In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. Western Australia (often popularly called Westralia) comprises all of the Australian continent west of the 129th meridian. The latest census, that of 1895, gives it a population of 101,235 persons. It includes within its bouiidaries 975,920 square miles. About half the colony lies within the tropics. The climate varies but slightly, considering the vastuess of' the area. The interior is dry and hot, and subject to very sudden changes. The coasts are warm, and the rainfall abundant, varying from 20 to 40 inches per annum. Perth is the capital and principal town, having a population of 20,000. Fremantle (pop. 9000), distant 12 miles, is the port of Perth, but because it is out of the track of the mail steamers, the mail and passengers are landed at Albany (pop. 3000) on St. George's Sound. A railroad, 338 miles long, connects Pert11 with Albany, and the running time of trains is about fifteen hours. Kalgoorlie is only about 200 miles from the coast at the little village of Esperance; but to reach Kalgoorlie one must land at Albany, travel to Northam, within 66 miles of Perth, and then east at an acute angle 325 miles to Kalgoorlie; in all about 600 miles. From Perth a railroad also runs to the Murchison gold-fields by way of Mingenew, Mnllewa and Yalgoo, to Cue. A branch goes down to the port of Geraldton. The government operates all the railroads and telegraph lines, and has been very energetic, all things considered, in extending them into the gold-fields. As to the accommodations afforded by the railroads, the less said the better. The comforts of travel are conspicuous by their absence. Of the 975,920 square miles of Westralia, the government, in its magnificent way, cleclares 256,060 to be gold-bearing. The Republic of Colombia is the northernmost country of South America. Its northern coast line exteilds from the frontier of Costa Rica to that of Venezuela, on the Caribbean Sea. On the west it fronts on the Pacific Ocean, along the Panama Isthmus, and down to Ecuador. It is bounded on the south by Ecuador, Peru and Brazil, which latter country with Venezuela form its boundaries on the east. Its area exceeds 500,000 square miles. It is deemed unnecessary to give here a map of the country. Fig. 1, a map of the department of Antioquia, studied in connection with a good modern general map of Colombia, will explain itself. Fig. 1 contains also some of the region of the Cauca valley, described in this paper. Access.—The interior of Colombia is reached through the ports of Sabanilla and Cartagena on the Caribbean Sea, each of which places is connected with the Magdalena river by a short narrow-gauge railroad, running respectively to Barranquilla and Calamar. From these points lines of river-steamers serve the ports of the upper Magdalena, which they reach in journeys of a week to ten days. After leaving the steamer, a short railroad journey, followed by a long and tedious mule-ride, reaches the cities of Bogota and Medellin. Quibdo, at the head of the navigation of the Atrato, and its most important town, is connected by steamer-service with Cartagena, by canoe-routes with the various districts of the Choco, and by mule-road, at present well-nigh impassable, with the heart of Antioquia. On the western coast the port of Tumaco is a starting-point for canoe- and mule-travel to the southern part of the department of Cauca, while Buenaventura is the port of the central section of the valley of the Cauca,

The chief purpose of this note is to call attention to the triaxial diagram as a convenient means of illustrating the properties of slags, and by this example of its use to commend it to those inclined to graphical studies having other possible applications. Explanation.—In the common or di-axial diagram, the properties corresponding to any point are determined by its perpendicular distance from each of two axes. For example, in an ordinary stress-strain diagram the properties of a given point in the curve are, first, a stress cd so many pounds per square inch, because its perpendicular distance from the horizontal axis of the diagram corresponds by the vertical scale to that stress; and second, a strain or elongation of so many per cent., because its perpendicular distance from the vertical axis corresponds by the horizontal scale to that elongation. I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

The attention which this process has attracted, especially in Europe, has led me to believe that members of the Institute would be interested in a report of the progress which has been made in the year and a half that has elapsed since my paper on the subject was read at the Colorado Meeting of this Institute. As already described in that paper (Duns., xxvi., 380), this process is a modificatioii of the open-hearth steel manufacture, whether acid or basic, collsistillg essentially in the division of the charge between two furnaces, one of which is charged about two hours earlier than the other, and tapped into the other after the charge in the latter has become fluid, the slag of the first bath being removed from it during the transfer. This description still remains true as far as it goes, but further experience has demonstrated that circumstances will very materially modify the relation of the two furnaces to each other, and the character of the work done in each of them. The function of the primary furnace has become more clearly and entirely that of doing the rough work of desiliconiziug and dephosphorizing, while that of the second or finishing-furnace has become almost entirely