Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

Multiple seam underground coal mining is ubiquitous in Appalachia. Many coal properties have from two to ten or more economically mineable coal seams. Because of the ability to penetrate 600-feet to 1,000-feet or deeper into the mountainside leaving panels of web pillars separated by barrier pillars, highwall mining is a hybrid between surface and underground mining. As a result, many of the ground control problems commonly associated with multiple seam underground mining exist with multiple seam highwall mining. These include: i) multiple seam interaction between web and barrier pillars in superjacent mines, ii) subsidence and caving propagating to overlying seams and mines, iii) pooled water and the potential for inundation resulting from a breakthrough between an active highwall mine and abandoned underground mines in the same or superjacent seams, iv) the presence of overlying or underlying mine workings where pillar columnization in the active mine is not possible, and v) the question of whether to mine ?top-down? or ?bottom-up.? Case histories are presented from southeast Ohio where the Middle Kittanning No. 6 and Lower Kittanning No. 5 seams are successfully highwall mined with 20-feet to 40-feet of largely shale interburden. A highwall miner was caught in a highwall collapse in the Middle Kittanning No. 6 seam when it was overmining auger workings in the Lower Kittanning No. 5 seam. Multiple seam interaction caused by the overmining transferred overburden stress onto the Lower Kittanning No. 5 seam. The overburden concentrated through web pillars initiated auger web pillar failure, resulting in roof collapse and subsidence in the Lower Kittanning No. 5 seam that propagated up to the Middle Kittanning No. 6 seam. A second case history involves multiple seam highwall mining in southeast Kentucky. The A3 Rider, A3, B2, and C1 seams are being highwall mined around abandoned underground mines in the A3 and B2 seams and augering in the A3 Rider. Because of spoil storage constraints for the surface contour mines, the highwall miner follows the active pits in each seam so a standard sequence of ?top-down? or ?bottom-up mining does not exist.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. Typically, peak resistance is only reached after a finite amount of subcritical crack growth. The

Acid mine drainage (AMD) is a common water pollution problem on active and abandoned coal mine sites in the eastern United States. AMD forms when surface mining brings unweathered pyrite-containing rocks to the surface or when deep mining allows oxygen to contact buried pyritic strata. In the absence of neutralizing compounds, the drainage that results can be extremely acidic and contaminated with dissolved iron, manganese, and sulfate. Drainages with pH < 3.0 and concentrations of sulfate greater than 1,000 mg/L, iron greater than 50 mg/L, and manganese greater than 10 mg/L are common. Where water flows through alkaline materials (such as limestone) before surfacing, the drainage is less acidic and occasionally circumneutral, but it can still contain high concentrations of sulfate and metals. Current water quality standards in the United States require that mine discharges have a pH between 6 and 9, total iron concentration less than 3.0 mg/L, and manganese less than 2.0 mg/L. At thousands of active and inactive mine sites, drainage does not meet these standards and is being treated before discharge by the mining company. At thousands of other sites, which were abandoned prior to the enactment of water pollution laws or were operated by companies that have gone bankrupt, untreated AMD is polluting receiving water systems. The standard mine drainage treatment system involves the addition of a1 kal ine chemicals to the water, which raises the pH and cause metals to precipitate in a settling pond. These systems are expensive, often costing tens or hundreds of thousands of dollars per year for chemicals, operation, maintenance, and disposal of the metal- laden sludge. Because the drainage on many sites will likely be contaminated for decades, there is financial incentive to find alternative water treatment systems. In the last five years, many mining companies and engineering firms have experimented with the construction of wetland treatment systems. Very few of the several hundred wetland systems that have been built are performing well enough to justify total abandonment of chemical treatment. Nonetheless, systems continue to be built because the mining companies have found that wetlands can reduce their AMD treatment costs. It is also their hope that further research and development will eventually result in systems that will completely rep1 ace chemical treatment and offer long term performance at minimal cost. The Bureau of Mines has been actively involved, from a research perspective, with this approach to AMD treatment since its inception. In this paper, the status of constructed wetland technology is discussed with respect to the construction and performance of systems, chemical and biological processes that affect AMD chemistry within constructed wetlands, and the future of this technology as perceived by the Bureau of Mines. ORIGINAL OBSERVATIONS The constructed wetland concept has its roots in observations of natural Sphaqnum peat wetlands that received acid mine drainage and, instead of being adversely affected, appeared to cause an amelioration of the polluted water (Huntsman et al. 1978; Wieder and Lang 1982). These observations instigated the idea that wet1 and systems might be used for the intentional treatment of mine drainage. Because the discharge of AMD into a natural wetland is prohibited in the U.S. by several laws, it has been necessary to construct wetlands which act solely as water treatment systems. Initially, most wetland research and construction efforts mimicked the original observations by utilizing Sphaqnum moss and peat. Despite promising laboratory results (Kleinmann et al. 1983; Tarleton et al. 1984; Burris et al. 1984; Gerber et al. 1985), virtually all field tests of Sphasnum-dominated constructed wetlands failed to provide sufficient water treatment for more than several months. Sphasnum proved quite sensitive to the stresses associated with transplanting, abrupt changes in water chemistry, excessive or insufficient water depth, and

