The floatability of a typical boron mineral, colemanite (Ca2B6O11.5H2O), is shown to be hindered by the presence of montmorillonite type clay minerals. The clay is found to act in the form of slime coating. The mechanism of slime coating is investigated using pure colemanite and clay and their mixtures with an anionic reagent in a microflotation cell. Adsorption, flotation, solubility, zeta potential and scanning electron microscope studies reveal that slime coating occurs through electrostatic attraction. It is possible to minimize the effect of slime coating either at high surfactant concentration or at high pH values.

This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

This paper discusses a series of tests designed to help answer the age old question: ?How much does the belt cleaner wear my belt?? The experimental set up and test method are described. The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

The Bureau of Mines has been investigating several techniques, including the use of horizontal and vertical boreholes, to remove gas from coal in advance of mining. Horizontal boreholes drilled from underground workings as part of the mining cycle have been shown (Finfinger, 1980; Hagwood, 1983; Perry, 1978; Prosser, 1981; Thakur, 1980; VonSchonfeldt, 1982) to be very effective in providing short-term, immediate relief from high methane emissions. This technique has been widely accepted in the coal mining industry, but it does require close coordination to integrate the drilling and subsequent gas drainage and disposal into the projected mine development plan. Vertical boreholes can be placed several years in advance of mining to predrain gas from coalbeds over relatively large areas (Dunn, 1984; Elder, 1975; Lambert, 1980; Steidl, 1978; Stubbs, 1979). The vertical borehole technique has the additional advantage over horizontal boreholes of allowing work to be performed on the surface instead of in the more restrictive underground environment. However, except for the relatively large scale vertical borehole programs for both mine safety and commercial production in the Black Warrior Basin of Alabama (Dunn, 1984; Lambert, 1980; Stubbs, 1979), the technique has been underutilized. The primary reason for this seems to be a combination of the current economic climate in the coal industry, legal questions as to the ownership of coalbed gas, and potential roof damage from the stimulation treatments required to increase the characteristically low permeability of coalbeds to enhance gas production. The question of potential roof damage is the subject of this paper.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. On Feb. 20, 1991, just over one year ago, President Bush presented to Congress his National Energy Strategy. For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

"INTRODUCTION For many automation and safety tasks in open cut and underground scenarios it is crucial to have highly reliable distance measurements at hand. These measurements can for instance be used to obtain the exact position of a machine in one-, two- or even three dimensions. Research and development has shown interest in the ultra-wide-band technology (UWB) in recent years. While for this technology short range, high speed data transfer is the current main research focus, the technology can also be used for highly accurate ranging applications. Due to the use of a very wide frequency band, it is robust against disturbances of many types (e.g. EMC, rain, dust etc.) and is therefore attractive for the use in mining applications. The wide frequency band also offers benefits for ranging applications. Especially in environments with strong multipath problems such as in underground mines it is possible to focus on the dominant signal propagation path, thus increasing the reliability of the measurements. [1] State-of-the-art UWB ranging equipment claims precision within the range of a couple of centimeters and working ranges of more than hundred meters. At the Institute for Mining and Metallurgical Machinery (IMR) at RWTH Aachen University in Germany a modern UWB system was examined in several laboratory and real life tests to examine the feasibility of UWB bases ranging equipment in mining applications. UWB TECHNOLOGY The term ultra-wide-band denotes radio systems that use an ultra-wide frequency band. A common definition for UWB radio systems is that it needs to work on a frequency bandwidth of more than 500 MHz or a bandwidth equal to 20% or more of the center frequency [1]. Due to the ultra-wide frequency bandwidth UWB systems overlap the frequency spectrum of narrow band radio technologies like Wi-Fi, Bluetooth and other mobile communication systems which use a defined carrier frequency onto which information is modulated on (e.g. by using frequency or phase modulation). In order to not conflict with these other radio applications, it needs to be ascertained that the transmission power of a UWB system on a given frequency is so low that narrow band systems are not affected by it. As opposed to this only a small fraction of the UWB system’s bandwidth is affected by the narrow band system. The unaffected remaining bandwidth is sufficient to reconstruct the original signal, even if additional noise is present. Figure 1 shows the power spectral densities of popular radio standards [6], [7], [8]. A significant driver of research and development of UWB systems has been wireless high bandwidth communication. Using an ultra-wide frequency band is highly desirable here, as the channel capacity is dependent on the bandwidth. So far systems have been realized especially for short distances (e.g. wireless USB or Wireless HDMI) but beyond that, communication systems for long distances (several kilometers) are possible [2]. Advances in semiconductor technology led to a reduction in power dissipation of such systems. This enabled higher integration levels which in turn facilitated smaller solution sizes for space constrained applications [3]. Nowadays, UWB is also used for high-precision ranging applications [4], [5]."

