In this part of the two-part paper we discuss briefly the adaptation of the comminution model to describe the observed behavior of an industrial grinding circuit. Although reported verification of comminution models for continuous systems is limited, some interesting work has been reported 1,2 recently. The data acquisition and modeling efforts are described first, followed by discussion of some of the simulation results. Observations pertinent to steady-state operation are presented followed by a description of the application of a dynamic model of the grinding circuit for synthesis and evaluation of grinding-circuit control. The pilot-scale work indicated the comminution model should be capable of describing an industrial size-reduction process. Recognizing the broad utility of a process model based on first- principles, the Industrial Nucleonics Corporation of Columbus, Ohio, embarked on a joint program with the Duval Corporation of Tucson, Arizona, to evaluate the industrial applicability of the models described in Part I. This program was conducted in a grinding circuit, which included a rod mill 12.5 feet in diameter and 16 feet long and a ball mill 12.5 feet in diameter and 14 feet long, at Duval Corporation's Esperanza property3. The rod mill was operated in open circuit and the ball mill in closed circuit with cyclone classifiers.

The annual consumption of fluorspar in the United States, in the last 10 years has doubled. In 1971, when 1,344,742 tons were consumed, almost 45 percent of this amount was used in the production of steel and nearly 50 percent was consumed in the manufacture of hydrofluoric acid. Of the hydrofluoric acid produced, about one-third was used in the manufacture of aluminum electrolytes for production of primary aluminum metal and the balance was consumed in the manufacture of a variety of fluorocarbons and other chemicals. A small amount of fluorspar, constituting less than five percent of total consumption, was used in the foundry industry, and in the manufacture of glass, enamel, cement and other products. It is apparent that a continuing supply of fluorspar will be required to meet the demands for these vital metals and chemicals in our expanding industrial society. Domestic fluorspar production meets only approximately 20 percent of our needs. Hence, it is essential that the United States maintain a healthy domestic fluorspar industry in order to have adequate domestic reserves available at times of emergency and to protect this country from becoming solely dependent on foreign sources for this strategic commodity.

A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

According to recent estimates, nearly 30 percent of the material from underground coal mining in the United States is rejected on the surface as waste. This accumulation of almost three billion tons of coarse and fine coal refuse is primarily from coal cleaning operations. The marketable coal is intermixed with sandstone, clays, shales, and carbonaceous rocks, which must be removed and disposed of in an acceptable manner. The disposal of mineral wastes is a major environmental concern. The most common types of environmental problems associated with coal refuse disposal are acid formation, erosion, and sediment control. Other areas of concern include air and water quality, combustion control, mine sealing, and reclamation. This paper focuses on these topics and attempts to outline special environmental features which can be incorporated into the design and construction of a coal refuse facility. Often these measures can minimize and possibly eliminate the potential environ- mental hazards. It is imperative, however, that these measures be adopted prior to and during construction, because of the relative ease and cost savings compared to post-construction implementation.

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 100,000 tons of ore per day and has copper ore reserves estimated to be in excess of one billion tons. Functional groups within the Geology Depart¬ment (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct explora¬tion and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater' resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

The Felder ore deposit is a 5,000,000-pound uranium deposit in the South Texas Coastal Plain. It occurs in the basal sand of an Oakville Formation (Miocene) alluvial system. The host sand is a carbonate-rich arkose which contains virtually no carbonaceous debris and has been reduced by the local introduction of hydrogen sulfide. The ore lies well within the reduced zone and occurs as coffinite and uraninite that fill interstices and coat and replace grains. The overall geometric configuration of the ore is that of a winged, crescentic ore roll. Weak mineralization extends the wings of the ore roll and gives greater expression to the roll character. Departures from the shape are controlled by discontinuities in bed- ding and by proximity of the ore to the surface. Associated with the uranium is a broad halo of anomalous molybdenum. Subsidiary mineralized trends suggest a pre-existing up-dip position for the main roll. Oxidation from the surface largely destroyed this previous roll by solubilization of uranium. Uranium subsequently migrated into favorably reduced sand and reprecipitated at the present roll position.

