Pennsylvania has 2500 miles of streams that do not meet water quality standards due to acid mine discharge (AMD), making AMD the greatest cause of water pollution in the state. The problem is mainly caused by abandoned coal mines. Pennsylvania is using a watershed-based approach to abating AMD which includes remining as a key component of a comprehensive restoration strategy. The Tangascootack Creek Watershed was targeted for AMD restoration through remining. Geologic mapping and overburden data were analyzed using Earth Vision software to identify areas of coal reserves which could be remined to improve water quality. Incentives are offered to encourage mining in these designated areas.

Anthracite preparation developments, particularly in the early days of the anthracite industry, formed the basis for the modern coal preparation plants that have become so essential to the coal industry today. The anthracite industry, from early in the 19th century until relatively recently, was a leader in mining, preparation and marketing of coal, and played a leading role in the development of the industrial America we know today. Anthracite was discovered in America in about 1760--the story of Necho Allen is well known--but the rediscoveries leading to mining operations took place about 50 years later. The Wurtz brothers in 1815 at Scranton, the Smith brothers at Wilkes-Barre in 1807, Beach in Hazleton in about 1814, and Boyd in 1816 at Shamokin were all instrumental in promoting early mining and marketing of anthracite (J3. The early canals and railroads were built for the specific purpose of moving anthracite to the market areas. Eventually, the industry grew until, in 1917, it reached a production zenith of a little over 100,000,000 tons, representing about 20 percent of the total coal output in the United States. Almost half of the anthracite produced that year was consumed for domestic heating, a utilization that had dominated the industry for almost 100 years. Initially, anthracite had to be used by gunsmiths and blacksmiths, after which had followed the consumption of extensive quantities for railroads, blast furnaces and foundries, and electric power generation. Most of the markets have been lost to coke, oil, and natural gas. Near the anthracite regions, however, significant quantities are still used for domestic heating, power generation, carbon black manufacture, blending with bituminous coal to make metallurgical coke and fuel, and for other industrial purposes. Thus, anthracite production has not been entirely committed to history, but remains an active industry that follows modern practices in the mining, preparation, shipping, and utilization of a fuel that is still a valuable adjunct to the national economy. In fact, its inherent low sulfur content may make it an important fuel of the future. Estimates indicate there are reserves of anthracite to last for 300 years at a consumption rate of 50,000,000 tons/year. Anthracite Preparation Yesterday A 170-year history of the anthracite industry obviously is not the purpose of this discussion. A complete history of anthracite preparation, the rather unglamorous step in the processing of "mine run" hard coal to make it suitable for the user, is also not practical. Hence, the purpose of this report is to trace the development of some of the most important processes used through the years to meet a part of the demand for energy developed by our modern society. Anthracite preparation in the early days of the industry consisted solely of separating slate from the coal, by hand, underground (Z). This method prevailed for almost 20 years until wrought iron hand rakes were introduced to separate the large and small sizes. Shortly thereafter, the first attempts were made to size and clean the coal aboveground. The coal was dumped on a perforated cast iron plate, and men used sledge hammers to break the larger pieces into smaller sizes suitable for the market. The smallest sizes--that is, the material that went through the plate--were thrown away because they had no value at that time--a concept that existed for many years and actually was the basis for the subsequent "river" coal production and the many silt banks which are landmarks in the anthracite region. The larger sizes, at that time, sold for 50 cents per ton. The Batten breaker, or roll crusher, was invented in 1844, followed soon thereafter by the Snell-Diehm breaker (A). The latter had disadvantages, including excessive waste and fixed product size, but it later was improved in these respects. A breaker was also developed at Minersville, Pa., at about the same time that processed 200 tons of coal per day, using roll crushers and circular screens (1). Handpicking, from the beginning of anthracite preparation, was an important part of the cleaning process and was still being practiced as late as 1950. It was this process that involved the "breaker" boys of coal region lore. How much good handpicking accomplished depended on how much impurity was present in the coal--the more the impurities, the greater the reduction in ash. Thus, high-impurity streams were significantly improved, whereas picking of relatively clean coal was mainly to show an effort to make a quality product. As indicated, picking is largely a visual operation. It was and is wasteful of coal in the larger sizes since some good coal is always associated with the bad. However, it was probably much more effective' in the larger than the smaller sizes.

