Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

Nature of Empirical Calculations The size reduction of large tonnages of ore and rock is an operation of great magnitude. It is a necessary and important part of industry. Its development has been motivated by practical need and has followed the path of an industrial art without much help from theoretical science. Knowledge has been accumulated from experience. Trial and error established the methods; then collected data were tabulated and served as the basis for empirical equations that have been continually modi¬fied and amplified as new data became available. These equations now constitute the bulk of our present knowledge of comminution. There is no accepted scientific theory that is basic to comminution. In electrical, mechanical, and civil engineering, as well as in many other industrial activities, such theories exist and are extremely help¬ful, but rock is essentially heterogeneous, and the zones of weakness that control its breakage are thoroughly diversified. No theory has yet been discovered which can account for the variability of rock, although many attempts have been made. Empirical equations tell nothing of the why of a phenomenon, but if they are properly derived they can tell much about the how. They always represent only an approximation of behavior but never a law. In a proper empirical equation a symbol is assigned for each of the variable quantities that obviously affect the relationship. In a grinding mill these include mill diameter, mill speed, and feed rate among them. In setting up and revising an empirical equation the cardinal princi¬ple in establishing and modifying it is this: any change must be strictly ascribed to the variable which caused it. A useful empirical equation is rendered useless when a change in any convenient coefficient or exponent is made to make it fit a particular set of data, without certainty that the altered coefficient or exponent is the responsible variable in the new data. Such indiscriminate revisions have brought the use of empirical equations into some disrepute. When existing equations are changed to accommodate new data it is a good rule to make a change which gives results intermediate between the new and the old. A halfway point is usually a good choice.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

Computer controlled drilling is now proven technology. It was first introduced by the development of the Furuholmen system for a prototype three boom tunneling jumbo in Norway in 1978. Now, 13 rigs with this concept are in operation in Europe, 3. in mining in England and. 10 in tunneling elsewhere in Europe. The system is also adapted to roadheader guidance. Practical experience has shown that the computer control system makes it possible to drive tunnels with a more accurate contour thus reducing the total amount of rock excavated, and where a full concrete lining is required a reduction in concrete volume is achieved. The total tunneling economy is improved. In the future we expect to see a wider range of instrumentation on jumbos, from the simple direction instruments to computer guidance systems for monitoring only, as well as fully automatic drilling to a programmed drilling pattern. More compact and reliable electronics will be available. Systems with low power consumption will fit easily into flameproof applications. Cabling complexity will be reduced by connection of sensors to serial signal lines.

Feldspars have major uses in glass manufacture and in ceramic products. About 6 million metric tons (6.6 million short tons) are used annually. Feldspars are desirable because of their high aluminum and alkali contents. Na feldspars are favored for glass, while K feldspar is often preferred in the pottery and tile industries. Economic deposits occur in a variety of geological environments. Most are in granites or granite-like bodies, pegmatites being a common source worldwide. Alkali granites, particularly those some- times called alaskites, are mined directly as a source of feldspar and associated minerals. Some other igneous bodies, such as aplites, rhyolites, and partly altered granites (for example china stone) provide alternative feldspar-rich products. Nepheline syenites and phonolites are other sources of feldspar and contain higher amounts of alkalis. Feldspar-rich (arkosic) sediments derived from the weathering of pegmatites and granites are widely extracted and processed for use in ceramics. The present study reviewed the various sources of feldspars throughout the world. Data on the quality of products has been taken from literature, and samples have been obtained from a large number of producers. The mineralogy and chemistry of the samples has been determined and, as far as possible, have been related to the geology of the source area. Feldspar products show a wide range of chemical and mineralogical compositions. Some are pure Na feldspar (albite), others are made up entirely of K feldspar (microline and orthoclase), but many are mixtures of Na and K feldspars. Significant quantities of quartz are often present, and many products contain mica and kaolinite. Fe203 con- tents are very low, typically less than 0.1 percent. Detailed mineralogical studies show that four groups of products can be recognized on the basis of feldspar mineralogy. These are albite, albite with microcline, microcline with orthoclase, and orthoclase with albite. Products containing microcline and orthoclase together are mostly sedimentary in origin. Those with albite only, or albite with microcline have a pegmatitic or granite origin. Those containing orthoclase as the dominant K feldspar are derived from aplites or rhyolites. There does not appear to be any relationship between the feldspar mineralogy and the quartz content. Peraluminous S- type granites and pelite-dominated high-grade metamorphic rocks, in which there is a significant volatile component, are likely to be the most important feldspar sources. Partial kaolinization of feldspar-containing rocks often improves minability, decreases crushing costs, reduces iron content, and increases the K2O/Na2O ratio.

