Examination of cored material from the Southern Extension of the Florida Phosphate District has indicated a decidedly complex and diverse sequence of phosphatic sedimentary units. The perfunctory logging techniques formerly used in the Central District are inadequate to properly describe the intricate geology of these sediments. Adequate geologic training and familiarity with the potential ramifications of his judgement are a necessity for the logging geologist. A combination descriptive-graphic logging model is proposed that utilizes a standardized sediment nomenclature system and descriptive symbols for type materials commonly found in these sediments. Justification for adoption of this or a similar logging model is discussed.

The Fabrica Mine of the Brazilian iron ore company Ferteco mines on an extremely inhomogenous ore deposit. A large amount of the crude ore consists of fines minus 100 micron which cannot be sold without further treatment because of its chemical and physical properties. In order to make full use of the mined crude ore an expansion program has been realized which incorporates among others a concentrator to produce classified blast furnace ore , sinter feed and pellet feed. The pellet feed is converted in a 2.5 million tons per year Lurgi Dravo plant into high grade pellets. The paper discusses the selection of the concentration process, the pelletizing process and describes the experiences with the operation plant during the startup and the first years of operation.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

The availability of concentrated brines rich iodide, bromide, chloride, sodium, magnesium and calcium ions has led to extensive chemical manufacturing operations in Michigan. The brines, ranging 1,000 to 8,000 feet below the earth's surface, are the remnants of ancient oceans which periodically covered and receded over the land area which is now Michigan. After pumping the brine to the surface, iodine and bromine are extracted via an oxidative process. Iodine and bromine find application in catalysts, disinfectants, flame retardants, oil field fluids, film, and gasoline additives. Addition of alkalinity to the brine precipitates magnesium hydroxide, used in high quality refractories needed for steel manufacture. The brines are also the country's primary source of calcium chloride, employed in ice and dust control.

Nonfatal injuries from slips, trips, and falls (STF) that occur at surface mines can result from inadequate lighting. Mobile equipment operators are among the occupations associated with the nonfatal incidents reported to the U.S. Mine Safety and Health Administration (MSHA). In addition, getting on/off the equipment (ingress/egress) frequently adds to the highest proportion of nonfatal incidents. Accordingly, researchers at the Pittsburgh Mining Research Division (PMRD), National Institute for Occupational Safety and Health (NIOSH) conducted a field study to investigate lighting on haul trucks and wheel loaderswith regard to glare and illuminance levels recommended by the Illuminating Engineering Society (IES). The objective was to determine whether two light-emitting diode (LED) area luminaires—a Mr. Beams® (model MB390 Ultrabright) (area luminaire-1) and a NIOSH-developed Saturn (custom-designed for a mine roof bolter study) (area luminaire-2)—could complement a headlamp luminaire. Measured levels of visual tasks, with the headlamp alone and the area luminaires plus the headlamp, demonstrated that illuminance met or exceeded IES-recommended levels. Nevertheless, the area luminaires illuminated a much broader area, which is key to increasing hazard awareness. Discomfort and disability glare were lower with area luminaire-1 than with area luminaire-2. Differences in glare were more noticeable for newer models of haul trucks and loaders featuring updated ingress/egress system designs. This study demonstrates that commercially available luminaires, such as area luminaire-1, are capable of complementing headlamp lighting, and can thus improve a miner’s ability to detect and avoid STF hazards.

The Australian coal industry over recent years has experienced the situation whereby exploration and mine development are moving into geographical areas where the coal seams have never been mined to any extent in the past, if at all, and particularly where there is no history of experience in preparation of these seams. Additionally, the demands have been such that the development of a mine up to production stage should proceed with minimum delay. This is a situation which is of some importance and concern, in view of the coal quality requirements now experienced within world markets which can only be met, in most cases, by careful preparation. Costs are such that the preparation plant should operate as required by the situation and with maximum efficiency, which means that laboratoty information of breakage and washability characteristics which are required for preparation plant design should be accurate and available as soon as possible, even to a certain extent during the progress of the exploration.

The chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganeus oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were difficult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexitites of the reactions, and the possible mechanisms were discussed. Then three manganiferous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides.

An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

The direct investment role of Middle Eastern oil producing countries in future world-wide mineral development probably will be a limited one for the next five years. Their needs and their longer range economic objectives substantially preclude any such risk taking ventures. There is, of course, the possibility of political in- vestment. One hears many rumors and doomsday calculations of what the Arabs might do with the rising accumulation of surplus funds. Up to now, this kind of investment has been more in rhetoric than in money. For the most part, oil producing countries of the Middle East have been, and will be, investing surplus funds with strong emphasis on the preservation of capital. They will seek security first and yield second just like any other prudent investor. In several respects, this is regrettable. A direct infusion of risk capital into mineral development, especially in the Third World countries, is a constructive way of enhancing their earning power which many desperately need just to stave off starvation. It would also be a good way of eliminating material shortages in the industrialized world. Most important of all, it would help to ultimately reduce inflation without imposing the hardship of recession. So why isn't it done?