The Mont Klahoyo magnetite deposit is located about 600 km northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 million tons grading 36% iron. The deposit, occurring at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations, is associated with amphibolites, pyroxenites and gneisses of the Liberian Shield. At Mont Klahoyo occur two separate iron formations of which the lower member is the ore body. This lower member consists of a highly metamorphosed - banded quartz-magnetite iron formation in which iron silicate bands alternate with beds of quartz-magnetite. mphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated overturned "Z" shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m and outcrops intermittently over a distance of approximately 5.5 km. Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K-1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) with the remaining quartz-magnetite units (oxide facies) repre¬senting the important ore zones of the Mont Klahoyo deposit. The ore-bearing "K" units are subdivided further, based upon their specific lithologies, iron content and concentration characteristics, into eleven ore types. The identification of these ore types is considered particularly important to mine planning and flowsheet design. A cap of oxidized materials overlies the primary quartz-magnetite iron formation but no enrichment has occurred. It is proposed that the Mont Kalhoyo iron formations were deposited, possibly chemically, in a volcanic environment as a siliceous iron formation with volcanism providing the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a relatively coarse-grained quartz-magnetite-silicate iron formation.

The work to be described was part of an exploratory research program directed toward identifying potentially useful but little known reactions in extractive metallurgy. In particular, the major copper sulfide minerals, as a group, have long been considered insoluble in nonoxidizing acids (e.g. Forward and Barren, 1J60; Parsons and Ingraham, 1970; Peters et al. 1972). This generalization was considered to include nonoxidizing conditions in warm aqueous MC1 solutions (Ingraham et al. 1972) and, indeed, was consistent with our own chemical and mineralogical experience. On the other hand, under hydrothermal conditions, copper and sulfide species are carried in solution and deposited as sulfides in mineralized veins. The question that poses itself is: what are the mildest conditions of temperature and fluid composition under which commercially important copper sulfide minerals can be solubilized in the absence of an oxidizing agent? A reference to H2S formation during oxygen-sulfuric acid pressure leaching (Warren, 1958) of chalcopyrite, when the oxygen partial pressure was allowed to fall, provided a clue. In the present study, experimentation with chalcopyrite concentrate in dilute hydrochloric acid, under re flux conditions (in Pyrex flasks) and with an inert purge gas, revealed substantial amounts of H2S production and iron solubilization, cite negligible copper solubilization, after 2 ½ -4 days. Under comparable conditions the extent of reaction with dilute sulfuric, acetic and phosphoric acids was markedly less.

"We could blow that damned fort out of existence if we could run a mine shaft under it!," claimed one Union soldier eyeing Bobby Lee's Petersburg defense line protecting Richmond and Jeff Davis. Puncture the line, take the hill behind, and the Confederate capital would celebrate Yankee jubilee, 1864. That was June. At 4:15 am, July 30, mine boss Henry Reese, sergeant, 48th Regiment, Pennsylvania Volunteers, gingerly entered the mine, dark and muddy. Something had gone wrong. The mine, set to go off at 3:30, hadn't exploded. It had to be checked. The main mine gallery, 1.5 m high x 1.4 m wide (5 x 4 ft) narrowing at the top to 0.6 m (2 ft), forced Reese into a tuck run. Some¬where up there in that 155 m (511 ft) stretch running 6 m (20 ft) under the rebel works, moisture may have doused the charge. Or maybe a fuse splice went awry. Or maybe there was live fire steaming like a locomo¬tive towards 3.6 t (4 st) of black powder. Perhaps now Reese wished this sprint was shorter. For the mine boasted a record break¬ing distance in military annals. Lieut. Col. Henry Pleasants Credit goes to Lieut. Col. Henry Pleas¬ants, commander of the 48th, who overheard the soldier's claim for what a mine could do. In peacetime, Pleasants had been a railroad engineer working on the Sand Patch Tunnel. He later switched to mining, working for the Philadelphia & Reading Coal & Iron Co. He even married the daughter of the editor of The Miners Journal. Grieving over his wife's early death, Pleasants plunged into the ven¬ture of war. This Union officer took the mine idea to the brass. Headquarters was less than enthu¬siastic. "The chief engineer of the Army and the rest of the regular Army wiseacres said it was not feasible," Pleasants wrote to his uncle. The pros scoffed, ticking off a list of horribles: No mine has ever gone that far, men will suffocate and be crushed, the rebs will countermine, the men will be trapped. Still, Pleasants eked out a signal to proceed. In the meantime, the miners of the 48th had commenced to dig anyway. It was like the 48th to proceed against the odds. The 48th Pennsylvania Volunteers The 48th had been recruited from Penn¬sylvania's Schuylkill County, anthracite coal mining country. The mines had been torn with strife over wages. Strikes and rioting were prevalent. Murder was not unknown. This "Buckshot" resistance centered in Pottsville, PA. It forced the governor to call in troops. Coal was in high demand to run the war machine. Pennsylvania operators worried that a military draft would stir up violence, closing the mines altogether and further shift¬ing business to emerging Illinois mines. Men lit out for the western gold fields in the tens of thousands. Secret societies bred in the mining camps invited draft agents to dance at the end of a rope. Jobs threatened by cheap, victorious South¬ern labor were one warning intended to get immigrant miners interested in the war. Operators gave miners time off to help de¬fend Philadelphia during Lee's thrust to Gettysburg. Even so, the draft spawned new violence and troop intercession. Soldiers were not welcome. The dust had barely settled when into this Pennsylvania "minefield" marched the 48th on a recruitment drive. The 48th had been in Lexington, KY on guard duty. When it came time for the regiment to pull out, the townspeople had prevailed upon authorities to extend the regiment's stay. Finally ordered to move out, the 48th was feted by a hanky-waving, tear-dropping send-off to the lyrical lament Auld Lang Syne. And Kentucky fancied itself to be rebel. Striding smartly into the Pennsylvania coalfields, the 48th attracted 400 recruits and marched off under regimental colors specially made by the proud citizens of none other than Pottsville, PA.