The rocks and minerals of the moon will be included among the raw materials used to construct a lunar base. The lunar regolith, the fragmental material present on the surface of the Moon, is composed mostly of disaggregated rocks and minerals, but also includes glassy fragments fused together by meteorite impacts. The finer fraction (i.e., < lcm) of the regolith, the soil, is probably the most important portion of the regolith for use at a lunar base. For example, soil can be used in bulk as insulation against cosmic rays, for lunar ceramic and abodes, or for growing plants. However, beneficiation of the soil can provide other feedstocks. For example, the soil contains abundant solar-wind implanted elements, as we1 1 as various minerals, particularly oxide phases, which are of potential economic importance. These components of the soil are sources of oxygen and hydrogen for water and rocket fuel, helium for nuclear energy, and metals such as Fe, Ni, Al, Si, and Ti. The uses of the lunar materials only await a fertile imagination.

INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. We report measurements of the effects of rank, type, and grade of coal on grinding energy and grinding media consumption in a Pitt Mill. The rank of coal has a greater effect on grinding energy than does coal type. The effect of coal grade on grinding energy depends upon the relative grindability of the mineral matter and of the hydrocarbon components of the coal. The mineral matter is primarily responsible for abrasive media wear in a Pitt Mill. The widely recognized HGI test for coal breakage may yield misleading results, particularly for multiple-banded bright and dull coal where the screening procedure used in sample preparation favors the testing of the hardest coal fraction. The work reported here indicates that the Pitt Mill, which grinds the whole coal in a single stage and which yields easily interpreted results, is an excellent candidate for testing coal pulverization characteristics including energy requirements and equipment wear. The measurements of the effects of coal characteristics on grinding energy and on media consumption have been used to estimate the cost of fine grinding in a Pitt Mill. The results, based on a conceptual level evaluation of grinding at the rate of 1 TPH, show that there are trade-offs possible between the cost of energy and cost of media consumption which involve choice of grinding media size. The use of fine-size grinding media to lower grinding energy and to increase throughput can be deceptive because the total cost of grinding must consider both energy and media consumption.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

Historically two basic approaches of production sequencing have been formed in the theory of open pit mine design. The first approach implements a technological discretization of the pit space within the ultimate pit outlines where the minimum working width is the limiting technological factor. The second approach uses a pseudo-economic discretization based on the implementation of analytical methods for designing intermediate/ultimate pit outlines and the concept of pit shells generation. The paper offers an elaborate analysis of both approaches used currently for discretization of the geological medium into working benches and modelling the working zone of open pit mine. The analysis is extended with a new vision for unification of the mining systems in open pit mine design under the form of a classification. A comparison of the approaches is provided to illustrate their advantages and disadvantages with regard to the implementation of the principle of waste deferment as one of the main principles of mine planning that exploits the time effect of money.