Nested pit analysis in open-pit long range mine planning is used to define approximate ultimate pit limits and an initial high-level schedule in the early stages of a project. Modern ultimate pit optimizers can solve for dozens, or even hundreds, of nested pits however often a smaller subset of pits which are evenly spaced with respect to contained tonnage are desired for downstream analysis. In situations where that pushback selection process must be automated, such as when performing sensitivity analysis, or when the best subset of pushbacks is required; an optimization procedure is warranted. This paper describes a dynamic programming algorithm for selecting pushbacks following nested pit analysis, which is performant and addresses a long-standing inconvenience faced by long range open-pit mine planners.

An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.

Recently a mining analyst for a major bank called me to say that during his travels he had encountered an electric utility interested in a new uranium supply. Since we produce uranium as a by-product of phosphate operations rather than as a primary product, he assumed we simply sold our output in the spot market and that a new prospective purchaser would be of interest to us. This assumption was incorrect; the uranium had already been sold on a long term basis at terms more favorable than the currently depressed spot market. From the outset our approach to the marketing of uranium was based on the principle that by-product marketing is not unlike primary product marketing. This was particularly appropriate in the case of uranium, as we were planning a considerable technical and capital commitment to a new business. This illustrates: that the fundamental principle in by-product marketing is to follow a primary product strategy; that the terms "by-product" or "co-product" are creations of accountants; that they have no place in marketing decisions! Traditionally, the term "by-product" has implied that only a secondary marketing effort is required. Recent history has contradicted that view by demonstrating that by-product values can have marked impact on a mine's revenues and costs. In fact, by-product values can spell the difference between success and failure.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

The current economic climate of low commodity prices and increasing costs has put a lot of pressure on mining companies to ensure their operations will survive through the current economic downturn. While history tells us that the cycle will turn around and prices will go back up again, how many mining companies will be left to take advantage of the next upturn? On average in Australia, the maintenance of mining equipment accounts for up to 50% of operating costs; which equates to nearly $15bn per year. In addition to trying to boost productivity, mining companies are also putting a lot of pressure on reducing costs; all with the intention of maintaining/increasing profit margins and thereby keeping shareholders ?happy?. The whole premise of our economy is based on ?growth? and ?profits?. Movements in the market place force mine owners to ?react? to short term fluctuations. And if that movement is downward; operations people at the sites are forced to start reducing costs. Is this cost reduction done in a logical, systematic way where all risks (short-, medium- and long term) are considered? Invariably, the answer is no! Short term ?fixes? are normally implemented with little, or no, regard for medium- and long-term impact. And the reason for this is that management is not fully focused on the long term; focus is mainly on survival. Decision making is driven by shareholder sentiment and history tells us that this is largely short-term. So given these paramteres to work within, what role can ?Asset Management? play in assisting management to meet shareholder and market requirements whilst still maintaining long-term viability of their operations (to the long-term benefit of shareholders dare I say). As maintenance costs account for nearly half the operating costs of mining companies; the ?smart? management of assets is not only crucial; it is essential for survival in today?s economic climate. What is asset management? Asset Management, according to the UK-based Institute of Asset Management (IAM) is ?the systematic and coordinated activities and practices through which an organization optimally and sustainably manages its assets and asset systems, their associated performance, risks and expenditures over their life cycles for the purpose of achieving its organizational strategic plan.? How important is asset management in today?s mining companies? IAM goes on to say: ?This definition of asset management represents a significantly greater scope than just the maintenance or care of physical assets, and is closer to the central purpose of an organization. Good asset management considers and optimizes the conflicting priorities of asset utilization and asset care, of short-term performance opportunities and long-term sustainability, and between capital investments and subsequent operating costs, risks and performance. ?Life cycle? asset management is also more than simply the consideration of capital costs and operating costs over pre-determined asset ?life? assumptions. Truly optimized, whole life asset management includes risk exposures and performance attributes, and considers the asset?s economic life as the result of an optimization process (depending upon the design, utilization, maintenance, obsolescence and other factors).?

Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.

Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. Once mining compromises the stability of a rock mass, the dangerous task of roof bolting begins. Many attempts have been made to automate this process, but there are still many refinements that need to be made. In the past, roof bolting modules were designed around the abilities of a human operator. Currently, researchers are taking a new approach that focuses on designing modules that can utilize bolting methods that are easily automated. A non-rotating anchor that is locked into position by a linear force (as opposed to a rotational force) was designed by researchers at the U.S. Bureau of Mines. Once the bolt is secured in the bolt-hole by the anchor, the bolt is tensioned and a collet is used to secure the other end of the bolt. This process replaces the traditional bolt-nut fastening method. This program is part of an effort at the U.S. Bureau of Mines to automate the coal mining process.
