The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today's answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. The following is a brief synopsis of these reports for each type of energy.

The recent history of the mercury market results almost entirely from U.S. Government actions. Its derived demand has been curtailed by U.S.E.P.A. mandates; its supply has been augmented by U.S.D.L.A. controlled stockpile releases. The resultant prices have altered its market structure, impacted mercury mining, refiners and recyclers, and affected international production and markets. From a marketplace product mercury is rapidly becoming a disposal problem. Other minerals may follow in its wake. This paper reviews developments in demand, particularly in relation to environmental constraints. Supply side impacts are considered. The impact of stockpiles, both as a market overhang and as a potential supply is reviewed. Government stockpile disposal activity is emphasized, but the size, estimated disposal rate, and quality of the private stockpiles are considered, as is the potential availability of additional material from shut-in mines.

The advent of open nit mining permitted the development and processing of minerals never before thought possible. New equipment was needed; new techniques were devised; new methods were called for. This development and acquisition of new techniques, methods and equipment did not, however, stir the souls of our industry and educational leaders sufficiently to a recognition of the problem of people, especially the future development of the people needed in open-pit mining. The people problem has been and will be with us as long as there are two of them. The development of people will be required for the same reason. The problem of developing future personnel for open-pit mining is not what must be developed; that is known to all of us and can be briefly stated ashore and better of everything." As I see it, the real problem lies in determining (1) what personnel are really critical, (2) why are they critical and (3) how can we develop them.

Isotope analyses distinguish biogenic sulfur ores from non-biogenic ores, but do not distinguish bioepigenetic from biosyngenetic ores. Sulfur deposits of salt dome caprocks and of bedded Permian evaporites of west Texas, however, are clearly bioepigenetic. Anhydrite, introduced by salt diapirs into geologically younger sediments, is converted biogenically to sulfur and calcite in the presence of petroleum; for example, in Challenger Knoll, a salt dome at a water depth of 3600 m in the Gulf of Mexico. Understanding the illusive nature of the catastrophic failure of brittle solids is difficult. Proposed is a hypothesis of crack cessation. If, during catastrophic failure, cracks in a brittle solid stop before terminating on a preexisting crack, this hypothesis suggests that the slope of the size distribution curve will be lower. Moreover, this hypothesis suggests that when cracks stop, negative valleys and negative comers appear. Furthermore, particle shapes also change with particle size. While the hypothesis is unverified, it suggests that crack cessation could play a role in the comminution process.

A first principle flotation model has been derived from the basic mechanisms involved in flotation. The model consists of a series of analytical equations for bubble generation, bubble-particle collision, attachment, detachment, and froth phase recovery. The model can predict flotation from both hydrodynamic and surface chemistry parameters such as bubble size, particle size, energy dissipation rate, ?-potentials, contact angles (?), etc. The model has been validated in a series of laboratory batch flotation experiments, in which mono-sized glass beads are used as feeds. The experimental results are in good agreement with model predictions both in terms of grade and recovery.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. In considering slurry transportation for Consolidation Coal Company's Loveridge Mine in Northern West Virginia, many things were taken into account. The advantages of slurry transportation in comparison to shuttle car, belt and rail transport have been given in previous publications." These include increased safety and the potential for increased productivity. In addition to these considerations, the slurry transport system installed in an existing mine provides an alternate or additional transportation mode to the one already existing. In the Loveridge Mine, this is rail haulage. Since the rail system is a single track system and the distances involved are several kilometers, it is not always possible to provide for haulage of loaded cars, return of empties, supplies and maintenance in an efficient manner. Slurry transport of the coal from the production faces to the preparation plant allows the rail system to fulfill the remaining transportation needs in an efficient manner. Consol initiated development work in slurry transportation in the early fifties leading to the construction and operation of the 174-km (108-mile) Cadiz-to-Cleveland pipeline which carried 1,200,000 metric t/y (1,300,000 t/y) from 1957 to 1963. Development work on coarse coal slurry transportation for underground mines started in 1970 with feasibility tests on coarse coal at Conoco's Ponca City, Oklahoma, slurry test facility. A series of tests were conducted in several locations as development work proceeded on the various subsystems, mechanical equipment and controls required to produce a working system to follow a continuous miner in a room-and-pillar type mine, then to combine the coal production from several mine faces for mainline transportation to the preparation plant. The face system, including the crusher-pump vehicle, hose hauler vehicle, slurry booster pump units, return water unit and 900 to 1,200 m (3,000 to 4,000 feet) of pipeline was brought together for the first time and tested as a system at Consol's Robinson Run Mine in northern West Virginia in 1975. A pipeline wear test at the Loveridge Mine where 300,000 tonnes (330,000 tons) of minus 127-mm (5-inch) run-of-mine coal were pumped from the raw coal bin into the preparation plant and a large scale test in Ponca City on a multiple feed sump where several slurry flows could be combined to provide surge capacity and a constant reclaim rate for mainline transportation completed the preliminary testing for a complete system. A decision was made to commit the system to a mine, and the south half of the Loveridge Mine was chosen. This site required the transporting of coal from one longwall and two continuous miner development faces. To prevent startup and unexpected problems in the slurry system from shutting down production of coal from the longwall face, the rail car loading point from the main section belt was chosen as the feed point for the slurry system and the design would allow for rapidly switching from one transport mode to the other. Scheduling of required development entry work and the developmental nature of the system led to a decision to install only one continuous miner face slurry transport system rather than two for this first system. The type of continuous miner in use at the mine for the foreseeable future was the Joy 2BT6 twin boring machine. This machine cuts a stable, arch-shaped entry and was therefore allowed to mine about 26 m (85 feet) of entry before roof bolting was re¬quired. Since peak production from this type of machine was not high, a smaller transport system could be used with it.

