substitution of main swinging, instead of main sliding, or toggle jaw,—thus doing away with the upward thrust on the tension rods and the wear incident thereunto. (See Fig. 1.) It has also been found, in case of the fine crusher, that is, in machines of not over 4 inch width of opening, that the use of several small machines with a series of jaw openings, say 15 inches by 4 inch, is better than one large machine with a series of openings 24 by 4 inch, or 36 inches by 4 inch, as at first constructed. Many details of the method of holding in jaw-plates, etc., have been perfected. Without giving any details with respect to the different mills built upon the Blake 'system, let me state that, although it has proved possible to carry any hard and brittle material with crushers alone to a fineness such that all particles will pass a 30-mesh wire screen, still the economical limit of such crushing will be found somewhere between 14 and 20. Any process which has for its object the preservation of iron and steel from rust, and which will make these metals more applicable than they now are to the requirements of mankind, will be sure to meet with attention from members of this association, and from all those who are either engaged in the extraction of the ore, its reduction to metal, or the subsequent application of the metal itself. It is, perhaps, not too much to say that when iron and steel are rendered secure against corrosion and decay, they will be used to an indefinitely greater extent than they now are. The whole realm of science has, therefore, been explored in the attempt to discover some method by which the formed article may be preserved, leaving its strength undiminished by the destructive action of rust. Paints, oils, varnishes, glazes, enamels, galvanizing, electro-depositing and what is called "inoxidizing" are among the many systems now in vogue to effect the preservation of iron and steel from the corrosive action of air and water. The object of this paper is to show what may he done in protecting iron and steel from rust by forming upon their surfaces a film of magnetic oxide by an inexpensive process. It is no new thing to be told that magnetic oxide of iron is unaffected by exposure to the atmosphere or to salt water for any length of time. The black sand of Taranaki, in New Zealand, is a sufficiently good example of this. Dr. Percy has pointed out that the reason why Russian sheet iron is less affected by exposure than ordinary sheet iron is because of a coating of magnetic oxide; but this was not known

REVOLING slime-tables with stationary sprays and oscillating brushes have for many years been a favorite apparatus used for working slimes in German dressing-works, often displacing Rittinger tables and the many variations of Cornish buddles. The difficulty of building these tables larger than 5 1/2 meters (17 feet) in diameter, increasing the cost and making them unwieldy, rendered it necessary also to concentrate the slimes in several operations, because the travel over so short a length of hearth would not suffice for close concentration. A preliminary sizing is effected in a system of spitzkasten. Herr C. Linkenbach, general manager of the Ems Lead and Silver Works, Germany, devised a buddle, in 1878, which has since worked well and found much favor in Germany, and has been in one instance copied here, at Colorado Springs, without any credit having been given to the original inventor. Linkenbach's plan has been to reverse the functions of the table and the washing apparatus of the old German revolving table. He makes the tables stationary and rotates the washing apparatus,, thus enabling him to save in power, and, within certain limits, to increase the dimensions of the table, without in any way affecting its durability or materially increasing its cost. The importance of condensing the gases which escape from furnaces so as to save both the fine particles of ore carried off mechanically and those which are volatilized, has for a long time occupied the serious attention of metallurgists in all parts of the world. It was my good fortune during the last summer to visit the lead and silver works at Ems, near Coblentz on the Rhine, and through the politeness of Mr. Freudenberg, general director of the works, to study in detail their methods of condensation, and to receive from him the important results which have been obtained through a series of experiments lasting over a number of years. I have thought, that these results would be of great interest to the members of the Institute and to other metallurgists in the United States, and I have, therefore, with the assistance of Mr. Freudenberg, prepared a careful, detailed description of the construction of the flues, as well as an account of the various experiments which have been made with them, and the conclusions arrived at as the result of these experiments. It may be said, in general, that the reason why so little attention has been paid in the metallurgical works of the United States to the collection of flue-dust, is that we are not generally aware of the large amount of material carried off by the gases. This is owing partly to the fact that little or no attention is paid to the subject, and also to the fact that the assays, which are almost invariably made in the dry way, show a result so much below the real contents

