In the search for economic mineral deposits, the need for efficient mineral or chemical assays is of prime importance. Costly analytical methods and long delays in obtaining assay results severely limit the effectiveness of an exploration program. The assay problem becomes acute once a potential ore body is located and large numbers of samples are generated in close interval drilling programs. In order to avoid the delays and high costs of extensive assays, the exploration geologist or mining engineer is likely to be required to curtail his drilling program, composite samples, or restrict the required analyses to a limited number of critical elements. As a result, the definition of the potential ore body may be less than needed for final economic evaluation. The assay requirements for bauxite exploration usually involve a considerable number of total elemental and empirical analysis. Since the Bayer process for extracting alumina from bauxite involves the selective dissolution and reaction of specific minerals from the bauxite, a direct chemical analysis for elemental composition yields only a portion of the data required to effectively describe the potential economic value of ore body or deposit. To fully characterize the economic value of a bauxite requires digestion, mud separation and mud settling tests under conditions approximating a commercial Bayer plant. A close approximation of the process behavior of a bauxite also can be calculated from a combination of the chemical and mineralogical analyses. By determining the elemental chemistry, mineralogy, and Bayer plant processing characteristics of a few samples of a given bauxite, correlations can be derived that permit defining a bauxite in terms of a given set of process conditions.

"A process mineralogy study was conducted to guide the development of a process for the extraction of vanadic oxide (V2O5) and aluminum compounds from bone coal and its ash as well as the production of byproducts. Results show that to extract the targeted metals at higher recovery rates, one must find a suitable agent capable of destroying the structure of the mica and breaking down the lattices in which these metal-bearing minerals occur. For such minerals, metal extraction efficiency is usually low if the approach is simply adding an oxidant that cannot destroy the structure. In this research, a byproduct fluosilicic acid (H2SiF6) at 20 percent concentration from an operating phosphate fertilizer plant was found to be powerful and effective for the leaching of vanadium-bearing minerals such as mica. This environmentally friendly process improved the leachability of valuable constituents in the bone coal significantly, with the leaching rate of V2O5 increased to 94 percent, from 83 percent, and that of aluminum oxide (Al2O3) increased to 75 percent, from 40 percent. X-ray diffraction and chemical analyses showed that the structure of mica can be destroyed using fluosilicic acid either alone or in combination with sulfuric acid. Based on the process mineralogy study, a processing flowsheet was tested, which resulted in a final V2O5 powder product with purity of 99.2 percent and an overall recovery rate of higher than 85 percent. The flowsheet consists of leaching, ion exchange and ammonium precipitation. With this process, various byproducts could also be generated, including aluminum fluoride, cryolite, aluminum sulfate, calcium sulfate, ammonium chloride, sodium chloride and cement admixtures.IntroductionVanadium is an important rare metal broadly used in the production of steel alloys and nonferrous alloys as well as in the chemical field as a catalyst. Vanadium-bearing bone coal and clays are abundant in China, and they contain other valuable metals such as aluminum. Bone coal is a type of carbonaceous shale. The vanadium-bearing minerals mainly exist in mica, kaolin, iron oxides, tourmaline and garnet. According to previous studies (Xiao, 2007; Xu, 1989; Xu and Chen, 1991; Ji and Xu, 1991; Chen and Xu, 1992; Xu and Heng, 1992), vanadium occurs from the isomorphous substitution of V3+ for Al3+ or Fe3 + in the crystal lattices of mica, tourmaline, garnet, dolomite and aluminosilicate minerals. In iron oxide and kaolin minerals, vanadium appears as an adsorption form. The isomorphous substitution of vanadium is more stable in tourmaline, garnet and silicate minerals. Therefore, vanadium in bone coal may exist in three phases: vanadium-containing kaolin and oxides, vanadium-containing mica, and tourmaline and garnet (Xu and Chen, 1993; Xu and Zhang, 1993; Xu and Wang, 1994; Feng, et al., 2005; Lin and Fan, 2001)."

