Reactivation of highwall slope failures during adverse weather had intermittently impacted haul road access into a previously mined open pit. These impacts ranged from limited access to full closures; however, the greater impact was to an underground mine that was developed within the open pit. Following several significant precipitation events, a rapid snow melts greatly accelerated movements finally closing the haul road and destabilizing other past failures. In addition to re-designing the overall pit access, the decision was made to relocate the primary portal to a more stable highwall. An accelerated surface geotechnical review was required to advance the portal relocation; however, only existing information from past investigation, existing geology model, visual inspections, and slope monitoring data were available for the assessment - no new investigations or data collection could be completed within the allowable timeframe. The evaluation included a review of the geology, an assessment of the current highwall condition and previously observed performance, and a rockfall analysis to evaluate existing catchment above the proposed new portal location.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. Production scheduling of an open-pit mine is one of the most important steps in open-pit mining. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value (NPV) and overall economic feasibility of a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. The current practice for doing is to do it by hand on the basis of trial and error analysis. In an attempt to improve the way production scheduling is currently done, a new computer based production scheduling algorithm is developed. This paper describes the fundamentals of this newly developed heuristic scheduling algorithm and its application on a gold deposit. The results coming from a case study show that the schedules based on the new method provides improved cash flows compare to a manually done production schedules.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

It is possible to divide the general objectives of a company into two components: maximum expected profits and viability over time. These components are designed to maximize the companies value over time. The evaluation of a project includes both a discounted cash flow (DCF) analysis and a risk analysis. The DCF analysis determines whether the project should be accepted or rejected, and the risk analysis helps to forecast possible deviations from the original estimates. However, the results of both methods do not allow for a quantitative comparison between the main objectives of the venture, and they do not resolve the issue of whether it is advisable to sacrifice immediate profits for future profits. This paper attempts to resolve this issue. The present research was carried out on mining projects with different waste-extraction schedules. Calculations were made using the US Bureau of Mines' usage-of-costs model. Russian experience in open-pit mining is reflected in this paper.

The wide distribution of limestone and dolomite and the decentralization of the depedent industries give the State Geological Survey a major role in the, development of these mineral resources. The amount of geological information necessary for efficient exploration is so large that few companies can afford to do the necessary basic field work or store the data. The state surveys fill these responsibilities and thus might be said to serve as the geological research departments of the limestone and dolomite industry. At the Indiana Geological Survey, the data of most value to limestone producers are in the form of unpublished measured sections, well records, cores, chemical analyses, directories, and geologic maps. Much of this information is published in summary form. The Survey also assists individual members of industry in exploration and evaluation of mineral deposits. In addition, a progressive State Survey provides the geological infor¬mation necessary for the development of new resources which do not appear to justify industry's own preliminary efforts.

This paper examines the computerization steps of United Coal Company of Bristol, Virginia. OVERVIEW Producing close to 7,000,000 tons per year, United Coal Company is one of the most interesting mining companies in the east. Their approach to mining reflects a dedication to modern technologies and extraction methodologies. With varying amounts of production coming from four divisions (a fair amount of production comes from contract operators) and over a billion tons in recoverable reserves, United rests heavily on the planning and engineering efforts of a centralized engineering group. Although each division relies on its own engineering personnel for day-to-day management and operations, long range planning and reserve management is conducted at the corporate engineering level. This group, while extremely competent and efficient, is relatively small (7 people), when compared to the needs of a large mining company.

The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) has recently studied several redirected scrubber discharge configurations in its full-scale continuous miner gallery for both dust and gas control when using an exhaust face ventilation system. Dust and gas measurements around the continuous mining machine in the laboratory showed that the conventional scrubber discharge directed outby the face with a 12.2-m (40-ft) exhaust curtain setback appeared to be one of the better configurations for controlling both dust and gas. Redirecting all the air towards the face equally up both sides of the machine increased both the dust and gas concentrations around the machine. When all the air was redirected towards the face on the off-curtain side of the machine, gas accumulations tended to be reduced at the face at the expense of increased dust levels in the return and on the curtain side of the mining machine. A 6.1-m (20-ft) exhaust curtain setback without the scrubber operating resulted in the lowest dust levels around the continuous mining machine, but this configuration resulted in some of the highest levels of dust in the return and gas on the off-curtain side of the mining face. Two field studies showed some similarities to the laboratory findings, with elevated dust levels at the rear corners of the continuous miner when all the scrubber exhaust was redirected towards the face either up the off-tubing side or equally up both sides of the mining machine.

This paper presents pit slope monitoring and back-analysis case studies con-ducted to evaluate and, if possible, stabilize slopes at the Berkeley Pit in Butte, MT. Two specific slopes were studied in detail. The first slope was determined to be near limiting equilibrium, as evidenced by its response to the initiation and cessation of mining, while the second failed on three occasions. Back-analysis of the failed slope verified the laboratory-derived geomechanical properties of the earth materials. Early detection of slope movement can show a need to take action, including modifying slope geometry, dewatering if the slope were wet, and/or investigating and implementing artificial supports. Monitoring slope displacements in open-pit mines can supply data for predicting collapses and preventing serious damage, injuries, and/or loss of life.