In regard to the paper by J.B. Gwiazda, it makes a highly technical approach to show that the .u factor used by designers of lemniscate-guided roof supports has never really been confirmed as a maximum and assumes that convergence is vertical. Also, the paper does not appear to take into account deflection of structures, which occurs when the lemniscate and base members are fully loaded to their maximum stress level, nor the front to back line of the support in relation to differential roof to floor movements caused by strata movements under pressure. It is not unusual for differential movements to be slightly diagonal to the line of the support, particularly in faulted areas and on gradient faces. The paper also does not take into account consolidation of fines immediately above and below the support. Generally speaking, any differential movement is from face to waste and under these conditions the .u of 0.3, which appears to be an international standard, has worked in practice. However, if the face end of the support is lower than the waste end, then the µ of 0.3 can be considerably increased, giving rise to the damage mentioned in the paper. The ideal design should aim for a slightly forward bias in the lemniscate guide so that the last increment of setting is toward the face, tending to close any fissures that may have developed during the support advance cycle. The support should also be fitted with positive set valves to ensure that a high setting load density is attained to minimize bed separation. As far as powered supports are concerned, convergence is irresistible and all powered supports converge at their rated yield load. A similar principle can be applied to the differential roof to floor movements to drastically reduce the very high forces that would otherwise be applied to the lemniscate structures and pins and that, in turn, are transferred to the base arrangement and floor loading. Any differential movements are usually catered for by the 0.3 µ factor or deflection of structures in the lemniscate guide arrangement and consolidation of the floor. The floor loading, due to differential movement, is in addition to the support convergence load and requires additional bearing area to avoid possible floor penetration. Some seven years ago, Fletcher Sutcliffe Wild Ltd. (FSW) introduced a lemniscate-guided shield support where the lemniscate linkage is connected to the roof bar through two horizontally converging rams to allow differential movement to take place above a given rated figure. This is a known force and can be guarded against, whereas with rigid connections the forces, as yet, are unconfirmed. By careful design, a horizontal force in excess of 6 MN (60 tons) opposes differential movements for a total ram loading of only 2.5 MN (25 tons), or 1.25 MN (12% tons) each. This principle can considerably reduce the length and weight of the support in comparison with a rigid pin-type structure; also, the yield load rating can be increased without affecting the lemniscate forces. The graph shows the tensile and compressive forces in a lemniscate linkage of a support with and without hydrostore. These forces react into both the roof beam and base members and, as can be seen from the support height to linkage load graph, a considerable reduction in these reactions is gained by the use of the FSW patented hydrostore system. Floor loading is considerably reduced under maximum µ conditions, and by allowing the roof bar to move with the strata, some degree of improvement to strata control is achieved in line with the assumptions in the paper. In practice, these movements have only been in the region of a few millimeters, which, in turn, reflects on the improvements to strata control by the addition of positive set valves.

Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

"It is now possible to use 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. This is quite a significant advance in X-ray tomography technology and should be useful for plant-site coarse particle characterization (size, shape, composition, density, texture, grain exposure, mineral liberation) with a response time of minutes after receiving the sample. Applications in the mineral industries are discussed including the coal industry, aggregate industry, metal mining and the processing of industrial minerals. INTRODUCTION Plant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants, and mineral processing plants is needed to improve plant capacity, product quality, and/or process efficiency. Not much on-line coarse particle characterization is done at these plants. Some limited information regarding particle size is obtained on-line from reflected light images using systems such as the OPSA, Split, and WipFrag analyzers. Even laboratory analysis of coarse particles has been difficult because of the large amount of sample required to insure statistical significance of the results. During the past decades laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage [1, 2]. 3D X-ray tomographic analysis had its origin in the medical services industry; it is used to provide internal images of the human body and now has also been developed for non-medical applications [3]. Figure 1 shows a schematic diagram for the cone-beam geometry micro-CT system. In our case X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a three-dimensional image is reconstructed from the collected set of projection images. With the availability of automated high speed X-ray tomography [4] it now seems possible to do plant-site particle characterization at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. This is quite a significant advance in X-ray tomography technology and should be useful for plant-site particle characterization (size, shape, composition, density, texture, grain exposure, mineral liberation) with a response time of minutes after receiving the sample. Gold extraction from refractory ores is still a problem. Gold losses in the cyanidation process are mainly due to the presence of sulfides and carbonaceous materials. Oxidation of carbon and sulfide minerals by sodium hypochlorite is a possible method to render the ore amenable to cyanidation, and earlier work by the USBM indicates that electrochemical generation of hypochlorite is promising. Laboratory work was carried out on the oxidation of pyrite and carbon in an electrochemical cell with a sodium chloride electrolyte. The results of preliminary tests are discussed in relation to the mechanism of electrooxidation of refractory gold ores and the estimation of current efficiency.