THE origin of spontaneous combustion in collieries is, of course, chiefly due to bad system in laying out the pits, unclean workings, insufficient ventilation, and neglect in damming off works after they are exhausted of the main coal. This is particularly indispensable in the Richmond field, because it is difficult and dangerous here, on account of the inferior roof, to remove the last vestiges of coal ; and we are compelled also to retain all the slates and bands, as far as possible, in the pit, to help fill up, although such material is liable to fire. This, however, can be prevented to a great extent, as mentioned below. I am satisfied that the only system of working this thick coal is by cross-cutting (Querbau, ouvrage & travers) or working in benches, as practiced in France (Creusot, Rive de Gier, St. Etienne), in Silesia (Kiinigsgrube), which I have used as far as it is practicable in an old pit, almost torn to pieces by former workings. Modifications may, of course, be needed, even in the same pit, on account of irregularities in the seam. I am also satisfied for economical reasons (on account of the heavy cost for timbering) that pits here ought to be worked upwards, even if it requires a longer period of time to win the coal, and a greater outlay of capital to commence with. The various saddle-shaped " troubles " making natural minor basins in the main basin aid in the execution of this plan. A pit worked once ought to be worked out clean, given up, and dammed off forever. If sections of proper height are assumed, according to the required amount of production for a certain period of time, they ought to be worked out and filled in as much as possible, dammed off, and ultimately allowed to fill up with water, in order to protect the upper works in future from fire in the gob below. This I consider indispensable, because we may not be able profitably to fill in all the ground. To do so we have to use the waste of the mine, although it is liable to fire in time. In using this stuff, it ought to be surrounded by walls of rock not liable to take fire, laid firmly in clay, the gob being in the middle, and firmly covered and packed with clay on top. In

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

It is safe to assert that in cities generally, the fuel of the future for all domestic, as well as for most manufacturing and metallurgical purposes, will be gaseous fuel. The immense advantages which gas possesses in facility and cheapness of distribution, cleanliness, and economy of manipulation, and the facilities which it offers for utilizing in almost all cases a much higher percentage of the total quantity of heat produced, than it is possible to do with any kind of solid fuel, are facts which will vastly more than compensate for the comparatively small loss of heating power, which will be found necessary in the turning of the solid fuel into gas upon a large scale, and which, in the bpinion of the writer, will, at no distant day, command attention, and will ultimately result in a revolution in our use of fuel. The employment of gaseous fuel upon a scale of any considerable magnitude, has hitherto been almost entirely confined to the utilization of the waste gases of the iron smelting furnace for heating the blast, and the rapidly increasing use, for certain metallurgical pur-

It has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine — each has very often to be governed in his actions by conditions which he cannot see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal—the further extension of ore-bodies, the existence of new ones, the throw of a fault, the probable change in grade' or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what his course should he to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directcd with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory operation is averted. Pier One is a 5.4-acre parcel on a dormant waterfront site used in the 1950s as a warehouse and distribution facility. The developer plans to re-use the existing 14-inch-diameter concrete-filled steel pipe piles to support four 5- to 7-story apartment buildings above a 2-story parking garage. A pile load testing program was developed to establish if the existing piles could support design loads of 240 kips for project financial feasibility and up to 300 kips for a significant reduction in future foundation costs. The Phase 1 program consisted of statnamic and dynamic load testing on two piles with two loading intervals (200 and 240 kips). Based upon the favorable results of the Phase 1 program, the Phase 2 program involved statnamic load testing on two piles and dynamic load testing on ten piles with three loading intervals (200, 240, and 300 kips). The Phase 2 program confirmed the favorable results which were applied across varying strata thicknesses and pile embedment depths. The average allowable capacity for the piles tested was greater than 300 kips with pile movement up to 0.3 inches.