Over the last six years, several new commercial families of sulfide mineral collectors have been developed. This paper summarizes some plant data and use experiences gained with each of these product families. The first is a series of products (F-series) based on a chelation mechanism of attachment. The second of these families is a series of products (S-series) based on an electrochemically controlled mechanism of attachment. The major advantage of the F-series collectors is the very high metal recovery capability in complex ores involving Au, Pt, Zn, Ni, and mixed Cu minerals. The major advantages of the S-series collectors are the very high pyrite rejection capability along with reduced lime requirements in Cu/Mo plants.

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro quantities of radionuclides such as, radium-226, thorium-230 and lead-210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U. S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in the uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings. The Mining and Metals Division of Union Carbide operates mills for the recovery of uranium and vanadium at Uravan and Rifle in Colorado and a mill in the Gas Hills of Wyoming for uranium production. The company also owns former mill sites on which mill tailings are located at Maybell, Rifle, and Slick Rock in Colorado and at Green River, Utah. The purpose of this paper is to describe the methods used by a few uranium mills, largely those operated by Union Carbide Corporation, to dispose of radioactive wastes, to discuss briefly the regulations under which the mills operate, and to present reference information on the subject.

The nature, usage and comparatively rare occurrence of ball clay is described. The importance of these white firing plastic clays in ceramics, particularly in the production of industrial sanitary ware and tiles, is emphasized. The US deposits are briefly discussed. What is known about relevant deposits in Brazil, Argentina, Colombia and Venezuela (the four largest ceramic producers in South America) is also described. The ceramic plants have been sited near the centers of population rather than the plastic clay deposits. At present, extraction is probably concentrated on surface residual deposits and lenses which require minimum investment. Native plastic clays are used exclusively in the tile plants, but in sanitary ware, they are often used as extenders of imported ball clays.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Heap leaching has become one of the prime technologies used for the recovery of precious metals from low-grade ores over the past ten years. The recovery process involves mining and stacking the ore on engineered leach pads, with or without crushing and/or agglomeration, followed by leaching with a low concentration sodium cyanide solution. The metal-bearing, pregnant solution is then processed by zinc precipitation or activated carbon absorption to extract the precious metals. The leaching process continues until all economic metal values are removed at which time the spent heap leach pads, the leached materials and excess process solutions require decommissioning. The management of these solutions may present a potential challenge for successful and environmentally sound decommissioning due to their composition, volume or continuity of generation from the spent ore even though active leaching has been terminated. The principal objectives of solution management in decommissioning spent heap leach pads are to meet all operative environmental regulations in a cost-effective manner and to leave the pads in a condition where they do not present a long-term liability either to the operator or to the environment. This involves the reduction in volume of the residual process solutions and/or treatment of these solutions to where they meet applicable water quality criteria. In the past, the environmental and economic aspects of decommissioning and solution management have been overlooked or under-estimated during the planning of mining operations. As a result, there is a potential for long-term liabilities and costs to be recognized only at the end of active leaching, a time at which operating revenues and cash-flow are minimal. Therefore, the decommissioning process requires addressing at the mine planning stage and agencies now require that a plan for solution management after the cessation of operations be submitted prior to initiation of mining. This paper discusses aspects of process solution management during decommissioning, both in terms of quantity and quality, and how potential issues may be recognized and planned for in the initial stages of heap leach design.

It would be most difficult to place a date on the beginning of the revolution in analytical techniques that we have witnessed in recent years; but there is no question that the period since the end of World War II has seen a major change in thinking with respect to control and accounting analyses. For reasons relating to competition, much of this change was brought about in the chemical industries and only more recently has begun to affect directly the mineral industries. In considering the subject outlined in the title of this paper, one might well be tempted to discuss solely the more exotic methods of control and automation which have come into being in the past short while. In this paper, however, an attempt will be made to take a broader view and consider not only the application of newer purely physical methods of control but also those phases of chemical plus physical analyses that have bearing on our industry.

As can be guessed from the subtitle, this paper will not be a geologist's one since neither of the authors is a professional geologist. This will be an attempt to present the various aspects of the legal, economic and geological setting that condition the exploration for mineral resources in Haiti. Before going any further, we are going to present a summary of our rather short mining history. One must first mention that Caribbean countries are latecomers to the mining business. If we go back to the colonial period (1500-1600's) there are net many traces of mining activity. The major exception to this is the recovery of alluvial gold in Hispaniola, Puerto-Rico and Cuba and also some sporadic copper mining in Hispaniola (notably in Haiti near the city of Gonaives and in some of the old mining districts in Santo-Domingo). These easily minable deposits were quickly exhausted and mining quite naturally came to an end as agriculture rose as the major economic activity. In the Haitian case, aside from very erratic mention during the 19th Century of the presence of some minerals (i.e. haematite, chalcopyrite) no serious geological work was undertaken. In the meantime, the peasants in the northern part were still looking for alluvial gold in some streams but this amounted to next to nothing. One has to come to the 1920's to find the first comprehensive geological survey. At the time, the country was under the military control of the United States. The American Government sent a team from the U.S.G.S. headed by the late W. Woodring to initiate a survey of the country. Given the lack of transportation, this was a tough task and Woodring and his associates did it magnificently. As a result of their efforts, they published a very thick piece of work of more than 600 pages. "The Geology of the Republic of Haiti" although it was published in 1924 is a classic and is a must for anyone interested in the geology of Haiti.

Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.