The leaching kinetics of chalcopyrite in ammonium iodide solutions with iodine has been studied using rotating disc. The variables studied J include the concentrations of lixiviants, rotation speed, pH of the solution, reaction temperature, and reaction product layer. The leaching rate was found to be independent with the disc rotating speed. The apparent activation energy was measured to be about 50 kJ/mole from 15°C to 35°C, and 30.3 kJ/mole from 35°C to 60°C. Problems associated with fines (minus 6 mm, 1/4-inch) production, preparation, and utilization have long plagued the coal industry and are now more acute than ever. Continuous deep mining systems create more fines which have moisture; content greater than natural levels from dust control spraying and often add substantial levels of mineral matter due to mining selectivity constraints. Frequently, during preparation, more -fines are developed to achieve improved component liberation. Coal consumers often specify small sizes whether for carbonization, combustion, or conversion. Wet beneficiation systems process fines by several' types of unit operations, but usually must also incorporate costly and complex dewatering systems to reduce the moisture content of the products. Existing pneumatic preparation systems are constrained between product equality and yield by the sharpness of separation. These limitations become more severe with decreasing particle size and increasing feed moisture content. Control of particulate emissions, both process and fugitive, during pneumatic preparation, can be forbidding. A pneumatic preparation-process which would overcome these constraints, could be most enticing. The DryFlo system is being evaluated to quantify performance characteristics as regards these constraints.

Adsorption of sulfide collectors such as xanthate on pyrite has been studied extensively over several decades using a wide variety of techniques. In spite of this, there are unanswered questions as to the identity of adsorbed species on pyrite surfaces -dixanthogen vs. iron xanthate complexes. Far less is known in non-xanthate collector systems. We have used Secondary Ion Mass Spectroscopy (SIMS) successfully in the past to obtain direct evidence for the identity of the adsorbed collector species on copper sulfides, galena and Cu-activated quartz. The present study is an extension of the SIMS analysis to investigate the adsorption of xanthate, dithiovhosphate, dithiocarbamate, and modified thionocarbamates and thioureas on pyrite. Adsorption of these collectors on chalcocite was also studied for comparison. An attempt was also made to obtain SIMS spectra for pure dixanthogens at room temperature. Only in the case of dithiocarbamate (DTC) was there direct evidence for the presence of not only the collector dimer, but also iron-DTC complexes. On chalcocite, only the copper-DTC complexes were detected (no dimer). In the case of xanthate, the collector molecular ion and its S adduct -which are possible fragments from dixanthogen -were detected on pyrite, along with a fragment peak: suggesting Fe2X. For dithiophosphate, the collector molecular ion and Fe(DTP)(OH) complex were detected (no dimer). For modified thionocarbamate and thiourea, adsorption on pyrite was negligible.

Computer aided design and inter active graphics have been well established in the electronics, automotive and mechanical engineering industries. The use of such aids in underground mine design and planning, however, has been noticeably absent. The large expense involved in the research and development of CAD and graphics systems and their highly specialized techniques have rendered investment in these areas difficult to justify. Optimum mine planning involves an interactive procedure of evaluation of several alternative plans. Generally the development of each mine plan of a given operation can take many man-months. This time constraint on planning precludes any comparative analysis and evaluation of alternatives, thereby introducing the possibility of unrealized gains. This paper outlines the development of a computer aided mine design program utilizing interactive graphics for the design, simulation and scheduling of underground coal mines. The program developed examines exploratory borehole information and produces a structured database of the sampled data. This database is utilized to generate seam sections and different mine layouts. A simulation of mine extraction and production levels and a schedule of proposed alternatives are then performed.