Discussion by G.F. Raymond Knudsen's study presents two curious conclusions: • The kriging of blasthole assays can systematically overstate mill head grades by as much as 21% as a result of unbiased sample variance. • No estimation method is able to reduce this bias to a small margin. The study is based on a simulation using real data and what are presumed to be actual variogram parameters from a real deposit. Although I have no doubt that the first conclusion (21% overestimation) is correct for the author's simulation, I do not believe this represents a realistic mining situation. Over the past 15 years I have done extensive comparisons between exploration drill-hole assays, blasthole assays and mill head grades on seven major open-pit mines, including some very erratic gold deposits. Commonly, nugget effects on blasthole variograms were 10% - 20% higher than on exploration variograms. And in one extreme case, the difference was 50%. Even in the extreme case, ordinary kriging on blastholes agreed well with the mill head grade over the long term. In Knudsen's simulation, the blasthole nugget effect is assumed to be 200% higher than exploration data's. He supports this by variogram plots from each. My guess is that the apparent, large difference between these variograms results from a failure to account for the proportional effect (blasthole assays are likely from a higher-grade area). A simple check would be a comparison of the variance of exploration samples nearest blastholes. As for a nearly conditionally-unbiased estimator of a large random error, the arithmetic mean of all of the data certainly qualifies, provided there is an even data spacing. As a corollary, so does simple kriging, which would include, in this case, a large weighting to the arithmetic mean. Similarly, using a large number of samples with ordinary kriging or indicator kriging would significantly reduce the bias in the case of a large nugget effect for the variogram.[ ] Reply by H. Peter Knudsen Raymond questions two conclusions in the paper. First, he wonders whether a 21 % overestimation represents a realistic mining situation. I agree that 21 % is high, but overestimation in the range of 10% to 15% is certainly common in my experience. Furthermore, several years ago I consulted on a gold mine that was experiencing a 45% overestimation due, predominantly, to poor blasthole samples: In further questioning of the 21 % value, Raymond wonders whether the nugget effect of the blastholes is really so much larger than the nugget values of the exploration data. It is consistently larger throughout the deposit. In my experience with six Nevada gold mines, the high nugget value is not unusual. In fact, for some reason, nugget values for blasthole samples are typically about 0.0005 (opt squared). I am of the opinion that this high nugget effect observed at many gold mines is predominantly due to the inherent inadequacies of the blasthole sample and subsequent sample preparation. The second conclusion Raymond questions is the inability of the estimators tested to reduce the conditional bias. In fact, the conditional bias is extreme with the polygon estimator and greatly reduced by ordinary kriging. However, it was not eliminated. Raymond suggests using simple kriging, or perhaps a larger number of samples, to reduce the conditional bias. The technique of simple kriging may be less affected by the random errors in the data, but I did not test the technique. Using a larger amount of data presupposes that too few samples were used initially. In ordinary kriging and indicator kriging, the screen effect comes into play and ensures that samples beyond the second screen are given zero weight. Hence, increasing the sample size does not change the estimates nor the conditional bias. The main point of my paper is that the random unbiased errors (a fact of life in blasthole samples) cause a conditional bias in our estimates. The mechanics by which the conditional bias is introduced are nicely explained by Springett. My paper simply shows that the bias is also present when working with linear estimators, such as ordinary kriging, and even with nonlinear estimators, such as indicator kriging.[ ]

