The subject of this paper is mineral processing chemicals - how they work and where they end up environmentally. First of all, it is necessary to recognize that water is the most universally and widely used chemical used by the mining industry to separate desirable minerals from unwanted wastes, sands, and slimes. Of the total world's water supply, over 97 percent is found in the oceans. Another two percent is tied up in the ice caps, leaving roughly only one percent for us to work with. This one percent is distributed either as ground or surface water and makes up the bulk of all water used industrially. Even with such a small proportion available for immediate use, there appears to be enough fresh water to meet our needs for at least another hundred years. This availability, however, depends heavily on how we handle our waste waters, how we process them, and how we plan for their reuse. Certain governmental agencies have been charged with the task of setting up standards of water quality which must be met prior to environmental discharge. There is even discussion of zero discharge from industrial operations. Due to limited supply and availability, the mining industry has always been forced to reuse its process water or to treat it prior to discharge. Consequently, we are in an enviable position and are presently able to live with the environmentalists demands. To stay on top of the situation, it is necessary to continually concern ourselves with the .effects of changing orebodies and reagents on the final mill effluent. From a process standpoint, it is also important to recognize the impurities of plant recycle water and how they might tend to influence overall operations

Cooperative Education is by no means a new idea. The first such program was instituted at the University of Cincinnati in 1906 by the late Dean Herman Schneider with twenty-seven engineering students participating. Today, more than fifty years later, there are in excess of one hundred institutions' with some such program in which thousands of students, are participating in the fields of Liberal Arts, Engineering, and Business Administration. At the same time, according to a conclusion reached during a study of work-study college programs, copyrighted in 1961 by Thomas Alva Edison Foundation, and from which we quote; "We were amazed at the lack of-information about cooperative education among school and college staffs and students, among parents and employers, and on the part of the public generally."

The effect of particle size on coal dewatering has been well recognized However, there are no systematic studies on ultrafine coal dewatering. The results discussed last year revealed the effect of flocculant type and coal wettability on the filtration of ultrafine coal In this paper, the differences in dewatering between -25 µ m ultrafine and -500 µ m fine coal with addition of flocculants, surfactants and oil-emulsions in vacuum filtration are further investigated Significant differences were observed in the reduction of the cake moisture. The utilized emulsions were found to be very powerful and promising filtration aids for both ultrafine and fine fractions of hydrophobic and hydrophilic coal

After nearly five years of economic hardship, the world copper industry is, in our opinion, about to enter a period of considerable strength. This opinion is based on three main propositions, namely: 1) there are a number of reasons, both general-economic and industry-specific why copper demand is likely to perform significantly, more strongly in the 1980's than in the 1970's; 2) the virtual cessation of investment in new facilities, especially at the mine level, over the past years makes it physically impossible for capacity to expand as fast as demand in the mid-1980's; and 3) there is much less "excess" inventory available than most analysts believe. If we are correct in these assumptions, then the implication is that copper prices will climb up to, and possibly beyond, the cost-justified price level. Combined with general inflation, this suggests a price in excess of $2/pound by 1985 or roughly treble the 1978 average.

It is not often that the Interior Department's Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department's decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior's administrative law judge (alj), Schlosser's counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant's expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser's counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce's mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: 1) as a diverse group of fine-grained minerals, 2) as a rock term, and 3) as a particle size term. As a rock term, clay is difficult to define because of the wide variety of materials that comprise it; therefore, the definition must be general. Clay is a natural, earthy, fine grained material comprised largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates comprised mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic, e.g., halloysite and flint clay. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 pm. as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 pm. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1988, 1989, and 1990 productions according to the US Bureau of Mines (Ampian, 1992). As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this section these commodities are organized as follows: 1) bentonite, 2) common clay, 3) hormites, and 4) kaolin. Fuller's earth is discussed in both the bentonite and hormite chapters. Fuller's earth is a term based on use, and both bentonites and hormites are sold as fuller's earth. The overlapping is particularly evident where both bentonite and non-bentonite fuller's earth are used for the same purposes or products, such as in drilling mud, bleaching or clarifying fats and oils, and carriers for insecticides and fertilizers. Kaolin, ball clay, halloysite, and refractory clays are grouped together because they consist mainly of minerals of the kaolin group. G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. Severe climatic conditions in mines are normally associated with working at depth. More precisely, it is a matter of working in regions of high strata temperature, since, for example, some coal mines in the Ruhr have strata temperatures at 1000 m which are matched only at 3 times that depth in the South African gold mines. In Britain we are perhaps fortunate in encountering strata temperatures in our deeper coal mines some 10-15 K lower than at the same depth in the hot mines of the Ruhr. Nevertheless the problems of high temperatures and humidities in UK mining operations, which in the past have been confined to a few specific sites, have in recent years become more widespread, and there is every reason to suppose that the trend will continue. Clearly strata temperature is not the only .causative factor. Long ventilation circuits serving districts remote from the shaft must also play a part, while the heavy use of machinery and the rapid, rates of excavation of modern mining methods are obviously important. It is necessary to understand the mechanisms of all such factors, and to measure their magnitudes and fluctuations, if remedial measures are to be properly designed or predictions made which are accurate enough to be of use in ventilation planning. This paper presents the results of a long-term (and continuing) investigation carried out in several mines to measure the major sources of heat and moisture on longwall districts and trunk conveyor roadways. The variation with time of these sources is reported, and the resultant effect on the climate is considered. In their investigations of the heat exchanges occurring in a whole mine Oakes and Hinsley (1955-56)1 listed and estimated the magnitudes of a large number of heat sources. Some of these, namely autocompression of the air in the shaft, diesel engines and compressed air mains, do not apply to the present investigations, which refer to longwall districts with conveyor transport and no compressed air supply. Others, such as oxidation of coal and, desorption of methane, have not been taken into account in the measurements, but are discussed later. One other source, the importance of which was pointed out by Gracie and Matthews (1975)2, is the coal on the conveyor, a form of strata heat emission, but one which is strongly dependent on the rate of coal production. The heat emissions measured in the present investigations were the energy consumed by electrical machinery, the heat conducted from the strata and the heat lost by the conveyed coal. Most of the emitted heat was removed from the district by the ventilation air, and was measured by continuously recording the enthalpy of the air at fixed stations. The heat removed by service water, supplied for machine cooling and dust suppression, was also measured. Account was of course taken of the relatively minor changes in level around the districts, in terms of the potential energy gained or lost by the coal and by the ventilation air (autocompression).

INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

Editor's Note: For purposes of uniformity throughout this book, Coal Preparation, 5th Edition, the editors have advocated the use of the U.S.A. Sieve Series of testing sieves (see Table 6-2) as the testing sieves of modem choice. The adoption and use of the U.S.A. Sieve Series and its forerunner, the Tyler Standard Screen Scale, has for over seventy-five years introduced uniformity into reports; has simplified the comparison of results; and has provided control for operation of modem coal preparation circuits. While a full explanation of the differences, and more importantly the similarities of these two measuring systems cannot be stated here, it is felt that a brief clarification of terms is in order. The difference between the U.S.A. Sieve Series and the Tyler Standard Screen Scale Sieve Series is the identification method. Tyler Screen Scale sieves are identified by mesh designation with the width of opening varying by the square root of two, or 1.414 times the width of opening in the previous sieve. The U.S.A. Sieves are identified by openings in millimeters or microns and also arbitrary numbers which do not necessarily mean the mesh count; this series uses width of opening variations in the order of approximately the ratio of the fourth root of two, or 1.189. Tyler Standard Screen Scale and U.S.A. Sieves can be used interchangeably, and to avoid confusion the nameplate of all Tyler Screen Scale sieves show the U.S.A. Number, while all U.S.A. Sieves show Tyler Screen Scale mesh equivalent numbers on the nameplate. INTRODUCTION Sizing is the process of separating mixed mineral particles into groups of particles all of the same size, or into groups in which all particles range between definite maximum and minimum sizes. This chapter applies the modem mechanical screen and the liquid-solid cyclone (hydrocyclone) to the process of sizing solid particles as applied to coal preparation. Screening is a mechanical process that separates particles by size. Modem coal preparation is made possible by efficient sizing. Sizing of coal is defined in terms of the opening through which an individual particle will or will not pass, or as two openings, the larger of which passes the particle and the smaller of which retains the particle. Screening accomplishes sizing by passing coal of a wide range of sizes through a series of screens, each of a decreasing size. The individual screen discharges are then directed into different screen products for subsequent sale or processing. Screening in modem preparation plants is done for the following reasons: 1. Removal of fine coal before a size reduction step. 2. Size separation of the coal into a coarse and fine fraction for sized products or for processing in coarse and fine coal circuits. 3. Recovery of heavy media from heavy media coal cleaning circuits.

Hydrocyclones and other dynamic separators are normally fed with pulps of water and solid particles. The particles have different sizes, shapes and densities and, except in the special case of mono-characteristic particles, are segregated into size, shape and density. Segregation is magnified by the high values of centrifugal acceleration in the hydrocyclones. This paper develops the theory of the segregation, indicates the major variables involved and reports experimental data of segregation under different operating conditions for mixtures of magnetite and/or ferrosilicon and non-magnetic minerals.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

Unitization and containerization continue to grow with great rapidity throughout the world today. Every industrial nation outside of the Iron Curtain is devoting more and more time toward research of these developing sciences. Unitization and containerization are proving to be the solution to many of modern industry's most pressing handling and shipping problems. Manufacturers make large savings, carriers receive many benefits, and customers take an increasing interest in demanding that their shipments either be unitized or containerized. Unit-loads consist of items, packages or bulk materials pre-assembled into a convenient mass for handling by mechanized equipment and to fit the internal dimensions of carriers. It has been found that unitized handling and shipping offers cost savings too great to be ignored by anyone interested in the distribution of goods. At present, the benefits from unitized shipping and handling are being enjoyed only to a small extent due to the failure of many persons concerned with handling practices in recognizing only some of the advantages of unitization. Before the full benefits of unitized handling and shipping can be realized, some major changes in packaging and distribution practices will be necessary on the part of industry. Numerous investigations in the last two years show conclusively that there are more advantages and more inherent savings for shipping goods on pallets in unit loads than by any other method. After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

Transportation costs are often greater than the value of the mineral f.o.b. the mine or processing facility. In some cases, transportation costs are three to five times the mineral cost. For many years, transportation costs were controlled by a complex system involving the transportation companies and supervised by regulatory agencies. This paper will deal with the effects of deregulation on rail costs and outline the major changes in transportation economics.

When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.