The Twin Buttes Mine, one of the more recently developed large copper mines in the United States, is in the Pima Mining District about 25 miles south of Tucson (Figure 1). Other copper producing mines in the district are the Esperanza-Sierrita mining operations, five miles to the southwest and the Pima and Mission Mines, seven miles to the north. Copper metal production from the Pima District in 1974 totaled 276,728 tons and the Twin Buttes Mine's share was 46,473 tons or about 17%.' The district's copper production was 31% of Arizona State's production and nearly 17% of the production from the United states in 1974. The Pima District thus ranks as one of the major copper producing areas in this country.

The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

The presence of iron in sphalerite induces the formation of zinc ferrite (ZF) during roasting. Zinc refinery residues (ZRR) and electric arc furnace dust (EAFD) contain a significant amount of zinc ferrite and are difficult to treat. According to the literature, up to 71% ZF has been found to be present in ZRR. The dissolution of zinc ferrite is inefficient even in aqua regia. The Waelz process is an existing process to recover zinc from electric arc furnace dust by reduction using carbon monoxide followed by the volatilization of zinc. In this study, zinc was selectively extracted from zinc ferrite by partial reduction of zinc ferrite at relatively low temperature followed by leaching in dilute sulfuric acid (20 g/L). Pure zinc ferrite samples were partially reduced to zinc oxide and magnetite by using H2 gas as a reductant. The presence of magnetite and zinc oxide was confirmed by X-ray diffraction (XRD) technique. A maximum of 95%zinc extraction was achieved after leaching with sulfuric acid on the reacted samples. The paper also discusses the effect of time, temperature, and concentration of H2 in the reducing gas on the extraction of zinc and iron from ZF.

To address the U.S. Department of Energy’s critical minerals strategies regarding rare earth elements (REE) in the U.S.A. This study evaluated apatite-rich mine tailing from the historic Pea Ridge Iron Mine (PR) for possible enrichment of REE by the froth flotation process. Comprehensive characterization studies were performed on the tailing samples to quantify the REE content, identify the REEbearing minerals and their liberation behavior. The aforementioned characterization studies were: x-ray fluorescence analysis (XRF), inductively coupled plasma mass spectrometry (ICP-MS), and TESCAN’s Integrated Mineral Analysis (TIMA). The ICP-MS analysis showed that the concentrations of heavy-REE and light-REE were 8000 ppm and 3000 ppm, respectively. TIMA showed that monazite was the major REE-bearing mineral. Additionally, it was shown that monazite and other REE-bearing minerals were strongly locked within larger apatite grains. Findings from the characterization studies suggested that REE could be enriched using phosphate minerals’ direct froth flotation process. Flotation feasibility tests were performed using selected organic and inorganic iron oxides’ depressants, including polyacrylamide (PAM), in-house synthesized hybrid polyacrylamide (HyPAM), chitosan, sodium silicates, and corn starch. Results showed that the depressant’s efficiency at pH 9 was in the following order: HyPAM > chitosan > PAM > sodium metasilicate > corn starch. Zeta potential studies on the selected depressants indicated that chitosan had the highest adsorption on magnetite’s surface at pH 7. Therefore, additional batch flotation experiments using chitosan as an iron oxides depressant were conducted as a function of chitosan dosage. Results indicated that the highest P2O5 recovery of 55% and grade of 28 wt.% were obtained at 150g/t of chitosan. However, the concentrate’s highest total REE enrichment of 1.07% was achieved at a 200 g/t dosage of chitosan. The low enrichment of REE highlighted the complex mineralogy of the PR tailings and the need to implement additional beneficiation strategies before and after the froth flotation process.

Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

When I was originally asked to give this talk, I had certain preconceived ideas of the mining industry's reaction to Operations Research. It seemed at the time to be a rather simple task to collect these ideas for presentation here today. Jotting down these notions, I became concerned that overexposure to this activity called OR perhaps had clouded my outlook on what was actually being done on a nation-wide scale. I felt, to have a better cross section, a questionnaire of current industrial activity was in order. I solicited the response of some 75 mining companies varying in sizes and operating characteristics, and I am pleased to report that the response was good. I received answers from 51. The questionnaire was intended to measure the degree to which their concerns were actually engaged in OR efforts. With all due respect to the people who were so gracious as to answer the questionnaire, I feel that there is a tremendous misconception as to the designed purpose of OR. This is not to imply that there are no active OR groups in the mining industry. But by in large, the majority of the companies sampled appear to be somewhat confused as to what OR really is.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