Discussion by E.J. Garrison A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent. Reply by A.C. Noble E.J. Garrison asserts that I confuse the difference between a resource and an ore reserve. In fact, this paper was motivated by the observation that resources and reserves are almost universally confused throughout the industry. While Garrison is concerned that too-early consideration of engineering, metallurgical and economic factors will result in dropping properties too soon, some issues that must be considered include: •The purpose of exploration is to discover ore reserves, not to discover resources. •Ore reserves are always smaller than resources. • Decisions on exploration expenditures must be made based on the expectation of the quantity of ore reserves that will ultimately be defined. Noble's Fig. 2 can be used to give guidance as to when it is appropriate to begin reserve calculations. When exploration enters the "flat" portion of the curve, representative samples can be selected for metallurgical studies and appropriate mining methods chosen. It is at this stage that we know enough about the deposit to make intelligent choices of representative samples and recognize constraints on mining caused by the deposits shape, environment and physical properties. Once the appropriate technologies have been chosen, then their cost can be estimated with reasonable accuracy. Early entry of economic and process factors gives the false appearance of reserve status to the resource estimation. It would be more informative and less subject to abuse and misunderstanding if resource calculations were made at a number of cutoff grades. The cutoff grades should be chosen to cover the range of grades found in practice in existing operations of similar type. This would emphasize the open nature of resource estimates and encourage creative evaluation of mining and process technologies. It does not preclude the use of economic, environmental and recovery technology factors in deciding the advisability of continuing exploration expenditures, but would highlight their speculative nature. It is thus hoped that decisions on the future of the deposit would not be made on the presumed suitability of a given technology but on the actually known reality. I agree that resource estimates should be reported as a range of cutoff grades. Since reporting at a cutoff implies application of underlying economics (even by analogy to similar properties), however, it should be clearly stated that resources do not consider economic, mining or cost factors, and that ore reserves will be substantially less. The dilemma of the explorationist is that until the continuity and limits of ore-grade mineralization have been established, it is difficult to make quantitative estimates of either resources or ore reserves. Further industry discussion is needed regarding standards for disclosing early exploration information in such a way as to fairly represent the potential of an exploration property.

During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

Introduction Microcomputers are becoming more convenient to use at all levels in the business world, including the mining industry. The state of the mining industry requires that we become more productive and innovative in our analysis of deposits and operations. With the help of computers, examination of options to increase productivity can be performed quickly and inexpensively. Effective computer use to design underground workings combines the calculating power and speed of a computer with the technical expertise and judgment of an engineer. Computer programs can perform in minutes calculations that might take several months for an engineer. But the engineer must be on guard when using computers for calculations. It is easy to assume the results produced by a computer program are always correct. However, the computer is only a sophisticated calculator. It cannot recognize logical errors or transposition of numbers. Also, some intuitive or obvious decisions made by an engineer are difficult or impossible to program effectively. In this article, selected commercial programs are discussed. These programs can provide engineers with tools to evaluate engineering designs for underground mines. The programs perform much of the tedious calculation. The engineer, though, must still make decisions and conceptualize designs. The software mentioned in this article runs on microcomputers and minicomputers. The mention of particular software, however, does not imply endorsement. Mining projects After a decision has been made to proceed with an underground mining project, more detailed evaluation of the mining method and extraction sequence begins. If a mine is already in operation, schedules and plans are needed to more clearly define future production. Existing operations can benefit from identification of bottlenecks in material movement and produce extraction options to make the mine more efficient. Detailed studies for a new mine are based on the technical engineering design. These studies provide specific details to determine equipment requirements. Detailed studies done during a project are similar to short-term planning and control carried out daily by the mining engineers. The engineering design phase includes: • Study of the infrastructures - entries, shaft, access from surface to underground; • Definition of the mine layout, hydrogeology, geotechnical considerations, transport, and ventilation; • Choice of machines and equipment; • Mine scheduling, including waste extraction and production sequencing; and • Economics, including labor and supplies. Further detailed studies include: • Blasting patterns; • Detailed geotechnical calculations; • Secondary ventilation; and • Production cycles along with coordination of the workings. Objectives The primary objective of underground mine planning is moving material out of the mine at the least cost. Development of the production schedule considers location and volume of ore units, transport distance, equipment and manpower interactions, and grade or quality of material. Two methods can be used to determine the scheduled material removal: optimization or trial and error. The microcomputer programs discussed here do not cover optimization for underground mine planning. For several reasons, optimization is often a "black box" approach. Although optimization is possible with linear programming techniques, few mining operations can be described effectively with linear equations. An interactive trial-and-error approach is desirable because engineering judgment can be inserted as a plan develops. Because of the large number of factors in an underground operation, an optimization technique seldom covers all possibilities. Few of the programs available consider all of the possible parameters. The programs use an interactive sequencing or a simulation approach and are either event-oriented or deposit-oriented. The most desirable programs offer an integrated approach. They consider a broad range of operating conditions including equipment, labor, costs, material movement, timing, and mine layout, among other factors. The two types of models generally used in designing underground workings include: • The interactive model, which requires direct, incremental input from the user. Outlines of the section to be mined may show on the screen. The engineer causes the model to develop piece-by-piece. The program may offer feedback on parameters such as tons and grade, or other values, as the section is "mined." • The simulation model, which is usually an automatic technique. Parameters related to the process are entered. The program then calculates the mining sequence over a designated time period or until the economic material is exhausted. A simulation model imitates step-by-step performance of equipment or other processes.