Salt-type minerals are usually floated with anionic and cationic collectors. Flotation of a number of systems has been reported to remarkably increase above the concentrations where surface precipitation of collector-metal salt is initiated. Some studies attribute this phenomenon to heterocoagulation of oppositely charged collector colloid and mineral particles. In this study, examples are given on boron minerals to demonstrate that the high flotation region occurs when particles, colloidal precipitates and bubbles acquire a similar charge which induces Van der Waals interactions resulting in hydrophobic bonding.

"With maintenance costs rising and an increasing demand for higher production, the use of sealed spherical roller bearings can reduce maintenance costs while providing increased production uptime. The sealed spherical bearing has increased bearing life by slowing the ingress of contamination. This paper will describe how contamination and bearing wear is reduced by reviewing case histories from coal and metal mines that improved their production by decreasing downtime using sealed spherical roller bearings. INTRODUCTION The spherical roller bearing (SRB) is a robust rolling element bearing that can accommodate high radial loads, low to moderate axial loads, and misalignment with no loss in carrying capacity. (i.e. Figure 1) Because of these characteristics, it is a favorite in mining applications and many other heavy industry applications. Primary applications are the various pulleys on conveyors. Coal and hard rock mines have hundreds of miles of conveyor lines and countless head, tail, drive, and idler pulleys. Maintaining the bearings on these pulleys and replacing bearings that have failed can be a huge expense to a mine in components, labor and downtime. Ideally, the bearings are replaced when the pulley is changed out according to the maintenance cycle, about every 4 years. Reality, however, causes the bearings to be changed out every year, or sooner. These premature bearing replacements can cause production shut downs for as long as 8 hours. Conveyor pulleys have been targeted at many mines as the single biggest maintenance pain point.The primary reason for replacing conveyor bearings is internal wear from fine, solid particle and water ingress through the bearing housing seals. (i.e. Figures 2 & 3) Traditionally, the bearing is mounted in a split pillow block housing (SAF, FSAF, SDAF or SNL are typical industry styles) with only labyrinth seals (LER/LOR) for protection against the ingress of contaminants. The bearings are lubricated with grease. A common way to extend the MTBR is to purge the bearing system with large quantities of grease to flush out the contaminants. If the bearing, and thus the housing seals are not frequently purged with grease, fine solid contaminants enter the housing and bearing through the labyrinth cavities."

Cortez Gold Mine (C.G.M.) is located in Lander County, Nevada, approximately 80 miles southwest of Elko, Nevada. It is accessed via Nevada State Highway 306 south from Interstate 80. This operation is a joint venture between Placer Dome U. S. Inc. (60% operator) and Kennecott Corporation (40%). The claims which supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka Counties. These include the Cortez and Horse Canyon deposits all operated by C.G.M. Joint Venture. Other deposits outside the C.G.M. claim area include; Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain/Eureka Trend.

"Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

"An average of 1.2 fatalities occur per year in underground coal mines in the United States when a miner is struck or pinned by a remote-controlled continuous mining machine. Proximity detection technology provides a means to prevent these types of accidents by disabling all machine motion when a miner is in close proximity. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed the intelligent Proximity Detection (iPD) system, which continuously tracks the position of miners near the machine and disables only those machine motions that could cause a pinning accident. This system, previously demonstrated using non-permissible proximity detection hardware, has now been shown to be effective when implemented using an MSHA-approved system as a platform. Performance tests have shown accuracy, repeatability, and stop zone identification to be comparable to or better than the system demonstrated with non-permissible hardware. INTRODUCTION Underground coal mining room-and-pillar operations typically use Continuous Mining Machines (CMMs), such as the one shown in Figure 1. When CMMs first became available, they were operated from an on-board operator’s compartment that protected operators from roof falls and other hazards but severely restricted visibility and subjected them to machine vibration and high levels of dust and noise. To solve these problems, remote controls were developed to operate CMMs. Now CMM operators are free to position themselves for best visibility of each mining task and are no longer subjected to the rough motion of the CMM during mining operations or the dust and noise generated by the machine. However, this technological advance removed operators from the protection afforded by the operator’s compartment and exposed them to the hazard of being struck or pinned by the CMM or other large moving machines."

The extraction of industrial minerals is usually confined to relatively small mining operations. The recent COSMAR (Committee on Surface Mining and Reclamation) report found that 93% of all mines in the United States were of the small unit variety. Also, of the total number of mines in the U.S. (15,279) 96% were in the industrial minerals (non-metals excluding coal) category. To break it down further, 86% were sand and gravel, and crushed stone operations. Therefore, we are talking about a very large number of small mining operations. If these small miners can afford to hire a college graduate, what kind of training should this person have beyond the normal mining engineering curriculum to best serve the problems that he or she will encounter?

