This paper is one of a series on mining and milling method and costs being published by the United States Bureau of Mines. The Golden Messenger mine, operated by the United Gold Mines Corporation, is in the York-Confederate Gulch mining region in Luis and Clark County, Mont., 22 miles northeast of the city limits of Helena and about 1 mile north of the town of York. It is the first operation to exploit successfully the low-grade ores of the York-Confederate Gulch area. The unusual vein structure presents some mining problems that have been solved in ail interesting manner.

It describes practices and equipment used in tramway construction and discusses the design of tramways. The second paper will describe the construction and operation of tramways and give operating costs. A shaft or slope bottom is that portion of a mine that is contiguous to the bottom of the main hoisting shaft or slope. It includes the terminal tracks for loaded-and empty-car storage, locomotive run-arounds, locomotive shops, charging stalls, supply rooms, pump rooms, waiting rooms, and offices for dispatcher, weighmen, and foremen. This paper will deal principally with the arrangement of tracks and the handling of cars on the bottom, but includes other data that may be affected, directly or indirectly, by the bottom lay-out. All of the mines discussed are being operated in comparatively level coal seams.

This paper, describing the mining and reduction methods and costs at the Oceanic quicksilver mine, is one of a series of similar reports being prepared by the Bureau of Mines on various mines in the United states. The property, which is owned and operated by the Anglo American Mining Corporation, Ltd., is 5 miles east of Cambria, San Luis Obispo County, Calif. It lies in a region of steep hills and sharply incised canyons on the west slope of the Santa Lucia Range at an elevation of about 500 feet above sea level. The climate is ideal for living and operating conditions. A 40-mile paved highway connects the mine with San Luis Obispo, the nearest convenient railroad town.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. As a prerequisite to submitting a device for approval, the Bureau requires a statement that the device is completely developed and of the design and material that the manufacturer believes suitable for a finished marketable device; that the device has been

Hazards in connection with the use of compressed-air jets for ventilating gassy mines are given little consideration by most mine officials largely because compressed air is considered the safest means of transmitting power for operating various types of mining machinery, and the inherent dangers in its use for this purpose are virtually negligible . The installation of compressed-air lines in coal mines leads to the utilization of compressed air for ventilating working places , with the result that , although the primary ventilation systems may be adequate to meet existing needs , proper conduction of normal ventilation has been neglected , so the working faces receive only a small amount ofthe total air circulated through the mine . Reliance in part on compressed air or other auxiliary means for ventilation is always attended by danger that gas will accumulate , due to intermittent operation , and the tendency is to operate auxiliary schemes only. during the working shift ( or possibly only part of the shift ) and to dispense with them during off- shifts or at times during the working shift when gas may accumulate because of lack of ventilation . When the men come on shift the auxiliary ventilating device often may be started without a preliminary examination of the working place , or .. the examination may be made sometime before the oncoming shift arrives , the gas being allowed to accumulate in the meantime. This may result in uncontrolled movement of a body of gas if proper precautions are not taken . Several mine explosions have been caused by the movement of a known body of gas by compressed air into the haulageway, where it was ignited by an arc from a passing locomotive . This danger is more pronounced where supervision is lax .

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

The number of major coal-mine explosions occurring annually in the United States is decreasing, due mainly to fuller recognition of explosion hazards in coal mines and knowledge of methods to prevent them, which can be attributed largely to the dissemination of information by the United States Bureau of Mines, State departments of mines, and other coal-mining agencies. Conditions vary considerably from one coal field to another; consequently, outstanding causes of and methods of combatting explosions vary, also. The Safety Division of the United States Bureau of Mines is making a critical study of coal-mine explosions in the various coal-mining States, and an analysis of the results is published as each study is finished. It is believed that, with completion of the series enough information will be at hand which, if applied, will prevent all coal-mine explosions. The Act of Congress authorizing the establishment of the United States Bureau of Mines became effective July 1, 1910. One of the most important duties Congress delegated to the Bureau in this Act was the study of health and safety conditions in the mineral industries. Early investigations of these conditions revealed the need of prompt Care of injured employees, as, under the difficulties inherent in their occupation, seemingly unimportant wounds if not treated promptly might become infected and cause permanent disability or even death. Many seriously injured persons brought out of mines and plants by fellow workers ignorant of approved methods of giving first aid or of safe means of transportation have been caused suffering and have had injuries accentuated to such a degree as to bring about permanent disability or death. The need of general instruction in first aid thus became apparent. BRIEF HISTORY OF FIRST-AID WORK The education of miners in the United States in first aid probably was conducted systematically first by the anthracite industry in Pennsylvania. Subsequently, first-aid training was carried on actively in Alabama and Indiana. Meanwhile, a general training campaign was carried on among industrial workers by the American Red Cross Society; when the Bureau of Mines began its nation-wide campaign of instructing employees of the mineral industries, the Red Cross turned over that part of its industrial training work to the Bureau but continued to cooperate by furnishing surgeons as judges in important first-aid contests and demonstr tions and assisted for a number of years in determining training methods.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. The increase in the price of gold in 1933 was the cause of starting many activities in gold prospecting and mining; it led to investigations of many of the so-called desert placers in the Southwest, which heretofore had not been deemed of commercial importance. Among these, attention was called to some of the gravel beds in the vicinity of the Randsburg-Atolia mining districts of Kern and San Bernardino Counties, Calif., in which gold and scheelite, (calcium tungstate, CaW04) were said to be present. Following a partial sampling and testing of the gravel, large-scale operations were begun in 1935. During the same year more detailed sampling and testing of the gravel beds were done by the author. During 147 days, 1,239 test holes 28 inches in diameter were drilled; their total depth amounted to 16,705 feet. These test holes furnished 2,495 samples of an average volume of 1.0583 cubic yards bank run each; all of the material was run through a sample mill constructed on the property. Original and rather unusual sampling and testing methods had to be used; milling and mining methods for large-scale operations also offered difficulties. The primary purpose of this drilling and sampling campaign was to determine, over a large area, the amounts of gold and scheelite recovered by placer methods such as were already in use on the property. This paper describes sampling and testing methods employed by the author during the 1935 drilling campaign. LOCATION The gold and scheelite placer deposit is in the Atolia tungsten mining district about one-half mile west of the small mining town of Atolia and about 5 miles south of Randsburg in the Randsburg gold-mining district. The deposit lies near the foot of the Rand Hills, in the Mojave desert. The territory is served by hard-surfaced roads from the north and south; Los Angeles is 150 miles to the southwest. A branch of the Southern Pacific Railroad passes within 5 miles of Randsburg.