In an attempt to replace the traditional cyanide process of extracting gold, a new technology using ammoniacal solutions has been developed. In this study, the electrochemical behavior of gold in ammoniacal solutions at temperatures above 100°C has been investigated. An electrochemical cell in an autoclave has been introduced to carry out this study. The system consists of a gold working electrode, a platinum counter electrode, and an external saturated calomel electrode (SCE) which is connected to the autoclave system through a Birch wood plug. Techniques used in this study included potentiodynamic polarization, galvanostatic polarization, cyclic voltammetry, and Tafel polarization. The electrochemical reaction mechanisms governing the dissolution process are presented.

Mine design and selection of ore processing capacity depend upon a correct estimate of the grade-tonnage distribution. The estimate must reflect what can be recovered and processed. The McCoy/Cove operation in central Nevada, USA, is a gold and silver mine. Case studies of recoverable reserve estimation for gold and silver were made using multiple indicator kriging and the log-affine variance correction. From this model, the grade-tonnage distribution was constructed. Optimal pits were generated by utilizing the distribution, and the results were compared with the pit generated by ordinary kriging. Studies indicate that the proposed method for multi-metal recoverable reserve estimation is more accurate than ordinary kriging in terms of both tons and the grade. Using recoverable reserves for mine design will maximize global recovery of mineral resources.

The leaching behavior of rhenium in ammonium iodide solutions with iodine as oxidant has been studied. Experiments were carried out in an autoclave. The effect of stirring speed, temperature, pH of the solution, iodine and iodide concentrations on the dissolution of rhenium was investigated. It was found that high temperature and high pH of the solutions were essential for the efficient leaching of rhenium. The dissolution rate was found to be dependent upon the concentration of iodine and iodide. It was concluded that the dissolution of rhenium under the conditions studied was controlled by mass transfer of iodine with an apparent activation energy of 15.77 kJ/mole.

This paper describes a Mixed Integer Linear Programming model that was developed for planning the coal operations at Mountain Coals, Inc., in Kentucky. The model incorporates the use of stockpiles as practiced and allows the operator to find the least cost combination of raw coal feeds, washing densities and blending to produce the different quality coals as required by the coal contracts.

Mechanisms involved in the depression of the sulfides: pyrite, chalcopyrite, galena and sphalerite with potassium permanganate have been investigated. Flotation tests were conducted using potassium amyl xanthate, Z-6, and pine oil in the absence and presence of potassium permanganate at around pH = 6. 5 naturally yielded by the sulfides in the pulp. On the basis of crystal chemistry considerations, the amount of xanthate adsorbed by the sulfides depends on the amount of sulfur and metal ions present on the surface; thus, the avidity of the sulfides for xanthate should increase in the order: sphalerite C chalcopyrite 4 galena 4 pyrite, and the ease of depression response to the permanganate action should be in the same order. Depression of the sulfides in the system occurs primarily due to the removal of the collector ions by the permanganate ions to form manganese dioxide and dixanthogen according to the reaction: 3 M(RX)2 + 2 Mn04 + 4 H20 2 ? MnO2 + 3(RX-XR) + 3 M+2 8OH where M represents the metal ion, RX the xanthate ion and (RX-XR) the dixanthogen molecule. Results seem to indicate that the permanganate ions play a triple role in the system: (1) they convert xanthate ions into dixanthogen, (2) they further oxidize the mineral surface and (3) if present in excess, they may oxidize the xanthate beyond the dixanthogen stage with the formation of CO2, H20 and SO4. All sulfides, except for chalcopyrite, showed a depression response in the order predicted regardless of the order of addition of xanthate and permanganate reagents. Chalcopyrite did not depress as easily; this behavior may be due to the avidity of the colloidal MnO2 to adsorb Cu+2 ions on its surface, this would destabilize the colloid making it coalesce with the formation of a layer of precipitated MnO2 on the surface of the mineral. The presence of this layer would prevent further action of the permanganate ions on chalcopyrite.