The Bear Butte Creek watershed, in the northern Black Hills of South Dakota, shows the effects of past mining activities in the form of dissolved metals and arsenic in stream water. Bear Butte Creek, during normal flow periods, loses all of its discharge to sinkholes that recharge the Madison Limestone aquifer. This work focused on the geochemical transport and fate of arsenic and on understanding ground-water flow conditions in the Madison aquifer through development of a three-dimensional ground-water flow model that was coupled to a geographic information system (GIS). Stream sampling and discharge measurements helped determine sinkhole losses and loading rates. Column laboratory tests provided data on arsenic adsorption and the mixing of stream water with aquifer water, which also was simulated with the geochemical models, pHREEQE and NETPATH. The models and GIS can be updated with new information and will be useful in managing the water quality of the Madison aquifer.

Direct-reduction processes for converting iron ores to metallic iron in the solid state have been available for some time; and whenever scrap becomes expensive, there is a new wave of interest in these processes. It is well established that direct reduction, coupled with electric-furnace steelmaking, is a technically viable method for making steel and in some circumstances is economically competitive with the conventional blast-furnace--basic-oxygen-process (BOP) route to steel. This raises a number of interesting questions, several of which could be of great interest to the coal and ore mining industries. For example, what are the quality requirements of the raw materials for direct-reduction--electric-furnace steelmaking? Would they be different from the present requirements for blast-furnace--BOP steelmaking? Other questions relate to how much steel will be made by the direct-reduction route in the future. The quality questions can be discussed with a fair degree of certainty, but a prediction of the amount of steel that will be produced by the direct-reduction--electric-furnace route is beyond the scope of this paper. However, an attempt will be made to identify some of the factors that will influence whether there is a swing to direct reduction and the rate at which it may occur.

Large mining companies use a number of sophisticated analytical techniques for introducing the element of risk into the valuation of mineral reserve sites. These methods include, but are not limited to, sensitivity analysis, computer simulation, conditional probability, and portfolio theory. Such techniques enable the managements of these large companies to have an awareness of the many possible ramifications of their investment decisions. On the other hand, small mining companies and individuals in the mining business, due to limited financial and technical resources, still rely primarily on single point estimates of the value of mineral reserves. These small miners introduce the aspect of risk only through the application of an appropriate "speculative" discount rate. This paper illustrates the application of a technique for the introduction of risk into investment analysis. The method appears to be most suitable for use by small mining companies and individuals contemplating a large investment in a new mineral reserve site.

In most resource recovery plants the incoming solid waste material is first shredded and then air classified into a light and a heavy fraction. The light fraction which contains mostly paper, cardboard, etc., can be used either as a fuel for power generation or in the production of new paper products. The heavy fraction which remains consists mostly of glass, ceramics, wood, ferrous metals and non-ferrous metals. The ferrous metals may be removed from the heavy fraction by conventional magnetic separators. After primary shredding, most of the glass and ceramic is fine in size and may be screened away leaving a residue of wood, cardboard, and non-ferrous metals. This residual heavy fraction is the input material for the separator described in the present paper. A new metal separator was recently reported by t. Schlömann1. The author described the theoretical relationships and presented results of tests on samples of the residual fraction of municipal solid waste. This paper describes the operation of the metal separator and develops the basic separation relationships controlling the process.

"Mining plays a key role in the development of modern civilization as a source of essential raw materials and provider of essential fuels, producer of jobs and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer now than before as companies understand better their work environment and the importance of mining responsibly.A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production.An attempt to bring light and clarity to the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers, through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the all-in sustaining cost (AISC) and all-in cost (AIC).Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact, the high gross margin (sales minus cash costs) has been promoted in past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $61/g ($1,900/oz) in August 2011, gold producers were not reporting excessive profits in their cash flow/income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits.The disconnect led to a need for more accurate cost reporting in order to win back investor confidence and provide better understanding of gold mining economics. In 2012, the senior gold mining companies, including Gold Fields, Barrick Gold Corp. and Newmont Mining Corp., worked with the WGC to develop a new measure. This resulted in the June 2013 publication of the new framework AISC and AIC, which has been widely embraced by the sector since Jan. 1, 2014 (WGC, 2013).The adoption of the new cost template would have the dilemma of showing the real profitability of gold mine properties, which might alleviate taxes from governments and legislators, but it might also scare off investors toward more lucrative industries if not winning back their confidence."