Flotation tests were carried out on 6 coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease of the flotation recovery with some improvement in the grade The reduction in the recovery increased with increasing the concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than medium and high rank coals. The recovery size curves of oxidized samples mere similar in shape to that of non-oxidized coals.

The past and present argillaceous rock studies for the U.S. National Waste Terminal Storage Program consist of: (1) evaluation of the geological characteristics of several wide- spread argillaceous formations in the United States; (2) laboratory studies of the physical and chemical properties of selected argillaceous rock samples; and (3) two full-scale in situ surface heater experiments that simulate the emplacement of heat-generating radioactive waste in argillaceous rock.

It is believed that sulfur and volatile matter con-tents in coals are the main intrinsic properties to cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal&apos;s self-heating should be quantified. This study is aimed to improve the previous mathematical model developed by the authors for studying the coal&apos;s propensity for spontaneous combustion. It enhances the model&apos;s ability to consider the effects of sulfur, volatile matter and moisture contents in the coal three important factors affecting the coal&apos;s self-heating process. Sulfur exists in coal primarily in the form of pyrite which will be oxidized rapidly under suitable conditions. Volatile matters, higher in low rank coals, are more easily to be oxidized. Heat of water condensation provides initial energy for low temperature oxidation. Heat release rates for pyrite oxidation and moisture condensation are built in the model. Finally, the simulation results in terms of time versus temperature on pyrite oxidation and moisture condensation are validated with the adiabatic testing data respectively.

The People&apos;s Republic of China has 582 Gt (641 billion tons) of proven coal reserves. At present, 576.5 Mt (635.5 million tons) of coal are mined a year which makes China the third largest producer of coal in the world. Underground mining accounts for 95% of the total production. This paper will discuss the coal districts, coal types, jurisdiction of coal mining, and methods of underground mining. The article also will outline China&apos;s objectives in future planning and development of its coal reserves.

This paper presents the results of an investigation into the influence of hydrodynamics on a preflotation process for the copper sulfide ore from the Fore-Sudetic Monocline deposits in Poland in a flotation machine. The main aim of the preflotation stage for Polish copper ore is to remove the easy-to-float organic matter — organic carbon — that causes serious problems in metallurgical processes. The organic matter is connected with the presence of shale ore. This paper describes the preflotation experiments conducted to investigate the effect of various stirrer speeds. The upgrading selectivity of copper and organic carbon were analyzed and compared. The results show that the effectiveness of separation between organic carbon and copper decreases with increased stirrer speed in the laboratory flotation machine. The more intensive the mixing of the flotation suspension, the lower the selectivity of the preflotation experiment. Lower stirrer speed probably provides lower mechanical entrainment and flotation of copper minerals.

And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Underground mining of limestone is becoming increasingly attractive in Illinois. Most quarries are near rivers on the western and southern borders where competition for land use is intensive. Increasing demands for stone can be met by expanded mining with access by edits in existing quarries and by inclines and shafts at downdip sites. Geologic, hydrologic, and engineering conditions indicate that deep mines in the Ste. Genevieve, St. Louis, Salem, Ullin, and basal Burlington Limestones of Mississippian age and in the Moredock Limestone Member of the Dunleith Formation of Ordovician age are possible, but development will require prudent exploration and planning to ensure that the product will be of good quality.

INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Sampling practices, filtration, impaction, thermal impaction and electrostatic precipitation are explained together with the methods of counting samples to determine free silica. Konimetric and gravimetric techniques for dust sampling are compared and contrasted. [Radiation Measurements] Both collective and personal dosimetry systems are used in the Canadian uranium mining industry and lectures are presented on each. Techniques and possible sources of error are discussed for a variety of radon and radon daughter measurement methods - Lucas method, Tsivoglou and modified Tsivoglou, Kusnetz, Rolle. Instant working level meters and personal alpha dosimeters are explained in terms of calibration, maintenance, readout and estimation of accuracy.