Native sulfur deposits in Poland occur in Upper Miocene strata on the northern (platform) border of the Carpathian foredeep. Systematic exploration since 1953 has resulted in the discovery of seven stratifom-stratibound sulfur-bearing limestone deposits that together contain about 0.6 billion tons of demonstrated sulfur reserves and about 0.5 billion tons of inferred and hypothetical resources. One open pit and three Frasch mines are currently in operation; another is under construction and one has been abandoned. Total production is about five million tons per year from ore containing on the average about 25% sulfur. Field, isotope, and micropaleontological data indicate that the sulfur-bearing limestone was formed through the bacterial reduction of gypsum in the presence of methane discharged from source beds and traps in the Carpathian foredeep. Subsequent recrystallization of the sulfur-bearing limestone, tectonic activity, jointing, karstification, and partial leaching of the sulfur has transformed the sulfur deposits and has altered the thickness and content of the sulfur-bearing strata, and their porosity and permeability, affecting the productivity and water consumption of the sulfur wells. Caputerized borehole logging techniques and geostatistical reserve estimates are used in mine planning. Great environmental impact constrains the development of sulfur mines.

Once considered the dowdy country cousins of the glamorous metallics, industrial minerals are shedding their old image. They are neither common nor easy and their time has come in an age of increasing specialization. Consider that of the 45 or so industrial minerals and rocks listed in [Table 1], almost three-quarters have ten or fewer significant suppliers (i.e., those individual countries contributing 2% or more of total world production); in more than half the cases, 85% of world production is accounted for by only five countries or fewer. Curiously, even materials that appear to be virtually ubiquitous like crushed rock and common salt have significant production vacuums. For example, there is a severe lack of sound aggregates along the US Gulf Coast and common salt production on a large scale is virtually absent in central Africa. These examples all underline the obvious, but acute truism that "The single most important fact about mineral resources is that they are not distributed equally over the world" (Flawn, 1966). Just as significant today is that human resources are not distributed equally over the world, and so arise some interesting commercial incongruities. In certain regions raw materials are plentiful but consumers are not, and without a market a mineral deposit is merely a geological curiosity. Elsewhere, there may be a market but no local raw material supply. For example, despite a huge market there is no or virtually no commercial production of chromite, diamonds, and manganese in the United States and Canada, nor phosphate rock, diamonds, rutile, and zirconium minerals in western Europe. In contrast, Australia with its small domestic market is the world&apos;s largest supplier of bauxite, diamonds, ilmenite, natural and synthetic rutile, and zircon; the same is true for South Africa which is a leading producer of chromite, manganese, diamonds, andalusite, ilmenite, rutile, and zircon (Table 2). In the commercial world, Nature&apos;s uneven distribution is counterbalanced by deep sea international trade.

The Meikle Mine uses long-hole open stoping and cut-and-fill methods with backfill as the primary ground support technique. The mine operates at 2,858 tonnes per day (3,150 tpd) and has sustained operation in excess of 3,175 tonnes per day (3,500 tpd). Consistent backfill production is critical in achieving these mining rates. The heart of the system is a 7.65 cubic meter (10-cyd) horizontal shaft ribbon mixer located 328 m (1,075 ft) underground. System control is through several PLC&apos;s, allowing for a high degree of automation and process flexibility. Aggregate feed is routed 257 m (842 A) through vertical drop pipes in the ventilation shaft, a rockbox, transfer raises, and then into either of two raisebored storage silos. The aggregate is crushed mine waste, nominally 70% 3.8 cm x 1.0 cm (1-1/2"x 3/8") and 30% -1.0 cm (- 3/8"). The binder is routed through a vertical borehole, surge bins, and transfer raises. The binder is a mixture of Type II cement and fly ash. Two primary manufactured fill designs are produced: a high strength mix for stopes which will be undercut; and a low strength mix for stopes with only rib exposure. The high strength target is 5.5 Mpa (800psi) unconfined compressive strength in test cylinders. The low strength target is 2.8 Mpa (400 psi). The systim has allowed consistent achievement of these targets, while experience has allowed reduced costs and increased efficiencies. Fill placement is through 6.1 cubic meter (8 cyd) LHD&apos;s dumping into stopes. Specific sills and cut-and-fill drifts are jammed to the back. System enhancements have included colloidal mixers for cemented waste slurry placement and transfer raises for sending manufactured fill to the lower levels of the mine.