INTRODUCTION With each passing year, the general public becomes increasingly aware of the potential hazards associated with many products and services previously considered unharmful. This new consciousness is especially evident in the workplace, both as the result of advances in scientific understanding and the influx of concerned, responsible professionals into the labor movement. For example, data produced by epidemiologists doing retrospective mortality studies which related mortality to toxic substance exposures has often been the prime motivating factor behind reductions in exposure standards. This certainly has been the historical case with many radiation exposure standards, including the limitations set for "Working Level" exposure. The concept of "Working Level" was introduced in PHS Publication No. 494 as a result of both the difficulty in relating radiation units to biological effects and the complexity of interaction of radon daughters with the physical environment. WORKING LEVEL One working level is defined as any combination of radon daughters in one liter of air that will alternately release 1.7 x 105 MEV of alpha energy during decay of 210pb (RaD). Its usefulness is that working level can be readily measured in both the field and the laboratory. Because of this, existing occupational exposure standards for radon daughters in both the U. S. and other countries use working level as their basis. In the U. S., the last twenty years has witnessed a significant reduction in radiation exposure standards from 120 working level months to 4 working level months per year. New international standards are being proposed that would be only slightly higher than these current U. S. standards. POTENTIAL EXPOSURES TO RADON DAUGHTERS The universal use of nuclear power, along with the transfer of nuclear technology to developing nations, has significantly increased the demand for fuels. As a result, uranium mining operations have expanded and increased numbers of miners are regularly exposed to radon daughters. In addition to potential exposures in uranium mines, other deep mines such as tin, gold, platinum and tungsten, also have potential exposures due to the distribution of uranium and its accompanying radium throughout much of the earth's crust. The energy crisis has also prompted interest in general population exposure to radon daughters in buildings. Many homeowners, using additional insulation and caulking to seal cracks and conserve energy, have reduced indoor ventilation to the point where working level exposure could become significant, especially in homes with unventilated crawl spaces. In fact, several serious exposure situations have occurred where mine tailings were used for building materials. MEASUREMENT TECHNIQUES Historically, rapid and convenient measurement techniques have been actively sought to improve the ability of ventilation engineers to limit mining exposures through ventilation control. A number of measurement techniques have been developed, including the Kusnetz method (further elaborated by Shalaynev) and techniques developed by Rolle and Tsivoglou. All, however, suffer from similar handicaps that prevent their usefulness in the mining environment. Their main limitation, in terms of minimizing employee exposure, is the elapsed time from the start of sampling until the results can be calculated. It is usually 40 to 90 minutes. This time delay presents both serious economic limitations as well as the potential for exposing workers to high radon daughter concentrations until calculations are completed and corrections made. Further reducing the utility of the Kusnetz and Tsivoglou techniques is the need for tedious calculations that increase the possibility of human error along with the need for cumbersome sampling equipment that is not ideally suited to the mining environment. INSTANT WORKING LEVEL METER To alleviate these problems, the idea of an Instant Working Level Meter was conceived by several groups. Several such instruments were proposed, built, and tested with disappointing results. Although the concepts behind them were sound, the instruments simply failed to measure working level without excessive distortion. In addition, their cost was relatively high, gamma background presented a problem, and sophisticated computations were necessary to determine working level. In short, these systems lacked the design engineering that would make them suitable for the demands of a mining environment.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high. INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rup- ture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differ- ences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding- classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective floccula- tion separation using Kudremukh tailings may be obtained that will produce saleable concentrates.