The Haile Gold Mine was the largest gold producer east of the Mississippi River prior to 1942. It is currently the only producing gold mine in the Southeastern United States. Current development involves the mining and heap leaching of some 1000 TPD. Carbon is employed as a recovery medium. Due to its clayey nature and excessive fines in the oxide ore, agglomeration using Portland cement is required prior to leaching. The ore ranges in screen size from two inches to -200 mesh. The agglomerating step combined with certain other conditions has enabled Piedmont Mining Company to achieve recoveries of 90%.

INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." Particulate matter is one of the leading pollutants in the mines and in the communities in the areas near or surrounding the mines. The availability of large Clinical and environmental data sets obtained from the mines has brought about the need to use better approaches to analyze the collected data. Prediction and control of particulate matter concentration in the mining environment is essential in minimizing air pollution and protecting the respiratory health of mine workers. The main objective of this research work is to analyze datasets obtained from a mining area using machine learning techniques which will then be followed by the real-time estimation of dust particulate in the mines. Datasets collected over 8 years in an hourly sampling rate from an open cast mine is cleaned and analyzed for trends and patterns. Artificial Neural Networks (ANNs), Support Vector Machines and decision trees techniques are applied to analyze and predict the particulate concentrate. The estimation of particulate concentration using Artificial Intelligence will significantly contribute toward the development of quantitative tools to be used in correlating of cause and effect of dust concentration in mines. The results obtained in this work will form a sub-unit of a respiratory health monitoring system for mine workers. The system is essential in the collection, analysis, and tracking of mine workers’ respiratory health, thus it forms part of an early intervention system for mine workers. From the existing theory, we expect the Artificial Neural Network will perform much better than previously used classical models.

INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

As the search for minerals leads to deeper mines the need to control water inflow into mine shafts and mine workings will grow. As shal¬lower more readily available minerals are exploited, ore bodies which were previously uneconomic be cause of their depth will now become attractive targets. In known mining districts new ore bodies are being discovered down dip of existing ones. In the west many metal deposits are being developed in rocks of the mountain front pediments, frequently covered by several hundred feet of saturated alluvium. Greater depth often means that workings are developed well below existing water tables, creating high hydrostatic heads adjacent to mine workings. The purpose of this paper is to review some of the methods available for determining if water control will be necessary and to present some of the techniques for locating water bearing zones and the amount of water to be expected. The paper will concentrate on problems associated with water control in mine shaft development, although many of the exploratory techniques are similar to those needed for assessing overall mine water inflow problems. A brief case history on water control problems in mine shafts in the Grants mineral belt of northwestern New Mexico is presented. Water control during shaft sinking presents some unique features. First, the problem is a relatively short term one, since water control is often necessary only while the shaft is being sunk. Control measures may be necessary only while the shaft is open into the water bearing zone and the lining installed and cemented. Secondly, limited working space within the shaft area presents difficulties in handling large amounts of water inflow. The presence of water in the shaft working area increases sinking time and the potential hazard to miners. Finally, there is the economics of shaft sinking. While the shaft is being sunk no ore is being produced and there is every incentive to minimize costs.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

The loading characteristics of gold-tetrabromide species onto activated carbon have been evaluated using a completely mixed batch reactor system. The overall loading of gold onto carbon was rapid for the first hour but continued slowly without cessation as a result of reduction of gold. Conventional equilibrium considerations were therefore not applicable. Although loading continued slowly after several days, abnormally high loading capacity values of 10-12 meq/g carbon (650-800 kgAu/tonne) could be attained within 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of [AuBr4l-onto the carbon surface where reduction to metallic gold took place. Elution of gold from the loaded carbon was feasible provided the carbon had not been loaded to too high capacity values. If loading is carried to high levels, complete elution becomes impractical and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon is discussed.

Dewatering aids are chemicals which enhance the efficiency of mechanical dewatering equipment such as vacuum disc filters and centrifugal dryers. A new dewatering aid has been developed which significantly lowers the moisture content of the mineral concentrate and causes none of the undesirable side effects normally associated with dewatering aids. Highlights of product development from laboratory screening through field testing will be discussed.

"India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."