Production scheduling of an open-pit mine is one of the most important steps in open-pit mining. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value (NPV) and overall economic feasibility of a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. The current practice for doing is to do it by hand on the basis of trial and error analysis. In an attempt to improve the way production scheduling is currently done, a new computer based production scheduling algorithm is developed. This paper describes the fundamentals of this newly developed heuristic scheduling algorithm and its application on a gold deposit. The results coming from a case study show that the schedules based on the new method provides improved cash flows compare to a manually done production schedules.

"The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL) is leading an effort to develop the next generation of self-escape breathing apparatus for egress from confined spaces in emergency scenarios. A backpack style closed-circuit mine escape respirator design was one configuration explored as part of the research imperative directed by the 2006 MINER Act. Stakeholder feedback from MSHA and at the NIOSH Breathing Air Supply Partnership Meeting indicated a smaller belt worn unit that does not sacrifice performance is desirable. This paper outlines some further technology advancements that may be investigated toward developing such a small-sized respirator. Technologies being considered are novel chemicals for improved carbon dioxide (CO2) absorption and oxygen (O2) production, eliminating a dedicated CO2 scrubber by incorporating its function in the spaces of the respirator’s breathing loop and storing O2 in a liquid form with long standby capabilities. When these technologies are applied to a future design, there is the possibility of having an escape respirator that can be belt worn and capable of being certified to 42 Code of Federal Regulations (CFR) Part 84 standards, including sub-part O for escape purposes including mine escape. BACKGROUND NIOSH NPPTL has a Research and Development effort to provide mine workers with state-of-the-art breathing air technologies to comprehensively support initial and continued self-escape, refuge alternatives, and rescue needs, resulting from mine emergencies. As part of this R&D effort, NIOSH invested in the development of a next-generation closed-circuit mine escape respirator (CCMER) which would be compliant with NIOSH’s respirator standard requirements, 42 Code of Federal Regulations Part 84, including sub-part O. The design features of the CCMER also address the MINER Act’s requirements for transitioning between devices without the need for doffing the initially donned device. It would also allow for improved protection when using voice communications with a donned device ."

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke, and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale Fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL) in Fairchance, PA, using Ponderosa Pine, Red Oak, Douglas-fir, high and low volatile coals, PVC and SBR conveyor belt, No. 2 diesel fuel, and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector, and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations, and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (1). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters? Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

The operation described in-this paper will be confined to the Nemacolin Mine of The Buckeye Coal company, Nemacolin, Pennsylvania.' This mine is-located on the Monongahela River approximately sixty miles south of Pittsburgh. The mining is in the Pittsburgh seam that has an average thickness of 88 to 90 inches. The current practice is to mine approximately 80 inches, leaving 8 to 10 inches of roof coal. All of the coal produced is used solely for by-product coking by the parent Youngstown Sheet & Tube Company, Youngstown, Ohio. Eight to ten inches of top coal are left by the miners to prevent air slacking of the draw slate. In addition, this top coal which will float at the washing gravity has a very high ash and sulphur content, and when mined, seriously affects the quality of the clean coal product.