The Bureau of Mines is examining mineral deposits bearing strategic elements such as cobalt, for which the United States heavily relies on imports. The Turner-Albright volcanogenic sulfide deposit in southwestern Oregon is marginally economic based on its gold content and associated silver, copper, zinc, and cobalt values. Bureau research on the Turner-Albright deposit was performed (1) to evaluate domestic cobalt recovery as a byproduct of gold production from massive sulfide ores; (2) to develop an analogue of modern sea-floor polymetallic deposits to determine the economic potential of the deep-sea resources; and (3) to compile information on the geochemistry and genesis of the deposit that can aid in future onshore exploration. Cold was introduced as near micrometer-sized disseminations by exhalative hydrothermal fluids near sea-floor vent sites and by late influxes of mineralizing fluids into lower zones of brecciated sulfides and basaltic fragments. Cobalt is a substitutional element in pyrite that occurs in outlying halos around original vent sites. Mineralogic studies conducted with a scanning-electron microscope and an electron microprobe determined that none of the ore minerals are amenable to traditional beneficiation methods such as gravity and flotation. An experimental oxygen pressure-leaching procedure developed by the Bureau has proven successful in treating such complex ores.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company&apos;s efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes&apos;s (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

Hardpans developing in tailings storage facilities (TSF) in Australia have been investigated in relation to Acid Rock Drainage (ARD) generation. This research had three main aims. Firstly it was to obtain an understanding of the physical and chemical characteristics of tailings residues which support the in-situ formation of cemented layers and hardpans. Secondly it was to examine how effective hardpans are at reducing ARD generation, and thirdly it was to investigate the promotion of hardpan formation to inhibit ARD and pollutant generation. This paper presents the data collected during investigations into the effectiveness of hardpans to reduce ARD generation. Three basic types of hardpans have been identified and examined: laterally extensive surface hardpans, laterally extensive cemented layers; and laterally discontinuous hardpans developing in locations of seepage. Their mineralogy, morphology, lateral extent, depth and rate of formation are dictated by sulfide and gangue mineralogy and content, milling and depositional techniques of the tailings and the climate. As the sulfides oxidise, acid and heavy metals are generated, while gangue mineral degradation is enhanced, adding to elemental loads. These liberated ions are then available for precipitation of secondary mineral cements through concentration during evaporation. In TSFs where hardpan development is restricted by mineralogy, grain size or climate, hardpan formation can be enhanced in seepage zones (eg. seepage from waste rock dumps) where tailings are exposed to seepage waters laden with heavy metals and sulfate. The effectiveness of hardpans in the inhibition of ARD generation is dependent on reducing oxygen diffusion and water infiltration into the underlying tailings. A reduction in water infiltration will diminish the transport of contaminants developed during sulfide oxidation and subsequent reactions. Water and gas movement through the hardpans at the CSA (Cu, Zn, Pb) and Elura (Pb, Zn, Ag) mines has been investigated. Permeability tests indicate the hardpans have reduced the infiltration rates by 10 to 100 times that of the fresh tailings. Oxygen diffusion rates were calculated and were shown to be up to 1000 times lower in hardpans than in fresh tailings. Such decreases are explained by persistent elevated &apos;degrees of saturation&apos; within the hardpans. These conditions were verified using a conceptual model of sulfide oxidation reactions, which allowed comparisons of diffusion coefficients with modelled and observed depths of oxidation within the tailings impoundments.

Hydrogeological impacts of active longwall mining were studied at two sites in Illinois. At the site with the more transmissive sandstone aquifer, aquifer permeabilities increased an order of magnitude due to subsidence. Piezometric levels declined with subsidence due to increased porosity, and ahead of mining due to a transmitted drawdown. Levels recovered rapidly at first and fully over two years. At the site with the less transmissive aquifer, impacts were similar except that recovery has been limited. Local aquifer enhancement through increased yield can occur, but only where the aquifer is transmissive enough for recovery.