Humphreys Gold Corporation of Denver, Colo., was conducting a successful placer operation in 1936 on North Clear Creek about 6 miles below Blackhawk in Gilpin County, Colo. About 3,000 cubic yards of gold-bearing gravel are dug daily (September. 1936) by two draglines and a power shovel. The gravel is screened in a portable washing plant; the trommel oversize is discarded, and the undersize is pumped to a gold-saving plant. The gold is caught in riffles in sluice boxes. The total cost of mining is about 20 cents per cubic yard. The mine is in a narrow canyon at an altitude of 7,200 feet. The Blackhawk-Central City branch of the Colorado & Southern RR. runs over the property. Freight platforms for receiving supplies were moved as the workings advanced. The workmen reached the mine on a speeder that ran on the railroad tracks from a point on the automobile highway (U. S. 40) on Clear Creek near the bottom of Floyd Hill, about 5 miles distant. The mine is 36 miles by road and speeder, or 30 miles by rail, from Denver.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. Ross, vice-president and general manager, and H. C. Dormer, secretary and treasurer.

This paper is one of a series on mining methods and costs being published by the U. S. Bureau of Mines. The operations of the Quartz Hill Mining Co., near Dewey, Mont., afford an interesting example of the cost of mining small bodies of direct shipping ore; they also illustrate the effect of the unavoidable periods of unusually high exploration and development costs in this type of mining upon the cost per ton of producing ore. The importance of skilled geological guidance and the necessity of avoiding unnecessary overhead and capital expense at small mines are shown. Operating conditions at Quartz Hill are typical of those in many other mining districts of southwestern Montana. It is believed that the costs presented here may be of value in the preliminary estimation of costs to be expected by conservative operators under similar conditions elsewhere. The information contained in this paper was obtained during a visit to the Quartz Hill mine in August 1936.

This paper 3/gives the results of a reconnaissance of mining districts in Clark County, Nev., made from November 18 to December 22, 1936, and from February 9 to March 8, 1937-in all, 63 days. While the field work Was being done, virtually all of the mining districts in the county were visited and many data on active and inactive properties were obtained. The report covers the locations of the various mining districts, the nature of the deposits, information on past operations, current activity, and general data likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The principal metal-mining districts in the county are Goodsprings, Eldorado, and Searchlight. The zinc-lead ores of Goodsprings have been the most important economically, followed by the gold-silver ores of Eldorado and Searchlight. In the industrial-mineral field, gypsum, limestone, silica sand, and borates are the principal products. Metal mining in the county is characterized by numerous small operations and the ores are either milled locally or shipped to distant smelters.

This paper3/ is one of a limited series being prepared by the Bureau of Mines to supplement a more extensive series on mining and preparation methods in the various mining districts of the United States. It describes ventilation methods and practices at the anthracite collieries in the Northern field of the anthracite measures of Pennsylvania as obtained by personal inspections in twenty of the larger collieries during 1933 and 1934 and from supplementary information furnished then and later by operating officials. This field is one of the four major divisions - Northern, Eastern Middle, Western Middle, and Southern - into which the anthracite deposits of Pennsylvania are naturally divided, and constitutes, in plan, a slightly bowed lens, about 60 miles long, and that extends from Forest City on the north through Scranton, Pittston, Wilkes-Barre, and Nanticoke to Shickshinny on the south with a. maximum width of 6 miles. It is the oldest and largest producing field of the four, and has produced continuously from 1S09. The total anthracite production for the State reached a peak of about 100,000,000 tons a year in 1917, but in recent years production has averaged about 50,000,000 tons, of which somewhat over half comes from this Northern field. The operations of three of the largest producing organizations in the State are almost wholly included in this field, as well as about half of the operations of two others of the six largest producers, It comprises the first 14 of the 25 numerically designated anthracite State inspection districts.

The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.