Reactivation of highwall slope failures during adverse weather had intermittently impacted haul road access into a previously mined open pit. These impacts ranged from limited access to full closures; however, the greater impact was to an underground mine that was developed within the open pit. Following several significant precipitation events, a rapid snow melts greatly accelerated movements finally closing the haul road and destabilizing other past failures. In addition to re-designing the overall pit access, the decision was made to relocate the primary portal to a more stable highwall. An accelerated surface geotechnical review was required to advance the portal relocation; however, only existing information from past investigation, existing geology model, visual inspections, and slope monitoring data were available for the assessment - no new investigations or data collection could be completed within the allowable timeframe. The evaluation included a review of the geology, an assessment of the current highwall condition and previously observed performance, and a rockfall analysis to evaluate existing catchment above the proposed new portal location.

Machine learning in the form of artificial neural networks was applied to investigate whether specimen load evolution can be predicted as a function of acoustic emission (AE) signals in the case of three-point bending (TPB) marble specimens instrumented with piezoelectric sensors. The ultimate objective of this study is to develop a model that can quantify rock behavior under loading that can lead to rock-failure prediction in underground structures subjected to bending, such as roof failure in development or production openings.

Copper slag is mainly used in cutting tools, abrasives, asphalt pavement, road construction, and in the production of concrete as an alternative to sand and cement [1]. As a renewable resource, only about 15-20 percent of the slag is used for these applications, and the dumping or disposal of surplus unused slag results in waste of a certain amount of usable metal in the feedstock [2]. In this work, the oxidation behavior of copper smelting slag under nonisothermal condition is studied using data obtained by the thermogravimetric (TG) method, and the kinetics parameters and reaction mechanism of oxidation are determined. It provides a theoretical basis for the comprehensive recovery of iron resources in slag and the selection of reasonable slag-making conditions.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine, creating safety concerns. To provide recommendations for developing guidelines that ensure a safe coexistence of longwall mining and unconventional shale gas production, this study uses a discrete fracture network (DFN) model to evaluate the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations are within values validated with field measurements.

Standing supports have been used in coal mines for decades to enhance roof support capability. Occasionally, standing supports are used to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for standing supports to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. The Mine Roof Simulator (MRS) was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. Prop models were used to study the effect of a range of roof and floor materials — gray shale, shale and claystone — on the critical buckling loads of the steel props.

Conveyor systems persist in being a source of injuries and fatalities in the mining industry. To reduce these incidents, better methods are needed to enhance the monitoring of probable hazards and improve situational awareness during the normal operation and maintenance of conveyor systems. To address these issues, researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) continue to investigate emerging technologies that show the potential to improve miner safety around conveyors. This paper presents a feasibility assessment by NIOSH researchers of a fully integrated, commercially available wireless Internet of Things (IoT) system to improve situational awareness around conveyor systems.

It is possible to divide the general objectives of a company into two components: maximum expected profits and viability over time. These components are designed to maximize the companies value over time. The evaluation of a project includes both a discounted cash flow (DCF) analysis and a risk analysis. The DCF analysis determines whether the project should be accepted or rejected, and the risk analysis helps to forecast possible deviations from the original estimates. However, the results of both methods do not allow for a quantitative comparison between the main objectives of the venture, and they do not resolve the issue of whether it is advisable to sacrifice immediate profits for future profits. This paper attempts to resolve this issue. The present research was carried out on mining projects with different waste-extraction schedules. Calculations were made using the US Bureau of Mines' usage-of-costs model. Russian experience in open-pit mining is reflected in this paper.

The wide distribution of limestone and dolomite and the decentralization of the depedent industries give the State Geological Survey a major role in the, development of these mineral resources. The amount of geological information necessary for efficient exploration is so large that few companies can afford to do the necessary basic field work or store the data. The state surveys fill these responsibilities and thus might be said to serve as the geological research departments of the limestone and dolomite industry. At the Indiana Geological Survey, the data of most value to limestone producers are in the form of unpublished measured sections, well records, cores, chemical analyses, directories, and geologic maps. Much of this information is published in summary form. The Survey also assists individual members of industry in exploration and evaluation of mineral deposits. In addition, a progressive State Survey provides the geological infor¬mation necessary for the development of new resources which do not appear to justify industry's own preliminary efforts.
