The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton'> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).

Thank you Mr. Chairman, Ladies and Gentlemen of SME-AIM? for this opportunity to talk to you about, one of the most interesting and challenging facets of our mining industry. Because the need was then -we built in 1964 what is still today, one of the most sophisticated AC mining machine simulators for this or any industry. It simulated the electrical controls and circuits of an AC shuttle car. The student activated the controls on the main console, which represented the elementary control and power circuits. Its accompanying slide-tape program, student manual and worksheets provided our customers with an effective and highly motivational means to teach their face mechanics: 1. practical AC circuit and motor theory 2. print reading 3. troubleshooting techniques Nearly 10,000 men have put in over 100,000 manhours of training on the AC panel and its DC counterpart. The DC panel was modeled after the 14BU10 Loader. The success of these larger panels pointed out the need in our industry for an orangized, basic electrical program designed around mining machinery components & circuits. But probably more importantly, they brought to light the tremendous thirst for upgrading by our industry's employees. We then turned our attention to developing programs around very basic panels. The resulting programs were designed also to assure maximum student involvement.

Added value is a term loosely used in the industry, but what exactly does it mean? What does it take to make a value-added product and more importantly how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. But what is misleading is that producing value added products does not necessarily guarantee the profitability of the products. In some cases firms that make "value-added" products are not very profitable. It is not only important to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when we look at value-added opportunities, we must understand how to obtain the value added and more importantly how to maintain the value. There are four major factors that limit a company's ability to add value to its products. This paper will examine these factors and will use the ground calcium carbonate and mica industries as examples.

Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. The Stillwater Mining Company, a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corporation, operates a precious metals smelter at Columbus, Montana to further up-grade concentrates from its platinum/palladium mine. The smelter began operation in the summer of 1990. The gas cleaning system in the facility utilizes "oxidation/dilute mode" dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute mode dual-alkali system and summarizes design parameters. Start-up problems and their solutions are also discussed.

To date, large-scale solution mining has received little attention in Australia, although the potential of this technique has not gone unnoticed. The possibility of long-term damage to the local environment has also been recognized. Because no two orebodies are the same, it is clear that the application of solution mining techniques and the assessment of environ- mental damage will be somewhat different for different orebodies, even though the general principles will be the same. At present the most significant copper solution mining operation in Australia is at the Mammoth (Gun- powder) Mine in northern Queensland. This mine currently produces more than 3 000 t of cement copper a year.1

Bougainville Copper Limited operates a porphyry copper mine in Papua New Guinea. The waste dumps will contain 400 to 500 million tomes of rock at the end of nine life. The paper describes investigations carried out over a period of en years and highlights the problems associated with waste lump leaching in a tropical and seismic active region. Aspects discussed include mineralogy, chemical reaction, leaching rates, microbiological activity, dump stability, dump structures, effects of tropical conditions, seismic activity and topography.

The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

"The Northeast Ohio Regional Sewer District (NEORSD) recently completed the 24-foot diameter Euclid Creek Tunnel using a steel-fiber reinforced concrete segmental lining. During construction HMM, the McNally/Kiewit JV, CSI/Hanson JV, and the NEORSD performed a test program to evaluate replacement of steel fiber with synthetic fiber. A section of synthetic-fiber-reinforced cast-in-situ lining was also placed as part of the permanent works for the starter and tail tunnels. Laboratory and field testing were performed on two complete segmental rings reinforced solely with synthetic fibers. This paper summarizes the testing program, construction, and results of the synthetic-fiber-reinforced CIP lining and concrete segments. INTRODUCTION The principal feature of the Euclid Creek Tunnel (ECT) project is a CSO storage tunnel that is one component of the Northeast Ohio Regional Sewer District’s (NEORSD) Easterly CSO storage and conveyance system. The tunnel, shafts, and appurtenant facilities will be used for the collection and storage of CSOs from the northeastern part of Cleveland, Ohio and subsequent conveyance to the NEORSD’s Easterly Wastewater Treatment Plant for treatment. The ECT project includes five drop shafts that extend as deep as 220 feet below the ground surface. The ECT alignment and shaft locations are shown in Figure 1. Traditionally in northeast Ohio, tunnel excavations were supported with a two-pass system using steel ribs and timber lagging, followed by cast-in-place concrete. Control of rock overbreak proved difficult with large-diameter two-pass operation, and invert degradation led to train derailments. To mitigate these risks, the ECT was supported using one-pass, precast, bolted, gasketed concrete segments reinforced with steel fiber alone. Tunneling operations were very successful and experienced no significant delays or claims. As a result of the positive ECT experience with steel fiber-reinforced segments, Hatch Mott MacDonald, LLC (HMM), McNally/Kiewit (MK) joint venture, CSI/Hanson (CSI/H) joint venture, and the NEORSD performed a test program to evaluate replacement of steel fibers with synthetic fibers in segmental rings. This paper presents the laboratory and field testing program, construction, and results of the synthetic-fiber-reinforced cast-in-place (CIP) lining and concrete segments."