that of decarburizing and finighing the heat. To indicate these developments and their results is the object of this paper. In order to avoid needless repetition, I shall try to accomplish part of this object by giving a short resume' of what has been published elsewhere on this subject since my former paper was read. This will at least enable those interested to study the matter for themselves from original sources. The following notes have been compiled more for the reason that the district is little known to the outside world for its gold production, than for the hope of giving valuable information. The district of Canutillo lies about 15 miles south of the city of Freirina (1at. 28' 50' S. long. 70" 75' W.), and contains nine principal veins, all within a radius of a mile; 50 or more claims have been located on these veins, and this paper refers chiefly to those belonging to the Anglo-Chilean Exploration Go., Ltd., on which the greater part of the development work has been done. In all probability the mines were first worked by the Incas, who, under Tupac Yupangui, captured the country as far south as the Mauli river, between the years 1430 and 1470, and imposed a yearly tribut,e of gold and copper, which was forwarded by carriers on foot to Cuzco, the Inca capital in Peru. In the year 1535, soon after the time of the Spanish conquest, the stories of these consignments, together with those of supposed precious stones, led Diego de Almargro with a band of 400 soldiers to explore as far south as the Incas had gone, in the hope of finding the source of the precious metal, which he believed to have come from some definite point instead of being, as was afterwards proved, the collection of innumerable districts scattered over the entire length of the country. The method of winning the gold used by the Incas or by the natives whom they forced to work seems to have consisted in removing the ore by hard-wood wedges driven by stone-hammers, while a human shoulder-blade worn along its rounded edge, found in one of the mines, had evidently done duty to its second owner as a scraper or shovel. In crowding the recent mass of work on the physics of cast-iron into the compass of a short review, I cannot do better than to follow the lines of Mr. W. R. Webster's suggestion, made at the Florida meeting of the Institute, March, 1895.' The classification of the properties of the metal, and the influences to which it is subjected during the various processes it undergoes, is quite complete; and as Mr. Webster gives it again in full in another paper at the present meeting, a simple reference to it now will be sufficient. I. Correspondence Between Chemical Composition, and Melting-Point, Fluidity, Shrinkage, Fracture,Chill, Micro-Structure, and Other Physical Properties. Melting-Point.—The melting-point of cast-iron had long been a subject of controversy among foundrymen. They knew that a hard iron melted faster than a soft one, but this effect was occasionally disputed, and the reasons given were unsatisfactory; but could not be well controverted. It was my good fortune to take the actual melting-temperatures of some 70 pig-irons and castings; the Le Chatelier pyrometer, suitably protected, being introduced into the interior, and the iron melted off in a specially-constructed cupola. Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. This new departure in assaying is the outcome of a long-felt desire to shorten the time required in muffle-assaying, as well as to do both crucible- and scarifi cation-work in one furnace. The first object in view was the gold-assay, which must always be a combination of the crucible- and muffle-work. The large lead buttons consume much time in their reduction by scorifying and cupelling. The Hoskins gasoline furnaces have been a great convenience, for years past, in that class of practice, where only one assay was required at a time. But even with them I found myself hampered, since the crucible-furnace only takes one crucible at a time, and my practice implies always duplicate assays. Another difficulty was to get the muffle up to the necessary heat and to maintain it at that heat. Whecever I had pumped myself into perspiration and out of breath, the question presented itself, " Is the muffle necessary to do this work properly ?" Hartmann and Plattner and all their blow-piping disciples have shown that very good results are obtainable by playing a direct flame upon the work-lead. Could this be done on the regular muffle-assay scale ? I placed a cupel upon a fire-brick, surrounded it with charcoal, and then played upon it with a Bunsen gas blow-pipe. The result was encouraging. With some care a 2.75-inch scorifier charged with 0.1 A. T. of a 100-ounce ore could be melted down and scorified without any apparent loss. I thought then of constructing a furnace with four blow-pipes in a row; but the combination of gas and charcoal seemed unpractical. Instead, I placed an F crucible, bottom up, in a Hoskins crucible-furnace. Upon this support I placed a charged scorifier. It is evident that, as the size and weight of cars have increased, the demands on the cast-iron car-wheel have become more and more severe. Fortunately, the factor of safety in the cast-iron wheel, as originally made, was so large that it was only when freight-cars approached the capacity of from 80,000 to 100,000 lb. that the question of wheels began to give some anxiety. A moment's thought will show that, as freight- and passenger-cars have increased in weight and size, a much greater duty is required of the same eight wheels than was formerly the case. In