Underground ventilation systems, which require electricity to operate the fans and fossil fuel for heating in winter, can account for a significant portion of the energy consumption of mines. Recent studies have shown that the ventilation system in deep and highly mechanized metal mines could be responsible for 40 to 60 percent of their overall energy consumption. Presently, underground ventilation systems are designed for peak air volume requirements, which usually occur well into a future stage of the mines’ operating life. As a result, during their early operating stages, the intake air volume of the mines could be well in excess of their true air volume needs. Such ventilation systems could be considered as uneconomic, and to remain competitive the ventilation design needs to improve while the mines are trying to reduce energy consumption and their carbon footprints. This paper introduces a new mine ventilation design method where an underground base-metal mine’s ventilation system is designed by integrating discrete-event mining process simulation (DES) with mine ventilation modeling techniques. Furthermore, based upon the output data generated by means of discrete-event mining process simulations, the air volume requirement for the operating life of the mine is determined for “traditional” versus “activity-based” ventilation requirements. The output data generated through ventilation simulations are then used to quantify the economic and environmental benefits of an activity-based ventilation delivery system.

The balling section of the pelletizing plant at Hoogovens IJmuiden consists of 7 balling drums. Each with an average capacity of 100 tons of green pellets per hour. The balling drums are equipped with rotating scrapers and water-spraying systems. The scrapers are installed in order to restrict the growth of the race to a certain thickness. The spraying system is used to adjust the desired value of the moisture-content of the rewetted ground ore, the pellets and the race. The desired value is the value by which the balling- process is stable, good pellets are formed and surge occurs within certain limits. In October 1980 the construction of one of the balling drums has been modified. The rotating scraper was removed and the inner wall of the drum was supplied with a rubber-lining. In 1982 a second balling drum has been rubber- lined. At the same time the Tyler vibrating screen of this balling circuit has been replaced by a roller(bed)screen. By the end of 1983 all 7 balling circuits will be equipped with rubber-lined drums in combination with roller(bed)screens. The combination of these two modifications will improve the quality and the screen analysis of the green pellets, moreover resulting in savings on energy- and maintenance costs. This paper describes the influence of a rubber- lining on the balling process and the green pellet quality by carrying out in-plant testruns in November/December 1980. The testrun results have been compared with the results of a not modified balling drum.

INTRODUCTION Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

The enthusiasm with which individuals have participated in mineral exploration in the development of this country testifies to the fact that there was once a very real probability of making a worthwhile discovery. Over the years, the discovery and subsequent exploitation of the accessible ore deposits have made the finding of new deposits progressively more difficult. Present day mineral exploration has evolved from the lone prospector with the grubstaker behind him to a very costly and complex business, involving large sums of money and a staff of experts in the fields of exploration technology. Exploration today must be carried out on a large scale to be profitable. With the involvement of large amounts of capital, there has been a good deal of interest in methods of optimization of the allocation of the resources of a firm 'engaged in mineral exploration. As a step toward this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firms operations so as to optimize its profit objective or more simply, to make exploration more efficient and effective.

"INTRODUCTION “Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole” (Baxter and Parks, 1939) “An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence. The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling. Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive.” (McKinstry, et al., 1948). In an actual orebody, the accuracy of sampling depends not alone on the number of samples but also on proper distribution of them throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore it is important to select the places in such a way that all parts of the orebody will be represented. “For those who cultivate land which is alike arid, heavy , and barren, and in which they sow seeds, do not make so great a harvest as those who cultivate a fertile and mellow soil and sow their grain in that. Microwave pretreatment can improve grindability by weakening brittle particulate material prior to size reduction. The differential thermal expansion experienced by multiphase materials during rapid heating can also promote damage in the grain-boundary region, which may ultimately translate into enhanced liberation. The effect of microwave pretreatment on the breakage characteristics of different ores has been studied using the Ultrafast Load Cell. The energy accumulated during impact (fracture energy) and the particle stiffness have been measured for untreated and microwaved ore samples. It has been observed that microwave pretreatment can weaken brittle multiphase particulate material, as observed by reductions in fracture energy and increase in damage.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

The trend to larger grinding mills, requiring total drive power in the range of 10,000 KW(13,400 HP) or so provides the incentive for developing new power transmitting techniques, since conventional girth gears are limited to about 3700 to 4500 KW per mesh (5000-6000 HP). For the immediate future, the synchronous motor, with its beneficial power factor, and the squirrel cage induction motor, with its high reliability record and low maintenance, still promise to be the best choice for prime mover(s). Due to the abovementioned single mesh power limitation of the gear train, however, two or more motors must be combined to attain the required drive power. This paper describes a scheme for coupling these motors to the mill using a straightforward, essentially mechanical means that is based on proven components and controls.