Determining the identicalness levels of the same model trucks working in open pit mine transportation system by means of statistical analysis methods is very significant in terms of availability analysis. In this study, the identicalness levels of two trucks picked randomly from the 170-short-tonne truck fleet working in open pit coal mine over one-year period were examined through a non-parametric test, Mann-Whitney U test for two samples. Time to failures (TTFs) and Time to Repairs (TTRs) of the trucks were analyzed with this test technique and then whether they were identical or not was determined. In order to determine whether the trucks identified to be identical at the end of this test displayed the same mining performances within the same open pit transportation system, the availability analysis of the identical trucks was carried out. As a result of the availability analysis, it was observed that the trucks had availability values that were very close to each other. It was also determined that Mann-Whitney U test could be employed together with availability analysis. Finally, it was observed that Mann-Whitney U test for two samples could yield rapid results in the performance analysis of complex systems like open pit mines.

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. Concrete masonry has had severe competition from the clay products industry as well as masons who laid the product in the wall and who resisted concrete masonry for many years. Even today

Technical Support, one of several major organizational units in the Mine Safety and Health Administration, provides technical assistance to the mining community in all areas of health and safety. One of its many areas of expertise is noise control. Depending upon the needs of the operator or inspector, the services provided can range from locating major noise sources to actually building noise controls. Over the years a vast amount of knowledge has been obtained as to what will work and what will not. DESIGN GOALS While many noise controls have been developed for mining equipment and operations, the most acceptable (ergo successful) have achieved the following design goals: - a noise level reduction of at least 5 decibels; - minimum interference with production; - inexpensive to install; and - effective in reducing low frequency noise.

Abstract The consumption of barytes in certain paints polyurethane foams, seamless, flooring, glass, brake linings, plastisol caskets for food containers and in fluids used for gastrointestinal X-ray examinations rely on tie unique properties of barium sulfate, There are no readily available mineral substitutes. Barytes are also the essential raw material for the manufacture of industrially important barium chemicals. High quality barite ore has become scarce throughout the world. Processing ore into quality end products is both capital and energy intensive. These factors have tended to limit availability and increase prices which have encouraged the use of alternates and restricted market growth.

This is a brief state of the art paper describing current (1975) Uranium recovery plant flowsheets, some notes on system selection, design philosophies, and materials of construction. The in-situ, or borehole solution mining, of Uranium is a process which has been developed over recent years to better match Uranium mining and milling technology with the size, shape, grade and territorial distribution of the remaining identified Uranium deposits of western United States. Solution mining recovery plants are pure hydrometallurgical units ideally suited to automation, modular design, and mobility. Similar to conventional Uranium mills, two basic flowsheets, one acid and one carbonate, are in use, but the predominance is reversed so that the majority of plants employ the alkaline carbonate flowsheet, All plants incorporate resin bead ion exchange Uranium recovery for both acid and alkaline circuits.

It is calculated that since the beginning of last century, which practically coincides with the beginning of the Industrial Revolution, our civilization has consumed around 239.5 million tons of copper (see: Table 1). According to the most pessimistic projections of today, with only a 2.5% annual growth rate in demand, we are bound until the end of this century to consume another 200 million tons of copper in remaining 17 years. A recent study made by US Bureau of Mines (1) indicates that the proven ore reserves of 150 major operating mines and about 120 deposits sufficiently explored for development and feasibility studies accumulate a total mass of 49.3 billion tons of ore, assaying an average of 0.82% Cu and containing around 324 million tons of recoverable copper. Consequently, there is a high grade of probability that the bulk of our future ore supplies, for our demand of, say, next 25 years will cane precisely from these mines. The interesting point in USBM study is that it indicates the recoverable byproduct content of these ores and which is: 118.2 million troy ounces of gold 2277.4 million troy ounces of silver 7.1 million tons of lead 24.7 million tons of zinc 1.3 million tons of nickel 3.1 million tons of molybdenum 765 thousand tons of cobalt, and 720 thousand troy ounces of platinum. This information gives us a relatively reliable profile of our future ores for next 25 years, and thus makes possible evaluation of byproduct credits in our future copper mining and producing activities.

The expanding use of digital control in the metallurgical industry is a significant recent development. From 1970 to 1975, approximately forty metallurgical plants throughout the world have adopted automation techniques based on digital controls (see Table 1). Several recent technical reports have described development of digital control systems in concentrator grinding control, 1,2 flotation,3 and smelter operations.4,5