other words, although the cars have increased in capacity from 15 tons to 50 tons each, the number of wheels under a car has not been generally increased. It is true, some cars have been equipped with 12 wheels, but this construction is not the rule. Hence the duty which the wheel must perform has become much more severe, and although it was clearly able to stand some increase, there must evidently be a limit somewhere which cannot be exceeded. Meanwhile, it is the part of wisdom to make better wheels if possible, and accordingly, no little study is now being devoted to the requirements for cast-iron car-wheels; and modifications are being made, both by increasing the weight of the wheel and by improving the quality of the metal of which it is made. The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. When the skip-hoist was first tried as a means of filling the blast-furnace it made a great many enemies and very few friends among furnace managers. This state of affairs continued until the Duquesne furnaces were built, which demonstrated not only the possibilities of a furnace-stack in the way of production, but also the ability of the skip-hoist to charge the materials necessary to produce the large tonnlage obtained. Every furnace manager, who has operated stacks fitted with the vertical hoist and the hand-barrow system of filling, remembers that the momentous question about the furnace, particularly during a good run, was: "Are you keeping her full ?" and many a good run has been spoiled by the furnace " getting away from the men." With the new birth of the skip-hoist this trouble was eliminated ; but alas! Other and more important difficulties arose. The distribution of the stock, the importance of which is never learned until many different ores and fuels have been tried, demanded closer attention. With all the defects of the hand-barrow system, the distribution—When the top fillers were conscientious in carrying out the scheme of filling arranged after thoughtful consideration by the manager—mas above criticism. It is said that the modern skip-hoist, equipped with an elliptical hopper and receiving-cylinder, and discharging over a small bell into the main hopper, will give just as good results as those obtained with hand-barrow charging, but I cannot agree with this statement. Manganese-ores are known to exist in the Caucasus in a number of localities, viz., in the government of Kutais, near the village of Chiaturi; in the same goverilment near the Choruk river, southward from Batum; and in the governments of Erivan and Tiflis. In smaller quantities they are found in various other places also. The first-mentioned deposits are by far the most important; the others being not only less extensive, but remote from present means of communication, and, from their character, expensive to work, although in some cases the ore is of a superior quality. All the manganese-ore now known in the market as a Caucasian " ore comes from Chiaturi, no other deposits in the Caucasus having been worked commercially; movements have been made, however, towards the exploitat,ion of some of those on the Choruk river. The Manganese-Ore District of Chiaturi. General Remarks, Statistics, Etc.—No other known deposit of manganese-ore can approach that of Chiaturi in capacity for producing large quantities of high-grade ore at a low cost. The deposit is said to have been discovered in 1848, by the geologist Abich, but the first shipments were not made until 1879, when 871 tons* were produced. Since that time, the production has steadily increased, until now the world relies on this deposit for about one-half its supply of manganese-ore. The industry is also of great importance locally, and aftords a livelihood to a considerable proportion of the population of the district in which the deposit is situated.

It is generally admitted that a god, practical and commercial set of specifications for the use of the many purchasers of cast-iron does not exist. A few good sets are in the hands of large buyers, but even these are very different, contradictory, and not intended to cover a wide range of product. Furthermore, most of them have been prepared to cover but one branch of the industry. It is strange that purchasers of cast-iron have not looked into this question long ago and demanded good, uniform cast-irou. Probably cast-iron has been discarded from many uses because of its failure in a few instances, even though the failure was due to ignorance of the quality of the iron, or perhaps to abnormally bad iron. Some foundrymen seem to consider all gray iron from a given foundry as uniform, especially if they know that it has been made from certain well-known brands of pig. The construction of a new breaker at the Cranberry Colliery, Hazleton, Pa., was forced upon the operators, A. Pnrdee & Co., by a fire which destroyed the entire plant early in January, 1896. The loss included, in addition to the breaker, three boilerhouses and three engine-houses. The boilers were not injured, but the steam-pipes and connections were all broken and warped by the fire. The boilers were probably saved from injury by the presence of mind of the fireman., who started all his feed-pumps and filled the boilers with water. The hoisting-engines were more or less warped and cracked, but by patching and replacing the injured and broken parts, they were made to do satisfactory service in the new plant. It may be worthy of mention that the wrought-iron shaft of one of the hoisting-drums, 12 inches in diameter by 17 feet long, was so heated in the fire that the weight of the drum caused it
